Politics and Economics

Annual Mission to Timor-Leste

The Embassy of Switzerland in Jakarta not only covers Indonesia and ASEAN, but also Timor-Leste. The Democratic Republic of Timor-Leste has been an independent country since 2002. With the implementation of peaceful and fair elections in 2012 as well as the assumption of responsibility for law and order after the withdrawal of the “United Nations Integrated Mission in Timor-Leste” (UNMIT) in the same year, the young state has strengthened political stability.

The relations between Switzerland and Timor-Leste are excellent, although not yet very strong.

On his annual official missions to Timor-Leste’s capital Dili, Ambassador Heinz Walker-Nederkoorn met with the President, the Minister of Foreign Affairs and Cooperation, the First Lady, members of the diplomatic corps, and representatives of international organizations and other relevant stakeholders. On the occasion of the mission in April 2014, the Swiss delegation also followed up on the work of an eye clinic on the island of Atauro. The clinic receives funding from Switzerland because Timor-Leste has one of the world’s highest rates of blindness, often caused by cataract.

EFTA States and Indonesia continue their negotiatio ns on a Comprehensive Economic Partnership Agreement

The ninth round of negotiations on a Comprehensive Economic Partnership Agreement (CEPA) between the EFTA States and Indonesia took place from the 12th until the 14th of May 2014 in Surabaya. The agreement will reduce trade barriers, enhance legal security, promote economic development cooperation, and facilitate mutual trade and investment between Indonesia and the EFTA States for mutual benefit. The delegations of Indonesia and the EFTA States took stock of the results achieved so far and agreed to continue their negotiations with the new Indonesian government.

The Minister of Foreign Affairs and Cooperation of Timor-Leste, José Luís Guterres, and Swiss Ambassador Heinz Walker-Nederkoorn emphasized the very good relations between the two countries

Swiss Embassy Delegation visits Papua

The visit of the Deputy Head of Mission, Mr. Daniel Derzic, to Papua in May 2014 had the aim to receive first-hand information on the political, economic and social-cultural situation in the most eastern province of Indonesia. During his visit to Jayapura and Wamena, Mr. Derzic met the Secretary and right Hand of the Governor, the Chief of the Papua Police, the Deputy Army Chief in Papua, the Chairperson of the House of Representatives in Papua, the Chief of the Papuan People’s Assembly (MRP), the Regent of Wamena as well as civil society representatives. Although Papua is blessed with abundant natural resources it has stayed Indonesia’s poorhouse.

The discussions focused on the economic and social challenges in Papua, the human rights situation, the planned introduction of a new autonomy law, the intention to create three new provinces and more than 30 new districts in Papua, as well as on the wish of many Papuans for a genuine dialogue with the central government. An encounter with the polygamous Dani tribe in Wamena illustrated the challenges the local and central government face in bringing progress and development to Papua.

OECD Conference in Bali

From the 25th to the 26th of March 2014, the OECD Southeast Asia Regional Forum on Regional Competitiveness for Sustained Growth was held in Bali. The Forum served as a preparation for the launching of the Southeast Asia Regional Programme (SARP) on the 6th of May 2014 in Paris. The Programme’s priority is the establishment of six Regional Policy Networks, scheduled to start operating by 2015. They will focus on Investment, Connectivity and Public Private Partnership, Regulatory Reform, Education and Skills, Small and Middle Enterprises, and Tax Policy.

The Forum in Bali addressed policy themes relevant for the ongoing regional integration process as well as the domestic reform agendas of the Southeast Asian countries. It was important in laying the foundation for the strategic cooperation between the OECD and the ASEAN-countries. The establishment of an OECD-office in Jakarta, which will be opened soon, is another step into that direction.

Switzerland was represented at the Forum by Ambassador Stefan Flückiger, Permanent Representative of Switzerland to the OECD in Paris, and Daniel Derzic, Deputy Head of Mission of the Swiss Embassy in Jakarta. The Swiss delegation contributed to the Forum with a workshop on its experiences with the OECD-Peer-Review and a presentation on Switzerland’s successful innovation policy.

Swiss Membership of EuroCham

The Embassy of Switzerland in Jakarta officially joined the European Chamber of Commerce (EuroCham) in April 2014. The EuroCham is actively representing the European businesses and organizations in Indonesia. The overall objectives of the organization are to facilitate contact and communication within the European business community and to establish constructive dialogue with the Indonesian authorities and the Indonesian business community in order to detect and nurture business relationships. To reach these objectives, EuroCham is: (1) Developing dialogue and maintaining contact with high-ranking Indonesian officials; (2) Promoting European business in Indonesia; (3) Providing members with recent developments and fluctuations on business in Indonesia; (4)

S-GE Impulse Asia: A Two-Day Journey across Asia

On the 23rd and the 24th of June 2014, over 150 CEOs and Directors from various companies in Switzerland enjoyed two days of expert guidance from Switzerland Global Enterprise (S-GE) at the S-GE Impulse Asia workshop in Rüschlikon (Zürich). The topics covered included the markets, trends, developments, needs and expectations of working on the Indian subcontinent, the Far East (China, Japan, Hong Kong and South Korea) and in the ASEAN nations (including Indonesia).

A variety of voices and perspectives provided insight into the Asian markets. Certain industries and market segments were also singled out for more detailed investigation, including the release of the Medical Devices Study – Opportunities for Swiss Companies in Indonesia commissioned specifically for this event. News from political and business events in these areas was mixed with discussions on concrete business opportunities — both ongoing projects and those in planning — as well as

thoughts on the notorious problems of day-to-day business in Asia.

The Ambassador of Switzerland in Indonesia, H.E. Heinz Walker-Nederkoorn, attended the event and presented an overview of the ASEAN Economic Community and the opportunities for Swiss companies.

The two-day event also offered a range of individual consultation sessions, the chance to mingle with other attendees and a venue to engage in captivating discussions with renowned experts on Asia. Furthermore there was a series of Impulse sessions and seminars to address individual topics and aspects of Asia as a growth market in greater depth.

Overall, the event was a success and the second S-GE Impulse: Asia is planned to be held on the same date next year, 23-24 June 2015.

Swissrail Delegation Visits Indonesia

Swissrail Industry Association visited Indonesia in a Fact Finding Mission from the 25th to the 28th of June 2014. The delegation led by Mrs. Michaela Stoeckli consisted of 14 representatives of SMEs from the railway industry in Switzerland. The Chargé d’Affaires Daniel Derzic received the delegation at the Ambassador's Residence for a welcome dinner which allowed the guests to network with Swiss businesses already established in Indonesia. The Swissrail delegation met with representatives from the Ministry of Transportation and several state-owned railway companies: PT KAI, PT INKA and PT LEN Industry. So far, Indonesian rail network has been considered as one of the least developed in Asia, but in recent years the government of Indonesia has made significant efforts in order to improve the situation. Several railway-projects on Java, Sumatra and Kalimantan are in the pipeline, among others a high-speed rail line between Jakarta and Surabaya and a railway link between Sukarno Hatta Airport and the Jakarta City Center.

Sika Indonesia Celebrates Extension of Offices in C ileungsi

Sika Indonesia, an important player in the Indonesian construction market today, celebrated its extension of offices in Cileungsi on the 1st of May 2014. Sika started its activities in Indonesia roughly fifty years ago. The establishment of a local production site enabled the company to achieve substantial growth throughout the 1990’s and into the 21st Century. With the extension of the offices at the Cileungsi Administrative and Production Site completed in 2014, Sika Indonesia has taken another step on its path to growth. The inauguration of the new premises was attended by the CEO of the Sika Group, Jan Jenisch, the Managing Director of Sika Indonesia, Charles Kidd, as well as by the Swiss Ambassador Heinz Walker-Nederkoorn. In his welcome remarks, the Ambassador highlighted the achievements of Swiss companies such as Sika in Indonesia. He also emphasized the importance of sustainable economic growth, which is reflected in Sika’s vision and business model more value, less impact.

Switzerland Presents its Touristic Pearls to the Tr avel Trade

Switzerland is an increasingly popular travel destination among Indonesians. According to Switzerland Tourism, the overnight stays of Indonesian tourists visiting Switzerland increased by almost 20% during the last year. This number is expected to further increase in the near future, and Switzerland is active promoting its tourism products in Indonesia. One of the activities organized in this regard is the annually held Switzerland Travel Experience in Jakarta. This year almost 30 partners from all over Switzerland, including tourism regions, mountain railways, transport partners and lodging providers, showcased the diversity of the tourism products in Switzerland. During a full day workshop at the JW Marriott, more than 100 travel agencies took the opportunity to connect face to face with the Swiss tourism suppliers. The networking event with the directors of the agencies and the local media at the Residence of Ambassador Walker-Nederkoorn complemented this year’s Switzerland Travel Experience.

Swiss Support for Sustainability in Indonesia: Nest lé CSV Report 2013

The Nestlé Creating Shared Value (CSV) Forum 2014 held on the 18th of February brought together leaders from the business community, the academia, government officials as well as representatives of development organizations to discuss corporate responsibility and sustainable development. CSV is a business concept adopted by Nestlé in 2006 which aims at increasing sustainability and creating value for stakeholders and society. The CSV report 2013, which was launched at this event, highlights achievements in the fields of environmental and water sustainability in Indonesia. Especially in the agricultural sector, various programs helped to increase the efficiency and quality of the production. One of these projects is the Sustainable Cocoa Production Program (SCPP) which is a public-private partnership supported by the Swiss State Secretariat of Economic Affairs (SECO) with Nestlé as a key partner from the private sector. Launched in 2012, the program targets 60’000 cocoa farmers in Aceh and Sulawesi. The main target of the SCPP is to raise the productivity and the quality of the cocoa production through improvements in managerial, financial, and organizational capacities.

In their discussion about the role and responsibilities of different actors in creating sustainability, the panellists agreed that there are and will be many challenges that remain to be addressed and solved. Nevertheless, the promising intermediate results of the SCPP and other projects presented at the CSV Forum 2014 showed the potential of such concerted efforts for contributing towards greater sustainability in Indonesia.

Switzerland Helps to Strengthen Trade Capacities of Fisheries Value Chains in Indonesia

A technical assistance programme aimed to increase Indonesia’s trade capacity and sustainability of selected value chains within the fisheries sector was launched in February 2014. The four-year programme with a total budget of USD 4.5 million is funded by Switzerland through the State Secretariat for Economic Affairs (SECO) and implemented by the United Nations Industrial Development Organization (UNIDO).

“Our funding for this programme is part of the Government of Switzerland’s support to Indonesia’s efforts in boosting the development of the fisheries sector, increasing productivity, efficiency, added value and competitiveness, while promoting sustainable use of maritime resources in order to achieve sustainable growth,” said Ambassador Walker-Nederkoorn during the launch of the project.

Ambassador Walker-Nederkoorn is addressing questions from the press at the project kick-off meeting on 12 February 2014

9

This strategic partnership is important from an economic and employment perspective, given that the fisheries sector provides around six million jobs and that Indonesia is a significant exporter of shrimp, tuna, and seaweed to global markets.

In 2009, the UN’s Food and Agriculture Organization (FAO) data showed that despite its impressive fisheries production, Indonesia ranked thirteenth globally in the export of fisheries commodities. This indicates that there is potential to improve the unit value of Indonesia’s fisheries export. To this end, SECO’s support will help to address challenges in increasing the value of Indonesia’s fisheries export by improving quality and compliance with international market requirements; institutionalisation of a public-private sector dialogue in selected value chains; and establishment of a traceability system for key fisheries and maritime products.

The programme will also develop a Master’s degree course focusing on fisheries productivity and innovation, as well as build capacities to enable producers to comply with voluntary sustainability schemes (e.g. Marine Stewardship Council certification).

Sustainable use of maritime resources is not only important for preserving biodiversity, but is also crucial in ensuring food security for the population in the entire region.

Swiss Support for organic Waste Recycling in Sidoar jo and Pekalongan

On the 26th of February 2014, the Economic Development Cooperation Office of the Swiss Embassy participated in a kick-off meeting of the FORWARD (From Organic Waste to Recycling for Development) Programme in Sidoarjo, East Java. Financed by the State Secretariat of Economic Affairs (SECO), this new four-year programme is implemented in two cities (Sidoarjo and Pekalongan) and focuses on scientific research to inform decision-making parties on suitable organic waste management and treatment technologies, as well as pilot-scale technologies to produce compost, biogas, and protein from organic waste in tropical climate. FORWARD is jointly implemented by the Swiss Federal Institute of Aquatic Science and Technology (EAWAG) and the Department of Water and Sanitation in Developing Countries (SANDEC) at EAWAG. The programme closely collaborates with relevant agencies of the Sidoarjo and Pekalongan local governments, and local universities ITS and Ubaya as research partners. Through FORWARD, market opportunities in sanitary landfill management will be enhanced, specifically by applying a business approach to boost employment opportunities in the recycling of organic solid waste, incentivising private sector and community-oriented solutions, and exploring innovative technical and managerial approaches for organic waste processing to better tap into markets for products derived from waste treatment. The FORWARD programme complements a larger cooperation between Indonesia’s Ministry of Public Works, SECO, and the German development bank KfW, with the aim to develop local environmental infrastructure investments that provide community benefits and high positive impact on climate change mitigation. This overarching initiative will be implemented in 12 Indonesian cities, with initial emphasis on solid waste management.

Human Rights Projects

ELSAM Human Rights Workshop for Lawyers

The ELSAM Institute of Policy Research and Advocacy, established in 1993 by a number of human rights activists and lawyers, has carried out a wide range of activities related to human rights advocacy at both the policy and community levels. ELSAM has had a significant role in the ratification of the International Convention Against Torture and the Convention for the Elimination of All Forms of Racial Discrimination by the Indonesian Government in 1998.

One element of ELSAM’s activities is human rights education and trainings on advocacy for local NGOs and lawyers from all over Indonesia. As part of its engagement in the human rights area, the Swiss Embassy supports the human rights workshops organized by ELSAM. These trainings, which have regularly been held since 1999, are a main instrument for enhancing capacity of human rights activists and civil society. Mastering human rights instruments and developing a network of human rights defenders and lawyers are the key aims of these workshops, which usually last two weeks.

Swiss Embassy Supports ICRP’s Workshop Series on Interreligious Tolerance for Teachers

ICRP is a non-profit and non-governmental organization which is active in the field of interfaith and interreligious dialogue. To counteract radicalization and religious violence, ICRP organized nine workshops and trainings on inclusiveness, diversity and human values for religious teachers in junior and senior high-schools in West Java.

According to the organizers from ICRP, there is decreasing tolerance for other religions than Islam in Indonesian schools. This can for example be seen in the new obligation for girls to wear a headscarf in some public schools in Java. The workshop series, which was financially supported by the Swiss Embassy, is part of an ICRP-program that tries to set a counterpoint against these increasing signs of intolerance and acts of violence among young people. Throughout the workshop series, more than 350 teachers participated in the trainings and expressed their interest in activities of this kind.

Cooperation Embassy-DJ HAM on Convention Against To rture

In the framework of the Human Rights Dialogue between the Swiss Embassy and the Directorate General for Human Rights, Ministry of Law and Human Rights RI (DJHAM) 2013 - 2014, a cooperation project related to Indonesia’s ratification on the Convention Against Torture was carried out. DJHAM was responsible to conduct a series of workshops for Indonesian law enforcement officers in Jakarta, Bandung, Pangkal Pinang and Serang. Besides the workshops, DJHAM has printed an updated training manual for law enforcement officers on the prohibition of torture.

Photo Exhibition Memories from Borneo

The exhibition held at the Erasmus Huis in Jakarta featured the picture collection of the Swiss geologist Wolfgang Leupold’s life in Kalimantan with his family from 1921-1927. The photographs were donated to Indonesia by the Ethnographic Museum of the University of Zurich. The exhibition was complemented by an antique photo collection on Dayak traditions owned by the Royal Netherlands Institute of Southeast Asian and Caribbean Studies (KITLV) and the screening of the German documentary movie Die Kopfjäger von Borneo shot in 1936 by Baron Victor von Plessen. The film tells the Romeo and Juliet like love story of two Dayak children and shows rare images of Dayak traditions and rituals.

The exhibition was launched with speeches by the Dutch Ambassador Tjeerd F. de Zwaan, the Swiss Ambassador Heinz Walker-Nederkoorn, the Director of KITLV Mr. Roger Tol, and Dr. Pindi Setiawan from Institut Teknologi Bandung, who is an expert on Kalimantan. During the two weeks of the exhibition, more than 900 people visited “Memories from Borneo”.

Semaine de la Francophonie 2014: A Celebration of D iversity in Arts and Culture

La rue en fête – the street as a place of celebration, social interaction and artistic expression was the slogan under which this year’s celebration of the French language and the French speaking community was held. Organized by the French Embassy in collaboration with the Embassies of Switzerland and Canada, as well as the Institut Français Indonesia (IFI), the University of Indonesia (UI) and the National University of Jakarta (UNJ), the program consisted of activities such as seminars, speech and writing competitions, as well as

performances related to street art. Six selected Swiss animation and fiction short-movies were screened throughout the week. In a seminar at the UI, Academic Intern Anna Sigrist presented the Swiss perspective on multiculturalism and how it is celebrated in street festivals in Switzerland. The versatile program attracted a young audience and made the Semaine de la Francophonie 2014 a colorful celebration reflecting the diversity and richness of culture in the Francophone community.

Europe on Screen 2014

The film festival Europe on Screen (EoS) is renowned as an event promoting high quality European movies. 71 films from 26 European countries were screened at EoS 2014. Besides Jakarta, screenings were organized in eight other cities in Indonesia including Banda Aceh, Denpasar and Makassar. With almost 19’000 spectators, this year’s edition of Europe on Screen saw a considerable increase in visitor numbers. A new and wider audience was reached thanks to the expansion to more cities, more outdoor-screenings and more fringe events.

Switzerland was represented at EoS 2014 by two fiction movies, Clara and the Secret of the Bears and The Sandman, as well as the award-winning documentary More Than Honey.

Swiss-Indonesian Workshop for Democratization of Science and Technology: HackteriaLab 2014 in Yogyakarta

Hackteria is a platform for knowledge sharing and artistic exploration, merging the use of biotechnologies, do-it-yourself strategies and art. Through its events, the Hackteria community aims at stimulating the discussion and more democratic use of new and controversial technologies. The International Hackteria Society with headquarters in Switzerland and a Swiss core organizing team is actively reaching out to international partners. Since its foundation in 2009, the group has organised more than 60 workshops in 20 countries. The most recent one was the HackteriaLab 2014, which took place in Yogyakarta from the 14th to the 25th of April. Together with its Indonesian partner organization Lifepatch and financially supported by Pro Helvetia, Hackteria organized eleven days of workshops, field trips and discussions on issues of the local environment in Yogyakarta. The outcomes of these activities will be presented in Switzerland, Finland and various other locations.

The symposium, which at the same time was the kick-off event for HackteriaLab 2014, was held at Universitas Gadjah Mada (UGM) in Yogyakarta and attended by the Swiss Ambassador Heinz Walker-Nederkoorn. In his speech, the Ambassador pointed out the value of the event in bringing together people from diverse backgrounds and nurturing the relationships between Switzerland and Indonesia.

Swiss Participation in International Day at Element ary School in Tangerang

What is the most popular food in Italy? How to say “hello” in Korean? And what does a Swiss Alphorn look like? These are questions that the children were presented with during the International Days at the Candle Tree School in Tangerang. During the preparation day, the students of every class learned about the country they had been assigned, prepared their costumes and practiced their performances. The highlight was on the second day, when the parents set up booths for every country, the children paraded through the schoolyard in the traditional costumes of the country they represented and showed their rehearsed performances. The Swiss Embassy in Jakarta supported the second-grade “Swiss class” with information material, posters and traditional costumes for the teachers and parents. Anna Sigrist from the Swiss Embassy participated in the event and held a short presentation about Switzerland. With yodelling music, traditional Swiss dances performed by the children and a chocolate fountain at the Swiss booth, there was a Swiss flair to this cheerful event at the Candle Tree School in Tangerang.

educationsuisse merges with the Association promoti ng Education for Young Swiss Abroad

educationsuisse was established in 1942 as “Help Committee for Swiss Schools Abroad” and was later on simply renamed as “Committee for Swiss Schools Abroad” (CSSA). Since the 1st of January 2012 the association is called “educationsuisse”. Over time the association has developed and has turned into a central point in the global network of the 17 Swiss schools abroad. The primary goals of the association are:

• to promote cultural and economic presence of Switzerland abroad, • to facilitate the access to schools and professional training abroad and/or in Switzerland and • to strengthen the relationship with the homeland.

The association promoting Education for Young Swiss Abroad (AJAS) was set up in 1962 by the Foundation for Young Swiss Abroad, the Organisation of the Swiss Abroad (OSA) and pro juventute. The AJAS office was formerly in Zurich, but has been in Berne since 1989 and is administratively integrated into the OSA.

For almost 50 years, AJAS has been advising young Swiss living abroad who return to their country of origin in order to further their education. Extensive documentation and information is constantly compiled and updated for this purpose. AJAS handles the dossiers of Swiss citizens living abroad to apply for grants from their home canton and may itself make additional payments to supplement the cantonal grants.

More information can be found on www.education.ch and www.aso.ch.

Camps in Switzerland for young Swiss abroad

The Organization for the Swiss Abroad (OSA) intends to reinforce the ties of as many young Swiss abroad as possible to their second home country. Kids get to know the country and people, and make friends with other young Swiss of their own age from all over the world. They learn more about the history, culture, politics and society of Switzerland, thereby discovering their personal roots.

You will find up-to-date information on the organization’s website www.swisscommunity.org (click on youth / leisure offers). The OSA disposes of (limited) funds to support kids, whose parents cannot afford the trip to Switzerland.

The Foundation for Young Swiss Abroad (FYSA), a partner organization of OSA, also organizes camps for young Swiss living abroad. Information on these camps can be found on www.sjas.ch/en/camps/.
