2 015 was a year of great chal-lenges for Pro PALOP-TL SAI, but also one of significant achieve-ments. We owe our success to eve-ryone who, through their commit-ment and know-how, contributed to our arriving at the end of the year with the feeling that our mis-sion had been accomplished. In all fairness, the review of this year has to start by acknowledging the role that each of the players in the project performed to make this small achievement possible. The achievements of 2015 would not have been possible without: The European Union Delegation in Cabo Verde (EUD-CV), which has al-ways been there at our side since the project document formulation phase, fulfilling its role of supplier and imple-mentation partner in a sober, fair, and critical manner. The follow-up, sup-port and collaboration of the staff of the EUD-CV have been fundamental factors in the successful implementa-tion of the project, since they have always been focused on achieving results for the beneficiaries, in a man-ner that is fair and in respect to the contractual rules and procedures. The European Union Delegation in Mozambique, with which - in close coordination with the EUD-CV - we have experienced an extraordinary dynamic of information exchange and follow-up of the project initiatives in all the beneficiary countries. The National Authorizing Officer Sup-

port Services in Cabo Verde and in Mozambique, as well as the EUD and the Offices or Support Units of the EDF National Authorizing Officers in all the beneficiary countries, with whom we have had a very positive relationship with ongoing and always constructive interaction to deliver the different project initiatives. The United Nations Development Programme (UNDP) Office in Cabo Verde and all the other UNDP Offices in the beneficiary countries, as well as UNDP Headquarters: without them it would not have been possible to im-plement the many and varied project actions in six countries simultaneous-ly. Clearly, public acknowledgement and special thanks are due to the project beneficiaries, namely: Supreme Audit Institutions, Parlia-ments, Ministries of Finance and Civil Society Organizations in Angola, Cabo Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe and Timor-Leste, the front-line recipients of and partici-pants in the project initiatives. Thanks to the ownership of the pro-ject activities by these institutions and their staff, it was possible to deal with the challenges of starting up the pro-ject and ensure that 2015 was a year of great achievements and of acceler-ation of the implementation pace. Moreover, this was done involving all the beneficiaries in an increasingly equitable manner. Collaboration and working in partner-ship with everyone made the follow-ing possible in 2015:

The successful organization of five major cross-cutting events: Seminars for the exchange of experiences, high-level working groups, and large meetings were organized in Cabo Verde, Mozambique and São Tomé e Príncipe. These effectively developed the skills for external control of about 200 beneficiaries, among them audi-tors and judges of supreme audit institutions, parliamentarians and parliamentary officials, officials from finance ministries and representatives of civil society organizations. The acceleration of the project’s fi-nancial delivery in order to exceed 75% disbursement of funds and, as a result, ensure the advance of the second instalment of the project budget in November 2015. This effort to commit expenditures and disburse funds in line with the approved work plans enabled the much praised phys-ical implementation of the activities to be matched by the necessary finan-cial execution. The securing of prestigious partner-ships with expert institutions such as the World Bank, the International Budget Partnership), the Common-wealth Parliamentary Association – United Kingdom (CPA-UK), and the German GIZ (German Corporation for International Cooperation) Pro-gramme for Mozambique, as well as strategic partnerships with initiatives such as the global parliamentary platform AGORA and LegisPALOP.

These clearly enriched the project initiatives, broadening the access of beneficiaries to specialist knowledge platforms and networks of contacts

that are very important for the work they carry out every day.

The effective run-up and management of a set of social networks: a Website, a Facebook page, a Twitter account, and a YouTube channel, which are coming to be increasingly used, giving daily information on the achievements of the project, its stakeholders and beneficiaries.

The publication of the First Annual Narrative and Financial Report of the project and a set of Newsletters providing fuller, more in-depth infor-mation about the achievements and challenges of the project.

The direct involvement of about 400 people in the project’s set of initia-tives for developing skills and ex-changing experiences in the different countries, among them supreme audit institutions’ auditors and judges, par-liamentarians and parliamentary offi-cials, staff from the finance ministries and, more recently, members of civil society organizations.

Behind all these achievements were the members of the Project Manage-ment Unit, whose sacrifice, hard work, unselfish commitment and great com-petence enabled us to transform the challenges encountered from the start of the project into huge successes today.

It has been an honour to lead this successful team, which is why my last word is one of thanks to these profes-sionals whose value has been incalcu-lable. With this team, which was very sensi-tive to gender balance - setting the example for the project’s cross-cutting

targets to promote gender equity through its initiatives - we will all give our best in 2016. We will address the challenges the New Year brings, and I hope we will do so with the same success as in 2015. Thank you, and an excellent 2016 to everyone!

The event, which took place between 29 September and 2 October 2015, was an activity organized by the Project for Strengthening Technical and Functional Skills of the Supreme Audit Institutions (SAIs), National Parliaments and Civil Soci-ety for the control of public finances in the PALOP and Timor-Leste (Pro PALOP-TL SAI), in partnership with the Good Finan-cial Governance Programme of the Ger-man Agency for International Coopera-tion, GIZ. Pro PALOP-TL SAI is entirely funded by the European Union and ad-ministered directly by the UNDP. The event was hosted by Administrative Court/SAI of Mozambique.

Presiding over the opening, the President of the Administrative Court, Machatine Paulo Marrengane Munguambe, ex-

pressed his appreciation for the contribu-tions of those who had enabled “this ac-tivity of extreme importance for the SAIs in the PALOP and Timor-Leste, namely the European Union, the United Nations De-velopment Programme (UNDP), the Good Governance Programme of the German Agency for International Cooperation (GIZ), the Pro PALOP-TL SAI project, and the Courts of Auditors of Portugal and Brazil”. For his part, the Representative of the UNDP, Mattias Naab, recalled the im-portant role that the SAIs had played in strengthening the legal and institutional frameworks in several countries, thus contributing to the strengthening of na-tional accountability and governance, the improved performance of government,

the increase in transparency, the fostering of public confidence and the efficient and effective financial management of public resources.

The Director of the Financial Good Gov-ernance Programme, Katharina Hubner, also delivering opening remarks in the event, acknowledged the institutional improvement which the control system for public administration in Mozambique had been registering, with very significant results for the strengthening of domestic oversight and the promotion of transpar-ency in the use of public resources.

For the European Union Head of Coopera-tion in Mozambique, Dr Enrico Strampelli, the themes to be addressed during the event were of extreme importance for

Maputo welcomed 35 representatives of the supreme audit institutions (SAIs)

from the PALOP, Timor-Leste, Portugal and Brazil, who participated in the ex-change of experiences in Regularity/Financial and Performance Auditing in Extrac-tive Industries and Public Works Sectors, organized by Pro PALOP-TL SAI in partner-ship with GIZ and the Administrative Court/SAI of Mozambique. Portugal and Bra-zil participated as observer members and as resource-institutions in this joint ex-change of knowledge and good practices.

public life and for the management of pub-lic finances in Mozambique, given that the extractive industries sector generated a considerable volume of public revenue which had to be collected, managed and applied in a transparent manner. The aims of this initiative were to promote interchange and synergies between the SAIs of the PALOP and Timor-Leste; and to

strengthen practical knowledge of the tech-niques, methodologies, tools and interna-tional good practice for the oversight and control of the extractive industries, togeth-er with ex-ante verification of large public works’ contracts, through the effective development of skills, the exchange of experiences, and the use of participative learning methodologies. The initiative also contributed to the crea-

tion of a broader roster of expertise in the PALOP and Timor-Leste that will have a multiplier effect. This should result in better conditions within the PALOP and Timor-Leste SAIs for a broader use of ex-ante verification visa in large public works contracts, and for the development of reg-ularity/financial and performance audits in the extractive industries sector.

Pro PALOP-TL SAI brought together 53 delegates from Parliamentary Budget Com-

mittees of the PALOP countries, Timor-Leste and Portugal, with the aim of discuss-ing Legislative Oversight throughout the Budget Cycle. The event, which took place between 28 and 30 October 2015, was hosted by the Assembly of the Republic (AR) of Mozambique, represented by its First Deputy Speaker, Honourable António José Amélia, and by Honourable Eneas Comiche, Chair of the parliament Planning and Budget Committee. The Opening Session was co-chaired by both.

In addition to representatives of the As-

sembly of the Republic/Parliament of

Mozambique, the opening ceremony was

attended by the United Nations, repre-

sented by the Head of UNDP Governance

Unit, José Macamo, and the European

Union Delegation in Mozambique, repre-

sented by its Chargé d’Affaires Stergios

Varvaroussis.

In his address, First Deputy Speaker, Hon-

ourable António José Amélia, acknowl-

edged the need to improve the technical

components for parliamentary oversight

of the budget cycle. He shared a little of

the Mozambican experience on oversight

of the State Budget.

Using the Mozambican context, he took

the opportunity to point out some guide-

lines for better transparency and account-

ability in the “use of the public funds”, on

the need to “improve parliamentary advice

services, particularly in regards to issues

such as financial options for public deficit,

taxation policies, the allocation and use of

the added value/profit resulting from

large projects, and other expert matters

contributing for good public finances

management systems”.

The main aim of the High-Level Working

Group on Legislative Oversight of the

Budget Documents throughout the budg-

et cycles in these different countries was

to improve oversight of the core budget

transparency documents, in an applied

and comparative manner: the Pre-Budget

Statement; the Executive’s Budget Pro-

posal; the Enacted Budget; the in-year

Reports; the Mid-Year Review of the Gen-

eral State Budget; the SAI report (SAI

Opinion on the executive’s end-year re-

port); and the Citizen’s Budget.

The agenda for this important meeting

was developed together with Mozam-

bique’s parliament on the basis of recent

records and experiences in the areas of

external control of the public finances and

accounts, and public involvement in scru-

tiny of public spending in the PALOP and

Timor-Leste.

The event, which was organized within the

scope of the Project for Strengthening the

Technical and Functional Skills of the Su-

preme Audit Institutions (SAIs), National

Parliaments and Civil Society (Pro PALOP-TL

SAI), aimed to train parliamentarians and

parliamentary staff in methods for legisla-

tive oversight, with a particular focus on

legislative budget oversight. The working

group intended to familiarize parliamentar-

ians with the results of the Open Budget

Survey of 2015, paying particular attention

to budget documents, but also to foster the

exchange of experiences and access to best

practice in legislative budget oversight be-

tween the different delegate countries.

During the three days windowpane, the

delegates from the PALOP, Timor-Leste and

Portugal analysed public expending budget-

ary processes and used the opportunity to

engage on an open dialogue between the

different parliaments focused on accounta-

bility systems to budgetary processes and

the best means of collaboration between

governments, parliaments, supreme audit

institutions and civil society organizations

in support of transparency and accountabil-

ity in public finances management.

One of the working group discussions’ main

outputs was the Maputo Declaration,

signed by the representatives of the nation-

al parliaments present at the event. The

Maputo Declaration agrees to formalize a

PALOP and Timor-Leste parliaments Parlia-

mentary Budget Committees’ Working

Group, to be chaired by the Parliamentary

Committee on Budget, Finances and Public

Administration of the National Assembly of

São Tomé e Príncipe. The working group is

constituted to promote exchange of experi-

ences through non-presential exchanges

along the year and one yearly presential

Meeting to discuss themes of interest in

relation to legislative oversight of the Exec-

utive.

The exchanges of experience between the

different parliaments and parliamentarians

will contribute to strengthen the skills for

legislative budget oversight in the PALOP

and Timor-Leste. In the end of the day, that

is Pro PALOP-TL SAI’s main objective.

The Interim Speaker of São Tomé parlia-ment, Honourable Levy Nazaré, chaired the opening session, also attended by the President of Court of Auditors of, José António de Monte Cristo; the Minister of Economy and International Cooperation, Américo d´Oliveira Ramos; the Resident Representative of UNDP in the country, José Salema; the National Authorizing Officer of the EDF, Agostinho Fernandes; the representative of the International Budget Partnership (IBP), Paolo de Ren-zio; and the President of the country’s NGO Federation, Manuel Jorge de Car-valho do Rio. This large meeting’s main objectives were to foster the exchange of experiences and access to best practices between the 86

delegates and respective institutions in the on independent external control of public finances, as well as the mapping of different roles and opportunities for syn-ergies between civil society, the execu-tive, supreme audit institutions and parlia-ments in the PALOP and Timor-Leste. What could be seen initially as challenges, was transformed into major benefits.

Such was the case for gathering at the same table, for the first time in the history of these countries, the core four different national stakeholders interacting for ex-ternal control of public expenditures: Parliaments, Finance Ministries, Courts of Auditors and Civil Society. Facilitate meaningful exchanges and discussions

between these actors on transparency and oversight of the public expenditures and accounts in their countries was defini-tively a challenge transformed into a ma-jor success story during the seminar.

The agenda of this important joint semi-nar, which was the fruit of a close partner-ship with the National Assembly, the Court of Auditors and the Ministry of Fi-nance of São Tomé e Príncipe, was fully met through the three-day windowpane. It included presentation and discussion of the 2015 Open Budget Survey’s results in the PALOP and Timor-Leste, focusing on the indicators related to budget credibil-ity, comprehensiveness and transparency; relevant legislation; external control and audit; and public involvement in budget

The International Budget Partnership (IBP) and Pro PALOP-TL SAI Joint Seminar

on Transparency and Accountability in Public Finance in the Portuguese-speaking Countries was the last of the five cross-cutting events delivered by the Pro PALOP-TL SAI in 2015. The meeting, which took place from 2 to 5 November in São Tomé, was hosted by the National Assembly of Sao Tomé e Príncipe and gathered 86 dele-gates, representing parliaments, supreme audit institutions (SAIs), civil society organizations and the finance ministries of the PALOP, Timor-Leste, Brazil and Por-tugal.

processes in the PALOP and Timor-Leste. These issues enabled forward thinking re-garding the collaboration between govern-ments, parliaments, supreme audit institu-tions and civil society in order to enhance accountability, strengthen and develop pub-lic scrutiny of public finances management, and promote more effective and well-informed monitoring public spending by the public in the PALOP and Timor-Leste. At the seminar’s closure, the organizations jointly identified the major national priori-ties in the area of budget transparency, oversight and external control. The repre-sentatives of the Angolan parliament prom-ised to take the experience back home and

challenge institutions to host an event of this magnitude and scope in Angola in 2016. Another highlight of the seminar was the presence of Charles Chauvel, Team Leader for Inclusive Political Processes in the Bu-reau for Policy and Programme Support at UNDP Headquarters, in New York. Charles Chauvel, shared with the delegates the work UNDP is doing to promote legislative over-sight and accountability in public finances management systems worldwide. He stressed the importance of the achieve-ments of Pro PALOP-TL SAI in this regard and considered the project’s initiatives as examples of good practice.

The seminar was thus highly praised for its success and was positively evaluated by the event’s Executive Committee. The Com-mittee had taken advantage of the synergies and exchanges that occurred to design the Pro PALOP-TL SAI Joint Programme of for Civil Society Organizations, thus ensuring the development of a common work plan to be implemented from 2016 onwards.

Civil society organizations from all the Por-tuguese-speaking countries were present at this meeting: Brazil, Portugal, Angola, Cabo Verde, Guinea-Bissau, Mozambique, So Tome and Principe, and Timor-Leste.

Officials from the Ministry of Finance and Public Administration of São

Tomé e Príncipe received training on the preparation of financial and audit reports, taking into account the International Stand-ards of Supreme Audit Institutions (ISSAI), and also results-based budgeting techniques for programme budgets. The training event, which took place between 24 and 28 August 2015 at the National Library in Sao Tome, involved 28 participants, mainly staff from the Inspectorate General of Finance (IGF).

Pro PALOP-TL SAI is entirely funded by the European Union

The Court of Auditors of Guinea Bissau organized a retreat aiming to

validate the two Audit Reports on 2009 and 2010 end-year reports (Opinion Reports on the State General Accounts) ever produced in the country. This retreat marked the final phase in the preparation of the Audit Reports. The retreat allowed to approve the Re-ports in a plenary session of the Court of Auditors. The Reports were then submitted to the People’s National Assembly/parliament on 29 September 2015.

Between 17 and 18 September, and then on 9 November 2015, the National

Assembly of Cabo Verde hosted training on the Methodology of Results-Based Budgeting which is being adopted by Cabo Verde. The training was addressed mainly to experts and staff supporting Parliamentary Committees and parliamentary groups, with par-ticular focus on the committee for finances and budget.

MPs from the Parliament Budget and Finances Committee (CEFO) visited the

islands of Sal and São Vicente carrying out first hand oversight field missions, in the socioeconomic context of small islands devel-

oping states (SIDS). The visits took place between 20 and 26 September 2015. CEFO MPs paid courtesy visits to the President of

the Council of São Vicente, to the Board of Directors of the Chamber of Commerce, Industry, Agriculture and Services of Barlaven-to, to the Tax Office in Mindelo, the Accountants’ Association, and other institutions.

Two auditors from the Timorese Chamber of Auditors, SAI, went in a study

tour to exchange knowledge and experiences with the Court of Auditors in Cabo Verde in the domain of ex-ante verification of contracts by SAI. This activity, which took place between 14 and 25 September 2015, was funded by Pro PALOP-TL SAI in the context of South-South exchange of experiences and joint learning, with the aim of strengthening the judicial oversight of public expenditure by SAI auditors through external control of public finances in the PALOP and Timor-Leste.

A delegation made up of four parliamentarians and a specialist from the Special Com-

mittee on Legal, Human Rights and Social Communication Matters (CEAJDHCS) of the National Assembly carried out a two-day visit to the island of Fogo from 7 to 9 October, and a second to the island of Sal from 14 to 16 October, to oversee the constraints and challenges to budget implementation and the socioeconomic situation in a small islands developing state (SIDS) such as Cabo Verde.

The Court of Auditors of Portugal hosted the meeting of the Expert Team for Monitoring the

Strategic Plan 2011-2016 of the OISC/CPLP (Organization of SAIs of the Community of Portuguese-speaking Countries). The meet-ing aimed to plan the activities for the next OISC/CPLP Strategic Plan for the period 2017-2022; to consolidate the Plans and Activ-ity Reports for 2014; and to draft the Action Plan for 2016.

As foreseen in the Annual Work Plan of Pro PALOP-TL SAI project

for 2015, the Project Management Unit took the opportunity of São Tomé e Príncipe Joint IBP/Pro PALOP-TL SAI Seminar on Budget Transparency and Accountability (2-5 November 2015) to carry out field follow-up and monitoring visits to the main institu-tional partners in the country that were beneficiaries of the project.

In the aftermath of the cross-cutting activities of Pro PALOP-TL SAI carried out

in Mozambique and Sao Tome and Principe in 2015, the Pro PALOP-TL SAI Programme Manager, Ricardo Godinho Gomes, visited Luanda from 9 to 13 November 2015 at the invitation of the Court of Auditors of Angola, to plan 2016 activities in the country. He used the opportunity to undertake a follow-up and monitoring mission.

The Senior Parliamentary Adviser of Pro PALOP-TL SAI, Elisabete Azeve-

do-Harman, visited Guinea Bissau between 18 November and 4 December with the aim of continuing the work previously started in

the context of the Strategic Plan for the Institution and the Parliamentary Code of Ethics. As part of her mission to support parlia-

ments, the People’s National Assembly of Guinea-Bissau invited the Specialist of Pro PALOP-TL SAI to participate in the second

major meeting of the Union of African Parliaments (UPA) which took place in November 2015 in Guinea-Bissau. There she support-

tion of the SAIs from the PALOP was funded by Pro PALOP-TL SAI, in order to strengthen the skills for judicial oversight of public

The Programme Manager of Pro PALOP-TL SAI participated in the Inclusive Politi-

cal Processes (IPP) Parliamentary Development Meeting, promoted by UNDP Headquarters in New York, to discuss the new guide-lines and challenges for the work of this institution in the areas of democratic governance and inclusive political processes at a glob-al level. During the meeting, which took place between 2 and 4 December 2015, the Programme Manager was invited to give a presentation on the excellent work of Pro PALOP-TL SAI in the areas of democratic and financial governance. He had the oppor-tunity to set out the activities undertaken by the project in support of legislative budget oversight in the PALOP and Timor-Leste.

The Senior Parliamentary Adviser of Pro PALOP-TL SAI, Elisabete Azevedo-

Harman, went on a mission to Maputo, Mozambique, between 7 and 17 December 2015, to monitor and strengthen the parliamen-tary capacity of Mozambique. She worked with the Women’s Office of the Assembly of Mozambique to gather information on the profile of all the women Members - in particular, their perceptions of the gender-sensitive budget and their assessments of their own skills in the area of parliamentary oversight. The Women’s Office wanted to achieve a diagnosis of the training needs of the 95 women Members in the parliament, in order to make the training activities in 2016 appropriate to those currently in office.
