Policing the Future An Invitation to Meet the Chairman of the Police Authority and the Chief ConstablePolicing is facing a period of great change. The current unprecedented financial situation means that, inevitably, some police services will be delivered differently. Within the next twelve months, the Government is proposing to abolish Police Authorities and replace them with directly elected Police and Crime Commissioners. Despite the challenges posed by thisnew landscape both the Police Authority and the Constabulary remain focused on further improvement of the policing services provided for the people and businesses of Leicester, Leicestershire and Rutland. We are holding a number of events to give you the opportunity to hear how we are proposing to tackle the challenges ahead. Each event starts at 6.30pm (light refreshments from 6.00pm) and will finish by 8.30pm. The dates and venues are as follows:June 2011 Rutland County Council, Catmose, Oakham, Rutland, LE15 6HPMonday 27 June 2011 Town Hall, Town Hall Square, Leicester, LE1 9BG Thursday 14 July 2011 Police Headquarters, St Johns, Enderby, Leicester, LE19 2BXIf you would like to come along, simply call us on 0116 229 8986 or e-mail us at [email protected] providing your name, a contact number and your venue of choice. New chairman takes over at council. A new chairman has been appointed at the district council. At Harborough District Council’s annual meeting on Tuesday (May 17), Cllr David Beaty officially took over from former chairman Cllr Rosita Page.Cllr Beaty, who represents the Nevill Ward, has been a councillor since 2003. He is married with two sons and a grandson. He said: “This is my first time as chairman and I’m very much looking forward to getting about the district and meeting people from different councils and organisations, as well as attending various community events.” Cllr Beaty has lived in the area for 49 years, having moved with his parents from the Coventry area. He married his wife, Sally, in 1967 at Hallaton. Outgoing chairman Cllr Page said: “I have thoroughly enjoyed my term as chairman and feel very lucky to have experienced such an interesting and varied role. I look forward to seeing many of you in the future in my role as councillor.” Cllr John Everett, who represents the Misterton ward, was elected as vice chairman.

Citizenship Cup for businessman James. The Citizenship Cup, which is given to people who have made a positive impact on their community, has been presented to a local businessman. Harborough District Council’s chairman presented the Citizenship Cup to James Briggs, managing director of town firm Harboro Rubber. The recipient is decided upon by a special Citizenship Cup panel made up of people from the community. Mr Briggs, who accepted the cup at a special presentation at the council offices on Tuesday, May 17, has devoted much of his time to community projects and supporting new business. The cup, which was donated by a local gentleman in 1955 to mark the diamond jubilee of the Market Harborough Urban District Council, is awarded when deemed appropriate, with the last recipients being Donald and Doreen Clinton-Smith in 2008.Some of Mr Briggs’ achievements over the years include:• Fundraising to build the

Evangelical Church on Bath Street , of which he is a prominent elder. The building hosts a range of outside groups within the community.

• Representing the Harborough business community, liaising with East Midlands Development Agency (EMDA), being active in the Welland Partnership and bringing investment funding into the district.

• Being involved in the creation of the Innovation Centre, currently being built at Airfield Farm.

• Ensuring the former site of Harboro Rubber, when it relocated to Riverside , was regenerated as a ‘gateway’ development, as part of the St Mary’s Road Regeneration Project.

• A prime motivator of The Cube youth club project, and a supporter of other youth and special needs groups by donation of computers.

• Out of the spotlight – James has been a huge catalyst for a school project in Africa .

Grand opening for £4.2m business centre. A new centre, set to promote business and innovation across Leicestershire, will be opened next month. The £4.2million Harborough Innovation and Business Centre, located at the gateway entrance to Airfield Business Park, just north of Market Harborough, will open its doors on Thursday, June 9. The much-anticipated partnership project will help fledgling businesses set up and prosper, and bring about 180 jobs to the region. Representatives from project partners, Harborough District Council, William Davis Ltd, East Midlands Development Agency (emda) and Prospect Leicestershire will be present at the opening ceremony, along with a host of dignitaries. The centre provides 52 individual offices, along with eight studios and meeting rooms and forms part of the 20-acre Airfield Business Park. The building has been designed to achieve a BREEAM ‘Excellent’ rating, reflecting its important sustainability credentials. The site also comprises six commercial and industrial units built by Loughborough-based contractor and developer William Davis.

Travellers’ encampment – Bill Crane Way, Lutterworth. Travellers, who set up an unauthorised caravan camp on land in Lutterworth, have been told they must have left the site by May 16th. Harborough District Council, working with police, County Council’s travellers’ officer and the landowner, have said enforcement action will be taken if the caravans, which moved on to the site in Bill Crane Way this week, had not moved on by the start of next week. The travellers have said they are en route to the Appleby Horse Fair in the Lake District . A spokesman for the district said: “It is unlikely that the council would be successful in obtaining an injunction at this stage with the

evidence gathered so far and the fact that the travellers would have left the site by Sunday. However we will review this situation on first thing on Monday morning. Should the encampment remain beyond the weekend we will consider all options as a matter of urgency to resolve this situation.” Any evidence of criminal damage at the site will be dealt with by the police.

District one of the best places to live in Britain The Harborough district has been named as one of the best places to live in Great Britain, according to a new survey. The Halifax Rural Areas Quality of Life survey ranked the Harborough district as the 21st best place to live out of 140 rural local authorities areas. It rates the district as the most desirable in Leicestershire, and the second best place in the East Midlands , behind Rushcliffe, Notts, which was in 11th place. The survey identifies where living standards are highest in Great Britain by looking at such criteria as the job market, housing market, environment, education and health. Residents in areas which ranked at the higher end of the survey tended to be fit and well, live longer, be employed, enjoy a good climate and environment and have school qualifications above the national average. South Cambridgeshire was ranked as having the best quality of life in the survey. Melton came in at 29th

place, Rutland at 31st and North West Leicestershire at 49th place.

Bands and musicians needed for free festival The search is on again to find local bands and musicians to play Award-winning Enable Youth’s second free music festival, ‘Rock on the Rec’, taking place in August – and any style of music is welcome. The ‘Rock on the Rec’ event, is being organised after last year’s success by young music fans to support local up and coming acts, and will take place at Symington’s Recreation Ground in Market Harborough on Friday, August 5. Organisers are looking for young musicians, artists and bands to perform at the event, which runs from 4pm to 9pm. There’ll be a main stage, an ‘open mic’ tent (where anyone can have a go) and interactive workshops, including live topical debates. If people are interested in performing or volunteering, need more information, or would like to take part in the Guitar Hero marathon they should contact Sian Ponting on 07575 021144 or email the team at [email protected] Alternatively, you can follow progress on Facebook, Twitter, Tumblr and www.enableyouth.org.uk

The N.K.R.G. meets on Thursday, 23rd June, 8.00pm at Lilac Cottage. The book to read is, “The Hare with Amber Eyes, “by Edmund de Waal and was winner of the 2010 Costa Biography award. The author is a British ceramic artist as well as a writer and this book recounts his family’s history spanning many generations by following a collection of Netsuke (small Japanese objects often made of ivory). This account takes the reader on a trip to a Europe past, through the horrors of world wars and back to the modern day present. Although it may read like fiction, it is apparently a compelling factual story. Enjoy.

Millennium Green Tree Work

The Horse Chestnut, aesculus hippocastanum, next to the Village car park on the Millennium Green is infested with usulina and polyporous squamosus which are fungi. The tree leans towards the Village Hall car park and the root system of the tree are affected by the fungi. Two independent tree surgeons have recommended that the tree be felled. It is with great regret that the tree will be cut down, but the Trustees belief that it is the only possible option that is safe given the trees location. A section of the trunk will be left on the green when the tree is cut down. The logs will be auctioned at the barbecue on 11th June

Election of a new Parish Council. At present there is no formal Parish Council until a new Council has been formed. There have been five nominations for five seats on the parish council so unless more have been accepted this negates the need for an election. The next Parish Council meeting provisionally will be on Monday 20th June at 7.45 in the village Hall. As there was no meeting in May there consequently are no minutes.

Evergreen Farm, Pincet Lane. Planners report is available on HDC's web site. The recommendation is for approval. A Committee site visit has been arranged for Monday 23rd May prior to the planning meeting on 25th.

“Affordable Homes Project” A meeting is scheduled in the Village Hall at 1030 on Monday June 6th with representatives from the Tudor Trust ,Leicester County Council and Harborough DC to discuss the ins and outs of an application for initial funding support to cover legal and associated costs should we achieve consensus at a full Village Meeting to proceed with an affordable homes project.

4 possible sites have been offered for evaluation following a full village survey where a majority of respondents agreed to support the principle of affordable homes. The Parish Council endorsed progression to this next stage as part of the information gathering process prior to suggested sites being evaluated by a nominated panel. Anyone interested in this project is welcome to attend..on the basis that no final decision to progress has been taken. This meeting will inform in relation to finance, ownership, management and other issues.

Dear JudeWhat a perfect way to end a wonderful day out at the beach with the grandchildren than to come home and find that someone actually has the photographs that I had almost given up on. Thank you hardly seems enough but THANK YOU VERY MUCH almost comes close. I have some time off work in June with no firm plans made so maybe it is time for another visit, I visited the village 5 and 15 years ago. Thanks for your help and will you please thank Pam Price for me.Can’t stop smiling thanks againLinda ( Pam did have pictures of the last steam train in North Kilworth and we have e-mailed them to Linda. We also found that the ancestors of Ellen White (Who contacted us from Louisville, KY) lived in Peter Jones House. It’s good to know that the website is visited by people far afield-Ed)

Mike and Gill Howkins and all the staff at F. Howkins & Son bid farewell to Ben Chandler in June as he sets off on his adventures to Australia. Gill says "We are sad to lose Ben, he has been with us since he was old enough to do a Saturday job and started by sweeping the yard and jet wash before progressing to his Motor Mechanic's apprenticeship. He has been a loyal and valuable member of our staff, always cheerful and upbeat and we will miss him and his lovely personality. However, we wish him well in this next stage of his life".

Hi Judith I live in South Kilworth and have been working on negotiating a deal for LPG supplies to the village. We appear to have some reasonable deals on the table, so I’m holding a meeting on 2nd June to discuss which supplier people want to go with. I’d like to see if there’s anybody in North Kilworth who’d also like to benefit (households in SK are benefitting from up to 14p per litre!), so to this end, please could you publish the attached in this month’s North Kilworth News. I’m not sure what date your newsletter gets distributed and given the date of the meeting, it could be that your newsletter doesn’t arrive in time but nevertheless, people can still get involved in the deal if they get in touch so it’s worth publishing it anyway. Let me know if you need anything else.

Following the Voice of the Good Shepherd

I’ve just spent a happy few minutes crawling around on the floor with some toddlers in Gilmorton Church. We pretended to be sheep and took it in turns to play the shepherd. The shepherd’s job was to keep the sheep safely in the fold by lying across the doorway at ‘night’, then to wake them up and call them out of the fold before leading them all around the church in search of ‘grass’ and clean water. The shepherd had a hard task!

The image of Jesus being the Good Shepherd and we his cared-for sheep is a powerful one with which many of us will be familiar. Perhaps it has even more resonance out here in our country parishes where there really are sheep and lambs all around us, grazing in fields or churchyards, or poking their noses through fences to try to get into gardens! There is a great sense of comfort in believing that each of us matters to God who cares for us, who calls us by name and leads us to find life through him – life which continues even beyond the gate of death.

There is a challenge for all of us in this, though. It may be tempting to stay with the image of being kept safe in the sheepfold with the shepherd lying across the door. However, in order to grow in faith and to discover God’s true life for us we need to be called out from the fold onto the hillside, called by name by our Good Shepherd who will lead us to the places where we shall be fed and watered. Each one of us is urged by God to listen for his voice calling us by name. Sometimes this comes in a dramatic flash, as happened to St Paul on the Damascus road. More often, people gradually get a sense of God’s voice calling to them over a longer period of time, perhaps years, until they are sure enough to be able to take the steps towards his voice, and in faith terms that is when the real adventure begins!

The image of the Good Shepherd is also applicable to the Church as a whole. The Church of England faces many different challenges currently, and one of them is the need to reduce the number of stipendiary (paid) clergy in the next few years. In this diocese we are considering how to do this through the ‘2020 Vision for Mission and Ministry’. In this deanery we need to reduce the current 11 stipendiary ministers to 9.5 by 2020. The first draft of a plan towards this end has just been published. It includes some new ideas, some opportunities and also some challenges, but it is clear that there will need to be changes in the way we think about church.

We need as many people as possible to join in the discussions about the best way forward. Please contact me, Jane Kennedy or Sam Lloyd to see the 2020 Vision Plan or to add your thoughts to the discussion.

We may be resistant to change, or scared by the prospect of it. We may wish to stay out of harm’s way in the sheepfold. However, God, the Good Shepherd calls us out to receive his life. We do not know where he will lead us but if we stay close to the Good Shepherd we shall not stray in the wrong direction. God longs only to give us his life and if we follow him we have nothing to fear, and everything to live for.

Last month’s passion was Yoga. This month’s passion is the Church. See how we look after your needs in the NK News! Pam has been a member of the Parochial Church Council for 50 years and Gwil for 30. He’s also been a churchwarden for over 20 years. They are both active in our village and have interesting tales to tell of village history, with an extended family living in our village. More of that later. Pam and Gwil both feel that the church should be more appreciated by those of us that resort to it only for weddings and funerals. There are currently no churchwardens, which could precipitate closure of the church, and the church gates are in need of a coat of paint. Volunteers for both jobs would be most welcome.(Contact: Liz Jones, Carolyn Sanders, Sarah Holmes or Peter Lawrence for details) You could say ‘Hello’ to Pam and Gwil between 10 am and 5 pm on Tuesday 7th June when they will be at the church raising funds on Gift day.

Pam, who is 79, moved to Sparrow Lodge in Pincet Lane when she was five. She remembers her mother dragging most of the family (8 sisters and 3 brothers) to see Coventry burning on the skyline and German bombers flying in formation during the WW2 blitz. In 1950 Pam moved into the newly built Elmcroft on the corner of Elmcroft Road, and 62 years later she’s back there. In between times Pam moved to Dorset when 14 years old to work as a parlour maid, moved back to NK at 21, lived in the signalman’s cottage at NK station and married her first husband, George Mullard. George died of a tropical disease picked up in Burma during the war, and Pam married Gwil, who was a close friend of George, in 1974. Pam remembers a thriving active NK station, with 8 lorries a night trundling over the level crossing (see Memory Corner) as they carried steel from Corby to Birmingham. Station cargo included thousands of roses from Gandys, even more mushrooms from Kimcote, and milk from the dairy – as in Dairy Cottages. Once she was asked to retrieve an express train driver’s false teeth from the track; he couldn’t stop to pick them up himself. Pam was a school governor for 16 years and taught children (including our children, Scott and Kate) cooking. She specialises in sugar craft on wedding and birthday cakes and is currently working on a cake for Bea Poole’s mother, Freda Parr who will be 100 on July 5th. Gwil has been equally active. As well as his Church work he ran the youth club for many years, was on both the village hall committee and the parish council, and was a successful member of many darts and skittles teams. He’s been a bell ringer for 20 years, is the bell tower captain, and has a prestigious award for a 3 hours non stop First Full peal. Luckily for us, that 3 hours was in Marston Trussell. Gwil hopes to raise enough money to re-furbish our bells and fit a sixth bell, which would allow NK to compete in bell ringing competitions. £35k would see the job done. An active 77, Gwil was born in Llandovery, mid-Wales. He came to NK aged 7, and struggled at school because he spoke no English. Pam was at the same school, and felt sorry for him – so sorry that 30 years later she married him. The family home was Elmwood Cottage, overlooking the bowls club. He worked for a variety of businesses including the farm that once operated by the village green, and Midland Meat Packers. Pam and Gwil have plenty of relatives in the area, including daughter Melanie, husband Paul and granddaughter Emily who is 4. Gwil’s sister Dylis Thomas lives with husband Dave almost opposite them on Station Road; Peter

Cook is Pam’s brother in law which makes her an aunty to Brian Cook and Janet Allman; Pam is aunty to Richard and David (Boots) Haupt and her sister Gwen lives in Knighton Yard. They are everywhere! Although there is a possibility that they will move to Lutterworth, Pam and Gwyl will always be around NK – so please say ‘Hello’ to them in your travels. DB

ROYAL WEDDING PARTYThe Village had a lovely time celebrating the Royal

Wedding. It was a great occasion and had a real sense of community feel about it. We had bunting and

Flags all around the Millennium Green, Church Street and the Village Hall. We hope to do the same again

next year for the Queen’s jubilee as we have had such positive feedback from the Villagers.
