Cover Story

The most effective means ofdepicting events or phenomenaover space, time and relationshipbetween different objects on groundis through spatial representation.Satellite Remote Sensing, Globalpositioning system, and advancesin Space Technology, computing,communication technologies anddigital cartography, haverevolutionised the visualisation andperspective of looking at earthfeatures. Geo-InformaticsTechnology has got hugeimplications in terms ofdevelopment potential in areasrelated to rural development.

Wasteland Atlas, WatershedDelineation, Rural Drinking WaterSource, National Disaster SupportCentre, Forest Fire Monitoring,Bhuvan, Space based informationSystem for Decentral isedPlanning(SIS-DIP) have beenimplemented and provided vitalinputs in different sectors, mainly inrural development sector. TheTsunami Warning System, fishingadvisory, coastal zonemanagement, environmentalmonitoring, crop acreage andproduction estimation are some ofthe crit ical activit ies of SpaceTechnology applications in thecountry. The ongoing GISapplication in rural developmentsector largely caters to MoRDFlagship Programmes like IWMP,Drinking Water, MGNREGA,PMGSY, NLRM, etc.

Space Technology Applications in Rural Development

GIS is used widely in the watersheddelineation, planning, monitoringand impact assessment ofwatersheds, which has brought ina sea change in the improvementof water levels and vegetation in thecountry.

The Rajiv Gandhi TechnologicalMission on Drinking Water, has alsoevolved water quality surveillanceand drinking water prospecting,with the help of remote sensing andGIS, brought in visible impact onimproving the provision of safedrinking water in the country, byappropriately locating sourcefinding, accessibility by people,tapping appropriate sources andaugmenting existing sources tobetter managing drinking watersituations in a region.

Satell i te remote sensing isfacilitating the monitoring of assets

generated under MGNREGS andalso facilitates convergence withother development programmes, inan area. Space Technology of bothSatell i te Remote Sensing andGlobal Navigation are used for worklocation, assets capturing,monitoring, and to avoid duplicationof works. GIS is also used inupdation of the rural roads corenetwork, incorporating allintervening developments such asroads constructed under newconnectivity and upgradation underPMGSY, as well as thoseconstructed with resources of Stateunder different schemes, with typeand condition of surface of the roadto prepare routine maintenancepriority l ist for effectivemaintenance & management ofrural roads. Modernisation Programme (NLRMP) in August 2008, tomodernise management of land records and minimisescope of land/property disputes and to enhancetransparency in land records maintenance system in thecountry. In addition to above, with Space TechnologyApplications, planning and monitoring of schemes,accounting, Panchayat’s Assets Management, land useand land cover, change detection, environmentalmonitoring, erosion and wasteland estimation, settlementand infrastructure patterns, etc., could be effectivelymanaged at Panchayat level.

The Centre for Geo-Informatics (C-GARD) Faculty Centreunder the School of Science, Technology and KnowledgeSystem, NIRD&PR has developed many customisedGeoinformatics applications, notable of which isappropriate identif ication of watershed treatmentstructures using Geo-Hydrology Model, E-DPRpreparation for Watershed Programmes, developedCustomised Estimation Software with local languageinterface on Watershed, a web based SDSS forconvergence of Watershed and other RD Programmes,Agro Climatic Planning & Information Bank (APIB) with18 layers of data, plot-wise at 1:10,000 scale, a Mobilebased Farmers' Advisory system, Gram Panchayat GIS,Rural Energy Balance. As part of capacity building, thecentre designs specific customised training programmeswith support of technology applications in areas relatedto planning, monitoring, modeling, and decision supportsystems on Watershed, MGNREGS, AgricultureDevelopment, Environmental Assessment, ConservationPractices, Resources planning, InfrastructureDevelopment and Village Planning, etc. Seven CGARDCentres were established in India and two beingimplemented at CIRDAP and Madagascar to train andhand hold the field functionaries engaged in ruraldevelopment. NIRD&PR is in the process of establishingRural Technology Parks in five African countries, namely,Malawi, Zimbabwe, Congo, Cote-de-Ivore and SouthSudan in a phased manner under India-Africa ForumSummit-II (IAFS) of Ministry of External Affairs,Government of India. Besides, the Centre conductsacademic programmes like PGC-GARD and PGD-GARDdistance learning programmes, and assist all StateGovernments, Ministries and Line Departments in theapplication of Geo-informatics in rural development sector.

applications in Watershed Planningand Management. The programmewas aimed at familiarisingparticipants with the use of variousGeo-Spatial Technologies related toPlanning and Management ofWatershed Projects.

The Programme was inaugurated byShri Saroj Kumar Dash, DeputyDirector, SIRD. Shri Dash stressedon need to acquire knowledge andexchange Best Practices of Geo-informatics for better implementationo f wa te rshed deve lopmen tprogrammes in Odisha.

Various Innovative and BestPractices in thematic areas namely,Geo-Informatics in Agriculture, Landand Water Resources, Micro levelplanning, Social Sector development,Decision Support Implemented in theOdisha State, were imparted byCGARD Faculty and experts fromvarious scientific institutes likeOdisha State Application Centre(ORSAC), Odisha WatershedDevelopment Mission (OWDM), etc.

The programme broadly covered GISconcepts, Remote Sensing, GPS anddetails of Quantum GIS Software anddata relating to Watersheds. The

operating methodologies were taughtand various inbuilt features werecovered, for enhancing technicalskills of participants for application ofGeo-Spatial Technologies inWatershed Planning andManagement.

The Digital Image Processing ofSatellite data, Integration of variousthematic layers, extraction ofinformation and handholding of GPSsystems were demonstrated toparticipants. Various inbuilt featuresof open source GIS software were

exposed, which could be extensivelyused in Watershed Planning andManagement. The Operation of Geo-hydrology model for Planning ofSuitable Soil and Water ConservationStructure Locations and E-DPR weredemonstrated to participants alongwith new guidelines of PMKSY.

The training programme wascoordinated by Shri T.PhanindraKumar and Dr. Raj Kumar Pammifrom CGARD, NIRD&PR and ShriManoranjan Patnaik, Faculty, SIRD,Bhubaneswar.

Development for Sharing Innovative and Best Practices

Sixteen delegates from Afghanistan,Bangladesh, India, Indonesia,LaoPDR, Myanmar, Nepal,Philippines, Sri Lanka and Vietnamattended the programme. The thrustof the programme was to exposedelegates to various best andinnovative practices on Geo-informatics applications in RuralDevelopment sector in India.

The Programme was inaugurated bySmt. Chanda Pandit, Registrar andDirector (Admin), NIRD&PR.Dr.Cecep Effendi, Director General,CIRDAP gave a Keynote Address.He stressed on need to acquireknowledge and exchange BestPractices of Geoinformatics for betteri m p l e m e n t a t i o n o f R u r a l

development Programmes inCIRDAP Member Countries.

In the programme, various Innovativeand Best Practices in thematic areasnamely, Geo- In format ics inagriculture, land and waterresources, forest resourcemanagement, micro-level planning,social sector development, decisionsupport and disaster management inCIRDAP region, were imparted byCGARD Faculty and Experts fromNRSC, INCOIS, State RemoteSensing Application Centre, etc.

Participants visited INCOIS-DisasterTsunami Support Centre forexposure on role of Remote Sensing& GIS for Disaster Management andMitigation, Potential Fishing ZoneAdvisory and Satellite data receptionand were shown the contribution andsupport system available for Bay ofBengal and Indian Ocean. A visit wasarranged to Telangana State RemoteSensing Centre (TRAC) to expose toapplications of Spatial Technologiesat the grassroots level.

As a part of the Programme, a StudyTour to Bengaluru and Mysuru forexposure on Pilot and DemonstrativeProjects on Remote Sensing and GISApplications in Rural Development,

was organised. Delegates visitedNBSS & LUP, Bengaluru, KarnatakaState Remote Sensing Agency atMysuru, Karnataka State NaturalDisaster Monitoring Centre,Bengaluru, SATCOM facility forTraining at Panchayats at Mysuruand the premier Engineering Instituteof the Country, the Indian Institute ofSciences, Bengaluru. Delegatesacquired knowledge and exchangedtheir views on utilising GISapplications during interaction withofficials and stakeholders in StudyTour.

The CIRDAP Training Programmewas well received for its inputs, bestGeo-informatics applications, andinnovative practices that were carriedout in similar lines, by the initiativesof delegates in CIRDAP MemberCountries.

The programme was coordinated byDr. V Madhava Rao, Dr. P KesavaRao, Shri D S R Murthy, ShriT Phanindra Kumar, Shri H K Solankiand Dr. P Rajkumar from CGARD,NIRD&PR and Dr. (Mrs.) VasanthiRajendran, Director (Training &CRD)from CIRDAP.

National Academy of Administration,Uttarakhand participated in theworkshop. Welcome address wasdelivered by Shri B.D.Virdi,Economic Adviser of the Ministry ofRural Development (MoRD),Government of India, who elucidatedthe importance of organising theworkshop. Resource persons whoaddressed the august gathering wereShri P Manoj Kumar, Director (RuralConnectivity/PMGSY), Shri S MVijayanand, Secretary (Panchayati

Raj), Smt. Rashmi Shukla Sharma,Additional Secretary (PanchayatiRaj), Shri Hukum Singh Meena, JointSecretary (DILRMP) and ShriSurinder Singh, Economic Adviser,(DILRMP). All of them explained theimportance of schemes andmonitoring indicators with facts andfigures. Presentations were made forPMGSY and DILRMP schemes.Resource persons of the Ministry ofPanchayati Raj discussed about theformat for report of NLM visit with

reference to Gram Panchayat and itsdevelopment plan, and the schedulewas focused on PESA areas. Smt.Bhawna Singh, Director (Monitoring)of the Ministry of Rural Development(MoRD) Government of India, offereda vote of thanks. From NIRD&PR,Dr Shankar Chatterjee, Professor &Head (CPME) and Dr K.P. Kumaran,Consul tant coord inated theworkshop. Shri Shekhar Srivastava,Assistant Director was thecoordinator from MoRD.

Training Programme on Implementation Strategies &Institutional Mechanisms for NRLM

A training programme on“Implementation Strategies &Institutional Mechanisms for NRLM”for implementing officials of SRLMs,DRDAs and Bankers was held duringJanuary 12-15, 2016 at DDU-SIRD,Lucknow. 33 officers across the Statecomprising Government officers, whoare Block Managers, ADOs, and Sr.Trainers, attended the programme.Among 33 officers, 10 of them wereBlock Managers, 10 were ADOs, and7 were Sr. Trainers. The mission ofNRLM is to reduce poverty byenabling the poor households to

access self-employment and skilledwage employment opportunities,resulting in increase in their income,on a sustainable basis throughbuilding strong grassroots institutionsfor poor. These institutions enableand empower poor households tobuild their human, social, financialand other resources, solidarity, voiceand bargaining power. They, in turn,enable them to access their rights,entitlements and opportunities.

Objectives of the training programmewere to orient participants on values,

beliefs and various thematic areas ofNRLM and to expose participants tofield implementation strategies ofNRLM. The programme contentincluded objectives, values andbeliefs of NRLM, organisation ofrural poor into SHGs, capacitybuilding under NRLM, institutionbuilding, financial inclusion andlivelihood promotion.

Regional Workshop on Water Use Efficiency, Equitythrough Participatory Irrigation Management

Regional Workshop on “Water UseE f f i c i e n c y, E q u i t y t h r o u g hParticipatory Irrigation Management”sponsored by the Ministry of WaterResources (MoWR) under NationalWater Mission (NWM) was organisedduring 29 – 30 January, 2016 atNERC, NIRD&PR, Guwahati.27 participants attended theprogramme. The workshop focussedon improving water use efficiency,equity and performance of irrigationsystems, reducing pressure ongovernment finance and enhancingfarmer’s role in equity ownership. Theworkshop was divided into threebroad themes.

• Focus on Surface irrigation andWater use Efficiency.

• Groundwater Management:Conservation, Development.

• Institutional Mechanism: Equitythrough PIM and WUAsDelegation of Powers andSustenance.

The outcome of the workshop are:

i) Recognition of the importanceof social instruments in WaterResource Management.

ii) Attempt to reduce conflicts/social tensions throughcollective effort.

iii) Bringing efficiency right frombasin to field throughGovernance, Managementand involvement of variousstakeholders.

Regional Training Programme on Sustainable Productionand Income Generation under IWMP

A Training Programme on“Sustainable Production and IncomeGeneration under IWMP” wasorganised during January 18 – 22,2016 at YASHADA, Pune. 24p a r t i c i p a n t s a t t e n d e d t h eprogramme. The objectives of theprogramme were to restoreconfidence in rainfed agriculture bycreating sustainable employmentopportunities and income, throughfarm technologies and cultivationpractices; and to know theeffectiveness of watershed forecological balance in degraded andfragile rainfed ecosystems.Deliberations covered variousthemes like IWMP Concepts andScaling-out Community WatershedManagement for Multiple Benefits inSustainable Agriculture and IFS;Carrying Capacity of IndianAgriculture; Realising the Potentialfor Rainfed Agriculture; Opportunitiesfor Integrated Farming System forSustainable Agriculture, Water

Harvest, Supplemental Irrigation;Natural Resource Management andRainfed Farming.

The programme provided hands-on-sessions to participantsonvarious topics viz. Scaling-outC o m m u n i t y W a t e r s h e dManagement for Multiple Benefits,Carrying Capacity for Indian

Agriculture, Realising the Potentialof Rainfed Agriculture in India andopportunities for Water Harvestingand Supplemental Irrigation.

The programme was coordinated byDr. Siddayya, Associate Professor(CNRM) and Dr. T. Phanindra Kumar,Assistant Professor (C-GARD),NIRD&PR.

Participation in Indian Science Congress Exhibition:Pride of India

The 103rd Indian ScienceCongress was held in Mysuruduring 3-7 January, 2016. As a partof the ISC, an exhibit ion wasorganised under the banner of“Pride of India” – ‘Frontier Science& Technologies Mega Expo’.

NIRD&PR was associated with theevent as Co-Sponsor and a majorexhibitor. Accordingly, NIRD&PRrepresented by Rural Technology

Stabilised Earthen Blocks (CSEB)by a group of masons who receivedtraining from RTP, NIRD&PR.Dr P SivaRam, Prof. & Head (CRI)and Dr Madhava Rao, Prof. & Head(C-GARD) also participated in the event.

The captioned programme wasconducted from 18 to 21 January2016 at Utkal Grameen Bank locatedin Bolangir, Odisha. The programmewas attended by 25 participants whoare Managers working in ruralbranches of Utkal Grameen Bank,Head office at Bolangir.

Topics covered and delivered in thetraining programme includeinnovative ways for delivering ruralcredit, identification of appropriatemicro-enterprises based on utilisationof local natural resources, marketingstrategies for micro-enterpriseproducts, rehabilitation of sick micro-enterprises units and other relevanttopics on growth of agricultural creditin rural sector. The programme was coordinated byDr.B.K.Swain, Professor and Head of

the Centre for Rural Credit andDevelopment Banking (CRCDB),NIRD&PR and Mr. Trinath Panigrahi,Manager Training, Utkal GrameenBank, Bolangir.

The captioned programme wasorganised with an aim to improveInvestment Credit to agriculture &allied activities. Dena Banksponsored 27 agriculture officers toparticipate in the training programme.

As part of the programme, field visitwas arranged to Mahila Bank atIbrahimpatnam in Ranga Reddydistrict of Telangana State where theparticipants interacted with membersof Sneha Mandal Mahila Samakhyaand understood the process oflending to SHG Federation.Participants appreciated the contentsand coverage of the training. Training of Differently Abled Persons on Assembling ofSolar Lights (Mini)

A group of twelve Differently AbledPersons have expressed theirinterest in pursuing their livelihoodthrough assembling of solar lights.Accordingly, the District Collector,Medak district, Telangana Stateapproached Rural Technology Parkfor an exposure followed by trainingand the same has been taken upduring 11-14 January, 2016. Bothmen and women with disability

showed interest in learning skills toassemble Solar Mini Lights andcould successfully complete thetraining in four days. They provedcapability to understand, identifyand assemble solar l ights andgained confidence that they canmake and market with initial supportof District Collector, Medak. Theprogramme was coordinated underthe supervision of Shri Krishna

Aditya, IAS, Trainee Collector,Medak.

The District Collector facilitated thegroup to start the solar assemblingUnit at Sanga Reddy with technicalsupport of M/s.Thrive Energy PvtLtd., a Unit partner of RTP. On the representation of the AmmaSocial Welfare Association and theMPTC of Anakapalli Mandal, RTP,NIRD&PR agreed to adopt Koduruvillage under the Village AdoptionScheme being monitored by RTP inFebruary, 2015. Thereafter, afterinteracting with the villagers, it wasobserved that there was a need forcreating rural livelihoods byupgrading the skills of the farmingcommunity and others.

In order to create an awarenessamong the farmers, 20 villagers wereinvited to RTP, NIRD&PR for anexposure visit to the ruraltechnologies at RTP and they weregiven orientation towards the village

development skill developmentprogrammes, besides exposing themto the various rural technologiesavailable at RTP.

The villagers were accompanied byShri Murali Krishna, an elderly personfrom the village who has been adriving force for the villagers towardsthe self-development. Based on theinterest evinced by the villagers,three training programmes wereorganised at RTP on the followingtechnologies:

Themain objectives of the programmewere (1) To sensit ise theparticipants on gender issues at thework places, (2) To createawareness on sexual harassmentat the work place including types ofharassment, (3) To impart anuanced understanding of thevarious provisions of the SexualH a r a s s m e n t a t Wo r k p l a c e(Prohibit ion, Prevention andRedressal) Act, 2013.

T h e r e a f t e r , s e e i n g t h eentrepreneurial nature of the villagersbased on the certification by RTP,NIRD&PR with regard to their skills,State Bank of India had come forwardand extended the financialassistance to the successful traineesunder ‘Mudra’ Scheme ofGovernment of India and sanctioned

loans of ` 25,000 each for starting ofthe units under the activity in whichthey were trained at RTP.

As a follow-up of post-training at therequest of the villagers, Shri SateeshKumar, Junior Engineer (Civil) fromRTP was sent to Koduru village on6.2.2016 for study of the activities

being carried out and to providenecessary guidance to the trainees.

The trainees are now successfullycarrying out the above three activitiesin the village and this has createdinterest and confidence among theadjacent villagers and they are alsoin touch with RTP for skilldevelopment programmes.

In all, 22 participants from States likeHimachal Pradesh, Rajasthan, Goa,Maharashtra, Karnataka, AndhraPradesh and Telangana attended theprogramme. The participants wereElected Women Representatives ofPRI’s at the district level.

The six-day deliberations werespread over several sessions in orderto fulfill the objectives of theprogramme. Besides NIRD&PRfaculty, eminent speakers fromUniversity of Hyderabad, andNirnaya shared their expertise andexperiences with the participants. Toset the tone for the programme, adetailed understanding was given onthe concepts of gender and othersimilar social constructs which havea bearing on the life of a woman andwhich impact women and mendifferently. Gender socialisation andconcepts like masculinity andfeminity were discussed, along withgendered nature of violence tounderstand the various subtle andblatant ways of gender violence andits implications on women. Thesessions also included role play andparticipatory exercises.

Detailed discussion was held onI n t e r n a t i o n a l C o n v e n t i o n s(CEDAW) with regards to violenceagainst women. Key outcomes of theVishakha Judgment were alsodiscussed, in order to createawareness and spread knowledgeabout women rights issues at theworkplace. Participants wereencouraged to interact and expresstheir opinions and share theirexperiences.The various provisionsof the Sexual Harassment ACT 2013was discussed and elaborated upon.This session witnessed meaningfuldiscussions on the issue of sexualharassment of women at theworkplace. The documentary film“Bawandar” based on the real lifestory of Bhanwari Devi, a victim ofsexual harassment at workplace wasscreened to bring home the complexinterplay between caste, class andgender. This film evoked a lot ofinterest among the participants. Inorder to make it a holistic learningprocess, a session on “Motivationand Interpersonal Relationships” wasconducted, followed by an exposurevisit to “Shanti Sarovar” where a

session was conducted on womenl e a d e r s h i p a n d s t r e s smanagement.

The programme received anoverwhelming response and a verypositive feedback from theparticipants. All the sessions werehighly interactive and participatory.On the concluding day of theprogramme a panel discussiono n t h e “ R o l e o f E l e c t e dRepresentatives in SpreadingAwareness on Sexual Harassmentand Ways for its Prevention” helpedthe participants in creating aworkable policy for prevention ofsexual harassment at theirworkplaces.The participants wentback with a greater understandingand awareness on how sexualharassment constitutes a denial ofwomen’s right to constitutionalequality and the need to takeproactive measures to make theworkplace a safe and dignified space.

The programme was coordinated byDr Sucharita Pujari, AssistantProfessor, CHRD and Dr Gyanmudra,Professor and Head, CHRD.

Study Visit of Officials of NIPAM, Government ofRepublic of Namibia to NIRD&PR

A team consisting of GoverningCouncil Members, faculty ofNamibian Institute of PublicAdministration and Management(NIPAM) and off icials had abenchmark visit to India from 27January to 9 February 2016. ACentre for Rural Government whichis part of NIPAM is in the processof designing new courses in ruraldevelopment for Namibian PublicServants and looks for academicsupport from training institutions inIndia. With a view to carrying out

learning from different institutionsof India, three members of the teamaccompanied by Dr. VishwasSaxena, Indian Advisor to NIPAMvisited NIRD&PR on 28.1.2016.Members were briefed on researchand training activities of the Institutein general and international trainingprogrammes in particular. In thisregard, feedback received from theinternational participants on trainingprogrammes and the opportunitiesthey had for exposure to newinitiatives in rural development and

local governance in India wasshared. Briefing was followed by avisit to Rural Technology Park(RTP) of the Institute. Delegatesvisited various units in RTP andwere exposed to different ruraltechnologies. The teamappreciated the programmes andnew initiatives of the Institute andindicated their interest incollaboration with NIRD&PR. Thevisit was coordinated by Dr V.K.Reddy, Adjunct Faculty (CRTCN).

Shri J. Raymond Peter appreciatedthe efforts of NIRD&PR in buildingthe human capital to bridge the gapbetween demand and supply. Headvised the students to haveoptimism in addressing the needsand demands of rural people.Services that would be rendered bythese students will be noteworthy asthey deal with people who badlyrequire support in true sense.

Shri S. M. Vijayanand appraiseddifferent strategies of NIRD&PR inbuilding the human capital to bridgethe gap of need for rural developmentprofessionals in the country and alsosaid that the students, passed outare performing very well in RuralDevelopment. Further, he said thatRural Development profession isdifferent. It is more servicedemanded compared to otherprofessions. Thus, he emphasisedthe passing out students to havepassion for working in the RuralDevelopment.

In view of the importance of self-employment activities for generatingincome for improving quality of lifeof rural people, a training programmeon Planning, Implementation,Monitoring and Evaluation of Micro-enterprises for SHGs was held during18-22 January 2016 at NIRD&PR,Hyderabad. 42 participants acrossthe country, comprising Governmentofficers-State Civil Service officersand an IAS officer, Bank Officers andfaculty from academic institutionsattended the programme. Importantobjectives of the programme interalia, were to equip participants withknowledge to organise rural poor intoself-help group, to impart basicknowledge about planning andimplementation of income generationprojects for SHGs, to shareinnovative experiences andstrategies in managing SHG basedmicro-enterprises and to equipparticipants with skill of M&E of SHGprojects.

Various topics such as capacitybuilding, PRA and ParticipatoryIdentification of Poor, social

mobilisation, capacity building,poverty issues, innovative projectidentification, monitoring andevaluation, gender issues, marketingaspects, etc., were included. Further,topics like application of ICT and GISin income generation activities werealso incorporated. Field based caseson income generation projects ofSHGs were also shared withparticipants through film shows.

Further, half-a-day field visit wasorganised, to Himayatsagar village ofRanga Reddy district, whereparticipants interacted with womenvillagers who were from SHG.

Participants enjoyed the trainingprogramme as reflected inevaluation. The programme wasconducted by Dr. ShankarChatterjee, Professor and Head(CPME), and Dr (Mrs.) N. Kalpalatha.
