MKSF Newsletter July , 2018 Greetings from Ministry for Kosovo Security Force My activities, as Minister of Ministry which I administrate and the Kosovo Security Force are going as per objectives and dynamic based upon annual plan. We are having official meetings with dignitaries from the security area with friend and partner countries of Republic of Kosovo, as well as diplomats and experts of the security and defense area. I was honored that for the first time in the Ministry, I received for a visit Minister of Defense of Republic of Ireland, Mr. Paul Kehoe. Also, upon invitation of Minister of Defense of Republic of Croatia , Mr. Damir Krstiçeviq, I took part at proceedings of a special conference “USA – Adriatic Charter A-5”, which was held in Zagreb, Croatia. In regard to requests for demobilization of the KSF members from Serbian community , we consistently used to be transparent and have publicly made clarification to the media about situation, here is a part of the statement: "Based on MKSF estimates, these requests for resignation come as a result of attacks conducted on purpose against the KSF, respectively members of the Serbian community and have tried to underestimate the achievements and developments of the KSF as well as its image as the most reliable institution in the country for years in row. We feel sorry for our members who are not allowed to freely be determined to go on with their professional career, their future by directly causing negative impact into their well-being and families". Within the frame of the initiative for briefing our partner countries for MKSF objective concerning the promotion process of the KSF and its transition path, a delegation from MKSF headed by Dep/Minister for Kosovo Security Force, Mr. Burim Ramadani and Commander of KSF, Lieutenant General, Rrahman Rama stayed at German Bundestag and Ministry of Defense of Germany, as well as in France and Italy. Commander of the Kosovo Security Force (KSF), LTG.Rrahman Rama, upon invitation of Commander of Armed Forces of Republic of Turkey, General Hulusi Akar paid an official visit in Turkey. The U. In the military training range in Krivollak of Republic of Macedonia, exercise of cadets, ,,Summer Camp 2018’’, the KSF cadets successfully demonstrated its professional capabilities as well readiness level alongside the cadets of the participating countries such as: USA, Germany Albania, Macedonia, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Kosovo, Rumania and Norway. Also, I want to let you know for one more success of our members , I am mentioning here, Lt. Albian Ajvazi, Military Advisor to Land Force Commander of the KSF who was announced to be the best international student to the training “Adjutant General Captain Career Course ” which is conducted by the Adjutant General School of the U. S Army. Whereas, the KSF member Gentiana Korpuzi, again, is invited to the Army School of Physical Training as an Instructor for two more years, as the first overseas instructor of physical fitness, marking like this, one more individual success that the KSF members either being a private, NCOs or Officer are achieving during the course of schools, trainings as well as international exercises. The KSF Officers completed Senior Officer, Command and General Staff Course in Republic of Albania

Monday, 02nd July 2018. At Doctrine and Training command of Armed forces of Republic of Albania

(AFRoA) have graduated attendees of the Senior Officer Course (SOC) and attendees of the Command

and General Staff Course.To this courses for the academic year 2017-2018, six KSF members attended

schooling. The senior officer course was completed by one member, whereas five others attended

course of Command and General Staff.

There are certified the KSF divers at the Training Center for Search and Rescue

Monday, 02nd July 2018. At the Training Center for Search and Rescue in Pomozatin dated

29.06.2018, is held ceremony of certification of 12 KSF members who successfully completed the basic

course of diving into water.

While having this training the cadets have completed the theoretical part into classroom where they

have learned about procedures of security, knowledge about diving and communication equipment

into water. The next stage of the training is held at pool, Banja e Malisheves where for the first time

have experienced clothing practice as well swimming with diving equipment.

The third stage and the last one of the training , the student have completed in Batllavë while staying

for one-week; where students have gained needed practice and experience into dirty waters with a

very low visibility. While strict testing to students was assigned to completion of range of security

procedures while diving into minimal depth of 5m under water. While testing students were visited

from Admilar Kilrain of the U.S and Commander of the Kosovo Security Force, LTG. Rrahman Rama.

This course was historic for the entire KSF. For the first time from non-majority community, 2 KSF

members from Serbian community are qualified as divers. Also, for the first time coping with mental

stress and tension of being a member of the professional search and rescue and a diver students were

subject to a specific training linked how to make management of psychological trauma. This module

showed to be successful therefore is included in all courses provided by S&RTC.

Tuesday, 03rd July 2018. With an modest ceremony at environment of Ministry for Kosovo Security Force, Military Attaché, Col. Jeffrey Fischer, on behalf of the U. S Ambassador in Kosovo, Mr. Greg Delawie awarded certificate –gratitude to four militaries of the KSF, part of the liaison team for crisis response

who showed readiness, selfless and professionalism for providing of the first aid for some Injured citizen due to the traffic accident.

On this occasion, representative of the U. S Embassy, Military Attaché, Col. Jeffrey Fischer, on behalf of the United States of America delivered gratitude for distinguished service to Major Ali Vishit, corporals Arban Rushiti, Alban Shyti as well private Predrag Maksimoviç, as a sign of gratitude and estimation for their work and engagement into the self-initiative action in response to situation and the first aid given at the scene. It is mentioned that the staff of the U.S Embassy and the KSF are proud with action of the KSF members who are working together more and more every

day for a professional and strong KSF.

Whereas, MG. Gëzim Hazrolli, Director of Directorate of Operation on behalf of the KSF Commander, LTG.Rrahman Rama addressing to the decorated ones highly appreciated initiative of the Col. Fischer, on behalf of Ambassador to highly assess work and engagement of our members. On this case, team leader of the KSF, Major, Ali Vishi thanked the U. S Embassy for appreciation and presented an expose of action where he talked about readiness and selfless of team members in response to situation caused by the accident between two civilian cars in the road Prishtinë – Ranillug, whereas

the KSF team was assigned to participate to a security meeting in Ranillug Municipality.

Thursday, 05 July 2018. Commander of Kosovo Security Force (KSF), LTG. Rrahman Rama, upon invitation of Commander of Armed Forces of Republic of Turkey, General Hulusi Akar dated 01-05 July 2018, stayed for an official visit in Turkey. Commander of the KSF, General Rama was hosted by Commander of armed Forces of Republic of Turkey G. Hulusi Akar where both Generals during meeting talked on up to date cooperation and increase possibility of this cooperation in the future even in other areas such as: education and training which are of joint interest.

The KSF cadets successfully completed the field exercise ,,Summer Camp 2018” in

Krivollak of Macedonia

Friday 06th July 2018.In the training military range in Krivollak, Republic of Macedonia, cadets of

participating countries successfully completed final operations within the 12 days-exercise, Summer

Camp 2018’’, where despite cadets of 11 countries such as U. S, Germany, Albania, Macedonia,

Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Kosovo, Rumania, Norway and the

KSF Cadets who demonstrated

successfully their professional skills as

well readiness level.

organizes by Ministry of Defense and

Military Academy of Macedonia where

each year are taking part cadets from

various countries of region and wider

which is managed by NATO Instructors and

Partnership for Peace (PfP).

excellent performance either in individual or

collective operations.

Sat 07th July 2018. The Kosovo

Security Force, last days is coping

with request for removal from the KSF

of some of the Serbian non- majority

community.

As of the MKSF estimation these

requests for removal comes as result

of attacks done by purpose to the KSF,

respectively to the Serbian community

and are an attempt for damaging of

the KSF achievements and developments as well its image as the most trusted Institution in the

country for years in row.

We felt sorry for our members who are not allowed to freely decide for continuation of their

professional career, their future by negatively influencing in the welfare of them and their families.

The KSF members from Serbian community were well-integrated, at level of responsibility and duties

therefore threats and blackmail are unacceptable and violation of human fundamental rights.

Ethnic diversity and professionalism of the Kosovo Security Force is a value recognized and acceptable

from our international friends and NATO membership countries, but this value is hindering them who

do not want the good for Kosovo and its citizens, regardless of which community they belong to.

The KSF will continue to fulfill its mission and further development of operational capabilities, as well

as the commitment to complete the transition to the Armed Forces of Kosovo (AFK) as a modern

defense force for Kosovo and its people without any distinction.

The Kosovo’s path and the Kosovo Security Force won’t stop. The KSF has been, is and will be open to

all communities living in Kosovo and in the service of its citizens.

Officers and familiars of the Turkey Armed Forces will visit Kosovo

Monday 09th July 2018. Based on protocol on exchange of Military and Civil Personnel for social and

cultural purposes between Ministry for KSF and Ministry of Defense of Republic of Turkey dated 26

June up to 02nd of July 2018, as guest of MKSF/KSF for a cultural visit in our country stayed a

delegation of 10 members from military staff of Armed Forces of Turkey together with their spouses.

The guests from Turkey Armed Forces conducted many visits in various historical places and with

cultural interest like Kosovo, Macedonia and Albania.

In Kosovo they visited National Museum ,Big Mosque, Ministry for KSF, barrack “Adem Jashari”,

“Nëna Terezë” boulevard , station of KFOR Turkish staff at “Film City”, Sulltan Murati shrine,

Jasharaj Memorial Complex in Prekaz, Peja boulevard at monument of Shkelzen Haradinajt laid down

flowers and honored with a minute of silence and spring of of Drini Bardhë river in Radavc, Peja. Also,

in Prizren city except many important historical and cultural buildings visited Ethnology and

Archeological museum , as well KFOR Camp where were hosted by their Commanding Staff.

After meeting, both Ministers

gave statement for media. Minister of Republic of Ireland, Mr. Paul Kehoe said: we will provide our unsaved

assistance in these processes and we will be by your side, at all times as soon as you complete relevant requests.

During my trip I saw that Kosovo has a bright future because of progress made. We talked with Minister, also on

promotion of cooperation especially in preparation of Memorandum on Cooperation between both Ministries”.

Friday, 13rd July 2018. Minister for Kosovo Security

Force (MKSF) ,Rrustem Berisha,upon invitation of

Minister of Defense of Republic of Croatia, Mr. Damir

Krstiçeviq, attended proceedings of the special conference

“U. S – Adriatic Charter A-5”, which is taking place in

Zagreb, Croatia.

In this conference attended Defense secretary of the U.S

James Mattis, Ministers of Defense of Croatia, Albania,

Kosovo, Montenegro, Macedonia, Slovenia and Bosnia

and Herzegovina.

Purpose of this conference, U.S- Adriatic Charter A5” is

regional integration with impacts from outside actors and

sharing of responsibilities and burden.

The Kosovo delegation, on this occasion, informed US Secretary of Defense James Mattis and all the ministers of

defense of the region about KSF achievements, capabilities building and advancement in the professional aspect.

This conference is requested that Kosovo be a member with full rights, and Kosovo has offered its readiness to

contribute to missions abroad.

Also with special emphasis was discussed the topic of KSF transformation, armed forces, contributing security in

the region and in the world alongside our security partners.

The third Battalion of RRB successfully completed training, Commando and

Mountaineer”

Monday 16th July 2018. At environment of the third Battalion of Rapid Reaction Brigade in Mitrovica,

yesterday, is held certification ceremony of 20 members who successfully completed training,

Commando and Mountaineer”. The training

started dated 04.06.2018 and completed on

13.07.2018.

Lecturer, supervisors and raters of this

training were from Turkish training team who

at the end were satisfied with achievements

and discipline of the KSF members who

attended training. Attended members of Coy

3A, 3B and 3C. The training lasted for six –

weeks, for four weeks are conducted at

barrack ,,Minatori” in Mitrovica and two other

weeks at barrack of Civil Support Regiments at

barrack ,,Evropianët e Rinjtë” in Pomozotin. During this training period are provided combined –

theoretical and practical lectures in terrain followed with written test and practical exercise.

The training program ,,Commando and Mountaineer ” covered topics of land navigation night and day;

passing of physical hardening range ; firing tactics with individual advancement in pairs, squads and

platoons; individual tactical movements, team, squad and platoon; repelling from hilly-mountainous

locations and challenging physical activities, including continuous long-distance marches and running

with military equipment up to 27km.

Commander of the Operational Support Brigade Brigadier General Naim Haziri visited

the Command of Support to the Armed Forces of the Republic of Albania

Monday 16th July 2018. Based on bilateral cooperation plan with Republic of Albania and upon invitation from

Armed Forces of Republic of Albania (AFRoA), Commander of Brigade of Operational Support (OSB) BG. Naim

Haziri accompanied by Chief of Staff Operational Support (CoSoOSB), LTC. Sami Hajrullahu, Chief of G3 of this

Brigade, Major Astrit Halilaj conducted a two-days working visit at Support Command of AFRoA. In this visit,

General Haziri is accompanied by Military Attaché of Republic of Kosovo accredited in Tiranë, Col. Bashkim

Shillova.

General Haziri was hosted by Chief

Kollqaku who brought to attention

the KSF contribution for the

Albanian State whenever was

needed in case of the natural

catastrophes.

KSF members got certified on

water survival course Tuesday, 17 June. 2018. In the KSF Training and

Rescue Center Training Center, in Pomozatin, was

held the certification ceremony of eight members of

the KSF who successfully completed the first one-

week survival training course held for the first time in

the KSF.

This course is conducted in line with operation needs

drawn from the real experiences of members involved

in the search and rescue tasks. The basic material of

this training was the US Army Army Survival Training

Brochure. ICTY Instructors used this brochure and

combined it with their personal experiences from real-life search and rescue operations in rivers and

lakes in Kosovo and developed a specific curriculum for the Kosovo environment. Since this was the

first time ever course by QT, those taking part in this course were only KSF members who are

currently divers. Students were trained on first aid as first responders, and how to save drowning

people. Hey have learned how to create sailing equipment from the things they have around, and have

learned how to create and use cords to save the victims. This also includes the use of uniforms, belts

or even shoe binders. Students have also sailed through rivers 2km long to find victims in the water.

Taking into account that the training was developed day and night, the hardest part was the

completion of 1.5km swimming in Batllava Lake, carrying the entire uniform with them while relying

only on a piece of wood to avoid sinking in the water. Water survival training will now be evaluated by

QT staff and necessary modifications will be made in the future to ensure that the program fully

allocates what is needed for the KSF to safely assist civil authorities.

Tuesday, 17 July 2018. In the premises of Kosovo security force, in a ceremony, both prime minister

of republic of Kosovo and us ambassador Mr. Greg delawi signed final deal on highly versatile and

mobile military vehicles between government of republic of Kosovo and American company AM general

for supplying Kosovo security force with vehicles.

On this occasion, Prime Minister Ramush Haradinaj, thanking the United States of America, stressed

that the Kosovo Security Force is a professional, inclusive body and is the best example of a common

Kosovo walk with the US and NATO: "Today, we are witnessing a great event for the people of Kosovo.

Our security force is being upgraded with highly functional "Hamvi" military technique. The technical

capacity building of the KSF on a daily basis shows that this strength is rising according to NATO

standards ". Whereas, the Minister of KSF, Mr. Rrustem Berisha said, "Today, it is a special day for

me, the Ministry and the KSF.”Hmmwv" tactical tools will be in the service of the KSF, and this signing

act is of special importance that contributes to the deepening of cooperation with the US, the

advancement of the KSF and increases the level of the KSF. Interoperability with NATO states. "

For his part, the US ambassador, Greg Delavie said: "Today we are celebrating the signing of the

supply contract between the KSF and the company" AM General "and that I am glad that Kosovo

Security Force has selected Hamv as its next vehicle.

This contract sends a clear signal to the world that Kosovo intends to bring Euro-Atlantic integration

into all its ways to the end. This acquisition will strengthen the partnership between Kosovo and the

United States of America and will help meet interoperability between US military forces, NATO and the

Kosovo Security Force. Also, we are excited to be part of this new era of the Kosovo Security Force and

look forward to seeing Hamvi's first shipment this year. "

A high KSF delegation visited government of Germany

Wednesday, 18 July 2018. Deputy Minister for the Kosovo Security Force, Burim Ramadani,

Commander of the KSF, Lieutenant General Rahman Rama and Colonel Jeton Dreshaj, as of

16.07.2018, are staying for an official visit to the Federal Government of Germany.

Deputy Minister Ramadani and KSF Commander General Rama during the visit to the Government of

Germany held joint meetings where they talked about developments and overall achievements of the

KSF, the advancement and deepening of cooperation between the two countries, as well as plans for

advancement and cooperation in the future.

During joint meetings, senior officials of the German Government have confirmed the support for the

KSF and Kosovo, supporting the development of professional capacities of Kosovo's security

institutions in order to deepen cooperation with Germany and NATO in this regard.

The delegation of the Ministry for the Kosovo Security Force (MKSF) was received by the Secretary of

State, Thomas Silberhorn, Deputy Minister of the Federal Ministry of Defense, while yesterday the

delegation of MKSF was hosted by Ms. Bettina Cadenbach, Director of Security Policy at the Ministry

of Foreign Affairs of Germany and Director of Planning in the Ministry of Defense, General Erhard

Bühler The delegation also visited the Department for International Cooperation.

29 KSF members got certified as PT instructors

Thursday, 19 July 2018. In the “Skënderbeu” barracks of KSF training and doctrine command in

Ferizaj took place certification ceremony of five week training for pt. instructors conducted by KSF

instructors.

The physical fitness program for the instructor is tailored to the needs of the KSF and is functioning

remarkably thanks to the tireless work of KSF instructors and the continuous support of UK

instructors. The course for physical fitness instructors has successfully completed 20 participants

from all units of the KSF. During the closing ceremony, they also demonstrated some of the knowledge

gained during this course. In the end, certificates were awarded for trainees and gratitude for the most

distinguished.

Thomas Bertin, director for western Balkan at

ministry of foreign affairs in France. In

meetings held by the KSF delegation in the Ministry of Foreign Affairs and the French Ministry of

Defense, were discussed KSF achievements, bilateral co-operation and advancement of relations

between the two ministries.

Deputy Minister Ramadan and General Rama in their meetings with French officials also talked about

security in Kosovo and the region as well as for the future of the KSF and opportunities for the KSF to

become part of the Peacekeeping Operations in addition to the armies of the countries of NATO.

At all MKSF delegation meetings with French officials, it was concluded that cooperation between

Kosovo and France on security and defense issues is a contribution to the overall partnership between

the two countries as well as regional security and beyond.

First lieutenant Albion Ajvazi announced as best

international student in US

Friday, 20 July 2018. Kosovo Security Force officer, Lieutenant Albion Ajvazi, military adviser to the Commander of the Land Forces of the KSF, is proclaimed the best international student in the "Training Course for Captain of Career for General Adjutant" training that was conducted by the general Adjutant School US Army. In this school, besides students from the US military, participants were also officers from Kosovo, Egypt, Jordan, Indonesia and Romania. In the general assessment by the US military is written: lieutenant Albion Ajvazi demonstrated a full understanding of the human resources competencies as well as other essential functions of human resource support. He represented Kosovo tremendously in the United States. Lieutenant Ajvazi, during his schooling in the US, has extended military knowledge on general topics such as: Human Resource Management Systems; operational and tactical support; essential services and management of personnel readiness; development of planning and operations within human resources and civilian support in operations. KSF Lieutenant General Albion Ajvazi, at the US Army General Assistant School, achieved excellent results and as a result of high performance, after the completion of the training he was awarded the "Diplomatic Award" medal for the January period July 2018.

NALT director general Ralf Hoffmann visited Land Force

general Enver Cikaqi hosted the NATO

advising and liaison director for MKSF/KSF

brigade general Ralf Hoffmann.

General Cikaqi briefed the director of NALT,

General Hoffmann, on activities underway in

the Land Forces Command. They also

discussed the assistance that NALT is offering

to the KSF with advice, recommendations and

training. They also talked about the

achievements of the KSF and the possibilities

of future cooperation of the KSF with NALT,

for which General Hoffmann expressed his

readiness for this cooperation to continue in

the future.

Then generals Cikaqi and Hoffmann visited

the Land Forces Headquarters and units

where the joint work process is ongoing on

planning activities and trainings for 2019.

Kosovo and Italy expand

security and defense

cooperation

Tuesday. 24 July 2018. Deputy Minister for the

Kosovo Security Force (KSF) Burim Ramadan

and KSF Commander Lt. Gen. Rahman Rama

stayed for a two day visit to Rome.

The MKSF delegation was hosted by the high

level of the Italian Government and the Armed

Forces of Italy.

At the meeting of Deputy Minister Ramadan

and Commander Rama with the Italian Deputy

Defense Minister, Raffaele Volpi discussed the

Kosovo's objectives for NATO membership,

deepening bilateral cooperation with Italy, KSF

achievements, a comprehensive plan for KSF

transformation into the military, as well as the

will of Kosovo to send troops of the KSF to

assist peoples in various areas of crisis around

the world. Also, on July 23, the delegation of

MKSF was hosted by Deputy Admiral Giuseppe Dragonet, commander of the Joint Italian Operation

Headquarters.

The KSF delegation with the Dragons Admiral discussed about the possibilities for deepening

cooperation and joint commitments between Kosovo and Italy in the field of security and defense as

well as for Kosovo's readiness to participate in peacekeeping operations around the world alongside

the Italian Armed Forces.

The MKSF delegation also paid a visit to the Ministry of Foreign Affairs of Italy with the Director for the

Western Balkans and the Director for NATO, where inter alia with the MFA officials discussed Kosovo's

relations with Italy and with NATO.

Minister Berisha and general Rama hosted a farewell meeting with Albanian military

Thursday, 26 July 2018. Minister of the Kosovo Security Force (MKSF) Rrustem Berisha and KSF

commander Lt. Gen. Rrahman Rama received in separate meetings Albanian military attaché, Col.

Ahmet Leka, on the occasion of completing his mission. Minister Berisha and Commander Rama

thanked Colonel Leka and through him the Armed Forces of the Republic of Albania for their great

contribution in advancing the Kosovo Security Force in many areas. In a sign of gratitude, Minister

Berisha, Colonel Leka gave him Gratitude for his commitment to advancing the cooperation between

Albania and Kosovo. The military Attaché of the Republic of Albania, Col. Ahmet Leka, expressed his

gratitude for the co-operation and co-ordination of activities during the exercise of his mandate in

Kosovo.

KSF member Gentiana Korpuzi continues her physical

training in United Kingdom

Friday 27 July 2018. Thanks to the intensive and very successful cooperation between the Ministry

for the Kosovo Security Force / Kosovo Security Force and the Armed Forces of the United Kingdom, a

member of the KSF, Gentiana Korpuzi was again invited to the Physical Training Army School as an

Instructor for a two-year supplement. This contract is the first of its kind for the KSF, which speaks of

the confidence that the

British Army has in the

Kosovo Security Force

and its members,

specifically in Gentiana

Corfu, and also serves

to deepen the historical

connections of the KSF,

and Kosovo with the

British Army.

The member Gentiana

Korpuzi, after two years

of schooling is foreseen

to return again and

invest in the KSF so

that the skills and

experience gained in

the UK apply in

practice to KSF. Gentiana is part of a new generation of KSF, which brings the knowledge, skills and

experience from training abroad to the

KSF and has a direct impact on

making it more convenient, healthier

and more operational. She has

recently organized and led a KSF

Physical Training Instructor Course at

the Training and Doctrine Center of

the KSF in Ferizaj. 20 graduates in the

Physical Fitness Instructor Course

have returned to their units to

advance physical development and

fitness training. Gentiana Korpuzi as

Physical Fitness Instructor also led

physical activities on the occasion of

selecting the last member of the KSF

for the academies of the United

Kingdom.

KSF member Gentiana Korpuzi has completed 9 months of studies at the British Physical Training

Army School by developing techniques and physical theory. She is also the first female to supervise

completing one of the most prestigious physical exercises exercised by the British Army.

demining teams, which are

carrying out demining

operations at the Freedom Park in

Ferizaj and in the village of Paldenicë of

Hani i Elezit. During these visits,

General Haziri, from the members of the

Demining Company, was closely

acquainted with the scope and

performance of demining operations in

the minefields.

Naim Haziri congratulated the members

of the Demining Company teams for the

success and professionalism they have

shown, without even

having suffered an injury

during their very

dangerous work, for

many years now,

wherever they did in

Kosovo. It has also

encouraged demining

teams to continue in the

future with the clearance

of mined land to protect

the lives of the citizens of

the country.
