On the l6tfc January, 1955 tbere was a regional Conference of A. W.C. 3tran,ah*B of the Western Province to whioh Conferenoe I wao invited. I bad also wished to attend and further visit our Branohes in that vsa on important matters.

Due to lack of accommodation in the Bast London * Cape Town train on'the l*tb January, I was compelled to travel by air. 1 then arrived at Caps Tmm on the 16th after 4. p.m.. Ttoo Conference was duly informed about this late arrival and though they had oommenced in the morning they waited for my arrival.

On my arrival I was met by a very big gathering of rcen representing a goot ■ number of A.N.C. Branches of the Cape fontem Provinoe.

As it war, already late in the afternoon and as I had. a lot of things to u put before thorn, I had to alter my progr’vnrae whioh was meant to go through A.I.C work at thin Conference, and the C.O.P. campaign as well. So, to be convenient for everybody, I announoed to them that it was my wish to visit each Btranoh per­sonally so as to meet all Branch members and diaouss with them all the importa­nt matters of the Organisation.

Furthermore, it was oy wish to have a full session with all the members of \ Branoh Executives during whioh seaaion we would be able to go through many thin#*

that might not have been clear to them up to the present tine.Ibis announcement was cordially wolcomed by the Conference as a personal vi­

sit to all the Branohes by a Senior Official of Congress would be more of<vtonU to the people anduouljA- revive many. I also announced that I had made up mj mi­nd to extend my stay there to a period of three weeks during whioh period I wou­ld be used day and night for the interests of the Organisation. I,personally had no private engagements except the work of A.N.C. •

Ml DISCOVERIES AND JUIX3fENT«1. Branches of A.N.C. in this Region have^h^en formed on a wrong basis. They ha-

ve been toll that they are responsible to theAdn5|not to the Provincial Head-Quart— ers. The Branohee here have been clearly toldAthit they are directly responsibleto the Provincial Head Office. The reason why the Provincial Secretariat has not been getting any correspondence from the Branches in the Western Cape ££ because they were ordered by some certain supposed leaders of the Cape Wesrten Region not to reply to the Province but to report with all the letters from the Provincial Secretariat to NO. 5» Albertus Street which is the Office of the Regional Working Coonr.it tee.

2. ThiB Regional Working Committee is responsible for all the confusion in the Western Province. They themselves are notloyal to the Provincial Head-Quarters.ThiB corrupt and rebellious Working Committee has been abolished by me and hewe told the branches to oonanunioate directly with the Provincial Secretariat.

3. There are certain forms which ore given to an individual on joining A.N.C.These forme want to knowj the name and address of the applioantj place of emploj*- ment, home etc,, and this individual makes this application to the Region. He knows nothing about A.N.C. beyond the borders of the Western Provinoe.

I hr.ve condemned this system of recruiting A.N.C. membership and" gars instructi­ons for its abolition . forthwith. I had many reasons for condemning it. People must be organised to Join A.N.C. th rough their various branches and there after Branches direct to the Provincial Head Quarters. Ill monies due to the Provincial Treasurer should be sent to him directly end not via this Regional Working Commltt- ee.

4. The Regional Executive which was establishe<L/eleoted in the absence of other Branches like New Flats, Langa^ beoause this branon was regarded as reactionary and non-oo-operating has been abolished and that fo* its disloyalty and corruption a proper Regional Executive will be constituted whsn all the 17 Branches of the West­ern Region have sent their 1955 subscriptiomto Or. Bokwe, the Provincial Treasurer.

% The only Branch that adheres strictly and very ooomendably too, is the New Flats Branch which was oondsmned by the Region. This New flats Branch is ths only Branch that has rsplied to all letters from this offloe. It is ths 4nly Branch that has some good membership of 120 or sore. The 120 was their total membership in November last. This Branoh again has donated over £10 towards Gwentshe and Lengisi Defenoe Fund. Despits all this good work,per instructions of the Provlnoial Executive, the 'wonderful' Regional Coonittee of the Western Province condemned this Branoh.

A new Branch has sprung up at Crawford with a membership of 30 for a start.6. Beoause of the big work facing us, looal pricking issues, the present Region-

al Working Committee will only continue in exlstanoe as a Care Taker Committee un­til such time as the proper Committee is oonstituted for this ^Region. Branches must gob on with the work of A.N.C. and oarry out the lnstruo;t$ons from the Provi­ncial Head Offioe.

7. Branches only come together as a Region for the jurpose of oorordinating our struggle in fighting against issues affecting our people in that particular Region, Directives and instructions cone from the H^ad Offloe nationally, then from the Hetid Office provinoially. No Region in the Union so far wants to be di­rectly resposible^to the National Head Quartsrs sawing ths Caps Western Region.Until such time Regions of A.N.C. are given such powers to stand independently of the Provinoes, thBy will remain under the oontrol of the Provlonial Authorities.

8. Levies — Iht.se are imposed upon the mkakmrs either nationally or provinoially but Regions or Branches are not debarred from having such levies to see to their local or regional issues.

9. Prograrame cf Action* 1949 — This was made very olear to the Conferenoe and *fca* A.N.C. has resolved to reaffirm this frogranane of Aotion* No member of X.N.C. will participate in any way or another in dummy institutions and Parliamentary elections /s this whs a resolution of the Provinolal Conferenoe held at Uitenhage last Jun*? members of A.N.C. in the Western Cape who participated in the last elections have violatad th* solemn decision of this Province. Mr. !-e<*-Warden represents the 'Nati­ves' of the 'Vbstern Cape and not the African people of the A.N.C. On a point of policy and principle A.N.C. is not for elections no matter how good a man may b*. A.N.C. is for direct representation and demooratioally elected Parliamentariana.

Leaders are being deported and people are arrested daily under the notorious section 10. There is a nass removal of people from their home without provided -for an alternate accomodation, rents arc being increased, Worsen art forced to carry passes and apartheid is being introduced in buses and every where thus drivin. the *hole nation to des- perlty and frustration.

While these things are happening, there Is also a glow of hope, the,'progressive forces are also on the march. The free­dom chert.er has been adopted 3nd the aspiration of thousands- of people have been shown, thus giving a note of return from humi­liation tb humanity. Kr Masimini of Crowford said thut the Provincial Conference h-.s decided to seceed the Hfe^lon and thus instructed the Provi- cial Secreraty to Instruct the Cape Western to dissolve.

That this conference should elect a committee of inquiry to investigate the whole problem and report bach in the • next conference with reoommandatlon in this question

The meeting adjourned to 9 .3 0 on 15th April 1956.*

The meeting continued at 9*30 the following day and discu­ssion continued on item No 1 on the agenda paper.

Mrs- Ngungunyeka moved that

"Inview of the fact that there seemed to be no agreement and that the work of the A .N .C . should be carried the branches which do not agree tho work with other branches should at this stage leave the room AGREED.

The President report that when the delegates arrived in Johannesbur they found a telegram from Kensington saying that they were not congress member'.

Mr Mokhetha wanted to know which Kendlngton branch he.3 sent such a telegram to conference saying that our delegrara saying our delegates were not congress members?
