The Chilterns LEADER area broadly follows the outline of the Chilterns Area of Outstanding Natural Beauty (AONB), one of the most heavily visited landscapes in the UK with 55 million leisure visits a year. The fund, worth £1.5 million will aim to enhance farm productivity, support small and medium size businesses and farm diversification projects, strengthen rural tourism, culture and heritage, and forestry productivity.

Projects must demonstrate that they are environmentally and economically sustainable in order to be awarded a grant.

A project must support at least one and preferably more of the following themes:

• Farming• Food and Woodland• Improving Farm Economics• Developing Environmentally Sustainable Tourism• Conserving Environmental and Cultural Heritage• Meeting the Challenges and Opportunities of Climate Change

The Clay Vales LEADER fund worth £1.72 million will cover Aylesbury Vale, rural Milton Keynes and South Northamptonshire. The aims of the programme are to help establish a thriving local rural economy underpinned by a strong tourism offer, high-quality local food businesses and enhanced agricultural and forestry productivity.

Projects must demonstrate that they are environmentally and economically sustainable in order to be awarded a grant.

The North & West Northamptonshire LEADER programme aims to promote the sustainable economic growth of businesses throughout its area, particularly micro and small businesses. It will particularly focus on rural areas reflecting the rich and diverse cultural heritage of the county such as: the Rockingham Forest; the Nene Valley; and the inland-waterways network, whilst empowering rural communities to be more resilient. The programme is expected to help with the creation of about 75 jobs and to provide financial support for 130 rural businesses.

Low Carbon Workspaces was an exciting project aimed at helping business owner occupiers or those leasing their business premises, identify energy efficiency measures to help reduce their energy bills and CO₂ footprint. emissions from commercial property in the South East of England by 2,500 tonnes over the lifecycle of the installed assets

• 17 jobs created as of September 2015

• Assist 100 SMEs to make a combined financial saving

• Assist 10 SMEs to reduce their energy usage

• Assist 100 businesses to improve their performance

Grants covered a wide range of projects including lighting systems, loft insulation, double glazing, cavity wall insulation, hot water showers, heating controls, under-floor heating and many more. Grants were match funded, with a maximum grant payable of £5,000. To claim the full grant SMEs needed to spend £13,000 or more. The grants were available to SMEs across the South East of England (excluding London).

The project has been a great success. We have already seen a dramatic reduction in gas usage over the short period that the new water heaters have been in operation.

• Achieve a net increase in GVA of £1,500,000 amongst beneficiary SMEs

Products needed to be environmentally friendly or reduce CO₂ emissions in a quantifiable manner. Grants required match funding, with a maximum grant payable of £3,000. To claim the full grant SMEs needed to spend £9,667 or more. Activities funded included the use of marketing agencies, web development agencies, sales agents and trade shows. The grants were open to SMEs across the South East of England (excluding London).

The Woodfuel Woodland Improvement Grant (WIG)

The Woodfuel WIG project supported the sustainable production of woodfuel and other timber products. Ngage won the contract to deliver the new grant in the South East and South West regions and the county of Cumbria, resulting in grants totalling up to £5 million.

• 825,000 tonnes of CO2 savings

The main aim of the Woodfuel WIG was to reduce England’s CO₂ emissions by 2 million tonnes per annum by increasing the availability and use of sustainably grown wood as a substitute for fossil fuels. The grant fund consisted of 2 strands, Timber and Roads. The Timber fund paid towards professional support marketing timber from previously unmanaged woods. The Roads fund supported infrastructure projects to enable sustainable extraction of timber from woodland where it was currently inaccessible. This was the first time that the Forestry Commission had outsourced the administration of a grant scheme.

This was the first time the Forestry Commission had used an external partner for grant delivery and it was an extremely positive experience in terms of delivery, relationships, communications and achieving successful outcomes.

Sustainable Routes was been part-funded by the European Regional Development Fund (ERDF) 2007-2013, and overseen by the Department for Communities and Local Government.

The Sustainable Routes programme was an exciting project that helped businesses reduce the cost of business travel. A grant of £1,000 was available towards the cost of implementing initiatives to encourage smarter working practices and reduce CO2 emissions.

Approach OutputsOver the life of the programme Ngage awarded over 450 grants to help businesses throughout the South East cut back on business mileage, save money on travel and reduce their carbon emissions. The grants were used for expenditure such as consultancy on remote working infrastructures, developing flexible working policies, showers and bike racks, video-conferencing equipment, laptops and vehicle fuel conversion to LPG.

• 4,600 tonnes reduction in the region’s CO2 emissions

• 450 businesses assisted to improve their performance

• Over 2,000 businesses engaged in developing sustainable mobility strategies

• 270 businesses making financial savings from improved energy and resource efficiency

• 170 businesses involved in business networks

• Over £8.5 million net increase in the regions Gross Value Added (GVA)

The project was originally contracted to run between October 2009 and December 2012 and extended to 2015

Approach OutputsThe European Security Innovation Network was set up to facilitate the collaboration and working relationships between companies and experts in different areas of security in the UK, France, Belgium and Germany. In a series of interactive workshops, security experts were challenged with current and future potential threats. For the first time, these activities focused on a converging landscape and cross state borders. Some results led to the development of new research & development programs or joint development activities between companies and experts. Other outcomes were shared amongst the enterprise and SME markets throughout the region.

• Online directory and marketplace for the North West Europe Security Sector

• Shared classification of organisations in the security sector

• Multi-regional network of security sector experts in North West Europe

• Security toolkit for SMEs to participate in transnational cooperation

HISS was project funded by the Leonardo da Vinci European Union Programme. The project aimed to encourage local businesses, schools, colleges and recruitment organisations to apply a toolbox of Soft Skills and methodologies into their professional development programmes.

Approach OutputsThe project developed a toolbox of Soft Skills aligned with the needs of the labour market and focused on self-marketing and communication skills, all of which were attractive to employers. The aim was to communicate clearly and openly with staff and balance the objectives of the company with individual employee needs.

Ngage worked with the partners to create a coherent toolbox of Soft Skills, focusing mainly on employers and people within the labour market. Ngage:

• Adapted the tools to the workplace

• Provided expertise on employer engagement techniques to partners testing the tools in the workplace

• Piloted the adapted tools with small and medium sized businesses to assess their suitability

• Supported the evaluation process

Approach OutputsTen groups across were set up the South East Region.Groups in Milton Keynes, Oxford, Reading and Gatwick were managed by Ngage. Each group had two facilitators from large companies who had a track record of implementing sustainable business practices.

Meeting over the two-year period, the groups addressed a wide range of sustainable issues. Group members shared knowledge and experience to help support each other to take the strategic decisions necessary to improve their sustainability and grow their business.

Data was collected at the start of the programme on energy, water, fuel and waste usage. This was reviewed throughout the programme and measured to record and track improved resource efficiency.

• 130 SMEs recruited to the programme

• 20 group facilitators recruited to the programme

• 18 large networking events organised

• 115 regional case studies developed

• 18 newsletters published

TIMBER brought together partners from regions in the UK, Spain, Sweden, Holland and Poland to address the knowledge, supply, demand and financial barriers obstructing the development of Biomass resources. This information was used to develop standardised tools which helped to increase the uptake of biomass-based energy across the partner regions.

The partnership shared experiences from their own projects to develop a common model which would be in turn applicable to other, often different regions.

• The use and economic viability of small biomass boilers in Buckinghamshire

• The current and future energy crop capacity & market demand

• A practical model for achieving a consistency of supply in energy crops

Business Leaders offered support to Managing Directors and Executive Directors of SMEs based in the south east in developing their management and leadership skills. The objective of the programme was to increase demand for leadership and management development provision amongst small and medium sized businesses.

Following engagement with a business, the diagnosis and assessment phase employed a range of tools and partners to identify the learning needs of the individual. The MD was given the freedom to choose a diagnostic with a trusted intermediary such as a bank manager or accountant. The final phase offered an innovative management development brokerage service to the MDs allowing them to choose the most relevant and appropriate learning solution and their need.

By 2008, 465 grants had been allocated to Managing Directors and Executive Directors for personal or professional skills development, underpinned by a Personal Development plan.

Unlocking Enterprise

This pilot called “Could you give yourself a job?” ranat Springhill Open Prison and Grendon Secure Prisonin Buckinghamshire. The objective was to encourageoffenders to think about their skills, researchbusiness ideas and give them the opportunity ofbecoming their own boss on release, thus avoidingdiscrimination and delays in finding employment.

Approach OutputsOne-to-one mentoringwas available to supportthe workshops. Theproject was seen asa success by prisonauthorities, a total of25 prisoners attended.All workshops wereoversubscribed andthe drop-out rate wasminimal.

• Attendees found the programme very beneficial – 25 signed up

• Business ideas were researched; one idea was so good a patent was applied for.

• Several of the business ideas that began life in the workshops were actually realised by the offenders on release and are running.

• The training could form part of a vocational qualification offered by Milton Keynes College – an additional bonus for the ex offenders.

• The Pitch culminated in a high profile event just following Enterprise Week in November 2006.

• The project engaged and supported 120 young entrepreneurs between the ages of 14 and 30, 30 of whom participated in Investment Readiness workshops.

• 6 young entrepreneurs went forward for investment funding and took part in the final event in November 2006.

• 4 local bona fide investors sat on the panel and selected three of the six pitchers to invest in on the night of the event, and a further two participants on the Pitch project.

A peer mentoringprogramme wasdeveloped andopportunities forContinuous ProfessionalDevelopment (CPD) werealso available. A seriesof small scale events,to promote enterprisecreation, were deliveredto excluded communities,under represented anddisadvantaged groups, in the Milton Keynes area.

• Creation of an individual training needs analysis (diagnostic tool) for the creative industries sector

• The recruitment of a business adviser with the requisite skills to provide the appropriate support

• 32 workshops, events and or seminars were organised for pre–start and early stage businesses in the creative industries sector in Milton Keynes (400 customers). 25 inspirational role models facilitated these workshops.

• 856 individuals from the creative sector completed the individual training needs analysis (diagnostic tool)

• 217 customers were supported on an on-going basis with one to one advice and counselling, over the lifetime of the project

• A progression map was developed as part of a sustainability and evaluation report

• 397 people attended events

A consultancy project to analyse market opportunitiesfor Milton Keynes Council to run a range of serviceson social enterprise models.

To analyse and assess the potential marketopportunities for MK Council services to be run on a social enterprise basis and produce a guide onprocurement making subsequent recommendations for implementation.

A specific regional guide outlining the rules and procedures around public procurement for both procurers and social enterprises. The guide highlighted key sales opportunities and benefits for social enterprises and provided practicaland informative guidance on bidding and running successful contracts. The regional guide also included an Opportunity Analysis report which provided evidence to suggest the main priorities for public procurers in the sub-region.
