1 Sudan Media and Elections Consortium - Media News Agenda Media News Agenda for the period from 1 8 November 2010 The Media News Agenda is a weekly circular issued by the Sudan Media and Elections Consortium (SMEC). The media news headlines are collected by the Media Monitoring Unit at Sudanese Development Initiative (SUDIA) in Khartoum and the Media Monitoring Unit in Juba. The units are monitoring the media through a qualitative and quantitative methodology since February 2010. Beyond the quantitative and qualitative monitoring, the units collect news headlines of the main media outlets in Sudan to provide an overview of the news agenda of the Sudanese media. This media news agenda is prepared by a group of media monitoring experts at the units who, on a daily basis, monitor newspaper headlines and then analyze these to determine the main trends and the most important issues handled by the media in a week. significantly: of the 67 headlines not less than 38 headlines dealt with referendum issues, which is almost 57 percent. Headlines falling in the category Political Affairs Internal and Political Affairs External often indirectly refer to the referendum as they contain national and international issues dealing with the current situation in Sudan and anticipating on the possible situation in the country after the referendum and the CPA interim period. Regarding the referendum news the National Congress Party insists on the withdrawal of the nationality of Southern people immediately after separation. Presidential advisor Dr. Nafie Ali Nafie said that ‘the relations between SPLM and the Zionist lobby strengthen the option of separation and America is unable to take a courageous stand’. Discussions took place between president Al-Bashir and Sheikh Hamad, the Emir of Qatar in Doha about the process of referendum. The Egyptian government presented a proposal of confederation between North and South, but it was declined by the national and Southern governments. There were new proposals US to resolve the issues of the arrangements of post- referendum, the first Vice President, President of GOSS Salva Kiir discussed with US envoy Gration the outstanding issues between the two partners of CPA, also Salva Kiir said: ‘we fail to ratify the budget for the referendum’ and he called on Southern citizens to donate. Salva Kiir also said: ‘We will not keep Nuba in SPLA unless NCP approve’ and is aiming to give Northern investors special advantages, particularly in case of separation. The English media aimed at the Southern public covered the Referendum in all aspects. Topics that felt under another category such as political affairs indirectly dealt with the referendum as they related to security and post referendum issues such as the sanctions of the US against Sudan, the visit of John Kerry to Sudan and the movement of students of the Juba University in Khartoum back to Juba before the voter registration ends. Regarding the Darfur peace process the joint mediation has completed to prepare a final draft of Darfur Peace Agreement. The Presidential Advisor Ghazi Salah al-Din went to the Jebel Moon in West Darfur to sign a peace agreement with dissidents leaders from Justice and Equality Movement, while Sudan Liberation Movement confirmed its commitment to the agreement of the security arrangements. Regarding national affairs, SPLM launched an extensive campaign for social peace and called for the Islamists to participate in the dialogue, this came during sweeping changes of positions of leaders within Northern Sector of SPLM. One of the leaders of the National Umma Party accused political parties that they get away from national issues. The secretary general of Popular Congress Party Hassan Al-Turabi said that most likely Sudan will split into eight parts and he called for transitional government in the North in the case of secession of Southern Sudan. The Sudanese Journalists Network demanded to release journalist of Al Sahafa newspaper (Jaafar Alsabki) and the journalists of (Ray Al-Shaab).
