PREFACE

Jefferson National Expansion Memorial was established by Executive Order 7253, signed by President Franklin D. Roosevelt on December 21, 1935. The park was created to commemorate St. Louis' role in the westward expansion of the United States, specifically mentioning the site as the location of “the Spanish Colonial office where, during the administration of Thomas Jefferson the Upper Louisiana Purchase was transferred to the United States; the Government House at which, on March 9, 1804, Capt. Amos Stoddard of the United States Army took formal possession of the Louisiana Purchase and raised the American flag; the old French Cathedral of St. Louis, earliest home of religion on the western bank of the Mississippi; the place where Laclede and Chouteau established the first civil government west of the Mississippi; the place where Lafayette was received by a grateful people; the places where the Santa Fe, the Oregon, and other trails originated; the place where Lewis and Clark prepared for their trip of discovery and exploration; and the Court House in which the Dred Scott case was tried.” Jefferson National Expansion Memorial collects and preserves archival materials that document the exploration and settlement of the American West, and particularly the role of St. Louis as the Gateway to the West. These manuscripts and records are collected as an extension of the three dimensional holdings of Jefferson National Expansion Memorial, further explaining and describing the artifact collections, and perhaps supplanting them when objects are lacking or unavailable. The human dimensions of the park's holdings are strengthened through the acquisition of personal correspondence, diaries, journals, sketchbooks, and photograph albums. These materials, along with records that document the administrative history of the park, comprise valuable and irreplaceable reference sources for historians and other scholars. The Jefferson National Expansion Memorial Archives was formally organized in 1988 to insure the protection of these unique collections, and to make them available to the public. A small reference library is also available, containing nearly 4000 titles on westward expansion, American Indians, St. Louis history, and the National Park Service. INTRODUCTION TO THE COLLECTION Since the creation of the memorial, staff members of Jefferson National Expansion Memorial, (JNEM) have saved newspaper clippings related to the memorial, the riverfront, staff members, the National Park Service in St. Louis and other topics related to the memorial. In order to make the newspaper clippings collection finding aids a useable size and because the collection continues to grow, the archivist broke the collection into subsections divided into the terms of superintendents. This tenth section covers the superintendency of Robert S. Chandler, ninth superintendent of Jefferson National Expansion Memorial. Robert S. Chandler started his long and distinguished career in the National Park Service (NPS) in 1958 as a horticulturalist with National Capitol Parks after graduating from the University of Maryland. He went on to lead the Job Corps Center first at Harpers Ferry and then at their Chicago office. In addition to Jefferson National Expansion Memorial, he served as superintendent at a number of other parks: Santa Monica Mountains National Recreation Area, Olympic National Park, Everglades National Park and Grand Canyon National Park. At his last park post he transitioned the Presidio in San Francisco from Army post to national park. He received two awards of merit from the Department of the Interior for Meritorious and Distinguished Service. After his retirement, he served on the National Park System Advisory Board and helped to write the report, “Rethinking the National Parks for the 21st Century.” He passed away in 2010 at the age of 74. Some of the notable events that took place in Chandler’s Superintendency include: the opening of the Museum of Westward Expansion underneath the Gateway Arch; construction of the grand stairway from the river to the Arch; events for the nation’s bicentennial; the visit of Charles, Prince of Wales to the Gateway Arch and Old

Courthouse; symphony concerts on the park grounds; a folklife festival at the Arch and the seeking of funds for and development of the landscape around the Gateway Arch.

ARRANGEMENT For the sake of ease in use of the finding aid and because this collection will continue to grow, the newspaper clipping collection is divided into sections by superintendent’s tenure. Each section will begin on the day the new superintendent reported for duty. Because there occasionally was a gap between the departure of one superintendent and the arrival of the next, this will mean the section continues after the formal departure of the superintendent. This tenth section of the newspaper clippings collection covers the administration of the ninth superintendent of Jefferson National Expansion Memorial, Robert S. Chandler. This collection of newspaper clippings is arranged in chronological order. The name of the article is listed, followed by the name of the publication in which it appeared. Some articles were found in the collection with no citation and no publication name is known, so none is listed. If the article includes an image, Jefferson National Expansion Memorial cannot give the rights to reproduce those images. The rights seeker will need to contact the original publication for permission to use images.
