Prathiba Devisingh Patil, President of India will be remembered as RED LETTER DAY in the history of Private Security Industry. Every word she uttered in the praise of our services, deserved to be noted and preserved so that those can be cherished by all involved in rendering such services to our end users and the society at large. She very emotionally said that “ I am proud of you people for generating so much employment in our country and also providing safe environment to live” Every moment spend in the Rashtrapati Bhawan will remain our memory and remind all of us that we do have covered a long distance to reach this magnificent building. One member of our delegation shared with me that few years ago he stopped by the Rashtrapati Bhawan to have a clear view of the building. While he was admiring the architecture of the Bhawan, he was confronted by a police man and a man in “plain clothes” who asked “why are you looking at the building and what are your intentions”. They put all humiliating questions and ordered him to go away. He told that he felt so insulted that he decided to not to ever go to that direction. He told me that no body can imagine his state of mind when he entered the same building and he was treated with so much respect within the Rashtrapati Bhawan. He said that he never ever imagined that he will be served tea in such a dignified manner and that to with “band in attendance”. The deliberations at the Governing Council meeting gave us new directions and goal to achieve. Now we are working hard to gain excellence in the training areas. Many State Governments are in the process of offering lucrative business opportunities to us to open new training facilities. Funds are being allocated to generate employability for the weaker sections of the society. Sh. Ashok Gehlot, Hon'ble Chief Minister of Rajasthan while making his speech on the State budget, approved setting up of “Rajasthan Institute of Security Education- RISE”. This is another major achievement of CAPSI. I am sure this initiative will be followed by most of the State Governments. The Capsi Education Foundation is in the process of identifying more universities and institutes for developing Skill Enhancement Programmes for existing security staff of all guarding companies so that they fall with the required eligibility parameter of obtaining licenses from the State Controlling Authorities. This is indeed a very major task before us. I hope and trust that every member will realise the importance of such training required as per the PSAR Act.     Her Excellency Smt. Pratibha Devi Singh Patil, the honorable President of India while addressing the senior leadership of CAPSI appreciated

    the efforts of Kunwar Vikram Singh, Chairman CAPSI for bringing the Private Security Industry to such a great heights through CAPSI. She

    was very happy to know that about 12 lakhs jobs are being provided by the CAPSI through the enrolment of the unemployed youth by the

    CAPSI member private security agencies every year. The honorable President of India advised the CAPSI senior leadership to continue with

    similar efforts in future also, through which the unemployed youth of the Nation can be directed towards the useful and gainful employment

    in the service sector. She further expressed her desire that CAPSI should let her

    know incase any assistance / help is required from the Government to see that the

    employment avenues are always open to eradicate the unemployment problem of

    the Nation to some extent. All the possible support will be given to the CAPSI

    Chairman for the project pertaining to the Employment of the unemployed youth of

    the Country. She further apprised every one that she will be more than pleased to

    spearhead any such project, which will be for the benefits of the citizens of the

    Country. The honorable President of India thanked HH Maharaja Bhanu Prakash

    Singh, Chief Patron CAPSI, Kunwar Vikram Singh, Chairman, CAPSI and other senior

    members of CAPSI for having come to the Rashtrapati Bhawan to have a meeting

    with her.

    Through this column I would like to mention that 12/06/2009 will be written in golden words as It is a historical moment of our life, when Her Highness the President of India Mrs.

    Pratibha Patil invited members of Governing body of CAPSI at her Presidential house for a get together. The speech of Her Highness was unforgettable, when she spoke about our Association and the service we have been providing to the nation. Now My dear members, I personally request all of you to be more responsible in delivering the quality security services. I am quite confident that our earnest wish will be fulfilled.

    Now, since the the general elections have been completed and the 700 million electorates in India have given a thumping victory to United Progressive Alliance to lead the nation for next five years. Every time, there is a terror related incident the country goes into a state of alert. Both the Defence Minister and Home Minister are of the opinion that we have to strengthen our security measures and the internal security should be given top most priority. There is bound to be a big demand for security services and surveillance equipments. However the requirement may be temporary but will be in large quantity.

    I personally thank His Highness Maharaja Bhanu Prakash Singh and the honourable chairman Kunwar Vikram Singh ji for making our dream come true.

    Mr. Anirudha Singh, Director, Bhootpurv Sainik Kalyan Sangh, Jharkhand,has been appointed as the Convenor for the State of Jharkhand.

    The Chief Minister of Rajasthan Shri Ashok Gehlot in his budget speech on 09 July 09 in

    Rajasthan Assembly announced the creation of Rajasthan Institute for Security Education

    (RISE) with the help of private partnership where youths from rural and urban areas will be

    given training for three months and subsequently employed in private sector as security

    guard. The credit for this undoubtedly goes to CAPSI and it's leadership under it’s

    Chairman Kunwar Vikram Singh who worked determinedly with the previous and the

    present state government of Rajasthan to make this happen.

    Harish Rawat, MoS, Labour and Employment at 1545 hrs on the 04 June 09 at

    his office on Rafi Marg to congratulate him on winning the recent election and

    to wish him the best of tenure as the Minister of Labour & Employment, Govt.

    Of India. Kunwar Vikram Singh briefed the honorable Minister about the CAPSI

    and its related National & International activities. He also apprised the

    honorable Minister about the 55 lakh strength of the Private Security Personnel

    in the Country with the potential of 25% growth rate, thus opening the

    employment avenues for the rural unemployed youth of various states. The

    Chairman stressed upon the need for better coordination between CAPSI & the

    presented the volumes of the SECURITY POST and the copy of the Report on the 3rd National Conference, held on 13 & 14 October 2008 at the

    Sri Harish Rawat appreciated the efforts of Kunwar Vikram Singh in bringing the CAPSI to the International standards within a short period of

    four years, ever since the PSAR Act was promulgated by the Central Government in the year 2005 and assured the CAPSI delegation that his

    ministry will definitely seek the assistance of CAPSI in generating the employment avenues for the unemployed rural youths through

    organizing job fairs on the lines of Rajasthan & Punjab as explained to him. He

    further said that since Private Security Industry is Labour intense as such any

    problem being faced by the Agency Owners in implementing the Labour Laws /

    Acts, should be brought to his notice by CAPSI as he would be open for

    suggestions / recommendations to bring in the changes / amendments in the

    concerned laws / acts to make it user friendly and for easy implementations by

    all to avoid any harassment to the Private Security Owners. He further thanked

    Kunwar Vikram Singh and the CAPSI delegation for having met and apprised

    him about the activities of the CAPSI.

    per the invitation extended by Mr. S P Vaid, IPS, Director ( Special Policing) at the

    BPR&D. Mr. Mukherjee, while welcoming the delegates thanked Chairman, CAPSI for

    having sent the paper containing the desired/recommended amendments in the PSAR

    Act 2005 and the training syllabus/modules which are under active consideration at his

    office. Kunwar Vikram Singh also gave the details of the security force and its utilization

    by the Centre / State for the intelligence gathering with little bit of specialized training to

    Private Security Personnel. He also discussed at length for the creation of the Security

    Institutes in the states in consultation with the CAPSI on the PPP scheme of the Central

    & State Governments. Mr. Mukherjee while thanking the CAPSI delegation said that BPR&D are planning to hold a seminar, of course in

    association with CAPSI during October / November 09, where in all the State Government Controlling Authorities, State Police Heads and the

    Home Secretaries will be invited besides the appropriate representation from the Central Government. While thanking Mr. Mukherjee, Kunwar

    Vikram Singh presented him the theme poster of the “Each One - Secure One” and assured him of the full support from the CAPSI at all time.

    Kunwar Vikram Singh, Chairman CAPSI welcomed all for the deliberations on the agenda points, circulated

    to all the members of the Governing Council. CAPSI. Chairman also said that this separate CAPSI Governing

    Council Meeting has been called to address more issues pertaining to CAPSI in the light of New Government

    past few years but now we have to start relationship building from the Scratch. He apprised the members

    present for the meeting that since last Governing Council Meeting of CAPSI, lot many activities have been

    carried out by CAPSI and account of which have been regularly published in our monthly news letter

    “SECURITY POST”.

    He also said that the then Home Minister Sh. Shivraj V Patil attended all the three CAPSI & APDI National

    Conferences. Last year despite his busy schedule, he came especially for the Conference all the way from

    Delhi to Bengaluru to only attend the National Conference. He informed the present members that he will now be getting involved in lobbying

    with the Central & State Ministers to ensure that CAPSI gets the desired support from them in future also. He also mentioned about the

    personal involvement of the H. H Maharaja Bhanu Prakash Singh, Chief Patron CAPSI & APDI during the recent years, as he has always been

    besides us to show us the way to move forward.

    He also mentioned about the involvement of the State Governments in the progress of the CAPSI. We are getting support from the Rajasthan

    Government, who have proposed to allot land and funds for carrying out Security Training as envisaged in the PSAR ACT 2005.

    Similarly,Punjab Government has already established a Private Security Training Institute at Jahan Khelan, Hoshiar Pur to impart two months

    security training at their costs to the unemployed youth. We will very soon be signing the MoU with Orissa Government.

    He said that we have formed the CAPSI Knowledge Foundation (CKF) and soon we will be forming APDI Knowledge Foundation (AKF) which

    will help Security & Detective Agencies in Training Related matters including setting up of their Training Institutions. Brig. A K Pandey has been

    appointed as the Director of CAPSI & APDI to handle the educational needs of our members. Every one applauded the initiatives & the efforts

    of the Chairman, Kunwar Vikram Singh and requested him to continue to be the Chairman in future also .

    Col. Jagat Raj Trikha, Executive Director of CAPSI, commenced the proceedings of the first ever separate

    meeting of CAPSI by welcoming one and all for the meeting. Col. Trikha while addressing to the members

    informed that this CAPSI Governing Council Meeting is unique in various aspects. He said that “this

    meeting is unique for the reason that it is being organized separately for the first time in the history of

    CAPSI”. It is unique because we have invited Dr. S P Vaid , Director, BPRD for the meeting, It is unique

    because we will be meeting the honorable President of India just after the meeting in the evening.. Col.

    CAPSI Annual Report presented

    General CAPSI welcomed all

    and gave the account of

    activities of CAPSI during the

    last one year. He also shared the

    audited balance sheet of CAPSI

    and said that copy of the CAPSI

    activities and of the balance

    sheet have been kept in the

    individual's folders for reference/perusal.

    He also informed the members about the installation of CAPSI Delhi &

    Punjab Chapters during the year and the appointments of the CAPSI

    Conveners in all the major states of the Country. He also said that the

    membership needs to be increased and it can only happen if all of us

    work towards that in our respective states. We need to focus on the

    CAPSI membership base to voice better.

    Mr. C Pal Singh said that Security

    Training is a point of concern for

    everyone of the Corporate and

    of the Government of India.

    employable skill to be provided.

    He also pointed out that a lot of

    opportunity and we need to be pro-active in order to deliver the

    desired results through the efforts of CAPSI. He appreciated the

    formation of the CKF to help the Member Security Agencies in

    providing security training to the guards. He said that CAPSI

    Knowledge Foundation can be of great help in providing employable

    skill personnel to the nation provided it is guided by the individuals

    with latest knowledge on Security related subjects. He also

    suggested the members to cover the Fire Safety as it is also as

    important as other aspects of security. He further suggested the

    members present that they should try to have better relationships

    with the foreign companies to do well and cover wide spectrum of the

    Security Service in the Country.

    Ms Rupal Sinha appreciated the

    industry and government. She

    then said in respect of PSAR act

    2005, that there is lot many

    issues in the act that need amendments that will give relief to the

    member agencies as the Security Companies operating in good

    environment need proper legislation. She was very vocal about the

    issue of Pan India licenses to the Security Agencies, which are

    operating on pan India basis and the desired action on the central

    wage act, which has recently been promulgated. She offered to

    render suitable support to CAPSI to tackle these two burning issues

    on priority by the association.

    Major Gen. Atma Singh said that

    he has seen the CAPSI growing

    from the scratch. With in last

    three years, it has grown pretty

    well and is being recognized

    Nationally & Internationally. He

    further said that Security

    scenario in today's world is very

    much threatening and to cope-

    up with the situation, we all need to work together to create a feeling

    of oneness. He also appreciated the fact that Rajasthan Government

    has decided to give some land to CAPSI to start Security Training

    Institute for the youth of Rajasthan with the help of CAPSI. He also

    suggested that members security agencies can use CAPSI logo on

    the guards uniform to create awareness among the people and also

    we may carry out some joint exercises with local police to display the

    unity of the CAPSI members.

    Sahi recommends CAPSI Maharashtra

    Chapter to be more vibrant

    Mr. P S Sahi while giving the

    complexity in obtaining the

    license from the Maharashtra

    state authorities suggested that

    the CAPSI Maharashtra Chapter

    has to be proactive and must

    stand by with the member

    security agencies in resolving

    their common issues. He said

    that we need to lay down the

    clear cut objectives for the CAPSI chapter with the responsibilities of

    the Chapter office bearers for the State, He also suggested that

    Maharashtra Chapter needs to be accorded separate treatment from

    the Central body of CAPSI because of multifarious problems relating

    to the PSAR ACT 2005 and the Guard Board local restrictions imposed

    on the security agencies operating in the state of Maharashtra.

    Frequent visits by the National Chairman to Mumbai were

    recommended with a view to get the issues resolved through the

    Government resources rather than going to the civil courts. He over

    stressed the need for every one to be together to overcome these

    hurdles, related to the State of Maharashtra.

    Maj. Gen. Brar Maj. Gen. C S Brar said that to

    tackle the issues related to the

    implications of the PSAR ACT

    2005 with the new Government,

    we need to form a core

    c o m m i t t e e w i t h t h e

    professionals to handle such

    issues. He also said that all of us

    must lay an emphasis on the

    training aspects of our guard

    force, which are being deployed at various locations to display

    professionalism and the positive image of the Private Security

    Industry. He further added that the duty hours of the guard must be

    kept in mind as it is very difficult to perform more than 08 hours in a

    day by the security personnel.

    Brig. S.K. Bhattacharya shared

    his experiences of the delays

    being experienced for the

    verifications of the guard force

    by the local police as envisaged

    in the PSAR ACT 2005. He

    suggested for taking up this

    matte r w i th the h igher

    authorities to evolve a simpler

    method to reduce the time in

    getting the verifications completed to ensure smooth operations.

    Mr. Harsh Wardhan, first of all

    thanked every body and said

    that we are getting full support

    from CAPSI. He said that some

    issues regarding minimum

    working hour, whether it should

    be 8 hrs or 12 hrs needs to be

    addressed among the industry

    leaders. As far as possible, we

    should avoid cutting corners to get the business. He further said that

    security business in the Country is more than enough for every one

    and all of us should follow the norms of the industry to bring cohesive

    ness within the industry through healthy competition.

    said that BPRD have been asked

    by the Ministry of Home to

    present a paper in relation to the

    required amendments, if needed

    in the present PSAR ACT 2005

    and the uniform training to be imparted to the security personnel as

    envisaged in the ACT. He also mentioned that only 13 States have

    promulgated the act in their states after the issue of the PSAR ACT

    2005. We need to work in the manner that we need to give the

    security training to the youth and deploy them at various locations for

    betterment of the Industry. He also added that reforms are needed as

    with the politicians of our country. He also apprised every one that

    BPRD have engaged a supreme court lawyer to give the legal opinion

    on the points that need amendments in the PSAR ACT and he will be

    more than happy to meet the CAPSI delegation again for their

    recommendations, although he has been making notes of the points

    having been mentioned by the various speakers during the today’s

    meeting. Mr. Vaid emphasized on the point of imparting the desired

    security training through the professional and if CAPSI could take a

    lead to enter into PPP schemes, which are being promoted by the

    Centre / State governments, considered as a good move at their end.

    Mr. B S Sial, Former DGP,

    Karnataka Police said that since

    training is very important aspect

    as such CAPSI should take lead

    in establishing the Security

    Training Institutions in all the

    states. He also briefed every one

    about the verifications of the

    security force on National Level

    as now the technology has been developed, provided the

    responsibilities are fixed by the Home Ministry through the concerned

    DGP's of the respective States. He also recommended that security

    guards having got the relevant training should be treated as skilled

    individuals by the states for the wage purposes, as opposed to

    unskilled individual as of now. He felt very strong about CAPSI to be

    nominated as the nodal regulatory body by the concerned authorities

    at Centre / State Government level for all the Private Security

    Agencies operating in India for better coordination / results.

    Singh while addressing the

    participants said that we are

    used to colonial systems and it

    will take considerable time to

    come out of it. He further said

    that CAPSI has progressed a lot

    within short span of three years

    and the entire credit goes to

    Kunwar Vikram Singh. He also assured all the participants that he will

    do his best in solving all the problems that are being encountered by

    the security agencies as envisaged in the PSAR ACT 2005. The new

    government has come and very soon the desired relationship will be

    cultivated at the appropriate level to address the points mentioned by

    the security agency leaders. He also advised the present members to

    maintain patience as the out come of patience is always positive.

    Time Frame Action Plan-Vikram Mahurkar

    Mr. Vikram Mahurkar was very

    critical about the action by the

    CAPSI central leadership on the

    various important issues like

    centra l minimum wages,

    Maharashtra Guard Board

    operations, Bulk allotment of

    Gun licenses for the Security

    agencies and the point of PF /

    Service Tax. He categorically said that there is a need of core team to

    handle these matters on priority. He suggested that time frame action

    plan be worked out and all the affected security agencies should be

    informed regularly on the progress on these points.

    Friends of Police-Pvt. Security-Capt. ShibuCapt Shibu Issac apprised every

    one about the Friends of Police

    concept that has been initiated

    by the Tamil Nadu Police in close

    coordination with CAPSI at

    Chennai. The Private Security

    Personnel have been issued with

    the police identification passes

    and they are assisting the local

    police in various ways. He

    suggested that this campaign be adopted by each of the states and

    then at National level with the association of CAPSI at Delhi. He also

    expressed his concerns about the PF & Service tax matters, which

    require ramifications at the central level. He also expressed his

    concerns on the pouching of the security staff / business and advised

    every one to follow minimum standards of the Code of Ethics,

    enumerated by the CAPSI to stop this practice / menace.

    Mr. Anil Puri was also of the

    opinion that the Government

    should consider the point of bulk

    allotment of the arms licenses to

    the security agencies to provide

    the gun men at the facilities as

    per the client's requirements. He

    however appreciated Kunwar

    Vikram Singh for the efforts and

    time that he is devoting towards the CAPSI activities.

    Karnataka Chapter Officials for the meeting for the final round of

    Theme Poster were also handed over to the DG. Mr. Sharda Prasad appreciated the efforts of the CAPSI and

    said that he will go through the material handed over to him. He also advised the delegates to also meet

    DDG, CII, who is responsible for the skill development / upgradation projects on the PPP system as the government is funding these skill

    development projects. He also while thanking the CAPSI delegation said that the proposal for the empanelment of CAPSI /CKF with his office be

    The CAPSI TamilNadu & Pondicherry Chapter's General Meeting was held on 15.06.09 at

    Zen Garden Hotel, Guindy, Chennai 600 032. The Meeting commenced at 6.00 pm. and

    ended at 8.00pm, followed by the dinner sponsored by Mr.R. Srinivasan - M/s. Chennai

    Professional Security Solutions Pvt.Ltd. The meeting was attended by 46 CAPSI & APDI

    members.

    Capt. Shibu Isaac - Chairman CAPSI, TamilNadu & Pondicherry Chapter gave the welcome

    speech. Small briefing was done on many aspects like code of ethics, CAPSI joining with

    Friends of Police, implementation of FOP Nation wide, PSAR Act, Forthcoming ideas/plans

    of CAPSI and he also explained the advantages of becoming a CAPSI Member, details with

    regard to the CAPSI Governing Council Body Meeting held on 12.06.09 at New Delhi and

    also the meeting with the Honorable President of India at the Rashtrapati Bhavan were

    explained by the Chapter Chairman. He felt proud in announcing, that CAPSI -TamilNadu & Pondicherry chapter is the topmost chapter with

    regard to the membership strength across the country.

    With regard to the Licensing process, Chairman informed the members that the verification by the Licensing Authority is almost over for

    majority of the Agencies. The training centers and the facilities provided by the agencies are been directly examined by the IG of Police. The

    licensing process will get over by the end of June or by 1st week of July'09.

    Dr. N. Madhu - Treasurer, TamilNadu & Pondicherry Chapter of CAPSI, submitted the Annual

    Accounts Statement for the year 2008-2009. Copy of the statement was given to each one

    of the members and also was read out. The annual account statement was passed

    unanimously by the members, proposed by Lt. Col. Kadir Batcha of Himalayan Security and

    Consultancy Services and seconded by Mr. RajaGopal of First Man Management Services (P)

    Ltd. Membership certificates were handed over to the new members by Mr. R.Srinivasan

    General Secretary for CAPSI TamilNadu & Pondicherry Chapter, after a formal welcome

    given to them by the Chairman. Renewal certificates and fee receipts were also given to the

    members by Secretary Mr. R.Srinivasan.

    Queries raised by the members, with regard to the Licensing Process and advantages of

    becoming a member of CAPSI were clarified by Chairman and Secretary. Shri. K.

    Ragothaman, Chairman - APDI addressed the gathering. The meeting came to an end at 8.00pm, with the vote of thanks that was delivered by

    Dr. N. Madhu. The highlight of the meeting was the Dinner, sponsored by Mr.R.Srinivasan- Managing Director - C.P.S.S. Pvt. Ltd, for celebrating

    his 52nd Birth Day and Silver Jubilee Wedding Anniversary (both coincided on10th June '09) that followed at 8.15 pm onwards.

    APDI. It will not be out of the place to mention

    that the appreciations on the designs and the

    contents have kept us encouraged and the vide

    circulation of the SECURITY POST have made all

    of us proud to look up for better delivery of the security related news

    items through this medium for not only for our members, but even for

    the Governmental Agencies and the Heads of Corporate. The efforts

    will now be to ensure that the SECURITY POST is able to stand on its

    concerned, but it can be only possible if our members keep sending us
