Masters MaintenanceMasters MaintenanceThe System maintains the following masters information.

1. Material Master It maintains the information regarding material code, group, Unit of

Measurement, Unit Rate, Weighted Average Price, Last Issued Date, LastReceived Date, Last Purchase Date & Rate, Opening Qty, Balance Qty,Min. Qty, Max Qty etc.

2. Supplier Master It maintains the details of supplier code, name, address, approved

vendor status, list of materials supplied etc.3. Department Master

Indent ManagementIndent Management The Indents will be accepted from different departments and divisions

of the port approved by respective heads.

The indents are classified into Indent General and Indent Spares.

Other type of Indents in the software are Consolidated Indent and SelfGenerated Indent(By MM Department with out Indentor).

The Indent captures the information li e indentor name, date of indent,chargeable head(revenue/capital), Consumption Code, materialindented with quantity etc.

The indent status can be trac ed through out the life cycle of theindent.

Qty That Can Be Issued Quantity To Be Procured Quantity On Order

Purchase RequestsPurchase RequestsThe Software Creates Purchase Requests for any Indents with details of

Type of Purchase Request, Value of Purchase, EMD, Opening Date,Closing Date, SupplierDetails, Terms and Conditions, Details of

TenderDisplayed in different news papers etc.

The Purchase Requests are classified into Enquiries, Short Tender CallNotice(STN) and Tender Call Notice(TCN). These are classified based onvalue of the Tender.

The Purchase Requests extension and cancellation are also handled.

QuotationsQuotationsThrough this functionality all the Quotes received from

Supplier against the purchase request will be entered with

the details of rate, taxes, validity, delivery period,discounts, EMD details, Received Date etc.

The Comparative Statement will be generated by systemautomatically with Least Bidder details for selection.

Stores Receipts BookStores Receipts BookThe inspection details will be entered in SRB for the

materials received through ICR.

After the inspection, the accepted Quantity detailswill be entered.The stoc will be updated accordingly.The rejected material will be treated as purchase

returns.The Balance Materials will be treated as materials to

be supplied.

Stores Issue BookStores Issue BookThrough this functionality the materials are issued to

indentors if they are available in the stores for the

requested quantity.

The Issued Quantity will be updated to the stoc .

The status of the Indent will be updated and the lifecycle will end here.

Bills & Payments Once details of material receipts in SRB are entered the

corresponding bill will be automatically generated and

saved in the database. Payment will be entered for each Bill with the details li e

Ban Name, Branch, Amount, DD/Cheque No etc.

Pending Bills, Pending Payments will be trac ed throughthese data.

Separate forms are provided for entering the details ofEMD, Security Deposit, Ban Guarantee etc.

Rate Contracted Purchases The System supports rate contracted purchases.

The rate contracted details are entered once in a year.

Once the indents are received for the rate contractedmaterials direct purchase orders will be sent to thesuppliers.

After PO the normal flow will be followed.

Cash Purchase The System supports cash purchases.

Once the indents are received for the cash purchase, Direct

SRBs, Issues, Bills and Payments will be entered.

Special Purchases(Ex:POL) The system supports special purchases where rate and

quantity are not fixed. Only the suppliers are fixed.

For example for continuous purchases ofPetrol/Oils/Lubricants this special case will apply.

Here Issues doesnht need any Indent as in normal flow fromthe Indentor. Issues will be directly entered.

Purchase Orders will generated directly without againstself generated indent.

The filenet solution is proposed to Paradip Port Trust, MaterialManagementDepartment for their procurement process.

The main objective of filenet solution is for addressing the following

issues of Material ManagementDepartment.1. To maintain the documents in the files for procurement process li e Indents,

Purchase Requests, Quotations, Purchase Order etc.

2. Each file ta es minimum 3 to 6 months for closing because of variousapprovals at various levels. Hence Business Process Manager(BPM) solutionof Filenet is required which eeps trac of file at various levels .

In each step the file clearance time varies from 1 day to 1 month The File In and File Out process will be with around 10 officers li e Chairman,

Deputy Chairman, FA&CAO, Material Manager, Deputy Manager, AssistantManager, Purchase Officer, Purchase Assistant, Stores Incharge etc.

Hence the total life cycle of each file from Indent to Purchase Order variesfrom 3 months to 2 years.

There will around 50 files created in the department every month. Each file will be maintaining 50 to 100 documents Hence the filenet solution with Document Management and Business Process

Management is suitable for automating the procurement process in MMDepartment to increase efficiency and reduce the time of procurement.
