2 Requirements common to all types of furniture

2.1 Electrical safety

Normative references: UTE C 15801 NF EN 60335 NF EN 60598-1 / 2.1 / 2.2 / 2.6

The electrical safety compliance of furniture is established according to 3 types of equipment:

Case no. 1: Electrifiable furniture (furniture capable of receiving electrical equipment put in place by the user).

A piece of electrifiable furniture is a product designed to receive electrical equipment of the user's free choice. The instructions provided with the product need to give all information necessary for proper installation, in particular on the location of the product and on its method of connection to the fixed installation.

The qualification certificate only covers the compliance of the non-electrified model type, as it has been certified. The technical product identification sheets and technical catalogues referring to the NF PROFESSIONAL FURNITURE

mark must also bear the wording "certified without electrification". Protection against indirect electric shocks: The cable channels and all edges that may come into contact with the

cables are softened so as not to harm the cables. The flexible cables must be removed from any traction power exerted by a stop device provided at the point of entry of the flexible cable into the furniture and near the connections. An earth connecting plug is provided for the metal parts of the furniture coming into contact with the cables. This earth connecting plug is indicated by a pictogram on the furniture and specified in the assembly instructions. The earth connection is carried out under the responsibility of the installer.

Protection against direct penetration by liquids: The cable trays and cable channels must prevent any accidental direct penetration by liquids (knocking of a cup of drink onto a work surface etc.), assessed according to the IPxx classification

Case no. 2: Furniture equipped with electrical components assembled by the manufacturer.

First request appraisal:

‒ The company has a test carried out (by one of the specified laboratories recognised by the NF Professional Furniture mark) to establish compliance with the standards of the furniture or equipped part of the furniture.

‒ The company has its electrical equipment compliance control system audited by an accredited body (such as the LCIE) (a CENELEC plant inspection report is drafted)

‒ In the event of non-compliance, the company submits to the FCBA a retrofit plan whose implementation shall be inspected by the FCBA auditor during his appraisal visits.

‒ The certification is issued in view of the test and inspection reports stating compliance. ‒ Marking: An information plate indicating the following: insulation class, level of protection, maximum

permissible power, supply voltage, number of light points, sockets and switches, precautions for use (if required)

For maintenance of NF Professional Furniture certification, the company demands that an inspection be carried out

at least once every three years by an accredited body (such as the LCIE). In case of any doubts as to system

compliance, FCBA may require additional inspections to be carried out.

Case no. 3: Furniture equipped with components that have been certified beforehand.

The NF Professional Furniture mark auditor checks the following points:

That the equipment does not require any works other than for general affixing to the furniture and the connection of the mains leads to the mains power supply.

If two or more pieces of certified equipment are assembled within a single piece of furniture, they are not interconnected in any way other than at the point of mains power supply.

Protection against thermal effects: no part of the wiring, luminaires or support surfaces must reach a temperature that is detrimental to personal safety (burns), insulation safety (electric shocks) and environmental safety (fire).

Interconnecting wiring must be permanently connected to its component or fitted with failsafe system connectors. Beyond a low voltage transformer, these connectors can be replaced by coupling systems for the power supply of spotlights.

The power cable(s) must be connected to its/their component The casing(s) providing moisture protection must be easy to put in place and must be able to fulfil its role

effectively. After assembly, the furniture or element electrically equipped must be able to meet the same performance and

safety requirements as items supplied fully assembled ‒ The regulatory marking must be present on the support intended for the attachment of electrical components. ‒ Marking: An information plate indicating the following: insulation class, level of protection, maximum permissible

power, supply voltage, number of light points, sockets and switches, precautions for use (if required)

2.2 Furniture & Chairs: Safe distances

Normative references:

If the grippers have an opening of between 8 and 25mm, there is a need to provide a configuration to prevent fingers

passing through. In the case of a shaped handle (e.g. circular arc), the largest distance will be taken into account.

2.3 Wood-based panels

The wood-based panels forming part of the composition of furniture subject to certification must be defined. All

modifications must be submitted for approval by FCBA.

Particle boards, fibre boards, multi-pli, moulded chipboard etc. must have limited formaldehyde content (E1 rating as

defined by standard NF EN 13986 + A1 or proven equivalent by an accredited laboratory)

2.4 Hygiene rules for restoration furniture

Normative references: NF EN 71-3+A1 The published brochure of Official Journal 1227

Zones 1-2-3-4 are defined as a function of their accessibility or use by the user.

ZONE 1 - GENERAL CASE: Surrounding space other than zones 2 (proximity), zones 3 (contact) and zones 4 (power

supply).

Resistance to the characteristics of NF HEALTH regulations (Requirements on finishes – all furniture types). Particle boards, fibre boards etc. must have limited formaldehyde content (E1 rating or proven equivalent)

ZONE 2 - PROXIMITY: Space accessible to the user from its installation position. As a complement to the regulations

with regard to zone 1:

The furniture must be easy to clean and must not include any elements that retain dust or liquids All furniture components must be immune to oxidisation

ZONE 3 - CONTACT: Any surface that enters into contact with the user under normal usage conditions.

As a complement to the regulations with regard to zones 1 and 2 and when there is a possibility of contact with the

user, the following shall be studied:

The migration of certain elements according to standard NF EN 71-3+A1

ZONE 4 - POWER SUPPLY: Any surfaces of restoration tables with which foodstuffs have come into contact, so as to

avoid any risk of microbial contamination.

As a complement to the regulations with regard to zones 1, 2 and 3:

The materials must be inert vis-à-vis foodstuffs (use of wood is limited to the list of authorised wood types published in the brochure of Official Journal 1227)

All surfaces and their connection must be smooth and must not present any roughness or cavities that may host organic matter

The assemblies must be designed so as to reduce protrusions, edges and recesses Exposed screws, screw heads and rivets are forbidden, except in case of constructive necessity (in this case,

cruciform screws - with 6 Allen screws - of diameter <3mm are prohibited) The use of lubricants is not authorised. Measures must be taken to prevent lubricant leaks from reaching the power

2.5.4 Process control: Periodicity of tests

Extract from quality assurance standard § Production control:

"Processes whose results cannot be checked by means of a systematic product check or for which deficiencies only appear once the product is in use must be validated at predefined periods and on each new modification of the process, and the influencing factors must be controlled.

The parameters for control of these processes must be defined and controlled, and the staff must be qualified"

Regulations:

1. The finish process performances (paint, varnish, adhesion etc.) concerned by this requirement are regularly assessed using tests in the FCBA laboratory (or by an equivalent and certified laboratory):

‒ On each new modification of the finish process ‒ Regularly at least every three years.

2. If during these validation tests a compliance defect is uncovered, the holding manufacturer will have to submit an action plan to the FCBA within a period of 15 days, for a return to compliance within a maximum period of 6 months

3. The parameters for control and recordings are regularly validated by the inspector during technical inspections of the production site.

3 Requirements for the Furniture

3.1 Requirements specific to the furniture

3.1.1 Fire safety of large furniture (storage furniture, motricity elements etc.)

Regulatory reminder: The subject of these regulations only concerns large furniture that can be attached to the floor

or walls in a way that is sufficiently rigid to ensure that a push from the crowd will not be able to move them.

Large furniture must meet the requirements of the safety regulations of 25 June 1980 as amended in accordance

with article AM 15 and AM 16.

The materials making up the large furniture must be rated at least M3 according to the decree of 21 November 2002.

3.2 Requirements for storage furniture and care trolley

The product must meet:

4.1.4 Chair fire safety

The fire behaviour class of chairs in 3 categories CF, C, EC originates from a recommendation by GPEM/CP-D2/2000

of the Central Procurement Board. It is intended to determine the chair's capacity to catch fire. It is intended to be

applied to the entire public sector.

The tests concern upholstered chairs in their normal use presentation. Fire behaviour is characterised for a chair in

its entirety, or for a sample in accordance with the replicability rules established by the guide GPEM/CP-D2/2000.

The cigarette test is carried out as a priority. The small flame test is carried out with 3 applications of 15 seconds.
