PRESIDENTS MESSAGEcareers of dental assistants and advocate for the dental assistant profession. Topics of discussion involved matters of education, professional activities, credentialing, legislation, and accessibility and delivery of oral health care to the public.
Our Tenth District Trustee, Bonnie Marshall’s 3 year term of office expired and at the time of this writing there has been no volunteer from our 5 states to come forth to fill this capacity. President Rixse has appointed Cathy Roberts as Pro-tem to fill this position until a Tenth District member steps forward. Cathy has been involved with all aspects of the ADAA, both as officers and committee chairs. You will find a note from her within this publication.

So much has happened since I last reported to you via our last winter issue of the News-bulletin.
On May 24, 2019, our ADAA President announced she was resigning her office as President. Per the ADAA Bylaws, President-Elect Robynn Rixse assumed the role of President. As always, ADAA remains committed to serving our membership. On behalf of our Executive Board, I have been in contact with Mrs. Rixse offering Oregon’s support and assistance as needed.
The 94th ADAA Annual Session was once again conducted via a Virtual Meeting. Representing Oregon were Linda Kihs, Mary Harrison, Kandra Luna and Lynn Murray. Delegates and Alternates take on the responsibility of representing their state associations and local societies in conducting the business of the association. The assignment was to fulfill our mission, advance the

Dear Oregon ODAA Members,
I’d like to introduce myself. I’m Cathy Roberts and I have been appointed as the 10th District Trustee Pro Tem. I will be serving as your ADAA Trustee until we have a candidate from 10th District who would like to serve as Trustee. As always, I am happy to work with 10th District and proud to be serving the dental assistants in Oregon.
As we move through the year, I will be sending information and updates to your State President and keeping everyone up to date. Please watch for the ADAA Update and the ADAA Journal for information on the ADAA and the messages from our ADAA President Robynn Rixse.

I would encourage you to review the Oregon Dental Practice Act. This can be found online or a hard copy will be available at the Oregon Dental Conference in April.
Are you and your office staff talking about administering vaccines? Oregon is the first state to allow dentists to offer any vaccination to patients of any age. On May 6, 2019, Governor Kate Brown signed into law Oregon House Bill 2220, which enables dentists to prescribe and administer vaccines following certain training requirements and criteria. Just two other states – Minnesota and Illinois – allow dentists to administer vaccines, but only to protect against the flu and only in adult patients.
Did you know that dental assistants in Oregon who are EFDA certified, and who have completed a Board approved course and passed the examination, can place retraction material subgingivally? The ODAA is excited to be offering such a course in February. Please notice the information and registration form within this publication.
Vice President, Mary Harrison has formulated great speakers and topics for the April Oregon Dental Conference. Something for everyone to learn from. I hope you will stop by the ODAA table and introduce yourself.
Dental Assistant Recognition Week will be here before we know it. I hope your office plans
something special because you all deserve to be recognized.
Last, but certainly not lease, is the announcement of two new members to the ODAA Executive Board. Lynn Murray served her first term as a delegate to the ADAA Annual Meeting and she will serve as a member of the Student Involvement Committee.
Jill Lomax began a one year sub-committee commitment as Consortium Liaison. We are thrilled to have both these ladies join the Executive Board.
As we pause and reflect on the year past, we will remember how much we have achieved. My thanks to our ODAA Board for their tireless efforts in all they have accomplished. And to you, our members, for the service and care you give to your patients.
Now, let’s move forward to the new year and see what we can accomplish in 2020.

NEW DELEGATE EXPERIENCEThough I have been a member of the ADAA since 1995, I was new to the position of 10th District Delegate. It was with some nervousness that I began, however the members of the Executive Board of the ODAA warmly welcomed me. I feel so supported in this new endeavor, for which I am truly grateful! I am excited to begin this adventure.
I am fortunate to be on the Student Involvement Committee with such an experienced member such as Bonnie Marshall. She has graciously offered to come to Bend to present the benefits of ADAA membership to our dental assisting students at Central Oregon Community College. Gingival Retraction Cord Course
The Oregon Dental Assisting Association is pleased to offer a course designed for Expanded Function Dental Assistants who wish to expand their chairside knowledge and credentials. The Gingival Retraction Cord course is approved by the Oregon Board of Dentistry. This course meets the criteria adopted by the Oregon Board of Dentistry by providing lecture, typodont practice, a written exam, and instructions on how to complete the clinical portion in a dental office of the participant’s choosing. When: Saturday, February 29th, 2020

Jill Lomax is the Program Chair of the Dental Assisting Program at Chemeketa Community College in Salem and serves as a subcommittee member of the ODAA. Before becoming an educator, Jill worked as a chairside dental assistant in both a general and orthodontic office. She has her master’s degree in Adult Education from Oregon State University and truly enjoys working with students in pursuit of a rewarding career in dental assisting. Jill has been teaching retraction cord CE courses for the past three years and is passionate about life-long learning.

1. Pass a written exam at 85% 2. Place retraction cord on ten (10)

Tribute to Marcia AllenMarcia E. Allen passed away quietly at her home on October 17, 2019,
at the age of 96. She was born in Eugene, Oregon, on May 25, 1923,
to Andrew Brund, a Danish immigrant, and Grace Marsters Brund, a
native-born Oregonian.
Except for a brief time in high school, Marcia lived her entire life in
the Cottage Grove area. She married her high school sweetheart,
Boyd Allen, on September 19, 1941. They were both lifelong
members of the Methodist Church. She began playing the piano
for church when she was about 12 years old and continued for many
years. When the church purchased an organ, she learned to play it
magnificently, and played for weekly services and special events until
her retirement.
In addition to being active in the church for her entire life, Marcia was very
involved in the community. In 1958, she went to work as a dental assistant with
Dr. Dean Webb, and shortly after, with Dr. James Gant. She continued there, becoming a Certified
Dental Assistant in 1968, for over 17 years. In 1975 she was hired to teach classes in dental assisting
and dental hygiene at Lane Community College. Marcia became very involved with the Lane
County Dental Assistants Association and went on to become even more involved with the Oregon
Dental Assistants Association, in which she held numerous offices, including President in 1977-1978.
She was an Oregon delegate to 9 American Dental Assistants Association Conventions.
After retiring in 1980, she became an active member of the local historical society. She was the
coordinator for research volunteers for the Cottage Grove Survey and Inventory Project for the
National Historic Preservation Project. She was instrumental in preservation of the covered
bridges and other structures in the area and was a tour guide for local bus tours. The Cottage
Grove Historical Society’s research library is named the Marcia E. Allen Historical Society Library in
her honor. Among numerous other awards, in 2011, she received the Oregon Heritage Excellence
Award for her efforts toward historical preservation. She truly believed that “history that is not
written down is forgotten.”
Marcia and her husband Boyd had 5 children; Carol Jean, Judy (Harvey), Jim (Donna), Steve
(Earleine), and Cheri (Steve). She had 7 grandchildren, 12 great-grandchildren, and 2 great-great-
grandchildren. Preceding her in death were her parents, husband Boyd, infant daughter Carol
Jean, grandson Scott, and great-granddaughter Madison.
A memorial service and celebration of life will be held at a later date. Arrangements in the care of
Smith-Lund-Mills Funeral Chapel in Cottage Grove, OR.

DARW will take place March 1-7, 2020. The theme, "A 20/20
Dental Assistant - Looking Toward the Future", provides areas
to explore for recognition as we work with dental assisting
schools, dental associations, dental assisting associations and
other auxiliary groups. Our goal is to make the public and
our fellow professionals aware of the contribution that dental
assisting makes to the betterment of public health.

&MOUTHWASH/BLOOD PRESSURE ALERT
New finding: After one week of using an oral rinse
containing the antiseptic chlorhexidine, which is used to fight
plaque and gingivitis, participants’ tongues had a decrease
in “friendly” bacteria that produce nitric oxide, a substance
that helps maintain normal blood pressure. In addition, their
systolic blood pressure increased significantly --by 5 mmHg
to 26 mmHg. Once the mouthwash
was stopped, NO-producing bacteria
in the mouth were replenished and
blood pressure returned to normal
after seven days.

Last spring at the Oregon
Board of Dentistry meeting
discussion regarding dental
assisting rule changes began.
The current rules, at that
time, included a pathway to
the Oregon Expanded Dental
Assistant Certificate for those
who graduate from a non-
CODA accredited program or
who have been trained
On-the-Job.
The pathway, created through
a series of DANB written exams
and an Oregon licensed dentist
endorsement skills checkoff
letter, had not been updated
for many years. Some of the
skills on the check-off list were
no longer performed routinely
because of new technology,
products and materials
available.
Recommendations were
made by the Oregon Dental
Assistants Association
(ODAA). The Oregon Board of
Dentistry President, Dr. Amy
Fine, assigned representatives
from ODAA and the Oregon
Commission on Dental
Accreditation (CODA) Program
Consortium instructors to a
work committee that would
develop specific changes to
the current rules for the board
members to review.
The work committee met
and agreed upon changes.
These changes were provided
to the Licensing Standards
Competency Committee who
approved them and forwarded
them on to the
Rules committee.
The final recommendations
were sent to the board
members who approved
and voted to accept them at
the October OBD meeting.
These rule changes will be
implemented January 2020.
Some of the highlights:
1. Under 818-042-0040,
Prohibited Acts, it is no
longer a Prohibited Act for
a dental assistant to take
final impressions and the
assistant is not required to
hold an Oregon EFDA.
2. Under 818-042-0070,
Expanded Function Dental

from alloy and composite
to any type of direct
restorations.
3. Under 818-042-0070,
Expanded Function Dental

The 2019 virtual annual meeting was very successful so it was decided the 2020 annual session would
again be virtual. Upon request of the 2018 House of Delegates, the 2019 Annual Session was held
during the fall.
Representing Oregon was our own Bonnie Marshall, Tenth District Trustee. Linda Kihs, Mary Harrison,
Kandra Luna and Lynn Murray as delegates. In order for state organizations to be eligible to have
delegates, the organization must be compliant with ADAA and IRS regulations. This includes an
updated officer list, Bylaws and IRS filings.
All delegates were registered by Central Office and all documents and instructions were obtained by
them as well: Agendas for the 1st and 2nd House of Delegates, candidate information, Conference
Rules, Delegate Handbook, detailed timeline of events, proposed amendments, motion forms,
instructions on how to test our computer system for GoToWebinar and etc.
The ADAA Update of 2019-2020 officers are:

In our “Keeping-in-Touch” publication, I have talked several times about the benefits of volunteering and helping those that are less fortunate with their dental needs.
Salem Free Dental Clinic had a great November, as reported by Judi Imig, RN, Dental Coordinator. 77 people received dental care: 53 patients, 24 hygiene and 100 teeth extracted. Mrs. Imig is grateful and thanks all the dentists, staff and volunteers for their service.
Additional assistance is needed however:
• A few dental assistants that are able to volunteer regularly once or twice a month.
• A Spanish interpreter that is willing to volunteer once a week and assist in making phone calls so the Spanish population can be seen in a more timely manner.
• A periodontist that would be willing to provide services to patients, once or twice a year.
• Dentists that would be willing to provide low cost root canals and crowns for our patients.

Each meeting has available to you, a meeting packet with information that will be discussed at that particular meeting.
I have been attending meetings for many years. I have met and worked with many of the boards (terms for members are 3 year terms with a renewal, appointed by the Governor). I am serving on several of the Boards Committees. It
is an honor to be trusted by both the ODAA and the OBD.
As a Dental Assistant it is important for you to know your duties and rights as an assistant. Please look at the Rules that have been updated and will go into effect January 1st. The updates have to do with duties, pathways to receive certificates and the way to move forward in your role as a Dental Assistant.
You will find another report Ginny has written and reported on the way the changes were adopted.
Never be afraid to contact the Board office with a question. The Board is your friend! They sure have been a friend of mine!

As the holiday season approached ODAA decided helping a “family in need” is how we would like to support the community.
So many families struggle just paying their bills from month to month that when the holidays arrive there is little or no extra. ODAA wanted to lessen the stress for a family by providing food for a special holiday meal and gifts to help brighten Christmas morning.
We chose to contact the Canby Kiwanis Club who has offered a helping hand in the local area and in the world since 1938. The Kiwanis International motto is: “Serving the Children of the World.”
This program serves residents who live within the boundaries of the Canby School District and who are not receiving assistance from another holiday program. They coordinate with the county-wide Clackamas Compassion in Action to ensure that everyone in the county gets the help they need.
ODAA was provided a name of a family of five; the parents and 3 small girls ages 2 to 11.
It was fun to shop and wrap the gifts of toys and clothes.
President Linda Kihs and Community Involvement Chair, Ginny Jorgensen, delivered a food basket and the gifts on Monday, December 23rd to a very appreciative family who we hope will enjoy their 2019 Christmas just a little more because of our contribution.
