PROJECT: NMSU Milton Hall – HVAC Zoning Reconfiguration

I. Design Criteria

A. Temperatures:

Indoor Design*: Cooling: 75°F db - 80°F db

Heating: 69°F db - 76°F db

*Indoor design temprature is a range of acceptable thermal environmental conditions acceptable to a

majority of the occupants within the space as per ASHRAE 55. Six primary factors defining thermal

comfort include: metabloc rate for human work, clothing insulation, air temperature of space, radiant

temperature of building materials, air speed, and humidity.

Outdoor Design**: Summer: 99.0°F db/63.7°F wb (0.4%)

Winter: 22.5°F db (99%)

**Outdoor design conditions will be obtained from ASHRAE Fundamentals Handbook (2017),

White Sands, NM, USA (WMO: 722690).

B. Humidity:

General Space(s): Building will not have specifically controlled humidity equipment

except for the dehumidification that occurs with the building’s air conditioning

system. Spaces will range between 25% to 50% RH for both winter & summer

conditions.

C. Ventilation:

Office, Conference, Break Rooms: 0.06 cfm/ft2 and 5 cfm/person of outside air.

Corridors: 0.06 cfm/ft2 of outside air.

Storage Rooms: 0.12 cfm/ft2 of outside air.

D. Occupancy:

As specified by architect and/or per ASHRAE 62.1 when default occupant density

is not known.

E. Occupant Heat Gain:

Office Occupant: Sedentary Work 550 btuh/person

General Area Occupant: Seated at Rest 350 btuh/person

II. HVAC System Narrative:

Milton Hall HVAC Zoning Reconfiguration:

Analyze current space function and to provide a HVAC assessment.

Assess the existing HVAC system and develop recommendations for system

replacement or upgrades to best serve the area related to most recent remodel.

Emphasis on possible additional zoning for the different types of multi-occupant &

multi-function of current office configuration, improved air quality & distribution, and

providing code compliant ventilation air.

Follow the basic requirements of the National Electrical Code as applicable to

commercial buildings.

NMSU Milton Hall Suite 014 is approximately 5,625 ft2 of mixed use office space on the main

campus. The mixed use suite includes built out office spaces along with high density cubicle

work spaces. From our understanding, the last space remodel occurred in 2004 when the

original printing & duplicating processes was reconfigured to the current mixed use office

space.

The 5,265 ft2 of space includes: (6) built out personal office spaces, (1) receptionist area, (2)

small breakout conference rooms, (1) large conference room, (2) open meeting lounges, (2)

large built out grad stalls, (1) large open cubicle work area, (2) restrooms, and (1) break room

for a total of (18) zones. The suite is located on the ground floor of the existing 2-story Milton

Hall with another suite to the west & south and outdoor landscaping on the north & east. The

only glazing for the space is on the north wall. There is no heat load from the roof. The

majority of the heating & cooling load for the suite is from the occupants of the space, with

lights, miscellaneous equipment load, and ventilation air load succeeding the people load.

The existing HVAC system serving the suite is from a recently installed (8) zone multizone air

handler (ExAH) located in the basement mechanical room west of the suite 014. The unit

replaced the original existing unit and appears to have been installed within the last 8 years.

NMSU campus chilled & heating water utilities are provided to the air handler. The air

handler has VFD motors, DDC controls & actuators, and utilizes the existing building plenum

for return air & fresh air. The unit & utilities are on the campus automation system and is

controlled & monitored from central plant. ExAH appears to be a 10,675 cfm unit (no

available information provided or found regarding this unit, airflows are based off older 2002

& 2004 renovations and airflows on those plans and are unverified.) Suite 014 has (3) of the

(8) zones serving it, (1) zone is small and handles the west offices (approx. 750 cfm or 7% of

ExAH), (1) zone serving the center area (approx. 4,125 cfm or 38% of ExAH), and (1) zone

serving the east side of the space (approx. 2,800 cfm or 26% of ExAH). The remaining (5)

zones of ExAH serve the suite to the west and consumes the remaining 29% of ExAH. The

physical size of the building ground floor leaves Suite 014 & West Suite with very little room

to run ductwork and therefore the current duct layout is either exposed or hidden within duct

chases or hidden above low ceilings.

The current mixed use office Suite 014 & West Suite currently have approximately 25 total

zones being served off an 8 zone air handler (ExAH). The capacity of ExAH would appear to

be adequate for both suites however zoning does not leave much control for building

occupants.

The voltage for the existing building is a 208Y120V, 3 Phase, 4 Wire System. Electrically,

the existing electrical system for the building has adequate capacity for a revised HVAC

rezoning.

Below is our proposed HVAC Options.

Proposed HVAC Option 1 (retrofit existing air handler ExAH to be variable

volume unit):

The intent of the study was to review Suite 014 however we think that including the West

Suite would help rectify Suite 014 issues specifically regarding ExAH.

The existing 8 zone duct manifold at ExAH would have all multizone dampers & actuators

removed. The (5) zones serving the West Suite would be provided with (5) 600 cfm VAV

boxes with three of the units provided with 3 kw electric strip heat (for perimeter zones only)

or use some of the existing hydronic heater water within the building. The West Suite would

essentially operate similar to its current configuration. Suite 014 would then be provided with

(14) VAV boxes with five units provided with 3 kw electric strip heat (for perimeter zones

only). Suite 014 would quadruple the number of zones allowing for better building occupant

control. VAV boxes would need to be strategically located to utilize the existing ductwork &

grilles in Suite 014 with a decent amount of duct reconfigurations required along with

exposing some units. The entire building automation system would need to be reconfigured

for the variable air volume system change, ExAH would need new sequencing and all the new

VAV boxes and thermostats would need to be incorporated to the campus system. Electrical

work required would be to provide new circuits to the new electric strip heaters. We would

also propose to provide a ducted outside air connection in the mechanical room to connect the

outside air louver on the west wall directly into the outside air section of the air handler. Then

a complete test, adjust, & balance of both the air and water serving the system be conducted.

The last item would be to possibly add a supplemental ductless mini-split for the large center

conference room in Suite 014 to handle any excessive occupant load and to provide immediate

supplemental cooling for that space. The VAV retrofit would expect to keep energy use the

same as the current configuration. Additional electrical panelboards and connections will be

required to be provided for the HVAC work. In order to accommodate these options,

additional panelboard(s) will need to provided and connected to the existing MDP for the

building. New proposed panelboards will be designated only to power new HVAC options

mentioned above.

Proposed Option 1 would be to retrofit the current air handler to be variable air volume, add

VAV boxes to the spaces, reconfigure Suite 014 ductwork & grilles, DDC upgrade, and

electric for strip heaters, or new hot water piping. Possibly add supplemental mini-split for

conference room. Architectural would require decent amount of ceiling work be required for

the installation of VAV boxes and duct reconfigurations. Electrical would be additional

panelborads & connections.

Our “Opinion of Probable Cost” for Option 1 would be $214,000.

Proposed HVAC Option 2 (provide Suite 014 with ductless variable refrigerant

system):

Suite 014 would be provided with (19) ductless systems. The existing air handler would still

be used as a secondary air conditioning source and the sole source of outside air ventilation to

the suite (West Suite would remain unaffected). The (19) ductless systems would be part of an

approximate 12.5 ton variable refrigerant system (VRF) and would provide the additional

zoning & occupant controls. The use of the ductless systems would allow more zoning control

and reduce any current duct & grille reconfigurations. Due to space limitations, the outdoor

condenser would need to be strategically located outdoors and new refrigerant piping would

need to be run throughout Suite 014 along with new condensate drain piping. Use of

supplemental condensate pumps would need to be designed to properly drain the condensate

around the current building structure. The existing air handler controls and existing (3) zone

thermostats currently installed would be slightly modified to monitor return air temperature

and maintain a fixed outside air temperature of 70°F (adjustable). The new VRF system

would operate stand-alone with individual room thermostat controls and only be connected to

the campus DDC system to view alarms & view space temperatures. Electrical work required

would be to provide a new power source for the VRF system with a possible new sub-panel

being connected to the existing motor control center (MCC) located within the basement

mechanical room. All new circuiting for the VRF system would need to be routed throughout

the suite and to the outdoor condenser. We would also propose to provide a ducted outside air

connection in the mechanical room to connect the outside air louver on the west wall directly

into the outside air section of the air handler. Then a complete test, adjust, & balance of both

existing air handler and new VRF system be conducted. The new VRF system with

reconfigured air handler would expect to see an additional energy use for the building. The

chilled & heating utilities for the ExAH along with decreased fan energy should drop energy

use, the increase load from the stand-alone VRF and (19) individual zones should increase the

electrical-energy load. Additional electrical panelboards and connections will be required to

be provided for the HVAC work. In order to accommodate these options, additional

panelboard(s) will need to provided and connected to the existing MDP for the building. New

proposed panelboards will be designated only to power new HVAC options mentioned above.

Proposed Option 2 would be to provide a new stand-alone VRF system for Suite 014,

reconfigure (3) existing ExAH zones to provide ventilation air only, DDC modification, new

electrical for VRF. Architectural would require decent amount of work to install ductless units

and routing of refrigerant & condensate piping. Electrical would be additional panelborads &

connections.

Our “Opinion of Probable Cost” for Option 2 would be $263,000.
