Design/Build/Finance/Maintenance & Operations – Turn-key Solutions
GLC has assembled a team of world class firms to offer our clients a turn-key solution to meet critical infrastructure needs
This approach provides clients with several important strategic benefits:
- Speed: With all critical components working together at the beginning of the process, work flows can overlap seamlessly, cutting months off of over-all project completion schedules
- Cost: With the design and construction functions working together at the outset, critical cost-benefit decisions can be made easily and early, saving significant capital
- Efficiency: A well coordinated team will be easier for the client to manage through increased communication, coordinated decision making and clear accountability
While this complete turn-key approach offers outstanding benefits to our clients, particularly for “Greenfield” projects, GLC is able to tailor this approach, bringing only those components required to meet a specific project’s needs
This approach is flexible, and can easily accommodate other firms should the client have existing important relationships

Design/Build/Finance/Maintenance & Operations – Turn-key Solutions
GLC provides long-term, structured financial solutions to meet our clients’ infrastructure needs
- Our clients include domestic and international municipalities, energy companies, ship builders, sports enterprises and a number of academic institutions pursuing competitive financing alternatives
The basic premise behind our financing alternatives is that the borrower has, or can create through proper structuring, significant value in their physical assets that can then be used to borrow the necessary capital to support the borrower’s financial plan
Despite the dislocation in the traditional project finance sector, there are still deep pools of capital that are highly focused on direct investments into well structured, credit worthy infrastructure projects
GLC works closely with these capital partners in order to bring an optimal capital solution based on a project’s specific structural needs
These capital partners include a wide array of insurance companies, pension funds, private equity funds, family offices and sovereign wealth funds, including:
- John Hancock- Metlife- Prudential- Teachers- SunLife- Deutsche Bank- Carlyle
Build FinanceDesign Build FinanceDesign Maintenance& Operations
p.30
20
By working closely with clients and our capital and legal partners, our financial solutions can be completed within 45 to 90 days from initial commitment. Compared to a debt offering or bank loan, documentation is relatively simple
Terms of our financings are flexible and most often can be tailored to the timing and amount of revenue that Borrowers receive in the normal course of their relationships with customers or, in the case of universities, student room and board payments
Our program provides all professional and financial resources needed to:
- Acquire existing infrastructure/facilities
- Expand, renovate and or improve existing infrastructure/facilities
- Monetize existing real estate holdings
- Develop green field infrastructure and real estate facilities
- Eliminate the need for debt/bond financing, letters of credit and bond insurance
- When appropriate eliminate the requirement for equity and out of pocket upfront investment
- No debt service reserves associated with bond financing
- Greater flexibility and customized lease payment terms
- Capital available in as little as 90 days from application and approval
- Remove limitations on the amount of financing available from bond capacity limits and eliminate covenants associated with debt financing
- Minimize concerns related to long-term capital market and interest rate fluctuations

Underwater burning and welding are typical tasks for commercial divers but we’ve found that the commercial diver training schools around the country only devote minimum time and effort to these tasks due to time and funding restraints.
When we have the need to develop Diver/Welders we subject them to additional training and the use of our welding program facilities. The company has two CWI’s on staff, Will Hux and Charles Preston, which can write and prove PQR’s and WPS’s for the company and help divers qualify for the WQTR’s. We also offer this service for outside companies.
“We offer Underwater Welding CWI assistance and consultation to help write PQR’s, WPS’s and qualify your employees with WQTR’s for any other diving company or third party company”
The company believes in real quality when it comes to underwater welding and burning. We typically speak with Mr. David Cain, of Oxylance Corp. with any of our underwater welding and burning related questions and recommend him highly as a technical resource.
We have welding / burning tanks on site and a hyperbaric tank to test welding procedures in.
While most of our underwater welding is in the construction field, we would also be interested in automated welding and specialized welding programs.
Staff Certified Welding Inspectors can solve your underwater welding needs.

NO MATTER WHAT the project, we work closely with our clients.
We meet with them, plan with them and keep them up to date. This
partnering approach enables us to see challenges in the construc-
tion process and address them ahead of time. We also listen to
what our clients say and speak their language. In various sectors
we have centers of excellence in which we pool our knowledge
from past experiences and from experts in their respective fields.
D E S I G N - B U I L D
In a design-build contract, our clients benefit from having a single
point of contact and a total solution – from design and planning to
delivery. We reduce our clients’ risk by assuming it ourselves and
distributing it among our partners. We do this partly by choosing
subcontractors whom we know we can count on and with whom
we have trusted relationships. And, by overlapping the design
phase and construction phase of a project, we can often speed up
the delivery time.
C O N S T R U C T I O N M A N A G E M E N T
We take our clients’ projects from concept to construction, imple-
menting leading-edge methods to meet the requirements of
highly complex facilities. Our staff of world-class professionals has
in-depth experience in management, architecture, engineering,
construction and pharmaceutical validation services.
P R E C O N S T R U C T I O N C O N S U LT I N G
By entering early in the design process, we can work closely with
the architect and the client to meet delivery expectations. We
benchmark against other projects in order to control costs, assist
with procurement, recommend faster construction methods, or to
commission and install specialized machinery.

As a general contractor, we provide the expertise along with
labor, equipment, materials and services necessary to meet the
project specifications. We are also able to self-perform a majority
of complicated, specialized tasks on our projects because of the
synergies among our operating units.

We are a world leader in Public-Private Partnerships (PPPs) -
a concept we are currently implementing in the U.S. Through these
partnerships we help state governments and other public-sector
clients finance and build necessary social and civil infrastructure.
Our international portfolio includes everything from toll roads to
healthcare and educational facilities.

OUR OPERATIONS ARE backed by the unrivaled financial strength,
stability and resources of one of the world’s largest construction
companies. We use these resources to provide the best possible
quality - whether it’s transferring people to create the perfect team
or transferring knowledge to put the finishing touches on a design.
G R E AT E R F I N A N C I A L S E C U R I T Y
In 2005, we had revenues of approximately $5.6 billion. With this
financial strength, we offer our clients a level of stability that many
local players are unable to achieve. And with a bonding capacity of
$4 billion, we can provide alternative ways of financing large-scale
projects, as in the case of public-private partnerships.
E C O N O M I E S O F S C A L E T H AT L O W E R C O S T S
Because of our size, we can achieve economies of scale when
purchasing materials and equipment. In terms of procurement,
this means that we can get the best materials possible for a given
budget. And with strong supplier relationships around the world,
we are able to deliver regardless of local conditions.
S H A R E D E X P E R T I S E A N D T E C H N O L O G Y
We have always valued new ideas. In the 1960s, we spread the
concept of pre-fabricated concrete structures throughout our
markets, saving clients time and money. Today, we continue that
tradition – from the introduction of successful safety techniques to
the adaptation of an environmentally friendly design.
S U P P O R T F O R M U LT I N AT I O N A L C O M PA N I E S
The majority of our clients are local companies in local markets,
but when it comes to national and multinational clients, we can
follow their businesses across borders. That way they benefit from
having the same standards and level of support in all markets.

About UGAThe legendary hospitality of the South served up in a city with classic culture offers University of Georgia students a welcoming environment for learning. More than 34,000 students enjoy the Athens campus with 389 buildings located on 759 acres. Statewide, the university has more than 39,950 acres devoted to education, research and outreach. Rich in history, UGA is the nation’s first state-chartered university, founded in 1785.
CAESThe study of agriculture and the environment has
been an important part of UGA since its earliest years. The university’s founder, Abraham Baldwin, envisioned a college garden capable of supplying food for the students and the community. What is now the UGA College of Agricultural and Environmental Sciences was founded in 1859. It was the first college at the university to accept women (1918).
The CAES is one of 18 colleges that make up UGA. CAES provides students with a small-college experience within a large university. Small, upper division classes allow students to connect easily with professors. Students can study plants, animals, business, communication, teaching, food science and the environment. The college focuses on providing a safe food supply, clean environment and a better life for everyone. CAES has classrooms, laboratories and facilities on UGA campuses in Athens, Griffin and Tifton, Georgia.
In addition, CAES has research and education centers in Alma, Attapulgus, Camilla, Eatonton, Savannah, Blairsville, Calhoun, Midville, Plains and Watkinsville. The college is also represented across the state by local UGA Cooperative Extension offices and five 4-H Centers in Hampton, Jekyll Island, Eatonton, Tybee Island and Dahlonega.

About the CollegeAgricultural and environmental sciences are only as important as the food you eat, the clothes you wear, and the water and air around you. To improve the quality and guard the safety of life’s necessities, the University of Georgia College of Agricultural and Environmental Sciences has attracted world-renowned scientists and exceptional students.
CAES is one of the oldest U.S. colleges of agriculture. In its classrooms, its agricultural experiment stations and its statewide network of Cooperative Extension offices, the faculty and staff of CAES are dedicated to discovering, teaching and delivering the science required for healthy living to flourish in Georgia.
CAES MissionsTEACHING
Today, more than 1,600 students are taught through hands-on approaches by world-class faculty in Athens, Griffin and Tifton. At graduation, these students are prepared for careers with more than just classroom instruction. Internships, study abroad opportunities and student research programs prepare students for careers in applied agricultural, environmental and life sciences.
RESEARCHCAES researchers are at the forefront of critical issues facing us all. The combination of both basic and applied research programs allow research faculty to explore genetic diseases, world hunger and resource management. CAES research programs also address Georgia’s agricultural commodities, helping farmers across the state produce better food and fiber.
SERVICECAES Cooperative Extension programs are among the best in the nation. Cooperative Extension agents bring UGA resources to Georgia’s citizens in their local county, providing lifelong learning experiences through unbiased, research-based education in agriculture, the environment, communities, youth and families. Georgia 4-H is one of the largest in the nation, which includes the world’s largest 4-H camp, Rock Eagle.
