1 January December, 2015 Secretariat Training Institute (STI) is an attached department of Establishment Division. With major activity of pre-service Specialized Training for Section Officers (BS-17) recruited through CSS and those selected through Promotional Examination held by FPSC, STI is also entrusted with responsibility of organizing in-service training courses for the officers (BS 17-19) and officials (BS 1-16) in order to enhance their professional skills and their knowledge about rules, regulations & Secretariat Procedures. The Institute is organized into four wings namely Administration, Office Management, Executive Programmes and the Staff Development. Each wing is headed by a Director (BS-19). Specialized Training Programmes During 2015, STI conducted two Specialized Training Programmes. Main subjects of STP include Constitution of Pakistan, Rules of Business, Secretariat Instructions, Communication Skills, HRM and Financial Management in Federal Government. These courses were conducted with the help of in-house and visiting faculty of repute in relevant disciplines. First programme was launched in May, 2015 with 39 OMG BS-17 Probationers. Secretariat Training Institute (STI) is an

attached department of Establishment Division.

With major activity of pre-service Specialized

Training for Section Officers (BS-17) recruited

through CSS and those selected through

Promotional Examination held by FPSC, STI is

also entrusted with responsibility of organizing

in-service training courses for the officers (BS

17-19) and officials (BS 1-16) in order to

enhance their professional skills and their

knowledge about rules, regulations &

Secretariat Procedures.

It was completed successfully on 22nd

September, 2015.

The Certificate Award Ceremony was presided

by Mr. Nadeem Hasan Asif, the Secretary

Establishment Division who distributed course

completion certificates among the probationers.

The programme included both academic as well

as co-curricular activities like individual

presentations, synopsis writing, syndicate

discussions and field trips. A study tour to A

J & K was also arranged for probationers to be

aware of working of Azad Kashmir Government

Secretariat. Second Special Training

programme was conducted for trainee officers

of OMG selected through Promotional Exam

from 8th May to 31st July, 2015 with focus on

approved syllabus.

These officers were left-over from 2012 batch of

trainee officers due to administrative reasons.

Executive Training Programmes

Apart from STP, STI is entrusted with an

important assignment of holding in-service

courses for officers in BS 17 to 19. Primary

purpose is to build their capacity by improving

skills and bringing attitudinal change. In

pursuance, 22 courses were conducted during

calendar year 2015. Main subjects of these

courses included Transformational Leadership,

Quality Management, Improving Personal

Effectiveness, Public Sector Management,

Stress Management, Problem Solving and

Decision Making etc. Alongwith focus on

Personality Development, equal attention was

also given to Service Laws and Procedures. 10

courses were held particularly on conduct

Discipline, Budget Preparation, PPRA Rules,

Promotion Policy, Leave Rules and Daftary

Urdu. A total of 742 officers from cross-section

of Federal Government Ministries/ Divisions/

Departments benefited from these courses.

IT Courses

In contemporary office environment,

technical expertise to use information

technology needs to be significantly enhanced.

Therefore, STI included IT courses as

mandatory part of its Annual Training

Programme in order to enhance capacity of

employees to apply IT tools.

Accordingly, 04 courses were designed for

Officers (BS-17-19) whereas 08 courses were

designed for officials (BS-07-16) in the field of

IT. These courses were attended by 97 officers

and 218 officials. One course was also

conducted for dependents of government

employees with 32 participants.

Staff Development Programmes

Staff Development Wing of the STI is

responsible for conducting courses relating to

English and Urdu Stenography, Daftary Urdu,

Office Procedures and Practices for the newly

recruited officials and capacity building in-

service courses for employees in BS-1 to 16.

During 2015, Staff Development wing

conducted 40 courses covering above

mentioned disciplines and skills with 1416

participants during whole calendar year 2015.

service courses for employees in BS-1 to 16.

During 2015, Staff Development wing

conducted 40 courses covering above

mentioned disciplines and skills with 1416

participants. Towards achieving objective of use

of Urdu as official language, Staff Development

Wing held 31 in-house and customized courses

exclusively on Daftary Urdu. 654 employees

were trained for official correspondence in Urdu,

Urdu typing and shorthand skills

Typing Proficiency Tests

One of important assignments of STI is to

hold proficiency test for grant of proficiency

allowance in English and Urdu Typing.

Accordingly, two proficiency tests were held for

Assistant Private Secretaries, Stenotypists and

Lower Division Clerks in the months of April and

October, 2015. 312 officials were nominated by

various Ministries/ Divisions/ Departments, out

of which 206 appeared in these tests and 76

were declared as qualified.

Equal Opportunity Training Environment

The Institute offers an equal opportunity

to female officers and staff. In this regard, an

enabling atmosphere is available on campus;

providing opportunity to female employees to

enhance their professional knowledge and skills

side by side with male employees. All

nomination call circulars particularly mention

encouragement for participation of female

employees.

During calendar year 2015, 252 female

participants attended various courses held in

the STI.

Facilitation Extended to Other Government Organizations

STI also provided facilitation to other Federal Government organizations as a resource center

for Secretariat Procedures and Practices. This facilitation included both provision of services of

experienced faculty of the Institute as resource persons and organizing in-house customized training

programmes according to their particular needs and requirements. In this regard, 42 courses were

specially conducted benefiting 956 officers/ officials through these courses. A profile is as follows:-
