Life for the settlersTransport in the early days of settlement in the
area was limited to horse-drawn carriages and horse-drawn sleds; the long awaited railway link to the area was opened in 1904, along with the Kaributo Station. The railway influenced development in the area dramatically.
Niseko Steam Train
During the middle of the Meiji period (1868 to 1912), plots of settlement land were established in the region, pathing the way for the settlement of the area.

Transporting of the towns newly harvested potato crop
Many people chose to move to Kaributofrom Honshu in search of a new life in a land virtually untouched by man. *former name of Niseko town
People began settling in Kaributo (Niseko Town) between 1894 and 1895. The dwellings that people started their new lives in, during the settlers period in Niseko were called ogamigoya and were essentially a triangular shack, made from wood and available foliage, most of materials used in the construction of these shacks was sourced from the virgin forests of the area.
The hardships the earlier settlers endured living in these huts during the colder winter months and during a snowstorm have been described as beyond imagination.
Rice was extremely rare for settlers as a food source and was considered by many a luxury item and was only eaten eaten during the *obon season and again in the New Year. One of the reasons for the shortage of rice, was the transport in and out of the area. The pack horses that were used to carry rice, could only carry one large straw sack of rice at a time, it was for this reason the staple diet of people living in the area adapted to include locally grown potatoes, sweet corn and millet, which were supplemented by mountain vegetables, yamabe (trout like river fish), rabbits.
Footwear for the majority of people was straw sandals (waraji) in the summer months and straw boots (tsumago) during the winter months.(*Obon is a Buddhist event to welcome back and pay respect to the spirits of the deceased.)
The changing of the name of the town from Kaributo town to Niseko town, symbolized the start of town development focused on developing stronger Tourism and Agricultural sectors.
The Niseko mountain range was designated as a quasi-national park in 1963. This designation was very positive for the area and was a driving force in getting the message out to the wider Japanese population about the beautiful scenery in Niseko.
When the Quasi National park was set up, a total of 13.5% of the town’s land became natural parkland and various businesses supporting the growth of tourism in the area started to appear.
Another bold directive taken by the town in respect to growing tourism, was to change the towns name, it was decided that the town should be renamed from Kaributo to Niseko, this change came into effect on the 1st October 1964. The name change symbolized the beginning of the tourism industry in the area and growth in the agricultural sector of the area.
Niseko Mountain Ranges designation as a Quasi National Park
In April 2001, Niseko Town established the “Niseko Town Machizukuri Basic Ordinance” – the first-ever basic autonomous ordinance in Japan. The town development ordinance was established to ensure a system in which citizen’s can actively participate in town policy creation. The main aim
behind involving the citizens in the development of town policy was to move away from dependence on central government policies, which may not be suited to the needs and prevailing conditions of a town. In turn creating a more innovative and progressive town environment that residents can live and conduct business within.
Recently drafted policy is in line with the towns positioning as a more global society.

The plaque on the side of a monument which can be found near the summit of Mt Annupuri reads “During the war, ice accretion research on aircraft were conducted here, under the leadership of Dr.Ukichiro Nakaya.”
Dr. Nakaya, is well known for his work in creating the worlds very first artificial snow and also for a statement he made at the time stating that “Snow is a message sent from the heavens”. Dr. Nakaya came to Niseko to carry out ice accreation research for the aviation industry, with the aim of reducing aviation accidents.
The harsh mid-winter environment, strong winds and freezing temperatures of Niseko were ideal for ice accretion research. The research began by observing ice formation using a microscope, inside a snow cave, up until an observatory was built near the summit of Mt Annupuri in 1943.
A Navy Type-0 carrier fighter (Zero fighter) and other research materials were installed outside the observatory and Dr Nakaya’ s studies ranged from basic research on ice accretion to studies on ice protection and ice removal. The research centre was closed when the war ended, with results from the studies released several later, these results have had a large impact on the aviation industry.
Extensive research relating to aviation ice accretion were conducted by Dr.Ukichiro Nakaya at Mt.Niseko Annupuri in efforts to reduce aviation accidents.
“I request this farmland that I am bequeathing to you is shared equally amongst you.” – The famous words of Takeo Arishima upon release of his land holding to farmers of the district.
Niseko was integral to Japan’s aviation ice accretion research efforts
Arishima Takeo, shaped the future for agriculture in Niseko.

Erection ceremony for the monument to commemorate the release of the Arishima Farm’s ownership (1924)
An excerpt from Arishima’s magazine “Izumi” reads that he told the tenants. “It is my sincere wish that you will support each other and provide each other with the support to make this land productive.
The location where Takeo Arishima announced the handing of his land over to his tenants -, Iyateru Shrine.
Arishima Farm began in 1897, when Takeo Arishima’s father, Mr Takeshi Arishima received A loan of virgin land from the central government.
The land had bad access, resulting in a severe lack of people who wanted to lease the land and the land was subsequently returned to the government.
Two years later, work resumed to cultivate the land under the name Naoyoshi Yamamoto, with the land again coming under hardship. Full scale cultivation of the same land started again 3 years later in 1908. This time Takeshi Arishima’s success was acknowledged and he took this opportunity to transfer ownership to his son, Takeo Arishima, this is when the land officially became Arishima Farm.
Right from the time when he received ownership of the land, Takeo Arishima considered releasing the ownership of the land and when the time was right in 1922, he did so. Takeo Arishima assembled all of his tenants at the Iyateru Shrine and made the unprecedented announcement that he would renounce ownership of the land and offered each of his tenants 450 ha of land for free. One of the main reasons behind Takeo Arishima’s renouncing of his rights to his land, was a strong belief that natural elements (land, water, air) which form the basis of production should not be privately owned and should be shared by the people who work the land, a strong connection to the land creates a stronger end product.

The Niseko area is home to a wide variety of museums and galleries. In 2002 the “Shiribeshi Museum Road” was devised to provide an essential link between the five most influential museums and art galleries in the area. Through effective cooperation the museums and galleries have greater access to travelling exhibitions and can promote their services more effectively to visitors interested in history and art appreciation.
Facilities promoted under the “Shiribeshi Museum Road” are Arishima Memorial Museum, Shu Ogawara Museum of Art, Keiyu Nishimura Museum of Art, Kida Kinjiro Museum of Art and the Arai Memorial Museum of Art.
Arishima Memorial Museum was originally established and run by an elected council founded by members of Kaributo Cooperative Farming Organization, set up in 1922 after Takeo Arishima renounced ownership of his farmland.
However, after the organization dissolved, Arishima Memorial Museum was re-opened in 1978 near the site where the farm offices once stood, in memory of Arishima’s unique act of releasing the farmland, and to showcase a wide variety of his work, including his literature. Many photographs, letters, calligraphy, paintings and the first editions of his books are displayed in the museum, introducing his life, literature, and the history of the release of the farmland.

The "Niseko Rules" are the official rules for users for Niseko's ski resorts and backcountry terrain and have been devised with users safety in mind.

G1: L GateG2: Annupuri Sancho (Summit) GateG3: Hirafu Sancho (Summit) GateG4: Fujihara no Sawa GateG5: Hanazono GateG6: Moiwa Sancho (Summit) GateG7: Eesawa GateG8: 8 Ban GateG9: Waterfall Gate
This map is a conceptual map only, scale and locations, altitude and orientation are rough indications of the actual terrain.
Access to Avalanche safety information, lift information, gate information is available online...
Under the jurisdiction of the Niseko Rules areas that are marked in red are considered dangerous areas and are strictly off limits at all times. Entering of the Harunotaki area is strickly prohibited at all times and entering the Anbetsu and Yunosawa from the Ski field is also strictly prohibited. Always use gates to enter back country areas. Freedom for users of the mountain is respected, however safety is paramount.
"Haru no taki" & "Yu no sawa" area is strictly off limits at all time.
There is No safety control & No patrol beyond resort boundaries.
Do not venture out of bounds when gates are closed.
Charges apply to out of bounds search and rescue efforts.
The “Niseko Avalanche Information” is the official information source of Niseko rules.
Crossing boundary ropes is prohibited. Those who violate the rules may be refused from using all resort facilities.
Ski patrol staff instructions must be obeyed at all times.

Gates are closed in adverse weather conditions and when the snow build up is deemed hazardous. Tracks across roped areas encourage others to do the same thing and increase the risk of an accident. Persons who are found to be infringement of the rules maybe refused use to resort facilities. Many avalanche related accidents occur during a snow storm or when snowdrifts accumulate and cornices develop. Respect the Ski Areas instructions at all times. Any areas outside the gates are deemed to be outside the jurisdiction of the Ski resort. It is the Ski Resort and the local communities aim to keep all people using the mountain safe.

The winter weather fronts that carry the powder snow for which the Niseko area is renowned, come primarily from Siberia, these weather fronts attract moisture as they cross the sea of Japan and are thrust high into the stratosphere, upon reaching the Annupuri ranges. This action further freezes the air and any moisture that is present, after this process the fronts come to an abrupt halt upon reaching Mt Yotei, which forces the fronts to release their snowy contents onto the landscape below. It is unusual to find powder snow of the quality and quantity that that can be found in Niseko.
