PPreparing this issue, I found myself with a task I never imagined I would have. I added Rick Caillet's name to the Heaven I Roster column. Rick was not only RGC Treasurer and founder and President of TX XLVI, he was a great friend to many. On December 5, 2018, a day that started out very cold in North Texas, Blue
Knights rode to Rowlett from as far as Austin to pay respects. This response made me proud to be a Blue Knight, but more important, it said so much about the man that Rick was. The day turned into a beautiful riding day, and I know Rick would have wanted it that way.

GGreetings from South Texas! Over the last several days, I have tried to figure out how best to put this article out. As many of you know, our Conference Treasurer, Rick Caillet, passed away in Rowlett, Texas. He
was the president of Texas 46 and a sergeant with the local police department. He left behind his wife whom he has known Most of his life and a daughter who recently graduated college. If you all may remember, Rick did not attend the RGC in 2018 because of his daughter’s college graduation. He was a great man in everything that he did and he always put his heart and soul into his chapter and the conference. I always look to him for advice both on a professional level for the conference and in a personal level. He will truly be missed by all those who knew him.
With the new year just around the corner, renewal packet’s have been completed and sent out to the new corporate email account. I cannot stress this enough, if you have issues with your corporate email account, please reach out to me as soon as possible to try to gauge your accounts goin As the chapter President, if you have not yet logged into the corporate email account, you can do so and set it up by going to the following website:

DDear Fellow Knights, as you read this, we will be in the first part of a new year. During December, most, if not all, of our chapters performed many acts of kindness and generosity. That is no surprise, because that is who we are. Who we are is part of wearing BK vest: a strong awareness of the principles that are
represented there. It is always good to be able to explain to the uninitiated who we are and what our mission is. (Sometimes it is humorous because of the initial assumption that we are some sort of 'motorcycle gang'.) To Ride with Pride is more than a motto. It is a living, breathing thing. I cannot adequately explain how honored I am to be your RGC Chaplain and to be a part of that tradition.
Those who are not part of the Blue Family do not clearly understand who a LEO really is. It has been my honor to serve as a chaplain with the San Antonio Police Department for the past eighteen years. I know who you are, at your very core. You are some of the very finest folks on the planet, who perform or have performed their duties in one of the most difficult vocations that I know. It seems to me that being a Blue Knight is a natural extension and expression of the oath that each of us has taken. It is such a fine experience for me to ride with you.
May 2019 be a year of great joy and blessing for you and yours. We will surely continue to Ride with Pride wherever we go. Be safe and continue to 'have each other's' six'. Please let me know if I can be of service to you or your family.

I requested some samples of the helmet light from the manufacturer for testing. I wanted to see if the unit was reliable, sturdy, and if there was any noticeable difference in vehicular interactions. Testing is still in the works, but I have noticed cars not following as closely, stopping farther back, and being more courteous in allowing me to change lanes. I’ll do a full report on the device when I get more feedback from our Test crew. Until then consider that your no longer as conspicuous as you use to be hanging at Dunkens, stay extra aware of the traffic around you, including what’s behind you.

TThe adage “If you want to find the Cops, just look at the Doughnut Shop” was
the publics sarcastic way of saying, “We see you, why aren’t you out catching criminals?” The Public was always looking at you. Since the day of the first “Copper” badge, Officers were given a recognizable Symbol to identify them to the Public as Police. Over time people have become familiar with, the Badge, the Marked Squad, the Uniform, the Sam-Brown and Side Arm that instantly identify you as a
Police Officer. People have learned to be aware of Police mostly to avoid getting caught at what ever they aren’t supposed to be doing. Consider what we could do with Motorcycle Safety if we could bring this degree of awareness to Motorcycles. Increasing Motorcycle Awareness has become a key project with many State DOTs. As explained in Fall RGC Tink Tips, the more people are “Aware” of motorcycles, the less likely they are to be involved in an accident with them.
As your RGC and International Safety Officer I have been contacting Blue Knights who have been involved in Motorcycle Accidents this past year. I’m not looking for who’s fault the accident was. I’m looking for patterns and similarities in hopes that I can find solutions to pass on and keep you safer.
This year greater number of accidents I became aware of involved Knights getting rear ended by Passenger Vehicles. Although Rear End Collisions are not uncommon, this number of rear end collisions within a single group is extremely high. With the probability that it’s ALL ON the Operator of the Car, doing as much as you can to help them see you is about all you can do until these drivers start being more awake of motorcycles. With this, I started looking for ANYTHING that might help. One company came to my attention during the 2018 International Convention in Stone Mountain. This company manufactures a wireless “Helmet mounted”, transmitter operated, Brake and Turn Signal Light. The idea being to put a brake and turn signal light at the bikes highest point, the riders head. This is similar to car manufacturers putting brake lights high in the car’s rear windows. This design has proven to have significantly reduced rear end collisions among regular vehicles.

Brothers & Sisters, On behalf of our Blue Knights Texas XLII Chapter from Brownsville, Texas, Happy New Year 2019! We hope that everyone had a blessed Thanksgiving & Christmas this past year. As for Texas XLII, let’s just
say, we have been pretty busy throughout the year. I’d like to start by saying that I’m extremely PROUD & GRATEFUL that Texas XLII has some GREAT brothers & Sisters that work hard and are dedicated & committed to our Chapter. We are truly BLESSED. Our Chapter continues to stay active both on two wheels, especially when it comes time to fundraise, and giving back to our community. Brothers & Sisters, in my humble opinion, the recipe for this is “Hanging Out & Riding” as much as
possible. This is what we believe True Brotherhood is all about!
Article 1: Thanks Giving Meals
On Tuesday, November 20, 2018, our Chapter partnered along the agents assigned to the Fort Brown Border Patrol Station’s Border Community Liaison Unit helped put some smiles on the faces of approximately 25 needy families. Texas XLII fundraised and purchased a total of 23 Turkeys that were used for the event. Other local business contributed by donating the sides and drinks. Several of our brothers and sisters helped sort out thousands of canned foods that were also donated to
each respective family. When it was time to feed the families, we helped serve the delicious Turkey meals. It was a great time but most importantly, a great feeling.
Article 2: Toy Drives
On Saturday, November 18, 2018, Texas XLII conducted one of two Toy drives for the year at Alton Gloor Walmart in Brownsville, Texas. Several of our Brothers,
Sisters, and Family members, showed up will a great holiday Christmas spirit and collected lots of Toys, along with money that was donated by the generous Brownsville Community. Texas XLII set up our Canopy, and displayed out Chapter Banner with Pride during this event. The community was also allowed to take pictures with the members and our motorcycles. On Sunday, November 19, 2018, the following day, Texas XLII conducted our 2nd Toy drive at the Walmart in Harlingen, Texas. This effort also yielded great results as our brothers and sisters collected a bunch of toys and money. Between both Toy Drives, our chapter collected over 100 toys and approximately

$1,400.00 in cash. A Special Thanks goes out to our active brothers and sisters that helped out during these very important chapter events. The toys and money collected sure helped us give back to less fortunate children during our 10th Annual Toys for Tots Give-Away.
Article 3: Toy Give-Away 1
On Saturday, December 8, 2018, several of our brothers and sisters, along with our Blue Santa jumped on
our Motorcycles and rode out to the Brownsville Independent School District’s (BISD) Central Administration Building to deliver over 100 Toys to children enrolled in BISD’s Homeless Youth Program. The caravan of motorcycles was followed by a couple of vehicles full of toys. Upon walking into the BISD Administration Building, over 100 kids were anxiously waiting for the arrival of Blue Santa. Our Blue Santa called each child one by one by name. Family members enjoyed the gesture and took pictures of their loved ones as Santa handed them their gift. It sure was great to see the smiles on the faces of the children. This is what makes all the hard work all worth it. This event attracted media attention, as our local Newspaper, (The Brownsville Herald), published a newspaper article with the Title; “BLUE CHRISTMAS”.
Article 4: Toy Give-Away 2
On Monday, December 10, 2018, just two days later, we were at it again. Our Texas XLII brothers & sisters once

again rode our motorcycles and delivered a bunch of gifts to children from the “Familias Especiales” Foster Agency in Brownsville, Texas. At this event, the children came outside the building, to see us arrive in our motorcycles. As soon as Blue Santa got off his motorcycle, several of the children ran up to him and greeted him with huge hugs. Many of them took pictures with him and pictured on our motorcycles.
Lastly, on December 15, 2018, our Chapter’ celebrated the end of year by enjoying ourselves as our yearly Christmas Party. Everyone enjoyed the delicious South Texas Style BBQ Dinner that was provided by the chapter. My beautiful wife, and
1st Lady, Valerie and purchased gifts for the Lil’Knights, and gave several gift cards as door prizes. Including a $50.00 Gift Card to the winner of the Ugly Sweater Contest. Our Texas XLII Family enjoyed the White elephant Gift Exchange Game and danced and partied the night away. Again, we all enjoyed the true meaning of meaningful Brotherhood & Sisterhood. We look forward in continuing to do more great things this upcoming
calendar year 2019.

TEXAS XLVI ‐ Rowle
TThis quarter's Newsletter article is dedicated to Rick Caillet, Founder and President of Texas XLVI, who joined Heaven I on November 30, 2018. Following is the account from Peggy, his wife, and Jim Ford, his friend, co-worker, and brother
Knight, of how Rick came to be a Blue Knight:
Anyone can become a Blue Knight by chance meeting other members in other
states you may just be traveling to and thru. Remember it’s not the miles, it’s the memories.
In August 2012 Rowlett Police Officers Jim Ford with Rick Caillet and his wife, Peggy, left on a trip to remember (see map). The trip included a ride to the top of Pikes Peak. As we waited in line to go through the main gate we were approached by Marybeth and Mark Jones.
They spotted our Police Edition Harleys and Texas plates ahead of them. As they walked up to us, they asked, “You two police from Texas?” Marybeth said we both gave that look, like all cops do when we get identified. Turns out they were Texas Officers from neighboring towns Plano and
Richardson and members of TX 38. We rode to the peak together and were all instant friends! (Below picture was taken at the peak.)
Due to this chance encounter many miles from home and the friendship it started, Rick and Jim joined Plano BK TX 38. TX 38 was the beginning of our BK experiences The many friends we made riding with this chapter will last a lifetime. Great memories!
As we were leaving Pikes Peak, Rick spotted the below BIG FOOT sign. Jim wears a size 15 boot and received a lot of
ribbing from Rick, so he told him, “I need a picture of YOU by this sign!”
On that same trip towards Colorado, we had a hotel reservation at LaQuinta on Ross Osage in Amarillo Texas. This is where the crazy GPS had a ball, running us in circles. She took us from the service road onto Ross St, turn left on SE 13th, left on S Williams St, left on SE 15th Ave and the back onto Ross St. Then turn left on SE 14th, another left on S Williams St, left on SE 16th Ave and the back onto Ross St AGAIN!! Rick being tired and stubborn just kept following the STUPID directions. Jim, also tired and frustrated AND following Rick in circles, pulls over to watch him make a few more circles. Hilarious! Finally, Jim yells at Rick, “STOP! I can see the dang hotel across the freeway, stop circling and Just follow me?” The joke was an executive with Garmin was watching from above wondering if Rick would do just one more circle.

In 2013, Rick realized the need for a local chapter in Rowlett and was the driving force to establish BK chapter XLVI. He was the first President of the chapter and remained President until his untimely death in 2018. Under his leadership, membership of TX XLVI grew quickly and we put a lot of miles on our bikes. "Tin Man" may be gone but he will always be remembered in our hearts and minds.
From Jim Ford: As a founding member of TX XLVI, I love my brothers and sisters that wear the Blue Knights vest; those I have met and those yet to meet. Blue Knights is more than just a riding club, it is a family; part of my family that watches over and takes care of its members, their families and the community. It is dedicated to the belief that we are a collective voice that can make a difference in the way the public views law enforcement and motorcycle clubs. I am proud to have called Rick Caillet my friend. Rest In Peace my brother.
Secretary's comments: Thanks Peggy Caillet and Jim Ford for the story and photos. I met Rick at a charity ride in 2013. Rick warmly welcomed me to visit and ride with Rowlett. Over the next several years, Rick displayed a personal interest in each member's life, and while my family dealt with several difficult issues, he often checked
on me, and offered to help in any way he could. He loved motorcycles, law enforcement, family, and brotherhood. Rick was a strong presence at every Chapter gathering, and I believe I speak for everyone when I say that Rick was the heart-and-soul of TX XLVI. Additionally, Rick’s passion for the Blue Knights also lead him to serve as the Treasure of the Rio Grande Conference (RGC) when he was called up on by the Chairman. Thank you to each Chapter, and the RGC, represented at Rick's funeral, and to the other Chapters who expressed their support. The Rowlett Police and Fire Departments present-ed full honors.
We celebrated Christ-mas, as we all knew Rick would have wanted. Shrug and Tonya prepared Tin Man's favorite set-up, Jack Daniel's Black Label and
Coke. The party was a bit more somber than usual, but with Peggy and Elizebeth present, things felt a bit more normal that they might have. We elected a new President, Jeff "Coyote" Welch, who will do a great job maintaining the spirit of the Chapter that Rick brought. A couple of days later we christened "Rick's Ride" to Big Slicks in Westminster [the first ride TX XLVI made as a chapter upon forming in 2013] where we drank a toast to Rick with his favorite beverage.
