(2) calls upon the Government to ensure that:

(a) if urban tree programs are funded as climate change initiatives that these programs result in a net reduction of greenhouse gas emissions;

(b) solar access to buildings is given priority in any tree replacement program;

(c) likely changes in the local micro-climate are considered in choice of species;

(d) communities are consulted in all tree removal and planting activities with appropriate notice;

(e) all trees are respected for their contribution to local environment and human amenity; and

2 MS BRESNAN: To move—That this Assembly:

(1) notes:

(a) the ACT Government’s positive commitment to undertake a planning study and master plan for the Tuggeranong Town Centre;

(b) the benefits of integrating transport and urban development planning more broadly;

(c) proposed changes to transport services in the Tuggeranong Valley, including the development of:

(i) park and ride facilities at Erindale; and

(ii) a bus interchange at Erindale, as detailed in the ACT Public Transport Strategic Network Plan;

(d) that road plans in the Tuggeranong Valley are yet to reflect future development; and

(2) calls on the ACT Government to:

(a) take a more thoughtful approach to planning for the whole Tuggeranong Valley; and

(b) commission an additional master plan for the Erindale area, focussing in particular on:

(i) transport planning in the Tuggeranong Valley; and

(ii) the views and perspectives of local experts, businesses and residents; and

(c) report to the Legislative Assembly with a completed Erindale Master Plan by the first sitting week in June 2010. (Notice given 15 September 2009. Notice will be removed from the Notice Paper unless called on within 6 sitting weeks – standing order 125A.)

3 MS PORTER: To move—That this Assembly:

(1) reaffirms its commitment to reducing poverty and the negative impacts of poverty on individuals, families and communities;

(2) supports the aims of Anti-Poverty Week to:

(a) strengthen public understanding of the causes and consequences of poverty and hardship around the world and in Australia; and

(b) encourage research, discussion and action to address these problems, including action by individuals, communities, organisations and governments; and

(3) notes the link between secure and affordable housing, educational attainment, health, mental health, social inclusion and ongoing cycles of poverty. (Notice given 13 October 2009. Notice will be removed from the Notice Paper unless called on within 7 sitting weeks – standing order 125A.)

4 MR COE: To move—That this Assembly:

(1) recognises that:

(a) the current proposed alignment of Wells Station Drive Extension will create problems of noise pollution, road safety and loss of urban amenity for residents in Harrison;

(b) the consultation that preceded residents living in the vicinity of the Wells Station Drive Extension was inadequate; and

(c) after a recent round of consultation the Government did not respond to Harrison residents’ concerns; and

(2) calls on the Government to:

(a) abandon the current proposed alignment of Wells Station Drive Extension; and

(1) condemns the Chief Minister for:

(a) misleading the community about the level of support for the Land Rent Scheme by failing to notify the public prior to the 2008 election that a major mortgage insurer had withdrawn support and claiming that the scheme was supported across the board; and

(b) failing to:

(i) inform the public of the onerous deposit and insurance requirements of the only lender willing to provide finance for the Land Rent Scheme; and

(ii) provide to the Assembly a detailed timeline of the advice received by the Chief Minister’s office and department, cross-referenced with information provided to the public regarding land rent; and

(2) calls on the Chief Minister to inform the Assembly what the full details of the lending requirements of the current lender will be, including deposit, interest rate, and all fees and charges.

And on the amendment moved by Mr Smyth—Add:

“(3) calls on the Chief Minister to table by close of business on 25 June 2009 details of the partnership agreement with Community CPS Australia including any special arrangements in relation to the position of the Territory and Community CPS Australia in the event of a mortgage default.”. 10 CURRONG APARTMENTS—FUTURE: Resumption of debate (from 19 August 2009—Ms Hunter) on the motion of Ms Bresnan—That this Assembly:

(1) notes:

(a) that Housing ACT is yet to sell, refurbish, or resolve the future of the Currong Apartments in Braddon;

(b) the positive social, environmental and economic outcomes that are being delivered around the world through the innovative design of multi-unit social housing developments; and

(c) the social and environmental benefits of the award winning K2 Apartments constructed by the Victorian Office of Housing in the central Melbourne location of Windsor; and

(2) calls on the ACT Government to conduct a well organised and resourced project competition for the Currong site to build a sustainable neighbourhood that will:

(a) provide homes for a social mix of residents;

(b) meet best practice environmental performance standards; and

(c) feature healthy, inclusive, high quality design.

And on the amendments moved by Mr Hargreaves—

(1) in paragraph 1(c), insert the words “potential for” after “the” (first occurring); and

(2) omit paragraph (2), substitute:

“(2) notes the ACT Government’s commitment to socially and environmentally sustainable public housing, which has as its main objectives:

(a) the aim and ambition of eliminating homelessness in the ACT;

(b) the allocation of public housing properties based on client need, as part of the suite of support packages designed to increase the quality of life of all clients;

(c) the provision of a Canberra-wide social mix of residents through a client focussed mix of stand-alone and small scale multi-unit properties;

(d) the implementation of best practice environmental performance standards; and

(3) How many clients (victims of crime) were serviced by (a) salaried staff of Victim Support ACT and (b) third party Approved Service Providers in (i) 2007-08 and (ii) 2008-09.

(4) What is the process in Victim Support ACT for monitoring the powers of staff in deciding (a) how many hours and which services are allocated to clients and (b) subsequent referral of clients to other services when their allocated hours are exhausted.

(5) Is there an independent review of the process for extending hours allocated to a client, especially when there are other non-government services available.

(6) Is there a formal written procedure in Victim Support ACT on how to refer a client from Victim Support ACT to other service providers for the case of a victim of a minor crime, for example, when only 2 hours is allocated to a client, given that the Victims of Crime Act 1994 requires that the government service provider not extend the hours of service where there is another service provider available to provide the client with support services.

(7) What is the process in Victim Support ACT for referring clients who have exhausted their 12 hours of assistance from Victim Support ACT, before considering extending the allocated hours beyond 12 hours.
