Inauguration of Chhattisgarh Regional ChapterThe ITPI Council (2014-2015) in its meeting held on 8 January 2015 considered the request of some of the members of erstwhile Madhya Pradesh Regional Chapter for opening a new Regional Chapter under Bye Law Number – 94 for members working / residing in Chhattisgarh state. As the proposal was in conformity with the Memorandum of Articles of Association and Bye-Laws of ITPI, the Council accepted the proposal. Accordingly, as per Regulation Number 16, the members of the newly created Chhattisgarh Regional Chapter conducted the elections for the Executive Committee of Chhattisgarh Regional Chapter on 20 April 2015. Formal inauguration of the CRC was held on 22 August 2015 coinciding with the workshop on ‘Water Front Development’ at Hotel Babylon at Raipur.
On this occasion Shri N. Baijendra Kumar, IAS, Additional Chief Secretary, Chhattisgarh; Department
of Housing and Environment, Naya Raipur was the Chief Guest. He in his address stated that the ITPI was born about 65 years back but Chhattisgarh state came into being only in 2000. He assured the members present in the Workshop that Chhattisgarh state would consider the request of Prof. Dr. D. S. Meshram, President Emeritus ITPI for allotment of land for the Chhattisgarh Regional Chapter as per prevailing policy of the state government for starting activities of CRC at Raipur.
With reference to the theme of the Workshop he noted that cities and towns in ancient times were located near water bodies to be specific on the banks of rivers, lakes, etc., so that the requirement of water for the purpose of agriculture and other uses could be satisfied. Nowadays it is common sight that towns and cities are facing shortage of water even for drinking purposes. Water is not being supplied 24 x 7 in some of the towns. Originally coming

from Kerala he underscored that the waterways are being used for transport purposes. On the issue of planning he pointed out that even if excellent plans are prepared, success of these plans depends on the implementation of these plans. Otherwise the whole exercise becomes futile. He also pointed out that let us not misuse water bodies by filling them for making them available for the development and building activities. He also added that there are 55 water bodies in Naya Raipur, however, we have ensured that these water bodies are well maintained and not destroyed. For this purpose we have to work together specifically with the planners who are dreamers for the cause of public, who visualize the common interest of masses and try to realize these dreams on the ground. He assured the delegates that through Naya Raipur project, the state government would implement the Plan in the spirit it has been conceived with a strong will for better cities and towns making them sustainable and inclusive.
Prof. Dr. D. S. Meshram, President Emeritus ITPI in his address provided background about the ITPI. He mentioned that at present the ITPI has 22 Regional Chapters including recently created Chhattisgarh Regional Chapters at Raipur. Regional Chapters are mostly located in the state capitals. The objectives of creating the Regional Chapters is to advance the study of town and country planning and kindred subjects and to promote planned spatial economic, scientific and artistic development of towns, cities and rural areas besides arranging lectures, talks, symposia, exhibitions and planning activities. Each Regional Chapter is equipped with computers and networking facilities along with data on urban
planning and development at national and regional levels. The Chhattisgarh Regional Chapter would assist the state government for orderly and planned development of not only urban areas but rural areas as well. He therefore requested the state government of Chhattisgarh to allot a piece of land for initiating the activities of Chhattisgarh Regional Chapter of ITPI for which ITPI will be happy to bear the cost of land.
On the theme of the workshop Prof. Dr. D. S. Meshram mentioned that water is the basic need of life as life cannot survive without water, and this is not only true for human beings but also for plants and animals. That is why our religious scriptures equated water with god or life, which also became part of our religious rituals. From immemorial times, water bodies have the sacred place in our culture as can be seen that ghats at rivers, kunds in temples and towns are not just sources of water but are also community spaces which can be used by every family right from toddler to elders. Therefore, it is needless to say that there is a need to maintain and develop these lakes, back waters, and river fronts for active use for the city and save these spaces from hazardous urban development including encroachments.
Although nearly three-fourth of the surface of universe is covered by water, availability of water for human consumption is getting scarce day by day due to failure of water management and pollution of water bodies. Even in the regions which experience heavy rainfall, rain water floods areas during rainy season causing misery for people;

water becomes scarce when rain stops. In India as per one estimate the availability of water per year is 1,900 billion cubic meters in 2002. About 86 percent of this comes from the surface run-off in rivers, streams, tanks, and ponds. Therefore, it would be appropriate to adopt the principle of ‘zero runoff’. To this end Dr. Meshram quoted the example of Auroville Universal Township where the principle of zero runoff has been adopted successfully through check dams.
There is no denying the fact that currently land uses along waterfronts of many cities are determined more by market demand than on the requirement of the community. In fact redevelopment of waterfronts should provide opportunities for public use, and encourage water dependent activities. The waterfront projects should be developed within the
context of surrounding land uses and enhance the historic significance and architectural heritage of the area in harmony with the surroundings. Waterfront development has the potential to combine public recreation, mixed land use development, historic preservation, which needs to be explored while planning and development of these areas.
The inaugural function was followed by the Technical Session in which presentations were made by Shri S. Vallabh Bhai Patel on “River Sabarmati River front Development”. Dr. Sandeep Kumar Raut on “Technical Aspect of Riverfront Development”; Shri Anand Voleti on “Kharun Riverfront Development” and by Shri Mustafa on ARPA Riverfront Development. The welcome address was delivered by Shri Zahid Ali, Chairman, Chhattisgarh Regional Chapter.
ITPI Activities 2014-15, as per Articles of Association
Article 3 of the Memorandum of Articles of Association and Bylaws of Institute of Town Planners, India highlights the basic objectives of the ITPI. To achieve these objectives, major steps taken during 2014 – 2015, are:
1. To advance the study of town planning, civic design and kindred subjects.• In the Associateship Examination of the
ITPI held during the reporting period, the students appeared in various stages are: 13 in Stage–I, 21 in Stage–II, and 11 in State–III.
• The number of students appeared for the Associateship Examinations under Dual Certification Program were 314.
• Prof. V. N. Prasad National Best Thesis Award 2014 for M. Planning students for Urban and Regional Planning comprises of a certificate of Merit and Cash Prize of `30,000, `20,000 and `10,000 for first, second and third best thesis respectively. Nominations from recognized Schools of Planning by the ITPI in the country were invited for 2014, and the students were also invited to make presentations before the Jury. On the recommendations of the Jury the Awards were given to Mr. Sagar Setia from CEPT University, Ahmedabad for his thesis on “Impact of Accessibility Benefits: On Land Values: A Case of Bangalore Metro”. The
ITPI Activities 2014-2015second award was given to Ms. Arathy Gopal from College of Engineering, Trivandrum for her thesis “Prospects of Urban Compaction – A Case of Thiruvananthapuram City” and third award was given to Ms. Anila Smriti Surin, from Birla Institute of Technology, Mesra, Ranchi for her thesis “Development Strategies of Tenancy Law Protected Land in Jharkhand: Case Study Ranchi Urban Agglomeration’.
Prof. Dr. D. S. Meshram National Best Thesis Award 2014 for Bachelor of Planning students of Urban and Regional Planning comprises of a certificate of Merit and Cash Prize of ` 30,000 nominations from registered School of Planning by ITPI in the country were invited for 2014 and students were also invited to make presentations before the Jury. On the recommendations of the Jury the award was given to Mr. Kanad Pankaj, from SPA Bhopal for his Thesis “Planning Smart Neighborhoods (Case Study: Bhopal)” comprising of cash amount of `30,000 and a certificate, which was distributed during the Valedictory Session of 63rd NTCP Congress held at Chennai on 10 January 2015.
2. To promote general interest of those engaged in the practice of town and country planning.• Professional Standing Committee took up
matters related to furthering the interest of the professional town planners working in public and semi-public departments, practicing planners, educationists and research organizations besides matters

related to the appointment of qualified town planners in government and semi-government departments in various parts of the country with the Ministry of Urban Development, Government of India and Public Service Commissions of various State Governments was also taken up.
• During this period 200 members were elected as Associate Members and 10 as Fellow Members.
3. To hold conferences and meetings for discussions, and exchange of views on matters affecting or relating to town and country planning.
The 63rd National Town and Country Planner’s Congress (NTCPC) was organized by Institute of Town Planners, India at Chennai on the theme “High Growth Inclusive Urban Settlements” with sub-themes focusing on “Twin Cities and Satellite Towns”; “Inclusive Smart Towns” and “Transformation of Cities as Nuclei of Development” (Local sub-theme). The Inaugural Address was delivered by Thiru. S.P. Velumani, Honourable Minister for Municipal Administration and Rural Development; Government of Tamil Nadu. On this occasion a colourful Souvenir was also released by Thiru R. Vaithilingam, Honourable Minister for Housing and Urban Development and Chairman, CMDA, who also inaugurated the exhibition. Welcome address was delivered by Prof. Dr. Najamuddin, Secretary General, ITPI while Prof. Dr. A. N. Sachithanandan delivered the Presidential address and Shri K. S. Akode, Vice-President, ITPI read the messages received from dignitaries.
The Plenary Session on the main theme “High Growth Inclusive Urban Settlements” was chaired by Prof. Dr. A. N. Sachithanandan, President ITPI. Shri A. Karthik, IAS, Member Secretary, CMDA was the Chief Guest. While Technical Session – I, on “Twin Cities and Satellite Towns” was chaired by Shri V. Sathyanarayan, Past President, ITPI, in
which Shri Dharmendra Pratap Yadav, IAS, Secretary, Department of Housing and Urban Development, Government of Tamil Nadu was the Chief Guest. The Technical Session – II, on “Inclusive Smart Towns” was chaired by Prof. Dr. D. S. Meshram, Past President, ITPI in which Shri Vikram Kapur, IAS, Commissioner, Corporation of Chennai was the Chief Guest. Technical Session – III, on “Transformation of Cities as Nuclei of Development” (Local Sub-theme) was chaired by Dr. B. Mahendra, Past Vice President ITPI.
His Excellency Dr. K. Rossiah, Honourable Governor, Tamil Nadu delivered the valedictory address. After detailed discussions and deliberations the NTCP Congress adopted the recommendations which were published in the Newsletter and circulated to all the members.
4. To purchase lease, rent, hold and dispose of land to be used as a place for meeting for the members of the Institute: • The sale of exiting land and to purchase
buildup structure with land for the Kerala Regional Chapter was approved by the ITPI and the progress of the same is in advance stage.
• Construction of fourth floor of Andhra Pradesh Regional Chapter Building is in progress.
• Construction of 2nd floor of Odisha Regional Chapter also completed.
5. To compile, collect, print and publish statistics professional record periodicals, etc; relating to any of the objectives of the Institute:• During the year 2014-15, four volumes
of the ITPI, quarterly Journal (Refereed) and four issues of quarterly Planners Newsletters were published.
• Technical Papers on the occasion of the 63rd National Town and Country Planners Congress in CD along with a colorful Souvenir were also released.
Activities of ITPI Regional ChaptersAndhra Pradesh Regional Chapter, Hyderabad
During this year 11 events were held which included 8 technical events related to planning subjects in the form of round table discussions, workshops and seminars. The major work relates to construction and completion of 4th floor of the APRC Building.
The present ground floor and partly first floor has been given on rent to MessersMcCoy Software Solutions Private Limited.
Bihar Regional Chapter, Patna
During this year the Chapter commented on the Draft Master Plan of Patna - 2031 prepared by CEPT

Ahmedabad and also organized the Workshop on Patna Master Plan - 2031.
Chhattisgarh Regional Chapter, Raipur
Chhattisgarh Regional Chapter (Raipur) volunteered to organize 64th National Town and Country Planners, Congress at New Raipur during 8 – 10 January 2016 and requested the members to suggest appropriate theme and sub-themes.
Delhi Regional Chapter, New Delhi
During the period DRC conducted workshop on “Planning 100 New Cities: Challenges Ahead” on 13 June 2014. A Workshop on “Transit – Oriented Development in NRC” was also organized on 26 September 2014. The Chapter also organized “Habitat – III – New Urban Agenda for Managing, Urbanization in Developing World” and conducted Curtain Raiser Meet on 63rd National Town and Country Planners Congress on the theme “ High Growth Inclusive Urban Settlements: with Focus on Smart Cities” on 29 December 2014.
Haryana Regional Chapter, Panchkula
The Chapter undertook the maintenance and repair of the Chapter Building along with the landscaping of the area, and also installed fire fighting system along with CCTV. The Chapter organized the Workshop on “Transport Planning – Issues and Way Forward” on 20 September 2014 at UNITECH South City Gurgaon; and one day Seminar on “Smart Cities – Concepts and Challenges” on 13 December 2014 at ITPI HRC, Panchkula.
Kerala Regional Chapter, Thiruvananthapuram
Kerala Regional Chapter proposed the sale of present property of KRC and purchase of new built-up property for use of KRC and submitted to the ITPI New Delhi. KRC also organized one day workshop on “State Urbanization Policy” on 20 August 2014. It also celebrated Town Planning Day on 13 November 2014 during which a Technical Session on “Spatial Planning – a Platform for Integration of Sectoral Policies” was inaugurated by Honourable Minister for Urban Affairs and Welfare Minorities, Shri Manjalamkuzhi Ali. Another Technical Session on “Planning System in Victoria – Australia’s Most Densely Populated State” was also organized on 14 January 2015.
Madhya Pradesh Regional Chapter, Bhopal
The Chapter awarded the Best Thesis to the M. Plan and B. Plan students of Madhya Pradesh. Four
Newsletters were printed during the period. The Chapter in collaboration with TARU, leading edge organization, held one day workshop on “Thermal Comfort” and was also the knowledge partner with them in the workshop on “Resilience in Smart Cities”.
Maharashtra Regional Chapter, Mumbai
The Maharashtra Regional Chapter (Mumbai) has rented the first floor hall and two rooms to IIM, Indore for one year and out of the 11 topics suggested in the last AGM, Technical Workshops on three topics were conducted. The Chapter has also taken pressing action towards the construction of Pune Centre Building.
Maharashtra Regional Chapter, Nagpur
The Maharashtra Regional Chapter (Nagpur) has taken pressing action to regularize the Regional Chapter Building and obtained NOC from Fire Department of Nagpur Municipal Corporation.
Odisha Regional Chapter, Bhubaneswar
Odisha Regional Chapter completed the second floor comprising seven rooms and civil structure in the third floor and also upgraded the first floor along with repair of guest rooms.
Rajasthan Regional Chapter, Jaipur
During the reporting period Rajasthan Regional Chapter completed the preparation of Master Plan for Karauli Town and completed the construction of second floor of the Chapter Building.
Tamil Nadu Regional Chapter, Chennai
Tamil Nadu Regional Chapter organized 63rd National Town and Country Planners, Congress successfully and also taken the action to restart the incomplete work of the Tamil Nadu Regional Chapter Building.
West Bengal Regional Chapter, Kolkata
West Bengal Regional Chapter organized two lecture-cum-interaction sessions on the topic “Ecology and Urban Development: Issues and Challenges”; and also an interactive session on “Green Buildings Implementation: Planning and Urban Management”. Chapter awarded late S. N. Haldar Best Thesis Award to the Thesis toppers from the two Town Planning Schools of the State. Chapter also awarded late K. K. Paul Choudhary Planning Students Award to deserving candidates. The Chapter also published two volumes of the Newsletter.

According to State of Environment, India 2009, Report, India with just 2.4 percent of the world’s surface area, accommodates 16.7 percent of the total population of earth. The country is bestowed with mega biodiversity and is among 17 nations in the world identified to have such status. The Report highlights that today the country may have marketable food grain surplus, but side by side there is ‘prevalence of hunger’. This is not due to food shortage but due to lack of adequate purchasing power among rural and urban poor.
Indiscriminate exploitation of the natural resources has striped several areas of the forest cover and disturbed the ecological balance. As a consequence desert conditions are being experienced in the neighbouring regions. This aspect needs to be noted while planning and development of urban and rural areas. Unchecked urbanization, the Report emphasizes results in shortage of housing, lack of water supply, increase in air pollution, noise, dust and heat, and mismanagement of solid, liquid and hazardous waste. Besides, the unchecked urbanization causes environmental degradation, which calls for focused attention of the policy makers and planners.
Prof. Dr. A. N. Sachithanandan, President ITPI, in his address highlighted the traditions of Indian culture
and society in preserving tree cover, rivers water bodies, birds and animals and their relevance in today’s context. He also emphasized the need to follow these traditions for resolving present day problems of air, water and noise pollutions by supplementing them with modern technological interventions.
The inaugural session was followed by Technical Session, which was chaired by Shri Pradeep Kapoor, Additional Chief Town Planner, Rajasthan Government. In this session presentations were made by Shri Raj Vir Singh, CTP (Retired), Haryana; Shri M. P. Sharma, IFS, Panchkula; Prof. Dr. Ashwani Luthra, GNDU, Amritsar; Shri Sandeep Sharma, Chairman, HP and J&K Chapter, and Shri N. K. Patel, Council Member ITPI, Gujarat.
On this occasion Shri Sanjay Verma, former Chief Town Planner, Government of Haryana who was earlier Chairman of the Haryana Regional Chapter also was felicitated by Prof. Dr. D. S. Meshram, President Emeritus ITPI for his contributions to the Haryana Regional Chapter by presenting him a plaque in his honour.

North Zone Conference is in progress at Panchkula
North Zone Conference Preservation of Natural Resources - States Initiatives
Haryana Regional Chapter of Institute of Town Planners, India organized the North Zone ITPI Zonal conference on 1 August 2015 at Panchkula. The theme of the conference was “Preservation of Natural Resources - States Initiatives”.
Prof. Dr. D. S. Meshram, President Emeritus, in his inaugural address highlighted the fact that preservation of natural resources is the major concern of management in order to enhance environmental quality of natural resources like air, water and land available to human kind. But their quality is greatly influenced by human activities causing environmental pollution. The rate of depletion of the natural resources may be reduced by the reutilization of waste materials, which can act as secondary resources. Therefore, recycling of metal, paper, glass, etc., could be resorted resolving technical and economic difficulties being faced to improve effectiveness. In fact land and water are the most important natural resources of India. However, the efficiency with which they are utilized has a direct bearing on the living standards of the masses. It is natural that considerations of achieving and maintaining high level of production are the primary focus of the country for the use of these resources. But it is also important to keep in view not
only the requirement of present and of the immediate future but also of the next generations. Therefore, it would be most pertinent to exploit them in sustainable manner. In this direction the three most important factors which need to be taken into consideration are efficiency, optimality and sustainability. Because land is a finite source and limited, it needs to be used optimally in a judicious manner for making the land available for other important uses like agriculture, forestry, etc.
Every human activity requires energy but production and consumption of energy results in emission of carbon-dioxide, a heat trapping green house gas that can persist in the air for centuries and cause climate change. Municipal solid waste and waste water produce methane that is a green house gas. Technology is available to reduce its effect by using it for electricity generation. However, it is not cost effective. Therefore, efforts need to be made to develop innovative technologies which are cost effective. To maintain ecological balance and reduce the risk of global warming, measures such as afforestation, reforestation, forest management, and reduced
