UK Government Prepares For Possibility of No Deal Brexit with Technical Notices

The UK government has published a series of technical notices, setting out further detail on the unlikely event that the UK leaves the EU on March 2019 without a deal. The notices will ensure businesses and citizens have time to prepare by setting out steps they may need to take in the event of 'no deal'. In addition, there have been three HMRC notices which have been published covering Customs & Excise, VAT for Business, and UK Trade Tariffs. In addition, a notice on Export Controls has been published.

WCO Publishes New Guides Supporting the Implementation of AEO Programmes and MRAs

The anti-dumping proceeding concerning imports of silicon with a silicon content of less than 99.99% by actual weight, originating in Bosnia and Herzegovina and in Brazil, currently falling within CN code 2804 69 00 has been terminated.

A total of 199 out of 204 non-tariff barriers to regional trade that have been reported among the COMESA Member States since the establishment of the Tripartite NTB Online Reporting Mechanism in 2008, have been resolved. This represents a success rate of 97.5%. That notwithstanding, a disturbing phenomenon is that reports of NTBs keep coming to the COMESA Secretariat and this frustrates the efforts to enhance intra COMESA Trade, says the COMESA Secretary General Chileshe Kapwepwe. In her speech at the opening of the 34th COMESA Trade and Customs Committee (TCM) meeting in Nairobi, Kenya, the SG observed that though member States had, upon signing the COMESA Treaty agreed to abolish all non-tariff barriers to trade among themselves, new ones kept cropping up thus affecting intraregional trade.

Operator (AEO) programmes and their complementary Mutual Recognition Arrangements/Agreements (MRAs) in a more effective and harmonized manner globally: the Customs AEO Validator Guide and the MRA Strategy Guide.

Ukraine filed an appeal on August against a WTO panel report in the case brought by the Russian Federation in “Ukraine — Anti-Dumping Measures on Ammonium Nitrate” (DS493). Turkey has requested WTO dispute consultations with the United States concerning additional import duties imposed by the United States on steel and aluminium products. These were just two of the many items to be discussed in Geneva at the Dispute Settlement Body meeting of August 2018, which consists of all WTO members and oversees legal disputes among them.

The biannual seminar on the EEA will take place on Tuesday September 2017 at the EFTA Secretariat's premises in Brussels. The seminar is intended to provide professionals, both inside and outside the European Union, with a thorough understanding of the Agreement on the European Economic Area and how it integrates Iceland, Liechtenstein and Norway into the EU's Internal Market. Presentations by the EFTA Secretariat, the EEA and Norway Grants, the EFTA Surveillance Authority and the EFTA Court on the day-to-day operation and management of the EEA Agreement, including recent developments and challenges, will be given. The EEA Seminar is held twice a year.

Panama and China Completed Their 2nd Round of FTA Negotiations

The presidents of the Northern Triangle members (El Salvador, Guatemala and Honduras) met in the context of the advancing the establishment of the customs union. One of the objectives of the union is to allow for the free movement of people and goods between the three territories. Additionally, the movement process will be simplified by integrated border posts with officials from all 3 countries working together as well as the creation of one single document representing the invoice and the import declaration. This system is to be put in place in selected border posts across all three countries. The union would represent create the 7th economy in Latin America. Guatemala's president further added that this initiative would help harmonize regulations but also create more employment for the local populations.

Two of Chile's export promotion bodies, ProChile and Chilealimentos, conducted a seminar for its local producers where large companies like Amazon and DHL Express participated. The objective was to inform exporters of new ways to export their products using E-commerce platforms developed by Walmart and Amazon. This would allow exporters and producers to gain savings, greater visibility and the possibility to reach new markets and customers.

Last week in Beijing, China hosted Panama for their round of FTA negotiation. The goal was to establish a common baseline in terms of definitions, terminology and objectives of the trade agreement. Furthermore the parties were to express their private sector's positions and get an understanding of their counterpart's.
