e-Government Innovation Centre (eG.InC) welcomes two (2) new interns, Masmah Binti Gumpulan, Major in Economics - 3rd Year from the Faculty of Business, Economics and Policy Studies (FBPES) and Barry King Chew Bao, Major in Computer Science from the Faculty of Science (FOS). Their internship will lasts for six (6) months; January – June 2014. The center also welcomes eleven (11) FBEPS Community Outreach Programme (COP) students, to be attached for six (6) months, where among others, they will assist and support eG.InC programmes i.e. e-Government Awareness Programme for Community Leaders (eGAP-CL) in four (4) districts, this year. On their first day, they were given a brief talk about the functions of eG.InC by the center’s Project Officer, Izzuddin Bin Hj. Ismail. The interns and COPS had their Ice-Breaking session and orientation after the presentation. One of the first activities that was participated by COP students was FBEPS Donation Drive for Tutong Flood victims.

“The Explorations of Knowledge Transfer for the Sustainability and Innovative Development of Brunei’s Heritage: Kain

Tenunan” The e-Government Innovation Centre (eG.InC) organised a [email protected] session on the 29th January 2014 as part of its monthly activities. The topic was on ‘Knowledge Transfer for the Sustainability and Innovative Development of Brunei’s Golden Heritage: Kain Tenunan’ which was delivered by Dk. Ashidayu Pg. Haji Ali. She has recently completed her study in Master of Management. She was a former research assistant at the Institute of Asian Studies (IAS), UBD. The session was attended by eG.InC alumni, Universiti Brunei Darussalam (UBD) staff and undergraduates; and guests from the Brunei Arts and Handicraft Training Centre (BAHTC).

In her talk, she highlighted that Knowledge Transfer was one of the most critical knowledge management activities especially in the current information and knowledge-based society. Knowledge transfer was needed to preserve, organise, distribute and ensure the availability of this local golden heritage. She did a case study on the BAHTC regarding the knowledge transfer of the skills required for ‘Kain Tenunan’. The centre served as a focal point to design and produce traditional woven-cloths and at the same time, to actively promote sales locally and internationally (Norkhalbi, 2005). The main finding of the case study suggested that the knowledge transfer at the cloth-weaving centre focused on conventional organizational practice that relied heavily on human-centred approach. She also explored that some of the challenges at the cloth-weaving centre were as follows: (1) reduced in the number of trainees and instructors at the cloth weaving centre, BAHTC and (2) inadequate documentations such as absence of structural syllabus to facilitate effective knowledge transfer.

During the session, she suggested that by providing useful courses such as Entrepreneurship, Physical Education, Arts & Design as well as ICT related skills would further enhance the existing knowledge transfer practices at the centre and most importantly, attract the interest of young Bruneians to be active in weaving. Collaboration among the relevant members at BAHTC and other institution such as Arts and Creative Technology at the Faculty of Arts and Social Science, UBD would also promote in the active creation of new knowledge.

In order for the knowledge transfer to be effective, she added that information and knowledge must be codified. For example, establishment on the documentation of proper structural syllabus would further facilitate and systemize the overall learning process at the centre. She also shared some of the best practices from neighboring countries such as in Indonesia and Thailand with regards to the sustainability and development of traditional woven-textile through the tools of knowledge transfer. One of the best practices was from Thailand with active utilisation of online social media such as Facebook and Pinterest. Apart from promoting traditional woven textile, these online social media were also used to announce the activities such as the latest exhibitions, symposiums and conferences to appreciate the study of textiles in South East Asia. The result of her findings also showed that knowledge transfer served as an important role in promoting the people in the industry to come together, to pass, share and learn from each other best practices which ultimately lead to the sustainment and development of Brunei’s heritage: “Kain Tenunan”

“SBE COPS - eG.InC Tutong Flood Victims Donation Drive”

The Tutong flood donation drive was held for a whole week starting from the 29th January up to 5th February. The Program was organized by UBD School of Business and Economics (SBE) Community Outreach Students in collaboration with e-Government Innovation Centre (eG.InC). The venue of the Operation Base was held at eG.InC office, ILIA Building and the collection point was positioned at ILIA foyer.

The floods have affected 1,283 residents and badly damaged 15 houses in Tutong District. The worst affected areas are Kampung Benutan, Jalan Kampung Bangkuru, Kampung Rambai, Kampung Ukong and Kampung Layong. Many residents were confined to their houses after water rose to almost two metres, with several roads inundated and inaccessible to light vehicles. – Brunei Times; Sunday, January 19, 2014. As part of the program, Community Outreach Student (COP) whom have been placed at the eG.InC led the drive. Part of the work they did was to set up a booth, collecting and transferring the goods for donations to the operation room. They were also assisted by other COP students from Yayasan, Majlis Belia Brunei (MBB), and other volunteers. “We received an overwhelming donation response from both UBD staffs, students and the public. Donations received were mostly dried food like rice, sugar, canned food, crackers and biscuits. Other items include bottle water, clothing, stationaries, and cleaning products” – Staffs from Lamunin Tutong Fire Station. On the 4th of February 2014, the donations were sent to Lamunin Tutong Fire Station Base where all the donations from all organizations were placed before given out to the victims. The transport was led by Md. Izzuddin bin Hj Ismail, eG.InC Project Officer and accompanied by few of the COP students from Yayasan. “The outcome of this project made us realize that we, regardless as an individual or organization, need to always lend a helping hand to help the disaster victims get back on their feet and live the life they used to before the flood” – COPS, UBD SBE.

As part of eG.InC activity is to promote healthy lifestyles among the staffs and students. By doing this, they will become more aware and concern about their health especially on their food consumption and physical activities. When they are adopting healthy lifestyle to their life, it may reduce or prevent the risk of developing chronic diseases. It is hope that it will have a positive impact on the health of staffs and students that share our concern and passion in promoting healthy lifestyle.

On 25th January 2014, eG.InC held its second Zumba session, but this time the drive was held at ILIA canteen area. The drive was open for UBD staffs and students. Almost 30 people participated in the fun drive. It was again led by the same instructors from the Institute of Health Sciences. Another Zumba session was held on 8th February, Saturday afternoon at IHS Sunken Court, IHS Building. The drive received an overwhelming response from UBD staffs and students.

Coffee Session with Md. Khairul Hidayatullah Hj Basir on “Proposal to tackle Social Problems’ Initiatives among Youth:

Using Logical Framework and Monitoring and Evaluation Approach”.

On 19th February 2014, a [email protected] session was organised by the e-Government Innovation Centre (eG.InC). The topic was on ‘Proposal to tackle Social Problems’ Initiatives among Youth: Using Logical Framework and Monitoring and Evaluation Approach’ which was delivered by Md. Khairul Hidayatullah Hj Basir. He is trained to be a policy practitioner at the Melbourne School of Government, the University of Melbourne in 2013. Currently, he is undertaking an internship research project at the Youth Unit, Islamic Da’wah Centre, Brunei Darussalam to study the effectiveness of Logical Framework Approach in designing a project. The session was attended by eG.InC alumni, Universiti Brunei Darussalam (UBD) staff and undergraduates; and guests from the Youth Unit, Islamic Da’wah Centre, Brunei Darussalam. In the session, Khairul highlighted that Logical Framework Approach (LFA) can be used to link organization strategy to any program or project planning. He indicated that LFA is a project design methodology that provides a systematic structure for identifying, planning, managing projects and expected results in the form of a

The main agenda of introducing LFA and M&E is to tackle social problems’ initiatives amongst youth in Brunei Darussalam. Khairul based his case study on the Youth Unit, Islamic Da’wah Centre, Brunei Darussalam from their initiative known as ‘Instilling and Improving Students’ Morals for Secondary Schools’.

Khairul mentioned that Brunei Darussalam had one of the highest Facebook participation rate in Asia. He then introduced how the use of social media has led to cyber bullying. During a question and answer session, he obtained information regarding cases of cyber bullying in a local institution. He noted that Brunei Darussalam has began to realise the consequential of cyber bullying. Although there has been awareness of cyber bullying activities, the initiatives to curb them have been difficult to address. Thus Khairul introduced LFA and M&E to approach the issue through his case study at the Youth Unit, Islamic Da’wah Centre. Khairul explained LFA through the use of matrix, providing a base example as input in regards to reducing cyber bullying. He also added that LFA is not enough therefore requiring M&E where he mentioned the need for observing the case and reviewing the actions taken. The talk ended with a discussion regarding the potential of LFA and M&E in project planning and evaluating a project as well as whether eG.InC can utilise such methods to serve its purpose of research, training and forum. The session has provided eG.InC with insights to plan future activities. This includes Information Communication and Technology (ICT) awareness programmes and e-Government research.

[email protected] session with Ministry of Religious Affairs on “Impak Teknologi Maklumat Kepada Masyarakat”

On 26th February 2014, the e-Government Innovation Centre (eG.InC) organised a [email protected] session where the topic covered was on ‘Impak Teknologi Maklumat Kepada Masyarakat’ which was delivered by Pg. Norhayati Binti Pg. Haji Kasharan. Currently, she is working as a religious officer at Unit Ceramah, Bahagian Penyebaran Dakwah, Islamic Da’wah Centre, Ministry of Religious Affairs since 2006. She has been a religious speaker, presented working papers in national seminars and previously an invited guest speaker at Radio Dan Televisyen Brunei. The session was attended by eG.InC alumni, Universiti Brunei Darussalam (UBD) staff and undergraduates, including guests from the Islamic Da’wah Centre and the Department of Public Services.

Pg. Norhayati mentioned how Information Technology (IT) can be used as a means to become a better Muslim in this world and the hereafter. Her emphasis is on how IT and social media has impacted the way people use it and what is ethical for Muslims to participate upon. This basically involves the concept of ‘haram’ and ‘halal’ which served as a branding for what is bad and good for Muslims. She also indicated that utilising IT is not bad only if it is used appropriately.

Pg. Norhayati mentioned about the concept of ‘Negara Zikir’ put forward by His Majesty, The Sultan And Yang Di-Pertuan of Brunei Darussalam. She stated that to be a ‘Negara Zikir’, measures need to be taken carefully on how information is disseminated by the public. She introduced an idea known as ‘Sinergi Dunia Akhirat’ or ‘the synergy of this world and the hereafter’ where two boundaries were introduced as high touch and high tech. High touch deals with spiritual interactions with Allah before the hereafter whereas high tech deals with the physical activities performed in the living world. She advises that the high touch and high tech should be synergised in order to become a better Muslim. In addition, there is a need to ensure that news or pictures shared should be verified and validated as current trends of sharing media is lacking in privacy and reliability. mindful

She also added that the media shared should be reviewed based on Islamic teachings. She noted that certain media should be reviewed whether they are suitable for public attention or not. She advised to use social media privacy tools such as Instagram Direct and Facebook inbox for private sharing. The session ended with informal discussions regarding the topic. There is no doubt that eG.InC will push forward with providing knowledge on IT to the public while ensuring the practices are appropriate.

Singapore Management University (SMU) students visit eG.InC

On 27th February 2014, the e-Government Innovation Centre (eG.InC) welcomed a delegation from Singapore Management University comprising a group of 40 students led by Professor Thomas Menkhoff. The objective of the study visit was to share insights about the current development and readiness of e-Government in Brunei Darussalam and Singapore. The session started with a briefing on the functions of eG.InC by the Project Officer, Muhammad Izzuddin Bin Awg. Hj. Ismail. The content of the briefing was mainly about the current progress on the development and activities of eG.InC. This includes the discussions on the ongoing activities conducted by the center such as providing training to civil servants i.e. e-Government Awareness Program (eGAP), Senior Executive e-Government Course (SEEC) and Middle Executive e-Government Course (MEEC) training programs. The aforementioned training programmes conducted by eG.InC aims to facilitate and enhance links between the government, industry and academics, which are crucial to support the successful implementation of e-Government. Other highlights that were also mentioned during the briefing includes initiatives carried out by eG.InC such as providing consulting services in resolving pending e-Government issues, forming expert communities or groups associated with e-Government, Knowledge-Sharing session called the “[email protected]” which was also held monthly on a casual and informal basis where attendees are encourage to raise issues, views, and opinions related to e-Government.

The briefing was then followed by Question and Answer session (Q&A) among eG.InC staff and SMU students. This includes discussions mainly on: (1) the challenges in the implementation and development of e-Government in Brunei which focused on ICT-Infrastructure, (2) Importance in cultivating strong awareness to the public about e-government and how to nurture good governance in the country, (3) Comparison between how the elderly in Singapore and Brunei adapt to technology, (4) The use and abuse of social networking sites i.e. Facebook and Instagram and; (5) Insights on the e-Government strategies and best practices in Singapore. The visit served as an opportunity for the students to gain knowledge about the center and hoped to bring close collaboration and network of experts with Singapore Management University in the near future.

Joint Lecture Series: Managing Intellectual Capital in a Knowledge Economy with Dr. Ravi S. Sharma

Those who attended the seminar were the eG.InC alumni, Universiti Brunei Darussalam (UBD) staff and undergraduates, and guests from Brunei Economic Development Board (BEDB). During the seminar, Dr. Ravi introduced his approach to managing intellectual capital (IC) in knowledge economies known as a ‘soft systems approach to investigating sustainability’. His approach explores the feasibility of less developed societies obtaining best practices from success stories of developed economies. He mentioned that knowledge is the key determinant of competitiveness thus knowledge disparity needs to be reduced to improve economic cooperation. Dr. Ravi indicated that there is a change when innovation occurs where people can perform more productive and creative work compared to manual work. He explained Al-Ali’s Comprehensive Intellectual Capital Management (CICM) Framework which consisted of structural capital, human capital and social capital. He stated that among the four pillars of the knowledge economy, innovation systems have not been fully identified based on the World Bank’s Knowledge Assessment Methodology (KAM) and Knowledge Economy Index (KEI). In conclusion, Dr. Ravi speculates as to whether knowledge societies and smart cities can bridge knowledge disparities. He also speculated whether narrower disparities might lead to growth and development inequalities. He ponders whether the improvement in infrastructure investments in the Innovation and Enterprise Eco-System will possibly lead to fair and efficient growth in the knowledge economy.

On the 6th of March 2014, a seminar was held at the ILIA Central Lecture Theatre and it was organised by the e-Government Innovation Centre (eG.InC). The topic was on ‘Managing Intellectual Capital in a Knowledge Economy’. The guest speaker was Dr. Ravi S. Sharma, an Associate Professor of Knowledge Management at the Nanyang Technological University (NTU), Singapore and is a Principal Investigator of the NRF-funded Special Interest Group on Interactive Digital Enterprise.

Dr. Ravi S. Sharma Visits Brunei Economic Development Board

The purpose of the visit was to share insights with regards to the current operations and functions of this semi-government entity. The afternoon visit to BEDB also served as a complementary visit for Dr. Ravi S. Sharma after he presented a morning lecture to post-graduate students at Central Lecture Theatre at ILIA Building. The topic was on “Managing Intellectual Capital in a Knowledge Economy”. He highlighted on how that less developed societies might learn and profit from the stories lessons of the developed economies. His lecture explores the feasibility of doing so through the use of benchmarking and good practices of knowledge management policies for development. In order to fulfill the visit, the aforementioned representatives of respective institutions also had the opportunities to raise questions following a brief presentation by a BEDB representative about their organization, business and investment opportunities that are currently offered in Brunei Darussalam. The group also toured the building and was shown the latest technologies used in the corporate world. The visit ended with discussions, which were made between Dr. Ravi S. Sharma and Professor Yeoul Hwangbo regarding the possible collaboration and joint research between Science and Technology of BEDB with Nanyang Technological University of Singapore in the near future.

On the 6th March 2014, Dr. Ravi S. Sharma (Professor at the Nanyang Technological University, Singapore), Dr. Hjh. Syamimi Bte Hj. Md. Ariff Lim (Director of eG.InC) and several lecturers from UBD School of Business and Economics (UBD SBE) visited the Brunei Economic Development Board (BEDB). The visit was led by Professor Yeoul Hwangbo, the Director General of Science and Technology of BEDB.

Aerobic Session with UBD alumni

The e-Government Innovation Centre (eG.InC) organised an aerobic session on Saturday, 7th March 2014 at which it is part of its monthly activities. The main objectives of this session are to promote eG.InC healthy lifestyle and to improve the quality of health, reduce health risks and increased levels of physical activity. The session was led by two instructors from Mind, Body and Soul United Team and attended by twenty participants consisted of eG.InC alumni, University Brunei Darussalam (UBD) staff and undergraduates. The aerobic session started with a warm up of light aerobic followed by general aerobic and aerobic dance, which ended with ‘breathing for relaxation’ session.

During the talk, she highlighted on the healthy and unhealthy meals, how to calculate your Body Mass Index (BMI), the importance of vegetables and fruits as well as water. Masmah also mentioned that ‘stress’ will effects your health, physically and mentally such as feeling demotivated, insomnia, depressed, headache and etc. The health talk is as part of eG.InC’s healthy lifestyle program, in which the objective is to promote a healthy and happy lifestyle for UBD alumni, family and citizens.

On the 22nd March 2014, eG.InC had a meeting with its Community Outreach Programme Students (COPS) at eG.InC Lounge Room, 1st Floor, ILIA Building, Universiti Brunei Darussalam (UBD) at 3:30pm. The meeting was about the updates for COPS’ mini-project on e-Services Mini Roadshow which will commence on the upcoming 14th of April. At the same day, it was followed by a health talk on “Cara Hidup Sehat” by Masmah Binti Gumpulan, internship

On Saturday, 29th of March at 4:30pm, eG.InC organised a healthy Chinese exercise called Qi Gong which was led by Ms Chan Ee Suen, a lecturer from the Institute of Health Sciences (IHS), Universiti Brunei Darussalam. Before the session, Ms Suen gave brief explanations on Qi Gong. She said that the word Qi (Chee) means vital-energy that flows through all things in the universe, whereas Gong (Kung) means cultivating energy, it is a system practiced for health maintenance, healing and increasing vitality. Qi Gong involves a posture, breathing techniques and mental focus. The slow gentle movements of most Qi Gong forms can be easily adapted, even for the physically challenged and can be practiced by all age groups. The session which lasted an hour was attended by eG.InC staffs, the center’s Internship Students and the COPS. There will be another Qi Gong session to be held on early of April.
