1 IntroductionThis brochure gives information on the criteria, deadlines and
procedures of the Netherlands Fellowship Programmes (NFP). It
describes the application and selection procedures and lists the
courses, programmes and activities for which these are valid.
Candidates who wish to apply for an NFP fellowship are advised to
read all information carefully and take good notice of the criteria,
deadlines and procedures. Please check our website
www.nuffic.nl/nfp for the most current information.
1.1. GeneralThe Netherlands Fellowship Programmes (NFP) are fellowship
programmes initiated and fully funded by the Dutch Ministry of
Foreign Affairs under the budget for Development Cooperation.
Aim NFPThe overall aim of the NFP is to help alleviate qualitative and
quantitative shortages of skilled manpower within a wide range of
governmental, private and non-governmental organisations. This
by offering fellowships to mid- career professionals to improve the
capacity of their employing organisations. The need for training has
to be evident within the context of an organisation. This implicates
that candidates have to be nominated by their employers.
Applications without employer support are considered not eligible.
Target groupThe NFP is targeted at mid-career professionals who are nationals
of and working and living in one of the 60 NFP countries (see annex
4 for an overview). Candidates from Sub-Saharan Africa, women
and members of priority groups and/or marginalised regions are
specifically invited to apply for an NFP fellowship. This because
50% of the available fellowships will be awarded to females and
50% of the available budget will be awarded to candidates from
Sub-Saharan Africa. Beside this, candidates from priority groups
and/or marginalised regions (to be defined by the embassies) are
explicitly invited to apply.
Country-specific prioritiesNext to the general eligibility criteria an embassy or consulate may
develop its own country-specific priorities. These reflect the
preferences of the embassy or consulate for certain applications.
These priorities can be of influence on the selection process. For
these reasons, candidates are advised to check at the embassy or
on the embassys website if country-specific priorities apply.
NFP sub-programmesThe NFP offers the following options:
Individual fellowships for:
masters degree programmes;
short courses;
PhD studies.
Subsidies for alumni activities:
Refresher courses (for NFP, NPT, NICHE and MENA alumni);
NAA start-up grants (for NFP alumni);
Co-financing of NFP alumni activities.
For each of the sub-programmes a separate section in this
brochure provides information about eligibility, application and
selection procedures and deadlines.
Gender policyThe Dutch policy regarding development cooperation gives
specific importance to gender and sexual & reproductive health and
rights. The NFP gives attention to this gender policy by highlighting
the extent to which gender is part of the courses and programmes
on the NFP Course List. There are four categories:
1. The subject of the programme is gender-oriented (e.g. gender in
the programme title);
2. The programme contains several compulsory modules dealing
with gender dimensions;
3. Gender-oriented modules are available, but not compulsory. The
programme content is not explicitly gender-oriented and no
attention is paid to gender;
4. The subject of the programme is not gender-oriented. It is not
possible to include gender-oriented modules.
The fellowshipAn NFP fellowship is intended to supplement the salary that the
fellowship holder must continue to receive (at least partially) during
the study period. The allowance is considered to be a contribution
towards the cost of living for one person, whether in the
Netherlands or in another country. A fellowship holder can therefore
be faced with additional expenses (for instance extra costs for
housing). Fellowship holders are adviced to check with the Dutch
institution if this can be the case for them. It should be noted that
NFP allowances are not sufficient to support family members,
either in the home country or in the Netherlands.
The fellowship can cover the costs of tuition fees, visas, travel,
insurance and thesis research, as specified in the NFP Rules and
regulations for fellowship holders. This can be downloaded at
www.nuffic.nl/nfp. Different conditions may apply to e-learning
courses or e-learning programmes. These conditions are also listed
in the NFP Rules and Regulations.
An NFP fellowship is granted for the duration of the course or
programme. Whilst the individual candidates are selected for a
fellowship, the grants are awarded to the Dutch higher education
institutions to enable the fellowship holders to pursue the chosen
sub-programme.
There are restrictions to the total number of fellowships candidates
can receive. Candidates are not eligible for a fellowship if a
candidate applying for:
an NFP masters degree fellowship has already received an NFP
fellowship for a masters degree;
an NFP PhD fellowship has already received an NFP-PhD
fellowship;
an NFP SC fellowship has already received two NFP SC
fellowships or has, a year prior to the application already
received an NFP SC fellowship.
In addition, a candidate employed by one of the following
organisations is not eligible:
a multinational corporation (for instance Shell, Unilever etc.) or
a large national and/-or commercial organisation or
a bilateral donor organisation (for instance USAID, DFID,
Danida, Sida, FinAid, AusAid, ADC, SwissAid etc.) or

a multilateral donor organisation, (for instance a UN
organisation, the World Bank, the IMF, Asian Development Bank,
African Development Bank, IADB, etc.) or
an international NGO (for instance civil society organisations,
Oxfam, Plan, Care, etc.)
Regional programmes and coursesThe NFP Course List also contains masters degree programmes
and short courses that take place, either fully or partly, in one of the
NFP countries, for example joint or double degree programmes. In
these cases, the Dutch institution and its partner institution in the
NFP country jointly deliver the programme. These programmes and
courses are open to all candidates, as long as the programme/
course is relevant to the candidate's employing organisation and
country.
1.2 Parties involved
Ministry of Foreign AffairsThe Ministry of Foreign Affairs fully funds the Netherlands
Fellowship Programmes under the development cooperation
budget.
Netherlands embassies and consulatesThe Netherlands embassies and consulates assess all applications
for fellowships for masters degree programmes, short courses and
PhD studies and can formulate specific recommendations for
further processing. They apply the general eligibility criteria. In
addition, they may define a policy with country-specific priorities
appropriate to the local situation.
NufficNuffic is the Netherlands organisation for international cooperation
in higher education1. As an independent, non-profit organisation
based in The Hague, the Netherlands, Nuffic supports
internationalisation in higher education, research and professional
education in the Netherlands and abroad, and helps to improve
access to higher education worldwide.
The NFP programmes are managed and administered by Nuffic.
Nuffic guides the candidate selection process for fellowships for
masters degree programmes, short courses and PhD
programmes. Nuffic drafts the lists of programmes and courses for
which NFP fellowships can be used. Nuffic also selects candidates
for PhD fellowships and evaluates proposals for refresher courses.
Dutch education institutionsThe Dutch institutions involved in the NFP are higher education
institutions or other organisations in the Netherlands specialising in
transferring knowledge and skills at a post-secondary level. The
masters degree programmes and short courses listed in this
brochure and the PhD study programmes are all offered by Dutch
institutions. These have been assessed on their capacity to receive
and teach students or professionals from various backgrounds.
The institutions assess whether candidates are academically
qualified to take part in a particular programme, course or training.
They administer the NFP fellowships for all four sub-programmes.
They also arrange the logistics and provide guidance for fellowship
holders. For all matters concerning their fellowship the fellowship
holders must contact the relevant Dutch institution.

Specific conditions might apply in different countries. Nuffic strongly
advises candidates to check the website of the Netherlands
embassy in their own country before they start the NFP application
procedure.

NFP fellowships can be obtained for a selected number of masters
degree programmes. The Dutch higher education institutions offer
many international masters degree programmes. Candidates can
receive a postgraduate education and earn one of the following
Dutch degrees: Master of Arts, Master of Science, or a Professional
Masters degree. A Master of Arts or a Master of Science degree is
an academic degree, usually awarded by traditional (research-
oriented) universities on completion of a postgraduate research-
oriented course of one to two years in duration. Professional
Master's degrees are awarded by different types of higher
education institutions that offer more professionally-oriented
programmes. Professional masters degrees are usually of shorter
duration than a research-oriented masters degree programme. The
duration of the programmes varies between 9 and 24 months.
The list of masters degree programmes can be found at the end of
this section on page 8.
Please note that this is a provisional list and that information is
subject to change. You must regularly check the Nuffic website for
the latest information: www.nuffic.nl/nfp.
2.1 EligibilityA candidate applying for an NFP fellowship for a masters degree
programme must:
be a mid-career professional with at least three years relevant
work experience;
be a national of, and working and living in one of the developing
countries on the NFP country list valid at the time of application
(see annex 4);
be nominated by his or her employer, who pledges to continue
paying the candidates salary and guarantees the candidate will
be able to return to the same or an equivalent position at the end
of the fellowship period2;
have been unconditionally admitted by a Dutch institution to one
of the masters degree programmes on the course list 2012-
2013. This means that the candidate must have met all the
requirements set by the Dutch institution (see 2.2);
not already have received an NFP masters degree fellowship;
not be employed by:
a multinational corporation (for instance Shell, Unilever etc.)
or
a large national and/-or commercial organisation or
a bilateral donor organisation (for instance USAID, DFID,
Danida, Sida, FinAid, AusAid, ADC, SwissAid etc.) or
multilateral donor organisation, (for instance a UN
organisation, the World Bank, the IMF, Asian Development
Bank, African Development Bank, IADB, etc.) or
international NGOs (for instance Oxfam, Plan, Care, etc.)
have completed and submitted an NFP masters degree
programme fellowship application including all the required
documentation before the applicable NFP fellowship application
deadline;
be employed in an area to which the study will make a relevant
contribution;
have a clear-cut, functional relationship with a relevant
organisation and be in a position to introduce the newly acquired
skills and knowledge into that organisation;
be available for the entire period of the programme and be
physically and mentally able to take part in the entire
programme;
endorse the objective and the aim of the NFP. The aim of the NFP
cannot be reached if the fellowship holder does not return to his
or her own country. Nuffic would like to urge fellowship holders
to return to their home country upon finishing the course or
programme to meet the NFP aim in the most effective way.
2.2 Fellowship application procedureAs stated above, to be eligible for an NFP fellowship, candidates
need to be admitted to the masters degree programme for which
they would like an NFP fellowship.
Please note that the fellowship application procedure has two
important types of deadlines:
1. the academic admission deadline;
2. the fellowship application deadline.
More information about these deadlines can be found below.
Obtaining academic admission to a masters degreeprogrammeCandidates first apply for admission directly to the Dutch institution
that offers the masters degree programme of their choice.
The Dutch institution assesses the application and decides
whether or not to admit the candidate to the programme.
Candidates will receive a letter from the institution informing them if
they have been admitted. Nuffic has no part in the admission
application process. A candidate applying for an NFP fellowship
must have been unconditionally admitted to a Dutch institution for
the course or programme for which the candidate applies for an
NFP fellowship. This means that the candidate must have met all
the academic and administrative requirements set by the Dutch
institution.
Candidates are strongly advised to apply as early as possible for
admission to the Dutch institution to allow these institutions
enough time to process all the applications for admission in time.
Academic admission deadlineThis indicates the latest date that the Dutch institution will accept
applications from candidates who also wish to apply for an NFP
fellowship.
The academic admission deadlines for admission to masters
degree programmes vary per programme and can change
throughout the year. For this reason, candidates are advised to
contact the Dutch institution directly for up-to-date information.
Occasionally, the Dutch institutions deadline for applying for
admission to a programme is later than the NFP deadline for
fellowship applications. Nevertheless, to be eligible for an NFP

2. Partial payment of salary may sometimes be allowed as an exception to the rule. It is up to the Netherlands embassy to decide if an agreement between the employer and the
candidate about partial continuation of payment of salary is acceptable. It should be noted, however, that the NFP allowance is considered to be a contribution towards the cost of
living for the fellowship holder. A fellowship holder can therefore be faced with additional expenses (for instance extra costs for housing). Fellowship holders are adviced to check
with the Dutch institution if this can be the case for them. The allowances are not sufficient to support family members, either in the home country or in the Netherlands.

fellowship, candidates need to be admitted to the masters degree
programme for which they would like an NFP fellowship at the time
of the NFP fellowship applications deadline. On the masters
degree programmes overview (section 2.4), the academic
admission deadline is listed for each entry.
Applying for an NFP fellowshipCandidates can only apply for a fellowship for one masters degree
programme per fellowship application deadline. Being admitted to
more than one programme with the same fellowship application
deadline means that candidates can only apply for a fellowship for
one of the short courses.
Applications have to be submitted through Scholarships Online
(SOL). Through SOL candidates can apply for fellowships online
and they can check the status of an application. Other parties such
as the Dutch institutions, the embassies and consulates will use
SOL to assess NFP fellowship applications.
SOL can be accessed through www.nuffic.nl/nfp. This page also
contains more instructions about applying online.
What does an NFP masters degree programme fellowshipapplication consist of? a completed online NFP fellowship application submitted via
SOL3;
an employers statement nominating the candidate for an NFP
fellowship;
a copy of a valid official identity document;
a Statement of Government Authority (if applicable4);
a motivation on why you want to pursue this masters degree
programme;
a motivation on the relevance for your organisation (how will
your organisation benefit from the masters degree programme
you wish to follow?);
a motivation on the relevance for your country (how will your
country benefit from the masters degree programme you wish
to follow?);
a plan of action (how will you put your new skills and knowledge
to work when you return to your employing organisation?)

Fellowship application deadlineTwo deadlines have been introduced for submitting fellowship
applications for masters degree programmes. Fellowship
applications for masters degree programmes must be submitted
before the following fellowship application deadlines.

1 February 2012 1 May 2012The deadlines for paper fellowship applications are always one month before
the online application deadline. The paper fellowship application deadlines are:
1 January 2012 and 1 April 2012.
Fellowship applications received after the fellowshipapplication deadline are not considered.
What happens after an application is submitted?The Dutch institution that offers the programme will indicate in
Scholarships Online if the candidate has been admitted. Each
application will be assessed against the eligibility criteria listed
above and, if formulated, against the country-specific priorities.
2.3 Selection procedureBoth the Dutch institution and the embassy or consulate will assess
the fellowship application. The Dutch institutions will focus on
academic qualities while the embassies and consulates will look at
the relevance of the application for the development of the
employing organisation or country. If applicable, the application
also needs to comply with country-specific priorities. These
assessments will lead to a selection.
Finally, Nuffic awards the grant covering part of the fellowship
holders costs, including the tuition fees, to the Dutch institution.
The Dutch institutions make the logistical arrangements and pay
each fellowship holder a monthly allowance for the duration of the
masters degree programme. They also administer the fellowships
and give guidance to the fellowship holders.
The selection procedure has a very strict time frame. Between 10 to
16 weeks after the fellowship application deadline candidates have
to respond to a availability request. Indicating availability means that
if selected the candidate is still available for an NFP fellowship. The
candidate needs to respond within 7 days after the request has been
sent.

3. Those with insufficient access to the internet can submit a paper application. Paper application forms can be downloaded from the Nuffic website. They must be sent directly to
Nuffic by post, including the required documents. Candidates must only apply for one fellowship per NFP sub-programme per fellowship application deadline. If a candidate
submits two or more applications for the same NFP sub-programme to which the same fellowship application deadline applies, Nuffic will process the application that was
submitted online or process the application that was received latest and destroy the excess application(s) without consideration.
4. A number of countries require a statement of the government before candidates can apply for an NFP fellowship. Please check with the Netherlands embassy if this applies to
your country. If a government statement is required but not submitted together with the fellowship application the application is considered not eligible.
