Energy Sources from the Pay & Accounts Officer of theMinistry of and disbuned to Director, Non- Conventional Energy Development Agency (NEDA), VibhutiKhand, Gomati Nagar, Lucknow-226 010 by the an account payee Demand Draft.4. NEADA will submit the audited UC/SOE and the amount is being released up to 31.12.2004.5. All the terms and conditions stipulated in Administrative Approval have been followed.6. The expenditure is debitable to Demand No. “65”, Major Head “2810” Ministry of Non-ConventionalEnergy Sources, Solar Engery Programme 03 - Demonstration & Technology Utilization and Market De-velopment, 03.00.31 Grants-in-Ald during the cureent financial year 2004-05 (Plan).7. This issues under the powers delegated to this Ministry with the concurrence of IFD, MNES videtheir sanction No. IFD/SAN/105/275/2004-05 dated 1/9/2004.8. This sanction order has been noted at Sl. No. 6 at page 93-94 in the expenditure Register.

Sir,As per Ministry's Adminstrative issued vide letter No. 11/1/2003 ST, dated 24.4.2003 and in accor-

dance with NEDAs letter No. 2323/sc-51/2004-05 dated 26.10.2004, I am directed to convey the sanctionof the President of India for installation of 3000 box type and 500 dish type solarcookers in the state of Uttar Pradesh by NEDA, UP during 2004-05 Demonstration, Scheme with a CFA ofRs. 18,25 lakhs as per details given below :

Actual support/incentive will, however, be based on the sale made by the agency in respect of ISI/non-ISI mark solar cookers the agency will ensure that the box cookers for which higher incentive is claimedfrom MNES are from those manufacturers who have either obtained

3. I am furhter directed to convey the sanction of the President of India for release of an amount of Rs.14, 00 lakhs to Director. NEDA as advance towards first installment of the funds allocated to NEDA forimplementing the programme. Further release will be considered after furnishing the documents for theutilization of these funds and the progress made as per the guidelines of Administrative Approval.

4. An amount of Rs. 14, 00 lakhs (Rupees fourtee lakhs) will be withdrawn by DDO, MNES anddisbursed to the Director, NEDA Vibhuti Khand, Gomtinagar, Lucknow-226010 by an Accounts PayeeDemand Draft.

5. The terms and conditions for the sanction will remain same as commuincated vide AdministrativeApproval and as per the General Inanchal Rules.

6. All the terms and conditions slipulated in the Administrative Approval have been followed.

7. The utilization certificate and audited statement of accounts for the period ending 31.3.2005 shall

be submitted by 30.9.2005 the accounts will be selled after submitting the audited documents and theprogress report as per the requirement of Administrative Approval.

8. The expenditure is debitable to Demand No. 65, Major Head 2810, Ministry of Non ConvetionalEnergy Sources, Solar Energy Programme 03- Demonstration & Technology Utilization and Market Devel-opment 03.00.31 Grant in Aid during the year 2004-2005 (Plan).9. This sanction issues under the powers delegated to this Ministry and wiht the concurrence of IFD,MNES vide their Sanction No. IFD/SAN/105/665/2004-05 dated 19.1.05.10. including Uttar Pradesh, for developement of proposals for taking up test projects on Village Energy Secu-rity under the Remote Village Electrification Programme.

2. However, despite interaction with the officials from NEDA no preliminary proposals have been re-ceived by the Ministry so far from U.P. Only three proposals have been received directly from an NGO,namely, Development Alternatives. These are required to be examined by NEDA and forwarded to theMinistry for consideration, if found suitable as per the guidelines / format circulated by MNES.

3. Also, despite disecussion about development of proposals for Village Energy Security for RaeBareli, no proposals have so far been recreived.

Sir,

I am directed to convey the sanction of the Government of India for the implementation of 'Acceler-ated Programme on Energy Recovery from Urban Wastes' during the year 2005-06. The scheme providesfor financial assistance for setting up of projects for recovery of energy from Urban wastes and indcentivesto State Nodal Agencies. The scheme also provides for grants-in-aid for organization seminars, work-shops, training courses, etc. on the subject of energy from urban wastes. The details of this programmeare given below :

1.1 The expenditure on this scheme will be met from the provisions under Demand No. 65 for 2005-06as per the following details :

2. OBJECTIVES

2.1 The main objectives of the proposed National Programme on Energy Recovery from Urban Wasteare as follows :

* To accelerate the promotion of setting up of projects for recovery of energy from urban wastes;* To create conducive conditions and environment, with fiscal and financial regime, to develop, dem-

onstrate utilisation of wastes for recovery of energy; and* To harness the available potential of MSW-to-energy by the year 2017.

3. IMPLEMENTATION ARRANGEMENTS

3.1 The Scheme shall be implemented by Municipal Corporations, other Urban Local Bodies, Govt.Institution and Private Developers having teachincal and managerial capabilities for implementing suchprojects. In cases where debt financing if involved, IREDA, financial institutions, ro commercial banks shall

forward the proposals to MNES, alongwith their Appraisal Notes and all the statutory clearances. An ad-vance copy of the proposal may be sent to MNES directly. In case of the self-financed projects, requestsaccompanied with Detailed Project Reports and all the statutory clearances will need to be sent to MNESbefore the commencement of execution work for the project.

4. DETAILS OF FINANCIAL ASSISTACE

4.1 FinancialAssistance (FA) to be provided for the projects based on different technologies and wasteswill be given below :

Commercial projects for MSW in fast track mode

4.2 Projects for power generation from MSW through a two-stage process involving production of RDFby processing of MSW and it's combustion for generation of power are proposed to be taken u in a fasttrack mode. The strategy includes development of projects for specific cities and inviting bids from projectdevelopers and enterpreneurs for setting up these projects on Public Private Parthership basis. The devel-opers will be selected on the basis of a bid for minimum amount of financial assistance (or viability gap'funding) within an overall ceiling of Rs. 1.50 crore per MW. Thus, the financial assistance to be provided foreach project will be determined through a process of competitive bidding after preparing a Detailed ProjectReport (DPR). State Nodal Agencies, Municipal Corporations or other professional organizations such asIL & FS, IREDA, HUDCO, TOCOs etc, will carry out the project development and bidding through atranparent tendering process.

Projects based on high rate biomethanation technology

4.3 Financial assistance of Rs. 2.0 crore/ MW will be provided for projects based on power generationfrom MSW through high rate biomethanation technology.

Demonstration projects for power generation for MSW through new technologies

4.4 With the objective of developing indigenous capabilities as well as for demonstration of variousnew and emerging technologies, financial assistance will be provided to the extent of 50% of the projectcost, subject to a maximum of Rs. 3.0 crore/ MW for setting up demonstration projects based of gasifica-tion/pyrolysis and plasma are technologies.

Power generation at sewage treatment plants

4.5 Financial assistance @ 40% of the project cost subject to a maximum of Rs. 2.0 crore/MW shallbe provided for projects for generation of power from biogas being produced at Sewage Treatment Plants.Project cost will include the cost of engine-genset, H2S removal plant and other related equipment.

Power generation from other urban wastes

4.6 Financial assistance @ 50% of project cost subject to upper limit of Rs. 3.0 crore/MW shall beprovided for setting up projects based on biomethanation technology for power generation from cattledung, vegetable market and slaughterbouse wastes generated in the urban areas. For cattle dung basedprojects, eligible project capacity would be 250 kW and above. In case of projects for generation of onlybiogas for thermal application, the FA will be limited to Rs. 1.0 crore/MW eq. (i.e. biogas production of12000 cu.m/day).

Other Provisions

4.7 Any waste of renewable nature of biomass can be mixed to the extent of 25% with MSW.

4.8 Financial assistance provided for any single project will be limited to Rs. 8.0 crore for projects indifferent categories covered under paras 4.2 to 4.6.

4.9 Financial assistance of 20% higher than those specified for different categories of projects will beprovided for projects in North Eastern Region and Special Category States, namely, Himachal Pradesh, J& K, Sikkim and Uttranchal.

5. PROMOTIONAL INCENTIVES

Project Development Assistance

5.1 The programme for fast track promotion of projects for power generation from MSW involves de-velopment of a project document for specific cities for determining the capital subsidy required as viabilitygap funding thorugh a process of competitive bidding. It is expected that State Nodal Agencies, HUDCO,IREDA, IL & FS, TOCOs etc, will develop the projcets with the help of consultants, as necessary, fo theMunicipal Corporations and Urban Local Bodies. Project Developement Assistance of Rs. 10 lakh perproject can be provided for this activity involving the following :

� Analysis of MSW and assessment of quantity;� Identification of project site;� Preparation of MSW collection and transportation plan� Finalisation of tie-up with the ULBs for land lease and supply of waste;� Finalisation of power pruchase agreement;� Development of a bankable project with Feasibility Repoet and the DPR;� Preparation of the bid document for inviting bids for viability gap funding;� Firming up of means of project finance;� Assistance in entire process of bidding;� Obtaining all statutory clearances for the project; and� Providing assistance and supervision during execution and commissioning.In case of other projects, financial assistance of 50% of the cost of preparation of Detailed Project Reportssubject to a maximum of Rs. 1.00 lakh per project will be provided. This assistance will be released at thetime of sanction of financial assistance for the project.

Incentive to State Nodal Agencies

5.2 An incentive of 1% of the MNES financial assistance wih an upper limit of Rs. 5.00 lakh per projectshall be payable to the State Nodal Agencies (SNA) to facilitate the development and implementation of theprojects and monitoring for a period of one year after commissioning. This will be restricted to Rs. 2.0 lakhper project in case SNA also undertakes the project development work.

Financial Assistance for training and awareness creation

5.3 Financial assistance may be provided upto a maximum of Rs. 3.00 lakh per event for organisationof training courses, business meets, seminars, workshops and awareness raising activities on case-to-basis.

6. RELEASE OF FINANCIAL ASSISTACNCE

6.1 The financial assistance will be released by the Ministry in two installments as follows :

i. First installment of 50% of eligible subsidy to the FI (or the Lead FI) lending for the projects foronward release to the developer as contribution towards project equity after release of the firstinstallment of loan;

ii. Balance 50% of the eligible subsidy after successful commissioning of the project as per DPRnorms and operation of the project for three months, including at least 72 hours continuous opera-tion at a minimum of 80% of the rate capacity.

6.2 In case of the projects set up by the developers thorugh their won resources, financial assistancewould be released directly to the developers after successful commissioning of the projects.

7. MONITORING MECHANISM

7.1 The concerned State Nodal Agencies will closely monitor the execution of the projects and providegidance for their timely completion and submit monthly progress reports to MNES. MNES may also moni-tor the progress of implementation of projects as well as their performance through a Monitoring Commit-tee consisting of representatives from the MNES, financail institution (s) / banks and State Nodal Agencies.

7.2 As regards the monitoring of performance of projects, including the limit of utilisation of ther wastesof renewable nature and biomass, MNES may also engage the services of independent third party entities.

8. OTHER SUPPORT MEASURES

Research & Development

8.1 Financial support will be provided for R&D projects on cost sharing basis in accordance with theR&D Policy of the MNES, Financial support may also be provided for projects involving Applied R&D andStudies on resource assessment, technology upgradation and performance evaluation. This will be gov-erned by procedures/guidelines being issued by the R&D Division of MNES separately.

9. In case of any ambiguity in interpretation of provisions of this scheme, the decision of the MNESshall be final.

10. Hon'ble Superme Court held a hearing on May 6, 2005 on a Writ Petition No. 888/1996 and ordered,inter-alia, that till the position in clear the Governement would not sanction any further subsidies for projectsbased on Municipal Solid Wastes. Accordingly, no subsidy will be sanctioned for such projects untill furtherorders of Hon'ble Supreme Court in this regard.

Sir,

I am directed to convey the sanction of the Government of India for the implementation of the"Accelerated Programme for the recovery to energy / power generation from industrial and commercialwastes and effluents" during the year 2005-06. The scheme provides for Central Financial Assistance forsetting up of projects for recovery of energy from Industrial Wastes and incentives to State Nodal Agenciesand Financial Institutions. The scheme also provides for Grants-in-Aid to State Nodal Agencies, NGOs andother concerned institutions / organizations for promotional activities i.e. for organizing seminars, work-shops, training courses, etc. and to R&D institution for Research & Development projects on recovery ofenergy from liquid and solid wastes generated in the industrial sectors.

2.0 Objectives

The main objectives of the Accelerated Programme for recovery of energy / power generation fromindustrial wastes are given below :

i) To assess and upgrade various conversion technologies;ii) To create a conducive environment for the development of the sector in the country' andiii) To accelerated the installation of energy recovery projects from industrial wastes with a view toharness the available potential by 2017.

3.0 Scope

The scheme provides for Central Financial Assistance in the form of capital subsidy and Grants-in-Aid in respect of the following activities :

i) Industrial waste to biogasii) Power generation from biogasiii) Power generation from solid industrial waste.iv) Promotional activities.v) R&D Resource assessment, technology upgradation and performance evaluation, etc.

4.0 Eligibility of projects for Central Financial AssistanceCriteria based on type of wastes

4.1 The eligibility criteria for type of wastes will be :i) Projects based on any bio-waste from industrial / agro-industrial sector (excluding rice

husk and bagasse) that requires pre-processing before utilization for energy recovery.ii) Projcets for co-generation / power generation from available biogas.iii) Mixing of other wastes of renewable nature, including rice husk, bagasse, sewage, cow-

dung, other biomass and industrial effluents, including distillery effluents, upto a maximumof 25% will be permissible.

iv) Projects bases on distillery effluents for generation of biogas, wastes from fossil fuels andwaste heat (flue gases) shall not be supported.

Criteria based on technolgies

4.2 The eligibility criteria for technologies will be :i) Projects based on waste-to-energy conversion technologies, namely, biomethanation, com-

bustion, or a combination thereor.ii) Projects for generation fo power from biogas through 100% biogas engines or steam tur-

bines with a minimum steam pressure of 42 bar.

Criteria based on capacity

4.3 There will be no minimum / maximum limit of projcet capacity.

5.0 Central Financial Assistance (CFA)

Central Financial Assistance to different categories of projects would be given in the form of capitalsubsidy to the promoters and in the form of Grants-to-Aid for other activities, as given below :

5.1 Capital subsidy to the promoters

2. Power Generation from Biogasi) Boiler + Steam Turbine Configuration Rs. 0.80 crore/MWii) Biogas Engine / Turbine Configuration Rs. 1.00 crore/ MW

3. Power Generation from Solid Industrial Waste Rs. 0.80 crore/MW(Boiler + Steam Turbine Configuration)

5.2 The capital subsidy will be considered subject to the following :i) The amount of capital subsidy would be calculated on the basis installed capacity.ii) Total Capital subsidy would be limited to Rs. 5.00 crore per project.

iii) Subsidy amount will be restrictd to 20% of the project cost.iv) In case of Special Category States (NE Region, Sikkim, J&K, Mimanchal Pradesh and

Uttrancha), the capital subsidy would be 20% higher than that for General States. This pro-vision will also be applicable to items (ii & iii) above.

v) In case of ongoing projects sanctioned by the Ministry under the existing interest subsidyscheme, the promoters would be given an option to get the undisbursed CFA amount will beequivalent to the original sanctioned interest subsidy amount, taking the appropriate dis-count factor used in the case of releasing the funds to IREDA/ other FIs/banks, with theproviso that this should not lead to any additional outgo of funds from the Ministry.

vi) The projects already agreed to 'in principale' by the Ministry but could not be sanctioned sofar, would be considered on merit under programme.

5.3 Incentives to State Nodal AgenciesState Nodal Agencies would be provided an incentive / service charge @ 1% of MNES subsidy

restricted to Rs. 5.00 lakh per project, in order to facilitate development of projects and their monitoringduring implementation / post commissioning.5.4 Financial assistance for promotional activities

Financial assistance would be be provided for organizing training courses, business meets, semi-nars / workshop and publicity / awareness on case-to-case basis, subject to a maximum of Rs. 3.0 lakhsper event /activity.5.5 Financial support to R&D project

Financial support would be provided to R&D Applied R&D porjects including studies on resourceassessment, technology upgradation, performanec evaluation, etc. to institutions. industries. This will begoverned by procedures / guidelines being issued by the R&D Division of MNES separately.5.6 Financial support for preparation of DPR

50% of the cost of DPR preparation, limited to Rs. 1.00 lakh/project, will be reimbursed to thepromoters at the time of sanction of project.6.0 Implementation Arrangements6.1 The scheme will be implemented by private and public sector enterprises and organizations, aswell as NGOs. IREDA, other financial institutions or commercial banks, shall foward the Detalied ProjectReports, received from the promoters to the Ministry alongwith their Appraisal Note indicating the techno-economic viability of the projcects, taking into account the eligible capital subsidy. The promoters would berequired to also submit an advance copy of their proposal to the Ministry directly. The prescribed format forsubmission of the proposal is given in the Annexure.6.2 For projects to be implemented without debt financing / loans from domestic. FIs / banks the pro-posals should be directly submitted to the Ministry for financial support.6.3 After receipt of DPR from the promoters, Appraisal Note and copy of loan sanction order fromIREDA/lead bank / FI, and other requisite information / documents from the promoters, the proposal will beexamined in the Ministry, and sanction will be issued for providing capital subsidy in accordance with theprovisions of scheme.7.0 Release of Central Financial Assistance (CFA)7.1 The entire capital subsidy amount would be released directly to the lead bank/ lending financialinstitution for the purpose of offsetting the loan amount only after successful commissioning of project asper DPR norms and receipt of copies of statutory clearances and requisite project relating information/documents. The condition of successful commissioning of the project would, inter-alia, imply operation ofthe project for three months, including at least 72 hours continous operation at minimum 80% or ated

capacity.7.2 The incentives to State Nodal Agencies would be released after successful commissioning of theproject.7.3 In case the projcet is set up by the developer through his own resources, the CFA would be re-leased directly to the developer after successful commissioning (as per item 7.1 above) of the project.8.0 Monitoring Mechanisms8.1 The concerned State Nodal Agencies will be closely monitor the execution of the on-going projectsand provide guidance for their timely completion. They would also submit periodic progress reports toMNES.8.2 MNES will also monitor the progress of implementation of the projects as well as their performaceregularly through a Monitoring Committee consisting of representatives from MNES financial institution (s)/ banks and State Nodal Agencies.9.0 The aforesaid programm is subject to change (s) and modification (s) as may be decided by theMNES, Govt. of India from time to time, and subject to availability of funds. The Ministry shall in no way beliable for expenditure incurred by promoters for pre-project preparation or other activities, merely on thebasis of this circular and / or related announcements by the Ministry. In case of any dispute on interpreta-tion of any provision under the scheme, the decision of the Ministry shall be final and binding.10.0 The funds required for the implementation of the programme would be met out of allotted budgethead 2810, 02-Energy from Industrial Waste, 02.00.31 (Grants-in-Aid) and 02.00.33 (Subsidies) for theyear 2005-06 (Plan). The physical and financial targets for the year 2005-06 are 4 MW and Rs. 6.50 croresrespectively.11.0 This issues in exercise of powers delegated to this Ministry and with the concurrence of IFD, MNESvide their sanction No. IFD/SAN/106/169/2005-06 dated 25th July, 2005.

Sir,I am directed to convey the sanction of the Government of India for the implementation of the

Programme on “Biomass Energy and Co-generation (non-bagasse) in Industry” during 2005-06. The schemeprovides for Central Financial Assistance for setting up of biomass co-generation (non-bagasse) and bio-mass gasifier projects for generation of thermal and electrical energy in industries and incentives to StateNodal Agencies and Financial Institutions. The scheme also provides for Grants-in-Aid to State NodalAgencies, NGOs and other concerned institutions for promotional activities i.e. for organizing seminars,workshops, training / orientation programmes, technology validation, strategic studies, industry-wise sectoralstudies and performance monitoring & evaluation etc. and promotional incentives for co-generation projectsbased on conventional fuels and rejects.2. Objectives

The main objectives of the programme on Biomass Energy and Co- Generation (non-bagasse) inIndustry are given below :-

i) To encourage the deployment of biomass energy systems in industry for meeting thermaland electrical energy requirements.

ii) To promote decentralized / distributed power generation through supply of surplus power tothe grid.

iii) To conserve the use of fossil fuels for captive requirements in industry.iv) To bring about reduction in greenhouse gas emissions in industry.v) To create awareness about te potential and benefits of alternative modes of energy genera-

tion in industry.3. Scope

The Programme will cover the following types of projects and other activities.i) Biomass gasifiers for thermal and electrical applications in industy

The deployment of small scale gasifiers has already been demonstrated for electrical andthermal energy applications. Greater thrust is proposed to be provided for the deploymentof gasifiers of higher capacity, to operate on diversity of biomass feed material, and forspecific segments of industrial applications for captive power generation and production of

thermal energy or co-generation of heat and power. Deployment of 100% producer gasengines will be encouraged for achieving higher efficiency and eliminating use of fossilfuels.

ii) Biomass Co-generation ProjectsTo meet the requirement of captive power and thermal energy, the installation of biomas co-generation projects (excluding bagasse co-generation) is to be promoted in industry, with atleast 50% of power for captive use, and a provision for the surplus power to be exported tothe grid. This will encrease the use of non-conventional energy, sources and conserve theuse of fossil fuels such as coal, oil and natural gas. Use of maximum of 25% conventionalfuels would be allowed in such projects.

III) Industrial Co-generation Projects based on Conventional Fuels and their RejectsThe installation of co-generation projects based on conventional fuels such as coal, oil,lignite, gas and un/semi-utilized wastes/ rejects like dolochar, coal rejects and refinery mudsetc. is to be encouraged in industry for meeting power and energy requirments.

iv) Other Promotional ActivitiesOther promotional activities would cover potential / resouce assessment, preparation ofDPRs, organization of seminars / workshops / conferences, interactive / business meets,awareness creation activities, and other professional technical services.

4.0 Central Financial Assistance (CFA)Central Financial Assistance in the form of capital subsidy would be provided to biomassgasifier projects and biomass co-generation (non-bagasse) projects in industries. How-ever, in respect of co-generation projects based on conventional fuels and their rejects,Central Financial Assistance would be provided only for promotional and awareness cre-ation activities. The details of Central Financial Assistance and other provisions are givenbelow :

4.1 Capital subsidy for Biomass Gasifiers for thermal and electrical applicationsi) Rs. 2.0 lakh / 300 KW th for thermal applications.ii) Rs. 2.5 lakh / 100 KW e for electrical applications through dual fuel engines.iii) Rs. 8.00 lakhs / 100 KWe for 100% producer gas engines with gasifier systems.iv) Rs. 6.00 lakhs KWe for 100% producer gas engine alone.

4.2 Capital Subsidy for BiomassCapital subsidy @ Rs. 20.00 lakhs / MWe would be provided to promoters for installation of Biom-

ass Co-generation (non-bagasse) projects, including captive projects based on direct combustion.4.3 The capital subsidy will be considered subject to the following :-

(i) The amount of capital subsidy would be calculated on the basis of installed capacity;(ii) CFA would be limited to a maximum capacity of 5 MW, irrespective of the installed capacity

of the project.(iii) In case of Special Category States (NE Region, Sikkim, J&K, Himachal Pradesh and

Uttaranchal), 20% higher capital subsidy than that for General Category States would beprovided.

4.4 Incentives for the installation of co-generation projects based on convntional fuels andrejectsPromotional incentives @ Rs. 1.00 lakh / MW, subject to maximum of Rs. 5.00 lakhs / project for

professional technical services would be provided to consultancy firms helping to bring a project tofinancial closure including preparation of DPR.

4.5 Incentives / service charges to SNAs.Incentives / service charges @ Rs. 1.00 lakh / MWe (or equivalent) would be provided to SNAs onpro-rata basis. subject to a ceiling of Rs. 5.00 lakh / project, including for industrial Co-generationprojects, for their active involvement in promoting Biomass Power / Co-generation projects.

4.6 CFA for organizing business meets, seminars, worshops, orientation and trainingprogrammes, etc.CFA upto Rs. 3.00 lakh / event would be considered for organization of business meets, seminars,workshops, orientation programmes and training programmes etc.

4.7 CFA for technology validation, strategic studies, industry-wise sectoral studies and perfor-mance monitoring & evaluation etc.CFA upto Rs. 5.0 lakhs, on case-by-case basis, would be considered for technlogy validation,strategic studies, industry-wise sectoral studies and performance monitoring & evaluation etc. toinstitutions / industries. This will be governed by the procedures / guidelines being issued by theR&D Division of MNES separately.

5.0 Implementation Arrangements5.1 The projects will be implemented by private and public sector industry, including through Energy

Service Compaines (ESCOs), in which case the ESCO would be eligible for the CFA.5.2 IREDA, other financial institutions or commercial banks shall forward the Detailed Project Reports

received from the promoters / ESCOs to the Ministry alongwith their Appraisal Note indicating thetechno-economic viability of the projects, taking into account the eligible capital subsidy. The pro-moters would be required to also submit an advance copy of their proposal to the Ministry directly.The prescribed format for submission of the proposal is given in the Annexure.

5.4 After receipt of DPR from promoters, Appraisal Note and copy of loan sanction order from IREDA /lead bank / FI, and other requisite information / documents from the promoters, the proposal will beexamined in the Ministry and sanction will be issued for providing capital subsidy in accordancewith the provisions of scheme.

6.0 Release of Central Financial Assistance (CFA)6.1 The entire capital subsidy amount would be released directly to the lead bank / lending financial

institution for the purpose of offsetting the loan amount after successful commissioning of projectas per DPR norms and receipt of copies of statutory clearances and requisite project relatinginformation / documents.
