The new CDU/CSU and SPD coalition government must reform the existing dual health insurance system, composed of statutory and private health insurance. Furthermore, the care sector was made a key priority. The health insurance system There is an urgent need to reform the German healthcare system. The dental profession believes that this vital healthcare reform should aim for a moderate yet targeted evolution of the dual healthcare system (comprising statutory and private schemes) in terms of health insurance, treatment and reimbursement. ANDI for Integrative health To meet the needs of patients and help ensure that oral health is safeguarded, ANDI and Cadiprof have signed the agreement "Dentist for the family" in order to ensure employees - and their families - of professional studies, quality dental treatments by continuing to consult their own ANDI dentist. The agreement covers all workers of professional studies, and then the employees of the studies of lawyers, notaries, accountants, employment consultants, doctors, veterinarians, architects, engineers, etc., enrolled with their families in Cadiprof (a total of about 350 thousand). The project "Dentist for the family" stands as the main objective of promoting and supporting, beyond the culture of oral health, the optimization of the cost-benefit and cost-effectiveness of dental treatment also integrating and expanding dental treatment already offered by Cadiprof with treatments of orthodontics and implantology. "Adopt a smile of a child" Project The project of the ANDI Onlus Foundation is proceeding successfully. The project deals with the prevention and treatment of oral health of children in foster care with a family or a residential community. Young patients with difficult stories that, thanks to custody, they get an answer to their needs for attention and affection. Many ANDI members participate in this initiative, which is already active in the provinces of Teramo, Milan, Massa-Carrara, Pisa, Trieste and Terni. Working Group concerning the Legionella disease ANDI has established this WG, in order to give a clear info to avoid ‘criminalizing’ the dental practice. Ahead of the recent events, which have again brought a dental practice in the spotlight on the risk Legionella, ANDI has decided to activate a working group on the topic. The problem of Legionella is inherent in everyday life but is not a priority in dentistry although sometimes the dental practice has been associated with alleged cases of infection. The risks of infection are minimal, so ANDI have to make clear to the institutions but also to the media that very often the dentists are the potential infected and not the spreaders of this disease. The objective of the Working Group will be to underline the activities taken, given the lack of specific rules, to prevent the risk of infection, both for the dentists and patients alike and to define clearly the percentage of the risk.

First practical courses "Helping to save lives" 38 Colleagues of 149 members have passed the theoretical part of the first training course on emergency management within medical dental practice. In collaboration with their respective ANDI provincial sections, they will be among the first ANDI members, tentatively in early February 2015, to be able to deal with the use of dummies and defibrillators, under the guidance of experienced and qualified instructors. Dentists and members of the dental team, thanks to the project "We help save lives - in memory of Claudia Braga", can now acquire and implement the skills necessary to implement emergency health interventions, such as cardiopulmonary resuscitation and unblocking the respiratory tract, along with an appropriate use of the defibrillator. At the end of the course, a certification valid throughout the country will be delivered to all participants, dentists and their team, and a license AHA (American Heart Association), valid internationally, of health professional or layperson BLS-D / D-PBLS capable for such operations. Month of Dental Prevention The 34th edition of Month of Dental Prevention was held in October 2014, an event that, over the years, has given rise to various prevention projects, highlighting the central role and purposeful that our Association has always played in the Italian dental panorama. The first change is the significant visibility to ANDI and its Associates given in the television and radio campaigns dedicated to the initiative, as well as support activities by the press offices at launch and in subsequent periods. Spots will invite the public to join the project: first, to make a free visit at the studios ANDI members and then program a correct preventive path, at pre-defined tariffs, if the dentist deems it necessary.

The Slovak Chamber of Dentists prepared a National Oral Health Programme and in cooperation with WHO in Slovakia is lobbying for its implementation at the Ministry of Health. The aim is that the oral health would be a part of the educational process in schools.

The Portuguese Dental Association (PDA) in association with the Directorate-General of Health (DGS), created the publication “Intervenção Precoce no Cancro Oral", under the framework of the new oral cancer program, which is integrated in the National Oral Health Program - “Cheque Dentista” (“Dentist Voucher”). The publication was distributed to 8200 dentists and more than 6000 family Doctors. The PDA presented the first Oral Health Barometer in Portugal. It is an absolutely unprecedented document with statistical validity allowing, for the first time, to draw important conclusions about Oral Health habits of the Portuguese population, what they think of it and how they choose their dentists. By law, the Portuguese Dental Association (PDA) was obliged to present a new project for the regulation of its activity (statutes). The project is being discussed by the Government and the Parliament.

It is an absolutely unprecedented document with statistical validity allowing, for the first time, to draw important conclusions about Oral Health habits of the Portuguese population, what they think of it and how they choose their dentists. PDA in association with the Directorate-General of Health (DGS), created the publication “Intervenção Precoce no Cancro Oral", under the framework of the new oral cancer program, which is integrated in the National Oral Health Program - “Cheque-Dentista” (Dentist Voucher). The publication was distributed to 8200 dentists and more than 6000 family Doctors. PDA continues to strengthen its commitment to continuous education (CE) reinforcing the CE program and the National Congress. PDA organized a public meeting to celebrate World Oral Health Day - 20th March.

Bulgarian Dental Association (BgDA)

The Law of the Professional Organisations of Physicians and Physicians in Dental Medicine entrusts to the Association functions, typical of the similar professional organisations in the democratic world:

To negotiate and contract with the National Health Insurance Fund. To keep and update the register of the profession. Registering with the

Association is a compulsory prerequisite for practising dental medicine in Bulgaria.

To enforce the ethical principles of the profession and penalize their infringement.

To inform and qualify its members. To defend its members, etc.

The Constituent Congress adopted the Constitution of BgDA, which develops further the stipulations of the law in the spirit of the professional self-government.

The Constitution introduced the “functional field” principle in the central management of the Association, via the establishment of 7 Standing Working Committees (SWC), intended to perform its basic functions. Each Chairman of a SWC is elected by the Congress, and holds also the office of a Vice-President of the Association.

The Constitution stipulates a territorial representation in the Managing Board by including in the Board representatives of all the 28 Regional Colleges of BgDA.

The Law of the Professional Organisations and the Constitution of BgDA constitute also the control bodies of the Association as independent commissions:

The Commission of Professional Ethicssupervises the moral, ethical and deontological issues in practising the dental profession.

The Control Commission controls the decisions of the Managing Board, as well as their implementation, in terms of their adherence to the law and the Constitution of BgDA.

BgDA main purposes are:

promotion of the prestige of the dental profession; implementation of the modern European and worldwide experience in

the field of treatment of the dental illnesses of the Bulgarian citizens; continuous improvement of the professional skills of the Bulgarian

dentists; establishment of a system for postgraduate training and qualification; participation in the work of the FDI; active steps for solution of concrete issues related to the European

integration of the Bulgarian dentists; each year awarding dentists for excellent achievements and active work in the dental practice and science.

Ethics and Regulation

Code of professional ethics of the physicians in dental medicine in the Republic of Bulgaria

Bulgarian dental practitioners are subject to the “Code of professional ethics of the physicians in dental medicine in the Republic of Bulgaria”, adopted by the Congress of BgDA, signed by the Minister of Health and published in the State Gazette.

The Code contains the duties of the physicians in dental medicine ensuing from the practicing of the dental profession. It reflects the moral principles and criteria of professional conduct of the members of the dental profession.

The Code contains regulations on: • The duties of the members of the dental profession during practice; • Promotion of the dental services; • Relationships with the patients; • Patients’ referral; • Medical documentation and professional secrecy; • Payment of the dental services; • Qualification; • Infringements and penalties. Fitness to Practise/Disciplinary Matters

The Commission of Professional Ethics has 9 members, all dentists.

The penalties for infringement of the Ethical Code vary in severity, from censure, financial penalty to erasure from the register (for a term from three months to two years).

Data Protection

In 2002, two laws came into force: the Law on Protection of Personal Data, and the Law on Protection of Classified Information. In 2006, the Law on

Consumer’s Protection was been adopted. These laws stipulate the use of personal and classified data.

Advertising

According to Bulgarian law, no commercial advertising is permitted in healthcare activities. Dental practitioners are permitted to promote their services in accordance to the law and the Ethical Code.

Websites can be used provided they are absolutely factual and contain no commercial elements.

Insurance and professional indemnity

Professional indemnity insurance is mandatory according to the Law of Health, and the Regional Colleges of BgDA cover the insurance of their members. It does not cover for Bulgarian dentists working overseas.

Corporate Dentistry

Individual and group dental practices may be owned and managed only by physicians in dental medicine. Dental and Medico-dental centres may be owned by any person, but has to be managed by a specialist in the respective field, either physician or physician in dental medicine with an additional specialty in Health Management or Business Administration. There are no limited companies owning Bulgarian dental practices.

Afghanistan Dentists’ Association

I and my association have worked hard to bring all the dentists on the platform of Afghanistan dental associations. We have succeeded to greater extent as now most of the dentists know about the ADA and its membership with FDI. Secondly we had arranged a seminar where we invited all the dental surgeons from various dental institutions in the Kabul medical university main auditorium. Polish Chamber of Physicians and Dentists

2014 marked the 25th anniversary of re-establishment of the chambers of physicians and dental practitioners in Poland – organizations of the joint professional self-government that are vested with competence to supervise the exercise of the professions in the public interest. The official celebration took place in Warsaw on 5 – 6 December. It was attended by numerous guests, including representatives of national and international organizations of physicians and dentists. Among the guests who joined Polish doctors on these important days was the Presidents of FDI, the ERO-FDI President, CED, WMA, UEMS, CPME, and colleagues representing dental and medical chambers from the neighbouring countries: Czech Republic, Germany, Lithuania and Slovakia. On 5 December our guests visited the Polish Parliament for a meeting with the state authorities hosted by the Vice-Marshal of the Senate, who himself is a practicing medical doctor. An interesting discussion that took place focused on the involvement of professional organizations in the democratic lawmaking process. Participants also talked about the need for healthcare professionals to personally engage in politics in order to bring their expertise and experience. The main events were held on 6 December and included a celebratory gathering of representatives of the professional self-government and invited guests as well as a gala concert at the National Theatre. In their addresses our guests underlined that the anniversary of the professional chambers is in line with the celebrations of regaining democracy 25 years ago in Poland and other Central and East European countries – independent professional organizations are a part of democratic society. In September 2014 a decision has been taken to raise the membership fee for the chambers. The former amount has not been subject to a change for a number of years, despite the rate of inflation and growing scope of the chambers’ activities, especially in relation to organization of continuing education events, free of charge for the members. In fact, the additional income is spent by the chambers on activities related to education.

This sets out the need for cooperation agreements to be adopted between dentists and care facilities. The German national association of statutory health insurance dentists (Kassenzahnärztlichen Bundesvereinigung – KZBV) is currently developing a suitable framework for this, together with the BZÄK. The changes are due to come into force in April 2014. Legal regulations represent a step in the right direction, thereby laying the cornerstone for our dental policies in providing dental care for the elderly and for people with special needs.

October 2012 saw the publication of a new directive by the Robert-Koch Institute, on preparation of medical devices. This directive lays down requirements for validation of on-site cleaning, disinfecting and sterilisation, including in the field of ambulatory medical care.

During 2014 no major changes of the national legislation affecting dentistry has come into effect. However a government bill on amendments to the Discrimination Act were passed and from the 1st of January 2015 lack of accessibility is part of the definition of discrimination. This means that dental practices now need to take necessary precautions to ensure accessibility for disabled. However the measures taken to live up to the Discrimination Act, i.e. providing accessibility for disabled that can be compared to the accessibility for non-disabled, must be reasonable given the economical and practical aspects of the establishment. There is also a new Patient Act that has come into effect from the 1st of January 2015. The act is to protect the rights and interests of the patients and insure that the patients are well informed and have the right to participate in all decisions about the care. The caregivers must provide necessary information and the information must be adapted to the patients circumstances and capabilities. Dentistry is not part of the new Patient Act and SDA has proposed changes to the Dental Care Act to harmonize it with the Patient Act to the Ministry of Health and Social Affairs. SDA has also in contact with the Ministry of Health and Social Affairs put forward our view that the mouth is part of the body and therefore should be incorporated in the term “health care”, i e dental care is health care.

Following an EFTA SURVEILLANCE AUTHORITY (ESA) decision of 12 March 20l4 on the financing of Norwegian public dental health care services ("DOT"), the Act on Dental Services was changed by 1 January 2015. The adopted ESA decision said that: Article I The aid benefitting the services provided to paying patients in areas with sufficient private alternatives and the services provided to paying patients in remote and sparsely populated areas with a market failure constitutes existing state aid which is incompatible with the functioning of the EEA Agreement. Presently The Bahamas government is in the process of implementing National Health Insurance or a universal health care coverage in January of 2016. Presently oral health is not a part of the first phase of implementation and the BDA is presenting a paper with the framework for oral health to be recognized and included in the plan. Most of the private practitioners are not excited about oral health being incorporated in the universal plan. The Bahamas Dental Council is awaiting its new Dental Act to be debated in parliament and passed into law. It has been over two decades and there has been no change within the dental.

British Dental Association

The General Dental Council will introduce within the short to medium term: - A legal requirement on all registrants to declare that they have appropriate indemnity cover - A requirement on registrants to declare their ability to have an appropriate command of the English language - Changes to its system for continuing professional development The GDC has already introduced higher costs for registration, in a move that was strongly opposed by the profession given a number of failings of the regulator. The issue of professional regulation remains high on the agenda. The Government has introduced a legal duty of candour on all healthcare professionals. The Care Quality Commission in England is “the independent regulator of health and social care services in England”. It undertakes inspections to ensure that providers (dentists) are compliant with the Health and Social Act legislation and deliver safe, effective and high-quality care to patients. In April, the CQC re-launched its inspection regime. It seems to look at similar issues, but in a more dentally-specific way and in considerably more detail. It remains to be seen whether this change is welcomed by the profession as a development from the one-size-fits-all which was adopted previously. The devolved countries of the UK have separate, similar authorities for this work.

Immigration of dentists from the European Union The free circulation of persons between the EU and Switzerland exists since June 1st 2002 according to the bilateral treatments. The immigration is still very strong and has provoked an initiative to reduce immigrants to Switzerland. The initiative has been adopted by the Swiss people on February 9th 2014. The board of the SSO as representative of the liberal professions is confronted with this decision and is in strong contact with the political authorities. In collaboration with the federation of the medical doctors the SSO enforced, that immigrants in Switzerland acting as doctors and dentists are obliged to prove their quality in linguistic competences. This is essential for the quality of dental work and the relation with the patients

Cantonal initiatives to submit dental treatment under the social security system In Switzerland private practitioners secure dental treatment of the Swiss habitants. The patient himself is responsible for his oral health. Only the fee in inevitable diseases under treatment will be beared by the community through the health insurance. In the french part of Switzerland several interventions by members of the cantonal parliament propose that the full dental treatment will be submitted under the mandatory health security system. In the canton of Vaud an initiative has been placed for the full dental treatment to be beared by the cantonal insurance system. The same motions have been placed in the canton of Geneva and in the canton of Valais. The board of the SSO is in strong contact with the cantonal dentist associations and battles against these initiatives.

The transposition eventually entered into force on 15 November 2014 (the deadline set by the directive was 25 October 2013). As expected, Polish government has taken the option to adopt all the measures allowed by the directive to limit the application of the rules on reimbursement for cross-border healthcare, especially the prior authorisation rule in relation to some treatments (hospital care, highly specialised procedures). Fiscal cash registers in dental practices Since January 2015 every dental practitioner in individual practice will have to use a fiscal cash register when providing dental services outside the scope of the general health insurance (i.e. when the service is paid by the patient). In previous years practitioners not exceeding a specified amount of income were exempted from this obligation. Introduction of a general requirement to use fiscal cash registers in dental practices raised some doubts in the context of professional secrecy – since the tax authorities require a service to be described on the fiscal receipt in a very detailed way (a term “dental service” is too broad in their opinion). Electronic dental records On 1 August 2014 medical and dental care providers were to be required to maintain medical records in electronic format (paper records were to be allowed only as an additional method). However, due to many opinions that the system is not yet properly developed, the Ministry of Health postponed this obligation to August 2017, thus giving more time healthcare providers and IT companies to make adequate preparations. The Chamber was in favour of this decision. Use of ionising radiation in dentistry. The Chamber has been continuing its efforts to convince the Minister of Health that there is a need to amend the conditions of using the ionising radiation in dentistry. Since long, dentists in Poland have a negative opinion on the regulations that apply to dentistry, because the dental radiological equipment is treated – especially in regard to maintenance and testing of the equipment - almost in the same way as radiological equipment used for other medical purposes, even though dental radiographs pose much lower risk. The Chamber has indicated a list of issues that should be changed in order to facilitate the work of dentists, without endangering the safety of both patients and dental staff, especially: to limit the scope of tests applicable to dental radiographs and to allow the use of movable dental radiographs. The Chamber managed to get the attention of the Ministry and hopes that the regulation will eventually be amended in accordance with the proposals of the dental profession, however this has not yet been accomplished.

Slovenian Dental Association

Actually all Slovenian citizens have compulsory insurance. All compulsorily insured persons are among other health care benefits entitled to dental care. The Health Insurance Institute of Slovenia covers all expenses for dental care of children and students. For adults, however, the compulsory insurance system covers 80% of costs of dental care and oral diseases treatment and 10% for prosthetics. The rest of costs for services (up to 100%) is covered through direct copayments or voluntary insurance copayment. Reimbursement to dental care providers is based on combined method of capitation and fee for service system. The costs for dental care in 2014 represented under 4% of the total public compulsory health insurance expenditure (around 82 mio €). According to the estimates of the Commission for Dental Care in the Medical Chamber of Slovenia the actual workload of a dentist, measured in time unit, is too big.

Finnish economy is having difficult years and the public debt is increasing. Due to this, savings has been subjected also in dental care. The fees have been cutted from 1st January 2015 over 30 million euro. So, normal dental care is subsidized only by appr 25 % and the patient pays the rest by himself.

The contract that NHS dental practitioners have with the government (NHS England) to provide dental care has been under review for some time. In March it was announced that 62 pilot practices would move forward to become prototype practices for the reformed NHS contract in England. Further prototype practices are expected to be announced in due course. The prototypes contain the discredited UDA (Unit of Dental Activity) activity measure as well as payments for capitation and quality. There will be two types

of prototypes with varying UDA targets. The BDA’s view is that payment should be based on capitation only. The BDA will offer support and assistance to all practices involved in the previous piloting process, whether they revert to previous funding arrangements or move forward as a prototype practice. Scotland, Northern Ireland and Wales have different contracting arrangements.

The convention between the representative dental associations and the sickfunds fixing the honorars and reimbusements coming to end 31st December 2014, a new convention had to be negociated. Altough the government decided no budget cuts for dentistry, the negociations were announced to be very very difficult: to become in application in the whole country,at least 60% of the collegues have to accept individually the convention . For the last convention 2013-2014 the degree of acceptance was going down, since more and more collegues could not accept the convention honorars, since they follow not enough the cost of the management of a dental practice. After long and very hard negociations we found an agreement for 2015-2016 that was acceptable for the government and the sickfunds. We needed to convince the collegues to accept the convention, because in this economic and social difficult times, it was the best that we could get. The new convention came into force from march 30th 2015. As a follow-up of the VVT studies and pilots concerning special need patients ( see www.specialdent.be he convention foresees in a supplement for treatment of special care patients.

Polish Chamber of Physicians and Dentists

There have been no major changes in the reporting period. Representatives of the Chamber continued their engagement in negotiations with the National Health Fund which is the body that concludes contracts with healthcare providers for services covered by the general health insurance – the scope of dental services under this general insurance is unfortunately very limited. Many dental practitioners in Poland operate exclusively on the private market, outside the general insurance scheme. Prices at the private dental market are not subject to regulations – they are agreed between the practitioner and the patient, no binding fee schedules are in place.

The ADF provides dental surgeons with a number of resources for continuous education, including themed online DPC from March to July, direct online chats during the first and last months of the year, online training modules and a scientific programme covering all disciplines at the Annual Dental Meeting held in November.

Bundeszahnärztekammer (BZAEK) -German Dental Association

Dental treatment for people in care and for people with special needs

In autumn 2012, legislators obtained an additional service to be provided under the law on the reorientation of care (Pflege-Neuausrichtung-Gesetz – PNG) in § 87 Paragraph 2j of the German Social Code part V (Sozialgesetzbuch V), namely the ‘allowance for care visits to frail patients’.

This sets out the need for cooperation agreements to be adopted between dentists and care facilities. The German national association of statutory health insurance dentists. (Kassenzahnärztlichen Bundesvereinigung – KZBV) is currently developing a suitable framework for this, together with the BZÄK. The changes are due to come into force in April 2014. Legal regulations represent a step in the right direction, thereby laying the cornerstone for our dental policies in providing dental care for the elderly and for people with special needs.

October 2012 saw the publication of a new directive by the Robert-Koch Institute, on preparation of medical devices. This directive lays down requirements for validation of on-site cleaning, disinfecting and sterilisation, including in the field of ambulatory medical care.

Bulgarian Dental Association (BgDA)

To enter a faculty of dental medicine of the university, a student has to have completed secondary school (usually at the age of 18). There is an entrance examination, which is similar to that of medical students. The undergraduate course was fully “EU compliant” on Bulgarian accession to the EU in 2007.

Three public faculties of dental medicine – Sofia, Plovdiv and Varna. They are public. There are no private dental schools in Bulgaria.

Students, studying in the faculties of dental medicine, who have properly entered schools according to all the rules, do not pay any fees.

Qualification and Vocational Training

The primary degree - In Bulgaria is Physician of Dental Medicine with a Master Degree (Лекар по денталн амедицина с образователна степен Магистър).

Vocational Training (VT) - Dental graduates in Bulgaria are entitled to registration immediately upon graduation. There is no postgraduate vocational training. There is a 6 months mandatory pre-graduate practical training in the faculties of dental medicine. Diplomas from other EU countries are recognised without the need for any vocational training.

Swedish Dental Association

In the annual survey to those graduating the dental basic training program, it shows that 81 percent had jobs before graduating, 83 percent of those in the public dental care. Networking is the most effective way to find a job. On an inspiration day for students in Malmo in October, the SDA student organization participated and answered questions about working life. A little less than 3800 people attended our continuous education program during 2014. Our print for courses got a new design that markets every course better. The Continuous education council works to form a system like the CPD to further increase the quality and help members to record their participating our courses. The SDA pursue the question about increasing the number of specialties formally acknowledged in the EU. The SDA is represented in the new national council for dental specialities.

Tanzania Dental Association

TDA works closely with the Dental School in the Muhimbili University of Health and Allied Sciences in the training of dental undergraduate, postgraduate students. TDA also has affiliations with the three dental therapists’ schools and dental technology school in the country. TDA conducts frequent Continuous Education sessions to its members.

The shortage of dentists is now turning to overproduction. There is some shortage of health centre dentists in municipalities in rural areas. However, at the same there is same free capacity of dentists working in the private sector. Labour market surveys show that every fifth of private sector dentists is perceiving shortage of patients which reflects challenging economic situation of the Finnish economy. At the national level, there are approximately 1 200 inhabitants per dentist in Finland which should be an adequate level. The ratio is expected to remain relatively stable during next ten years.

Albanian Dental Association

Undergraduate is a 5 year curriculum, There are 4 dental faculties, one is the state faculty and 3 other private ones. Residency is offered mainly in Oral and maxillofacial surgery, Paediatric Dentistry, and a few one year master programs in Implantology and Orthodontics. Vocational training is 3-6 months. Continuing education is mandatory and every 5 years the dentists must have accomplished 150 Hours , Credits of CE.

Dental Association of Thailand

Dental education including undergraduate, postgraduate specialists, but The Continuous Education (CE) of the dental practitioners right now is not compulsory but in the near future after an amendment of Dental Act of Thailand concerning The C.E. is completed. Now it is in the process of amendment of The Act.

Korean Dental Association

We have two ways to take dentist license.

Korean dentists must take 8 points of continuing education point per year and report their practice situation with the continuing education points they’ve taken every 3 years to the government (Department of Health & Welfare).

Bahamas Dental Association

Presently there are no dental schools in The Bahamas. Most dentists have been trained in the USA. Over the past 3-5 years most returning graduates have matriculated through dental schools within the region, namely Trinidad and Jamaica. The Bahamas Dental Association have instituted its own dental board examination for licensure of dentists graduating from Regional and foreign schools. This excludes persons graduating from USA, Canada and UK schools. There is one local auxiliary school in the country which trains dental assistants. The BDA convenes dental continuing education courses throughout the year for its members. There are mandatory CE requirements for re-licensure for dentists, dental hygienists and dental laboratory technicians.

British Dental Association

- The Committee of Postgraduate Deans and Directors (COPDEND) is proposing a move towards a formal system of assessment for dental foundation training (DFT, aka vocational training) for training in England, Wales and Northern Ireland. The BDA is concerned that the move is not supported by appropriate funding and understanding of heightened workload and time constraints of those involved. Scotland operates a separate vocational training scheme. - The GDC has approved its way forward for amendments to its CPD system, which changes to required hours for dentists and dental care professionals, to the reporting regime, and the requirements for quality of CPD. The system is due to be piloted in 2016 before introduction in 2017. - The GDC has published updated standards for specialist training.

Zimbabwe Dental Association

Our university is doing fine, recently got a new Maxillo Facial Surgeon as part of the teaching faculty. The local university produced its first postgraduate in Orthodontics. Our CE programmes are progressing well; we have received a commitment from FDI to provide speakers for our CE weekend in August 2015.

Danish Dental Association

The DDA had a strong focus on the financing of dental education due to major budget cuts. With a number of contributions to different media the DDA expressed sever concern about the budget cuts taking place in the 2 dental schools. The DDA also arranged meetings with both universities and was in touch with the Minister of Education.

Turkish Dental Association

Undergraduate education is done at dental faculties. Although CE is not mandatory, TDA regularly credits these education programmes. In 2014, Continuing Dental Education (CDE) Directive has been renovated in a more comprehensive manner according to the changing needs. The new regulation highlights the competency development programmes. The Academy has been established in the body of TDA.

Botswana Dental Association

-Currently Botswana does not have a dental school. However, there are Institutions of Health, and a Higher Diploma in Dental Therapy is offered in one of them. There is a certificate course on dental assisting offered by one of the local institutions. -Degree in Dentistry and some specialty courses are funded by government outside the country. -Continuing Education programmes are organized by the association throughout the year.

Swiss Dental Association SSO

Gerodontology Last year, the SSO has been very engaged in the Gerodontology. Realising that elderly persons do not very much fulfil the caring of their oral health. The SSO is very keen that elderly persons receive equal dental treatment in homes for elderly people. The SSO intends to improve his engagement also in the following years.

Malaysian Dental Association

Malaysia has at present a total of 15 dental schools producing about 1000 dentists a year.

Polish Chamber of Physicians and Dentists

At the end of 2014 changes regarding the admission to specialist training were introduced limiting the possibility to change the field of specialization. The Chamber is continuing its efforts to provide more incentives for dentists in individual and group practices to apply for accreditation regarding specialist training. It is essential in order to raise the number of approved specialist training posts in different fields (in Poland there are 7 formally recognized dental specialties). It is worth mentioning that the elements of paediatric dentistry have been included in the curriculum of specialist training in the field of pediatry in order to make medical doctors more aware of it. The Supreme Chamber is currently carrying out two EU co-funded projects aimed at training courses for physicians and dentists – especially young colleagues. These training focus on the so called soft competences (or soft skills) i.e. behavioural competences like communication with patients, also legal knowledge – trainings are conducted by psychologists, lawyers.

Bundeszahnärztekammer (BZAEK) -German Dental Association

Dental treatment for people in care and for people with special needs

In autumn 2012, legislators obtained an additional service to be provided under the law on the reorientation of care (Pflege-Neuausrichtung-Gesetz – PNG) in § 87 Paragraph 2j of the German Social Code part V (Sozialgesetzbuch V), namely the ‘allowance for care visits to frail patients’.

This sets out the need for cooperation agreements to be adopted between dentists and care facilities. The German national association of statutory health insurance dentists (Kassenzahnärztlichen Bundesvereinigung – KZBV) is currently developing a suitable framework for this, together with the BZÄK. The changes are due to come into force in April 2014. Legal regulations represent a step in the right direction, thereby laying the cornerstone for our dental policies in providing dental care for the elderly and for people with special needs.

October 2012 saw the publication of a new directive by the Robert-Koch Institute, on preparation of medical devices. This directive lays down requirements for validation of on-site cleaning, disinfecting and sterilisation, including in the field of ambulatory medical care.

Auxiliaries Dental chairside assistants - In 1989 there were about 6,000 dental assistants, but there were very many fewer by 2014 – their number in dental clinics is small. Dental laboratory technicians – 1235 Hygienists – NO.

Dental surgeons being the only professionals in the dental sector is an issue. Their insufficient number does not cover this extremely large country. There is a lack of schools training in other dental medicine areas, and a lack of provision for the supplying of dental products and materials.

Swedish Dental Association

The SDA take part in the National Board of Health and Welfare’s continuing work with planning future access and supply of dentists. We have also reacted to the employment office’s prognosis of future need of dentists as well as other prognoses. We are following the development of this issue closely. We have been working with the formation of a national course plan for dental nurses. It is now in effect. We also co-operate with the Nordic dental nurses’ organisations with the aim to develop the training programs and increase the dental nurse professional status, with for example mutual skill goals for dental nurses in Scandinavia. Dental figures in Sweden, and Nordic Dentistry in Numbers have been compiled, the latter with the assistance of the other dental organizations in the Nordic countries.

Dental personnel in Senegal comprise Dental Surgeons, Senior Dental Technicians, Dental Prostheses Laboratory Technicians and Dental Assistants. In 2013, there were 424 dental surgeons working in both the public and private sector, 74% of which were practising in the Dakar region. This represents an average of one dental surgeon for every 30,000 inhabitants. Around 100 dentists are registered as unemployed. Senior Dental Technicians (SDT), Dental Prostheses Laboratory Technicians (DPLT) and Dental Assistants are trained at the National School of Health and Social Development [Ecole Nationale de développement Sanitaire et Social – ENDSS]. An average of 10 SDTs are trained each year. The DPLT have problems integrating into healthcare structures. Indeed, only a few are recruited and work in structures that do not have a dental prosthesis laboratory. They are therefore often underused. Around 60 are unemployed. Dental Assistants who act as instrumentalists and assistants in surgeries have not been recruited into the public sector since it was created. A problem of status exists that needs to be resolved. Dental equipment: 110 chairs have been installed, including 79 in the districts and the Public Health Institutions 1, 31 in regional hospitals. Many public or healthcare structures are underequipped or have outdated equipment.

Indeed, out of the 96 healthcare structures (district and regional hospitals) in the country, 62 have just one dental chair. 16 of them have a total of 21 non-operational chairs. 12 health districts do not yet have a dental surgery. Mobile healthcare units used for advanced strategies in outlying areas are very insufficient, only present in around 10 districts. Nearly all structures only have Poupinels for sterilising healthcare equipment, which no longer comply with standards to fight infection and health care safety. There are 3585 dentists, 790 dental hygienists, 1873 dental assistants, 1123 dental technicians registered with the Lithuanian Dental Chamber. There is a good dental/population ratio (11, 21), but the problem is in equal distribution and equal accessibility of dental services in the country. Lithuanian Dental Chamber s made minor changes on the licensing rules, the Law on Odontology and the Law on Dental practise regarding the access to profession and keeps licensing of oral health specialists. The updating medical norms on odontologist, paedodontists and oral, oral maxilla –facial surgeons are in a process.

Again due to the decision of Europgoup in March 2013 and the subsequent bail-in that was imposed in the two major banks in Cyprus, and the loan that was given to the Cypriot government, the dental profession has seen a major change in the daily routine. Our dental therapists are lobbying for legislation to allow them to be allowed to run private practices. Our opinion as an Association was sought, to which we expressed our strong reservation to the proposal. We argued that the country is producing enough dentists to service the needs of the population.

Danish Dental Association

The DDA launched the campaign “Dentist be aware of your working position”. A key element of the campaign was a series of instructional videos based on typical clinical situations. The DDA also launched an oral cancer campaign. The purpose was to raise the awareness of oral cancer among both public and dentists. A key element was the September issue of the Danish Dental Journal where all scientific papers and journalistic features were related to oral cancer. Other key elements were an instruction video demonstrating how to examine the oral mucosa in an efficient manner and a video with an oral cancer patient offering advice about what dentists should be aware of when treating patients previously or currently in treatment for oral cancer. Also, an information leaflet about diseases of the oral mucosa including oral cancer was produced. The interest among dentist was massive and the campaign resulted in a news story on a nationwide television news channel as well as coverage in several newspapers and online media.

Distribution of dentist workforce is changing from private sector to public hospitals, depending on new regulations. We have 8 fields for specialization. On contrary to TDA’s vision, in dental team there is only dental assistant who takes a 2-years education after high school, since the number of them is not enough, we traditionally educate our own assistants at the clinics.

In the Flemish part of Belgium an education for “dental treatment assistant” is under construction. We oppose to create “dental hygienists” since those are in different countries not acting under delegation , but wish to substitute the dentist.

Polish Chamber of Physicians and Dentists

The Ministry of Education – following a motion from the Ministry of Health – has decided to close further admissions for professional training of dental assistants. The last admission for this 1-year training - which ends up with a vocational examination and is certified by a diploma - is to take place this year.

The Ministry justified its decision by the fact that activities of dental assistants may be carried out by dental hygienists or assistants without formal vocational training. The Chamber is against this decision as the majority of dental practitioners regard dental assistants as important part of their dental teams and do not see a reason to change the current situation. The Chamber advocates cancellation of this regulation and further training of dental assistants in Poland.

In this view, ANDI, apart from promoting the Day in the communications to its members, is trying to organize a special meeting in May 16 as a ‘side’ event of the Milan’s World EXPO 2015 activities. The opportunity to talk about nutrition, lifestyle and oral health will be the Oral Cancer Day 2015, which will see the production, together with other conventional material, of an information leaflet for EXPO. A gazebo area dedicated to events related to EXPO will be set up and the dentists will be the central hub of all activities for citizens. But, a specific time of training and update for the whole dental team will also be organized by means of a scientific conference inside the EXPO 2015. The theme of the conference will be, of course, the correlation between diet, lifestyle and oral health, with lectures of high scientific content in order to make it highly interesting so to engage a large audience of dentists, students and Dental Hygienists. The choice of the speakers and scientific content of the conference will be directly managed by the ANDI Onlus Foundation and by ANDI itself.

Sri Lanka Dental Association

SLDA in collaboration with the Ministry of Health and Unilever Sri Lanka made arrangements to celebrate the World Oral Health Day on 20th March 2015 under the theme of “Smile for Life” in Kandy which consisted of following:

1. Oral Health Walk The event comprised of an oral health walk, a mass scale screening and oral health education programme, dental exhibition, dental feast, street dramas on oral health and several other activities. The entire programme was conducted with participation of members of SLDA council, academic & non academic staff of University, officials of Health Ministry, Sri Lanka including Hon. Minister of Health, university students & dental students and over 300 school children in Kandy.

Health promotional banners carrying different oral health messages were displayed in the procession.

2. Oral Health Screening Programme A massive oral health screening programme was conducted for school children of Kandy area with the participation of participation of consultants, dental surgeons, dental students and other staff. A total number of 9,300 students were screened and those who need referrals were referred to relevant places. This massive screening exercise resulted in a new Guinness World Record for most number of dental screenings at a single location in a single day.

3 Dental Educational Exhibition A dental exhibition was conducted to educate children on healthy behaviours and good oral health practices. 4 Street Dramas Four street dramas were staged at the site repeatedly throughout the day. They were productions of dental students of Faculty of Dental Sciences, Peradeniya and dental therapist students of Dental Therapist training School, Maharagama.

5. Other activities Multiple fun activities for the school children were conducted by the

Lithuanian Dental Chamber

On the 20th of March World Oral Health Day was celebrated in Lithuania together with 75 countries from all over the world. Lithuanian Dental Chamber invited Universities, Colleges, dental practitioners (from public and private sector) and society all together to celebrate Oral Health Day. Members of society were invited to examine their oral health and received professional recommendations on oral health and hygiene from Lithuanian dentists, dentist specialists, oral hygienists and dental students. There were lectures delivered about general and oral health. Children were visited in kindergartens and schools with presentations and lectures on oral health and hygiene. Exhibitions and other activities were held even in supermarkets. On the 20th of March Lithuanian Dental Chamber proudly presented the booklet – „The dentists’ recommendations on children teeth“. The intention of this booklet was to provide children‘s parents with information on how properly look after children‘s teeth and what should be done if children‘s teeth injury occurs.

So, instead, we promoted the WOHD on KDA’s website so that all the webpage visitors can get the information.

Bahamas Dental Association

The BDA joined the global dental community in celebrating World Oral Health Day, under the theme: “ Smile for Life”. Members and their dental teams were out in full support proclaiming the message in the theme through various mediums including posters, radio, television, social media and in–office direct counseling. The major activity in celebration of the day involved a large dental health fair at one of the nations largest shopping mall. The public was treated to oral health screenings for the entire family as well as giveaways from our corporate sponsors Colgate and Listerine. The highlight of event came from the children of one of the country’s premier primary schools, St. Thomas More Primary. This group of talented students between the ages of 9-11 years were smartly clad in t-shirts depicting the global theme. They serenaded the crowd with choral, folklore and cultural music some of which were specifically arranged for the event. The band with is theatrical display and musical skill on the drums was the show-stopper for the event and sent a clear and unique message about oral health through the sound of music.

In the March edition of “Gazeta Lekarska” (Supreme Chamber’s monthly) a 2 page article written by A. Lella, entitled “With a smile through life” was published on the occasion of the 7. WOHD. “Gazeta Lekarska” contributes to the celebration of WOHD since its beginning. It is an important medium– it is received free of charge by all medical doctors and all dentists on Poland. Thus, they all can follow information related not only to dentistry but also to general health. WOHD in 2015 was also noticed by other non-medical media – numerous articles and interviews were published. The main event related to celebration of WOHD 2015 in Poland – “Educational – Preventive Action in Parliament” – took place in the house of the Polish parliament, it was prepared in collaboration with the Parliamentary Commission for Basic Care and Prevention. Originally planned to take place on the 22 - 23 March, due to organizing problems eventually took place on the 13 – 14 May. The opening ceremony was followed by a meeting of representatives of the Polish Dental Society, the Polish Chamber, Polish Society of Pedodontics, Polish Red Cross and members of the Parliamentary Prevention Committee. Participants discussed various problems regarding prevention and the policy which should be adopted to improve oral health in Poland. Dentists from Warsaw Medical University carried out dental examinations for members of the Parliament who also filled in a questionnaire on their dental

The 9th Bundeszahnärztekammer European Day

The BZÄK organises an annual European Day, with the hosting locations switching between Brussels and Berlin on a yearly basis. This event raises awareness of European issues and how they interact with national policies among the dental profession and other interested parties. At the same time, the European Day format reflects our desire to recognise the growing importance of European policy in and for Germany whilst also ensuring that our interest in European developments is noted.

The most recent European Day was held on the morning of the 9th April 2014 in the Tieranatomischen Theater (the veterinary anatomy theatre) at the Humbolt University in Berlin. The European Day focused on the upcoming European Elections. The BZÄK therefore organised debates with MEPs, candidates for the European Parliament and representatives of other parties present in the European Parliament or Bundestag, just a few weeks before the Elections, to discuss their positions on specific European, internal market and health policy matters. The overarching theme of freelance work was also a focus of debate, as a topic which is particularly relevant to our profession and furthermore subject of discussion on a European level, which outcome cannot be predicted.

FDI has been regularly promoted in the National Congresses in Slovakia. NLO Forum in India was organised in a better way than usual. There were not so many changes in number of participants. However, the ones who attended the Forum were much active. The Communication and member Support Committee presented a well-documented report for NLOs. It was also nice to hear about the WOHD activities but for this year it can be much better if you ask the National Associations for their feedback before Thailand.

HIGHLIGHTS

The following six areas are those I regard as the highlights of this year:

New NZDA services and activities– Services to young dentists and dental students (see

page 14). Significant new sponsorship was obtained last year from GSK to assist these initiatives over the next three years ($30,000 per year for 3 years).

– Many members enrolled and have contributed to the new NZDA Mentorship programme (104 dentists involved in 52 mentoring pairs).

- The sponsored attendance of the entire final year dental class to the NZDA Conference and the hugely successful employment fair for young graduates and final year dental students about to graduate.

NZDA community based oral health education and promotion (see page 11) – The huge array of proactive oral health promotion

initiatives now in place amongst which was the provision of another 20 oral health training workshops for caregivers of older people (2414 caregivers trained to date by NZDA through 85 workshops).

– Significant new funding of $165,000 from the Southern Cross Health Trust to support free dental treatment days to patients in low socio economic groups. On the first of two days to be held this year, 83 dentists volunteered their time for free dental throughout NZ. We were able to provide dental treatment to 667 patients. Huge positive media coverage regarding dentists and dentistry resulted including primetime television coverage.

– Increased resource applied and commitment to lead the promotion of water fluoridation and assist members locally in pro fluoridation campaigns and nationally to be better informed about water fluoridation. This, I believe, assisted members to achieve positive outcomes. Considerable positive coverage relating to the activities of the NZDA fluoride spokesperson and positive meetings with central and local government politicians.

Research funding and administration The celebration of 50 years of NZDA Research Trust and Board funding of dental research in New Zealand. The awarding of $274,195 (up from $180,551 in 2013) research grants through the NZDA Research Board process – see page 12.

Education servicesIn addition to an Annual Conference, the provision of 24 education events in 11 locations attended by 448 members, the nationwide year long recent graduate programme delivered to 61 (54 in 2013) first year graduates (5 centres and teleconference) and the NZDA DSA Course delivered throughout NZ to 175 dental surgery assistants – see page 13.

5 Community contribution The NZDA/Wrigley community grants. The awarding of over NZ$52,000 of aid grants either funded by NZDA ($19 700) or administered by NZDA on behalf of Wrigley (US$23,000) – see page 10.

Benevolence and Welfare The agreement to fund the publication and distribution to all NZDA members of the Positive Dentistry: Communicate with Confidence book (written by Linda Jones, Kate Birch and Jeff Annan).

This year saw NZDA Fellowship awarded by the Board to Peter Fowler, Orthodontist from Christchurch and Honorary Membership to Rick Olive, the Australian Dental Association Federal President. These awards will be presented at the 2015 Annual Conference in Auckland.

NZDA Honorary Associate Membership (retired) was awarded by the NZDA Board to the following NZDA Fellows and Members for services at a local branch level. Honorary Associate Membership allows retired members to retain membership, a connection NZDA activities and information without payment of a subscription.

NZDA BUSINESS ACTIVITIES

COLGATE AGREEMENTNZDA has again participated in and received considerable profile nationally during the Colgate/NZDA oral health month. There was significant TV advertising and prominent in-store promotions all carrying agreed messages and the NZDA logo. Colgate was again the Principal Sponsor for the year’s Conference and has signed for another period of five years. Colgate also assisted the Association through part funding of one of our Oral Health Educators.

WESTPACWith around 476 NZDA practices (450 in 2013) now using the NZDA/Westpac Merchant Eftpos Scheme, the monthly transaction volume (around 30,000 transactions per month). Westpac’s National Associations’ Manager remains in regular contact with us and there appears to be a sound working relationship. Westpac, being NZDA’s preferred bank, has been a good corporate partner for over 10 years.

Westpac have also assisted with elements of the young dentist services we are providing.

STATUTORY LIABILITY INSURANCEUptake of this product by members has remained very high and is consistent with previous years.

ENDORSEMENTVarious Colgate, Wrigley, Glaxo-Smith-Kline, and Johnson and Johnson products have all continued their NZDA endorsed status.

OTHER SPONSORSHIPThe Association continues to also enjoy support from GC Corporation, New Zealand Dental Insurance Society, and many within the dental industry. Henry Schein NZ, Wrigley, GSK, Medical Assurance Society, 3M Espe, Dentsply, Johnson and Johnson, and Colgate have all been particularly supportive of NZDA Education events. Significant new sponsorship was obtained from GSK in 2013 to support the Association’s young dentist initiatives and from Southern Cross Health Trust to support NZDA Oral Health Promotion initiatives.

FINANCIAL ACCOUNTS AND BUDGETThe financial accounts were presented each month to the executive, and the budget presented and approved at the 2014 August board meeting. A full financial report appears on pages 19-29.

NZDA BENEVOLENT ACTIVITIES

BENEVOLENT FUND Clive Ross, on behalf of the Benevolent Fund trustees, Tom Speed and Brian Peak, thanks NZDA members and the branches who continued to support the Fund.

The Fund continues to stand at a good level, and members were reminded that if they were aware of a colleague or their family in need, to contact himself or a trustee, each case being treated with complete confidentiality and consideration.

The committee can respond quickly to requests, evaluation is carried out immediately, confidentiality is maintained and the recipients grateful.

Clive expressed to the NZDA Board that the trustees rely on individual dentists, Branch officers and NZDA Executive to feed these requests to us and acknowledged David Crum who is the main conduit for the requests and the sensitivity with which he handles the information.

The Trust contributed significant funds to assist in the publication of the Self-Care for Dentists book printed by NZDA and distributed to all members. Given the success of this first book, The Trust has agreed to assist in the funding of the upcoming second book entitled Positive Dentistry: Communicate with Confidence.

NZDA OVERSEAS AID GRANTSThe aim of these NZDA grants is to support members undertaking Aid work overseas – particularly in the Asia-Pacific region. We received 10 applications from our members for the 2014 funding round. In total $19,700 was offered by NZDA to the following members in 2014:

– Jonathan Cole, Smiles for the Pacific, Lautoka, Fiji ($3,000) – Contribution towards ongoing expenses for providing lectures and hands-on courses for local dentists and providing oral health education to all patients who visits the clinic and also in local schools.

– Elizabeth Langley-Cornille, Marine Reach Ministries ($2,500) – To treat underserved communities who cannot afford dental care in remote areas in Fiji, Vanuatu or Philippines

– Aftab Moosa, Shayeste Irani ($1,000) – To work partly in the Lautoka clinic set up by “smiles for the pacific” then to visit schools in rural areas to provide oral health education.

– Grace Geoghegan, Melette Chow and Stacey Costain, One-2-One Charitable Trust, Cambodia ($1,800) – To provide treatment to unserved communities in rural villages of Cambodia.

– Emma Johnson, Brigette Lyne, Grace Nichola and Melissa Naik, East Meets West, Vietnam ($2,400) – To provide treatment for children in rural areas on outreach trips and also to treat special needs children.

– Assil Russell, ICARE (Iraqi children’s aid repair endeavour) ($3,500) – To treat Iraqi children and families in villages and orphanages where dental facilities are not available or accessible.

– Marguerite Paterson, Ryan Smit, Sarah Twine and Graham Jull. Island of Smiles, Fiji ($6,000) – To provide free dental care to local people of Daku. Aiming to treat 60 patients per day over four days. Also, oral health education to children from local schools.

WRIGLEY COMPANY FOUNDATION NZDA COMMUNITY SERVICE GRANTSIn total 22 applications (13 for $1,000, 4 for $8,000 and 5 for $5,000) were received in 2014 and a total of US$23,000 was awarded to twelve highly deserving projects that made a measurable difference to the oral health of some of New Zealand’s neediest communities.

Revive a Smile Community Dental Project –USD$8,000 Targeting Hamilton’s homeless, migrant, refugee and low socioeconomic communities, this project will assisted those who have had very limited or no access to oral health services. Community service activities include full dental examinations, x-rays, emergency treatment and pain relief, follow up patient appointments, completion of a dental treatment plan, transport to and from appointments, free oral health care packs and interpreters where language is a barrier.

Pacific Region Dental Aid Grant – USD$5,000 This grant helped a group of five dentists to treat local people of Daku village in Fiji and surrounding areas who are suffering with dental pain and infection. The team also visited local schools in outlying areas, providing children with oral hygiene education and basic dental hygiene packs.

The Developmental Dental Defects (D3) Group – USD$1,000 This grant supported the New Zealand rollout of the D3G Chalky Teeth campaign, which targets children who have molar hypomineralisation, commonly known as ‘Chalky Teeth’. The grant assisted in the development of educational materials, including children’s storybooks, stickers and website referral cards. Information will also be provided to dentists, community oral health services and dental students during teaching of paediatric dentistry at the University of Otago.

Northland District Health Board – USD$1,000 Targeting adolescents in Northland, this grant helped to raise the profile and awareness of free dental services available to young people in the region. Northland had the lowest adolescent oral health service utilisation in New Zealand, despite improving over the past eight years.

Dental Care for Disabled Patients – USD$1,000 This grant was used to assess the oral health care needs of paraplegic and tetraplegic patients who have suffered serious spinal cord trauma. The dental requirements of patients change following major injury and tailored oral health care for each patient is necessary. Working across two Auckland rehabilitation centres in Otara and Remuera and through the Association for Spinal Concerns, the late Phillip Lowe adapted oral health education to the individual patient’s needs and devised future oral health care plans.

Auckland Regional Dental Service – USD$1,000 This funding assisted a preschool community outreach programme in Otara. This initiative targeted the community’s low dental attendance and poor service utilisation. This programme involved two oral health events.

Waipa Community Oral Health Initiative – USD$1,000 The aim of this initiative was to reduce the number of children with oral diseases in the small Waikato town of Ngaruawahia. Many Waipa School pupils report not cleaning their teeth on a daily basis, which combined with a non-fluoridated local water supply has resulted in dental caries and periodontal disease. This project aims to educate children, parents and caregivers of these children, and also provide an opportunity for some adults to get basic dental care.

Otumoetai Community Dental Clinic – USD$1,000 This project provided selected adults in Tauranga the opportunity to attend a ‘free dental day’ and receive basic oral health treatment. At the clinic, patients received examinations, x-rays, restorations and extractions. Not solely focused on treatment, the project also placed emphasis on oral health awareness, nutrition advice and education.

Oral health programme for blind and visually impaired children – USD$1,000 In New Zealand the opportunities are limited for education and instruction on oral health tailored to those with visual impairment. This funding targeted blind and partially sighted children in the Bay of Plenty region who struggle to maintain oral hygiene in the transition from parental assistance to independence.

Oral health education for pre-school children and parents of Maori, Pacific and high risk groups – USD$1,000 This project assisted the delivery of oral health information to 240 hard-to-reach preschool children. By reducing sugary drink and food consumption and improving toothbrushing, the project contributes to the reduction of dental decay across this preschool community.

Opunake Smiles – USD$1,000 An oral health awareness day in the rural township of Opunake saw a team of dental professionals visit preschool and school aged children to promote the importance of oral care.

NZDA COMMUNICATION ACTIVITIES

PUBLICATIONSDuring the year, the following publications have been produced:– NZDJ (4 editions) – The Editor, Associate Professor Nick

Chandler reported to the Board that there is again a healthy number of papers being submitted to our peer reviewed scientific journal.

– NZDA News (five editions) – each edition now has a clear and concise theme, with imagery and articles sourced from specialist members to support each theme. This year’s themes were: Paediatric Dentistry, Oral Cancer, Infection Control and Prevention, Thailand Tsunami 10th Anniversary and Dental Caries.

– NZDA Education Trust Programme Guide (two six-monthly editions)

– Annual Report and Membership List.

MEDIAAs with the previous year there continues to be considerable media activity, much of this related to fluoridation, the cost of dentistry, sugar restrictions, tourism dentistry and children’s dentistry. Difficult and at times adversarial interviews regarding the topic of water fluoridation occurred. Rob Beaglehole led the effective media efforts on behalf of NZDA and Jonathan Broadbent provided significant assistance to the association in presenting evidence based information to the media as water fluoridation dominated their topic of dental interest.

NZDA COMPLAINTS RESOLUTION ACTIVITIES

Peer Review (Chair, Jocelyn Logan)Jocelyn reported to the NZDA Board regarding the successful training day (Nov 2014) she had arranged for all Branch Consumer Affairs Officers and Regional Peer Review Chairs. Work has been completed on updating the manuals and standardizing reporting. There were two cases heard at a regional level and both of these referred to National Peer Review for an appeal by the dentist against the decision (both non- specialist orthodontics). There were 4 other cases that were concluded without formal Hearings.

NZDA ORAL HEALTH PROMOTION ACTIVITIES

ORAL HEALTH TRAINING FOR CAREGIVERS OF OLDER PEOPLEDue to the success of these workshops in early 2015 the Ministry of Health signed a contract with the NZDA to provide 20 more training workshops this year. The first 10 workshops were held during April/May with the help of NZDA dentists – Alastair Stokes, David Edgar, Megan McGregor, Andrea Kelsen, Robin Whyman, Kim Gear, Tim Mackay, Elizabeth Hitchings and Bernie Pollard. These workshops educate caregivers about the importance of oral health in older people and help them develop skills required to support the person in their care.

ORAL HEALTH MONTH 2014Once again, in partnership with Colgate, we ran free adult dental clinics were open in Christchurch, Wellington and Auckland, targeting those in genuine need of oral health treatment. In total we provided dental treatment to 245 patients. These clinics and OHM partnership secured 16 positive items of media coverage including a range of high-reaching media outlets. This coverage reached a potential audience of almost 3.3 million New Zealanders during July/August 2014

Zealand. The 8th national forum was held in NZDA HQ on Wednesday 1 April 2015. This forum is supported by Colgate and GSK and, well appreciated by the oral health promoters and educators. This year’s key speaker Dr Mary-Ann Carter from Health Promotion Agency presented on diet and nutrition “Making the Healthy Choice the Easy Choice”.

BRUSHING UP FOR HEALTHY SMILES PROGRAMME We have established centre-based daily tooth brushing programmes in four Auckland preschools. We targeted disadvantaged areas, and trained staff in correct tooth brushing for toddlers. Colgate sponsors the tooth brushes and pastes required for these programmes. 150 children who were provided with tooth brushes and paste, now brush their teeth after lunch every day at their preschool. Staff and children who are involved have really enjoyed integrating the programme into their daily routine. We are now working towards expanding the programme to reach more preschools.

NATIONAL ORAL HEALTH DAY – ANNUAL AWARENESS CAMPAIGN The NZDA led first national oral health day to raise the awareness about oral health was held in November 2014. This campaign was aimed at raising awareness about “Dental Fitness”. Rugby league player and Warriors half-back Shaun Johnson was our ambassador for this campaign. Through his involvement and the support of Vodafone Warriors club we reached about half a million kiwis via social media pages like Facebook, Twitter and Instagram. As part of this campaign the NZDA also developed national oral health day kits for participating dental practices. Around 430 dental kits were distributed to dental practices that participated in last year’s campaign.

SMILE NEW ZEALAND – FREE DENTAL DAY Smile New Zealand is developed by the New Zealand Dental Association in partnership with the Southern Cross Health Trust. As a charitable trust with a vision to make quality healthcare more affordable and accessible for New Zealanders, Southern Cross Health Trust is working with the NZDA to improve access to dental care for low income New Zealanders. Through this programme, we are aiming to provide free basic dental care to 1500 low income adults in 2015. Across New Zealand two series of free dental care days will be held.

PROJECTS IN DEVELOPMENT

Maternal Oral Health Resource for Midwives We are currently developing an educational resource for New Zealand midwives, which provides in-depth information about oral health during pregnancy. This resource aims to support lead maternity carers in their delivery of oral health messages to pregnant women. It will enable them to promote good oral health practices and provide guidance about prevention of oral disease to expectant mothers.

Teenage Multimedia Project We are also developing a multimedia project to promote good oral health habits to New Zealand teenagers. Young people from South Auckland high schools have participated in focus group discussions about teenage oral health knowledge, and shared ideas about how to communicate important messages to this group. With the help of a community trust we have recorded a song to promote oral health. We are now recruiting young local performing arts students to act in a video which will convey key oral health messages in a way which is appealing to young people.

Nutrition Strategy and Campaign The NZDA, in partnership with key stakeholders, is working on developing an overall nutrition strategy in regards to reducing dental caries and improving oral health among all New Zealanders. We are intending to develop a nutrition strategy that is not only aimed at highlighting the effects of food and drinks on oral health but also to educate the public on healthy and tooth-friendly diet.

Water Fluoridation Resource Kit for Dental Practitioners: We are in the process of developing a resource kit for private dentists to help promote community water fluoridation to their patients. This resource aims to help dentists incorporate benefits of fluoride and fluoridation during their interactions with patients in their everyday practice.

NZDA RESEARCH ACTIVITIES

NZDA RESEARCH FOUNDATION BOARD (Chair, Dick Jefferies)The NZDA continues to make a major contribution to the funding and administration of research grants in oral health related research in New Zealand. The 2014 NZDA Research Foundation Board Annual General meeting was held in conjunction with the Ministry of Health Oral Health Research fund annual award meeting 22-23 July 2014 at NZDA House. The Board also administered and awarded the Continuing Dental Education Trust Research Award. This meeting was attended by the following Board members and MoH panel representative: Dick Jefferies, Lara Friedlander, Robert Gibbs, Robyn Haisman-Welsh (MoH Panel), Fahimeh Rahnama, Prof Alison Rich, Robin Whyman, Graham Symes, and Hugh Trengrove.

Twenty six applications for funding from the NZ Dental Research Foundation were received. Funds of $138,510 were available this year. As with most years the requests for grants (that totalled $335,455) exceeded the funding available. There continues to be very high standard of applications and intense competition for the limited funding pool. All the applications were assessed by the Board and the opinions of referees, including international referees in many cases, were sought in order to make the awards. Of the twenty six applications the Board awarded funding to nine applicants totalling $107,435 and $17,000 for Summer studentships ($16,000) and the NZDRF prize ($1000). The 2014 successful applicants (principle researchers) were: Harvey Brown, Kullasit Chutipongpisit, Dawn Coates, Lara Friedlander, Julia Horsfield, Mikhail Keniya, Murray Meikle, Venkata Parachuru, Prof Alison Rich.

The Continuing Dental Education Trust (Auckland) annual grant for NZ based dental research projects with clinically applicable outcomes was awarded to Lara Friedlander.

Nine applications for funding from the Ministry of Health Oral Health Research Fund were received and of these six were fully funded (totalling $135,685). The successful applicants (principle researchers) were: Prof Mauro Farella, Lyndie Foster-Page, Peter Fowler, Erin Mahoney, Li Mei and Prof Alison Rich.

Overall the Board was delighted to be able to support with funding for eighteen oral health related research projects in 2014 with grants totalling $243,120.

NZDA RESEARCH TRUST (Chair, Robert Max)At the AGM on 24th June 2014 the Board of Trustees made available $138,510 to the NZDA Research Foundation to allocate to research projects. This sum represents the income from interest and dividends received from investments over the financial year. The Annual Report records the equity of the Trust at 31st March 2015 is $2,657,887. This shows a 7.8% increase on the figure of $2,465,460 in last year’s Report and a 13.1% increase on the 2013 equity of $2,350,098. The audited ‘Market Value’ of the Portfolio (Shares in Companies and Fixed Interest Investments) as at 31 March 2015 is $3,178,432. The ‘Market Value’ has increased 6.81% from the figure of $2,975,899 as at 31st March 2014. The Trustees wish to express their continuing gratitude to NZDA, its Branches and Special Societies. In particular, donations received from NZDA Members in this period totalled $81,926. As has been acknowledged in previous reports, the Trust has received and continues to have available, the highest standard of financial advice and guidance, particularly from the professional (“non dentist”) Trustees and the long serving Investment Advisor.

The Trust also thanks the Association for its $50,000 donation to the Trust to mark both the Association’s Research Trust and Board’s 50 year celebrations.

NZDA EDUCATIONAL ACTIVITIES

The delivery of quality and relevant education activities continues to be a key focus. In the 12 months to 31 March 2015, NZDA have hosted 24 education activities in 11 locations around NZ, with 448 members attaining over 1873 hours of verifiable CPD by attending these. The biannual Continuing Professional Development Programme Guide continues to be the ‘flagship’ for the promotion of educational activities, supplemented by the NZDA website Events Calendar. The NZDA CPD programme was designed to provide members with a wide cross-section of subject areas delivered by national and international speakers in both the major cities and smaller metropolitan areas and for the period 1 April 2014 – 31 March 2015 included:

– Facing the Complex Case – Where do you start? (presented by Nicholas Cole, Sara Jardine and Simon Brown). The full day course covered treatment planning – integrating treatment modalities and pulling together aspects of restorative, periodontal and endodontic treatment, to achieve long-term outcomes for patients.

– Concepts in Restorative Dentistry (presented by Karl Lyons and Don Schwass). This seminar guided participants through an approach to manage the occlusion, how to treatment plan and restore an edentulous space with a bridge, as well as how to select an appropriate ceramic.

– Reversal of Fortune: The modern science of dental caries diagnosis, arrest and reversal (presentation by Laurie Walsh – Australia). This half day seminar was designed to update attendees on the latest developments in identifying cariogenic plaque and pre-white spot lesions, methods to predict lesion cavitation, challenges of the approximal enamel surface, fluorescence methods to assess tooth surface status, foods which have active or passive anti-caries actions and which can suppress cariogenic bacteria, white spot lesions reversal and how this can be accelerated, as well as root surface lesion arrest and protection methods.

– Can Regenerative Therapy Save Teeth and Implants with Advanced Inflammatory Disease? (presented by Paul Rosen – USA). This course detailed how regenerative therapy is one means by which biologically compromised teeth or implants can be restored back to health, discussing non-surgical therapies, antibiotics treatment plans and implementation, as well as when and why surgery may be necessary to achieve the optimal periodontal health.

– Evidence Based Dentistry (presentation by Richard Niederman – USA). The full day workshop used hands-on interactive, cased-based methods to introduce participants to the basics of evidence-based dentistry. Demonstration focused on the clinical appraisal of articles for validity, clinical importance and clinical applicability as well as how to then consider when, if and how to apply this information in practice.

– Straight from the Top: Tips from two renowned Endodontists (presented by Elisabetta Cotti – Italy and Geoffrey Heithersay – Australia). This seminar focused on four key themes, discussing with participants optimising endodontic success, understanding tooth resorption and practical solutions in its management, endodontics and the traumatised tooth and endodontic management of immature teeth – apexification through to revacsularisation.

– Resin Reinforced Composite Resin Bridges (presentation by Ian Meyers – Australia). The half day course provided clinical information and hands-on experience with resin impregnated fibre reinforcing materials, combined with a range of aesthetic and high strength composite resins. This provided participants with an understanding of the advantages and disadvantages of different resin reinforcing materials.

– Infection Prevention and Control: A practical update on what you need to know (presented by Hugh Trengrove, Megan Sharpe and Alison Stewart). This seminar was designed to provide a practical update on infection prevention and control processes based on the new NZDA Code of Practice for cross infection control. Discussions were focused on the practical application of this new code and what is required to be compliant. Structured for audience interaction and with the allocation of a question and answer section, special registration costs made this seminar available to the whole dental team.

DPL EDUCATIONAL SERIES WORKSHOPSNZDA in conjunction with DPL coordinated 18 ‘Risk Management’ courses presented by Dexter Bambery throughout New Zealand in 2014. This risk management education programme is available to DPL members as a benefit of membership and supports dentists’ ongoing professional development, reducing the risk of complaints and/or disciplinary action. These CPD accredited workshops are highly interactive, providing participants with the opportunity to discuss and develop an understanding on overcoming important issues. The 2014 workshop series saw the introduction of a fourth workshop event – Mastering Your Risk, Mastering Adverse Outcomes, Mastering Difficult Interactions and Mastering Consent & Shared Decision Making.

CPD SUPPORT AND ADMINISTRATIONThe management of CPD matters, particularly course and provider approvals, retrospective applications and member enquiries continues to be a significant work-stream particularly where CPD requests are at variance with DCNZ CPD policy.

NZDA CERTIFICATE IN DENTAL ASSISTINGThe NZDA Certificate in Dental Assisting is a NZ Qualifications Authority accredited Level 3 course. The course combines practical experience, standardised self-directed learning modules with on-line assessments, creating a comprehensive year long course. The course continues to be very popular with fairly consistent enrolments each year and with over 90% of those enrolling successfully completing the course.

This course is reliant on the hard work and goodwill of the Regional Facilitators who are Anita Zaveri (Auckland), Marianne Libeau-De Jongh (Waikato/Bay of Plenty), Mary McBride (Wellington), Vivienne Levy (Christchurch) and Eithne MacFadyen (Dunedin).

NZQA Targeted Review of Qualifications (on-going) The NZ Qualifications Authority is currently conducting an active review (Targeted Review of Qualifications - TROQ) of all qualifications on the NZ Qualifications Framework (NZQF) to ensure qualifications exist to meet the overall needs of any particular sector (learners and employers). The TROQ process also aims to remove redundant and duplicated qualifications from the NZ Qualifications Framework. The NZDA Certificate in Dental Assisting course is under review as part of the TROQ process and early work has commenced with a qualification developer to facilitate this work.

NZDA CONFERENCE 2014 CHRISTCHURCH The NZDA Annual Conference was again a success with 537 delegates attending. 372 delegates attended the President’s Reception and 352 people attended the Conference Dinner. 236 Exhibitors manned the exhibition and there were 17 sponsoring companies. Of the Conference delegates who responded to the post conference survey over 94% rated the organisation as very good or above and over 87% rated the event as having met their expectations. Overall, speaker presentations were well received with most rated ‘very good’ or excellent’.

NZDA DENTAL STUDENT /YOUNG DENTIST ACTIVITIES

NZDA STUDENT DAYThe final year class really benefited from Student Day in October last year. The day’s programme focused on providing students with information and a forum for discussion to make the transition from dental school to dental practice. The inclusion of presenters from the accounting firm William Buck Christmas Gouwland proved very worthwhile. This year following participant feedback, Student Day took place in June, prior to the students beginning their job hunt.

STUDENT OBSERVATION PROGRAMMEThe 2014 Student Observation Programme took place in Palmerston North and Christchurch. 20 students with a keen interest in private practice took part. The programme is proving to be a good alternative to the dental school’s Clinical Attachment Programme. This year the programme will take place in Wellington and Nelson in June. 23 students have registered to take part.

EMPLOYERS GUIDEThe Employers Guide has been released mid-July each year since 2013, to showcase those final year students looking for graduate positions. It is proving to be a valuable resource for those members looking to employ new graduates.

YEARBOOKWe worked closely again with the NZDSA to publish the Class of 2014 Yearbook. It is such a memorable publication for the graduating class and one that we take great pleasure in producing.

EMPLOYMENT FAIRThe inaugural Employment Fair was a very successful event and one that has now become an integral part of the Conference programme. In attendance were 81 final year dental students, 13 recent graduates and 25 employers. Many job offers were made following the fair. Since March 2014, we have been working with those DHBs who employ first year house surgeons to standardise the recruitment process. All DHBs have agreed to adhere to this process in 2015. As part of this process, each DHB will conduct interviews with their shortlisted candidates at the upcoming Employment Fair in August. GSK is once again sponsoring the Employment Fair this year.

FINAL YEAR STUDENT CONFERENCE PACKAGEIt was a pleasure to be able to host the final year students at Conference last year. With support from GSK and NZDA we look forward to hosting them again in August this year. Students have been able to register at the reduced final year student rate which includes; a flight from Dunedin to Auckland, accommodation, access to the employment fair, conference dinner, young dentist programme, industry exhibition and all meals. 76 students have registered to attend. MENTORSHIP PROGRAMMEThe 2014/2015 Mentorship Programme has now moved into its second year and the 2015/2016 began in March, with 51 mentoring pairs enrolled. A few adjustments were made to the programme following participant feedback from last year’s cohort. We continue to work with the New Zealand Coaching and Mentoring Centre who run the training sessions for both mentees and mentors. Sponsorship funds from GSK allow us to do this.

GRADUATE PROFESSIONAL DEVELOPMENT PROGRAMMEThe Graduate Professional Development Programme sponsored by GSK continues to provide support for new graduates and bridges that gap between dental school and dental practice. This year there are 56 new graduates enrolled in the programme. The programme is such a success due to the hard work of the six Regional Course Coordinators: Abdul Aziz, Andrew Mackie (Kim Tatham 2014), Oliver Ferry, Sonja van Erkel, Rachel Dunbar and Sarah Cole.

YOUNG DENTIST ACTION GROUPA Young Dentist Action Group was established earlier this year, with the purpose of forming a better connect with the association’s young dentist members (those under the age of 35 years in their first 5 years of practice). Each Branch was given the opportunity to put forward a representative to this group. The group will meet 3 times a year with the first meeting taking place in June in conjunction with a Speaker Development Day.

DPL ACTIVITIES/LEGAL

David Crum, Scheme Manager The NZDA/DPL team (David Crum, Paul Scott, with secretarial and accounting support from Pepe Davenport and Jill Watson continue to support members and NZDA complaints officers who require assistance.

The usual range of cases existed this year, from minor to the very serious. The last twelve months have been extremely busy and there have been just over 200 cases requiring general advice and DPL legal advice (and a few requiring legal representation).

Mr Harry Waalkens QC continues to provide us and members with exemplary service, expertise and support.

NZDA STAFF

There was one addition to staff during the year with the resignation of Cynthia Prasad and appointment of Alison Ramsay.

The Board at its March 2014 meeting also approved the appointment of an NZDA Spokesperson on Fluoridation. Following the conclusion of this financial year Rob Beaglehole took up this appointment.

Staff time was allocated effectively to support (advice, secretarial, accounting or administrative resource) the work of the Research Board and Trust, the Education Trust, the NZ Dental Health Foundation, The NZDA Benevolent Trust, Auckland Branch accounts (on contract), Peer Review reports, DSA and recent graduate courses, oral health promotional activities, NZDA National Oral Health Forum, Oral Health Workshops for caregivers of older people (nationally), oral health consumables for distribution, many Education Trust courses throughout NZ, Overseas aid projects and hundreds of membership queries.

I continue to believe that the NZDA staff support our huge and generous voluntary ‘workforce’ and membership extremely well and would encourage members to express to them positive feedback when it is deserved.

IN 2007 THE NUMBER OF NEW DENTISTS graduating from Australian Universities was 193, this year, only 7 years later, the number will be in excess of 620.

Compounding the oversupply of dentists in Australia, is the significant increase in the number of overseas qualified dentists entering under temporary and permanent migration pathways. In the five years between 2000 and 2004 there were on average 50 dentists per year who completed the Australian Dental Council assessment process. In 2013 the number had increased to 230.

Therefore between Australian graduate numbers and migratory supply (including the additional dentists from UK, Ireland and Canada who are not required to sit the ADC assessment), approximately 930 dentists are entering the Australian workforce annually.

Workforce modelling by the Australian Dental Association shows around 510 entrants are required to meet demand. This modelling accounts for replacing retiring dentists and a population growth of 1.5%.

The Federal Executive of the Australian Dental Association have been most proactive in alerting politicians to these concerns and their recent survey of their membership revealed 72% of their respondents stated employment (un and under employment) to be their most significant concern.

Why the explosion in Australian dental graduatesFor decades Australia had five dental faculties. Since 2005, four new dental schools have been opened in Australia (Griffith, La Trobe, James Cook and Charles Sturt).

Over the same time period, existing dental schools increased the number of student places in dental programmes.

A significant concern – Australian born!

The addition of new schools, increased places in existing schools and the removal of the cap on Commonwealth Supported Places have all resulted in a substantial growth in the number of students entering and subsequently graduating from Australian dental programmes.

What are the impacts already being seen in Australia

1. Large drop in dentist graduates obtaining full-time employment

A dentist qualification may take from between five to seven years to complete, depending upon the type of programme undertaken. A dentist qualification provides the graduate with a well-defined skill set. These skills do not translate to any other sphere of employment opportunity.

This means that a graduate either seeks to practise dentistry or, in the case where oversupply prevents them from obtaining meaningful employment, seek a whole new different career. Up until 2011, it was reported through the Graduate Careers Survey that almost 95% of newly qualified dentists were in full-time employment four months after graduation. In 2012, this figure fell to less than 84% and continued to drop in the 2013 survey.

A recent survey undertaken by the Australian Dental Association showed that 61% of graduating dentists encountered difficulty in obtaining work. Twenty-eight per cent were working less than 24 hours per week because they were unable to obtain any additional hours.

indicate a growing increase in the number of part-time positions in favour of full-time opportunities.

2. Calibre of the dental profession Currently dentist courses attract high calibre candidates for enrolment. The continued use of the demand model for tertiary dentist courses throughout this prolonged period of dentist oversupply will likely deter high calibre candidates from pursuing that degree due to poor employment prospects.

3. Increased fees for dental services It is the Australian Dental Association’s opinion the potential favourable impact on prices will be lost where supply exceeds demand by more than 15%. When supply exceeds demand by more than this amount, in the case of dental services and most capital intensive professional labour service delivery models, the tendency will be for prices to increase. This is because the provider has a level of overhead that will need to be covered. The supplier of the services will seek to meet the cost of the overhead and achieve resultant profit by either providing services that may exceed real need or alternatively (and more likely) increase prices for the services provided.

So what is the significant concern for us here in New Zealand?The logical conclusion of substantial oversupply in Australia and Trans Tasman Mutual Recognition, (very large numbers of underemployed dentists in Australia having automatic registration rights in New Zealand because of TTMR) is the potential/reality that we will see many dentists heading here from Australia. With an estimated annual oversupply in Australia being the equivalent of 1/6 our entire workforce, with TTMR in place, it’s not hard to imagine the potential consequences.

My view/assumption is this will likely lead to a three stage scenario:

1. Our graduates will no longer find employment in Australia. This has been immediate. Three years ago, 28 of the Otago graduating class indicated to NZDA that they were heading to Australia. Very recently this year’s graduating class responded that none of them had secured jobs in Australia. Therefore there are probably at least 20 more Otago graduates looking for jobs in New Zealand next year, as compared to just a few years ago.

2. Tougher job market for graduates in New Zealand. Clearly with larger number of graduates from Otago remaining in New Zealand competing for the limited number of jobs is an immediate feature. Add to this Trans Tasman Mutual Recognition, the estimated sudden oversupply (in excess of 400, each year in Australia– many of them graduates) and we will likely see, in the short term, increased Australian graduates

wanting work in New Zealand and having automatic registration to allow that to occur.

This is likely to lead to a young dentists being underemployed (part time employment) or perhaps unemployed.

3. The rapid nature of oversupply in Australia will, in a few years, most likely see New Zealand as a target for those groups of dentists previously and currently migrating to Australia. Oversupply in Australia is likely to see more experienced dentists purchase or set up practice in New Zealand. It seems logical to expect a significant upswing in migratory numbers to New Zealand, both those who previously would have settled in Australia and Australian graduates (those seeking employment and those seeking practice ownership).

In summary, there is very clear evidence of a substantial rapid workforce change in Australia. The speed at which the increase of graduate numbers has occurred in Australia again demonstrates how single decisions outside of our control/ influence can greatly impact on a workforce.

I believe that countries such as New Zealand and Australia have an obligation to their populations to train a competent health workforce, and to give foremost opportunity to their own young citizens to be provided with those training and then real employment opportunities.

Clearly the Australian Dental Association and its members have very real concerns and the ADA will no doubt be hoping on strong support from those colleagues within dental faculty leadership and management positions (as we would in New Zealand) to reduce the number of places available within the dental schools.

The introduction of new faculties within Australia and the rapid expansion of graduate numbers, the ongoing, growing and uncapped numbers which now exist…and of course… Trans Tasman Mutual Recognition, means now more than ever, its time the Dental Council of New Zealand outlined exactly how confident they are that Australian graduates are the equal of Otago graduates. A clear declaration from our Dental Council regarding what significantly more vigorous processes they have in place to measure this totally changed dynamic, is required.

It is very clear to me that the NZDA has no opportunity to bring about or to influence policy within Australia. Certainly those of us who work for, or who lead the NZDA need not be afraid to seek ideas and assistance from our members. What influence we can assert here in New Zealand to understand and lessen the negative effects on our dentists, which are highly likely to flow from the very much changed workforce situation just across the Tasman.

Minister of Tertiary Education, Skills and Employment (Hon Steven Joyce) released the Occupation Outlook Report 2014 in February this year. This report supports students and parents as they examine occupational choices, and provides key statistical information on employment and earnings prospects, qualification requirements and licensing regimes for a range of selected occupations – dentistry being one of them. The Government is now developing content for the Occupational Outlook Report 2015. The draft 2015 document can be found at www.nzda.org nz >Members >News. I was approached to provide expert review and so have brought to the reviews attention, the looming situation of oversupply. My request is that, at the very least, it is important when entering such an expensive and lengthy period of study students are aware of this developing situation. Lets hope the final draft will do that and that engagement in this review is one avenue to alerting Government of this potential problem.

Proposal to recognise and register a new category of oral health practitionerKnown as an “Oral Health Therapist”, it is proposed these practitioners (mainly graduates of the combined dental therapy / dental hygiene degrees at AUT and Otago) will provide oral health assessment, diagnosis, management, treatment and preventive care for patients of all ages, within the detailed scope of practice, commensurate with their approved education, training and competence. Restorative treatment for patients 18 years and over is provided under prescription of a dentist or dental specialist, within the detailed scope of practice.

Dental Council is proposing that the direct clinical supervision and clinical guidance currently in place for dental hygienists and dental therapists are not integrated into the proposed oral health therapy scope of practice.

The Dental Council has stated that this means ‘all scope activities, with the exception of orthodontic activities, would be performed independently on the basis of autonomous decision making, without a dentist or dental specialist being required on site’.

The Dental Council also states that all practitioners have been made aware of these facts and of the current consultation process regarding the proposed action.

The NZDA will place a submission…but also strongly urges all members who wish to express a point of view to Dental Council do so. Submissions close February 2015.

FDI World Dental Federation New Dehli, India – 11-14 September 2014THIS YEAR THE FDI World Dental Congress was held in Greater Nodia, New Dehli India. Greater Nodia is essentially an industrial area approximately an hour’s drive south east of New Dehli airport and more importantly a mere 21/

2 hours’ drive to the city of Agra, the home of the

Taj Mahal.

The New Zealand delegation was Dr John Boyens (NZDA President), Dr Graham Symes (NZDA Vice President and National Liaison Officer) and Dr David Crum (NZDA CEO).

Meetings started on Monday 8 September with the “Perth Group “ meeting which involved participation of New Zealand, Australian, South Korean, Japanese, USA and Canadian Dental Associations.

It was very interesting to hear that the issues affecting New Zealand dentistry were not isolated but is affecting dental practiced world-wide. The common issues expressed at this meeting included a decline in membership of Dental Associations and also a decline in dental ethics generally and how these Associations were dealing with these issues. The issue of corporatisation of dentistry and also affordability of dentistry, particularly within the middle classes, was also a common theme that was discussed.

A major concern to the Australians was related to workforce issues; the over-supply of graduating dentists and an increasing number of dentists unable to find employment. This over-supply of dentists was an issue for all of the countries at the meeting and will certainly impact on New Zealand as Australian dentists come over the Tasman looking for employment.

Interestingly in Japan only 60% of dental graduates were passing the National Dental Registration examination following Dental School graduation, leading to unemployment of these graduates.

Japan raised the issue of oral health care in an aging population and is holding a World Congress on ”Dental Care and Oral Health for healthy Longevity in an Aging Society” in March 2015. Japan also stressed that at present Oral Health was not represented at the World Health Organization and that this was an issue that needed urgent attention.

During the General Assembly meetings a number of Policy Statements were ratified into which New Zealand had considerable input. These were:

– Perinatal and Infant Oral Health

– Radiation Safety in Dentistry

– Early Detection of HIV Infection and Appropriate care of Subjects with HIV infection/AIDS

– Promoting Oral Health through Water Fluoridation

– Dental Implants

– Dental Amalgam and the Minamata Convention

These statements can be found at www.fdiworldental.org.At the National Liaison Officers meeting there was a demonstration of the “Data hub”. This is a new initiative described as a global awareness raising platform allowing support and advocacy. This hub seeks to fill critical gaps in Oral Health data such as statistics and indicators, including regular country by country updates. Over time this hub is said to become a comprehensive source of all available Oral Health information world-wide.

Also unveiled at this meeting was another initiative known as “Smile for life”, a campaign merging two concepts – a lifelong smile and celebrating life. It is essentially a tool kit of World Oral Health Day campaign materials available for download at www.worldoralhealthday.org.

It should be noted at this point that FDI celebrates World Oral Health Day on 20 March but in New Zealand our National Oral Health day is 7 November. Deepa Krishnan at NZDA will be providing Branches with information and material to promote this important day. The next FDI World Dental Congress is to be held in Bangkok Thailand in September 2015.
