•  The purpose of a Stormwater Master Plan is to provide an integrated process to evaluate existing infrastructure and policies, identify drainage system deficiencies, and develop an implementation plan, including capital planning estimates and possible funding mechanisms for a long-term sustainable program, including policy to manage stormwater, within municipal boundaries

•  A characterization of the existing environmental conditions for all watersheds within municipality.

•  An assessment of the effectiveness of existing stormwater management infrastructure at reducing the negative impacts of stormwater on the environment, including the consideration of the potential impacts of climate change on the effectiveness of existing infrastructure.

•  The identification of new stormwater measures, retrofit opportunities or improvements to existing infrastructure that could improve the level of water quality and flow capacity.

•  A determination of the framework for an Asset Management model that incorporates costs of capital, operations and maintenance, and replacement with a life-cycle approach.

•  An identification of recommended strategies for stormwater management in the municipality; and

•  A Recommended implementation plan

•  The purpose of this scoping report is to determine the key priorities, issues and resources available for coordinated stormwater management efforts in the Township of Nipigon.

•  It is the first phase of a more comprehensive stormwater management assessment required in the development of a Stormwater Management Master Plan (SWMMP), and Watershed Restoration Plan (WRP) for Clearwater Creek.

Year 1 (2013-2014) Master Plan Scoping Study •  Develop suitable reference sites within the Town of Nipigon

watershed. These reference sites can be used for comparison to assess the level of impact tributaries exposed to urban municipal discharge

•  Examine tributaries within the city limits, identify the extent of ecosystem impairments, characterize contaminant sources, and provide inventory of physical characteristics to identify areas of concern (i.e. stormwater outfalls, severe erosion, impacted buffer, utility crossings, stream crossings, channel modification etc.)

•  Offer mitigation options and pollution prevention strategies to improve conditions within impaired tributaries

Site Notes:  Drainage pipe from Nipigon Cafe. Newly replaced with rip rap rock to prevent further erosion. However no soil or vegetation cover. Also need to ensure boulders are sealed with fine material for vegetation to establish. Temporary fix.

Area also has noticable floodplain. Need to assess hazard potential and mitigation of fish passage measures. Need to ensure pool/riffle sequence. Potentially clear culvert for fish passage
