    USAIDSARIENERGYProgramandHELPOimplement

    program to introduce the alternative energy sources to

    thecommunity.

    Last

    few

    moths

    we

    could

    able

    to

    reach

    many targets and the program are success. A Bio gas

    programseriouswasdonebythegrantsprovidedbythe

    USAIDS SARI project in September 2010.05 Bio gas

    Unitswerecompletedandtheyarefunctioningwell.The

    BiogasUnitswerebuiltinthefollowingplaces.

    theycansolvethewasteproblemtoo.

    HELPOconductedtwoAwarenessprogramsweredoneforthe

    selected 150 people. In each program 75 responsible partners

    wereparticipatedtheprogramtopiconvaluesandthebenefits

    of the Bio Gas. The programs were conducted by Mr.

    Moonamale, Mr. Jayasiri ad the chairman of HELPO, Mr.

    ChathuraWelivitiya.

    GalleNavyCampWasteManagementprogram

    The Bio gas program in theGalleNavyCampwas

    implementedfewmonthsagowiththeaidsprovided

    bythe

    UNDP

    GEF

    Project

    and

    Pilisaru

    National

    Programprovidedthematerialscost.Thecapacityof

    the Bio gas unit is

    22 m3. While the

    UNDPGEF funded

    for the skilled

    Laborers and the

    awareness programs. This program is a cofinance

    program between Central Environment Authority

    andUNDP/SGP/GEFprogram.

    ThebiogasunitisfinishedinsideoftheNavalCamp.Theynowusethebiogasfortheir

    dailyneeds.NowtheyabletoreducetheLPGasusageforcookingpurpose.Eventheir

    attitudeswerechangedaboutthewaste.

    AwarenessprogramsweredonefortheNavyOfficers

    andthekitchenstaffonvaluesandthebenefitsofthe

    BioGasUnit.Evenwehaveconductedaprogramto

    SouthernNavalAreaCommanderandfortheofficers

    about Biogas unit and its benefits. From those

    programs

    we

    could

    aware

    them

    about

    the

    biogas

    and

    its benefits, cost effectiveness, agriculture effective

    andhowthiseffectiveglobally.

    AMonitoring committeewas formedwith

    the corporation of Central Environmental

    Authority,NavyRegimentinGalleandthe

    HelpO. This committee is responsible for

    the monitoring of the progress and the

    sustainability of thebio gas program in a

    progress

    review

    meeting

    held

    every

    month.

    This is a very good example to Public

    PrivatePartnershipforwastemanagement.

    Thisisastrongmonitoringmechanismand

    HELPO expects to conduct more

    awarenessprogramstotheGalleNavycampofficerstoimprovetheknowledgetoo.

    PublicPrivatePartnershipforWasteManagementinMonaragala

    Prison

    Monaragala Prison won the National Quality Award.

    Prisonhas

    well

    organized

    structure

    and

    procedures.

    The

    efficiencyisveryhighinthisprisonbutduringthelastfew

    years they had to face a huge problem. That is waste

    problem thewaste collection is very high in this prison.

    The local authority doesnt collect the waste properly.

    Massive smellandmethanegasemission toairwashigh

    and theywere lookingagoodandquicksolution for this

    massiveproblem.

    While on this time National Cleaner Production Center and UNEP decided to

    implementprogram

    in

    Monaragala

    District

    with

    using

    Agriculture

    waste.

    They

    have

    chosentheHELPOtoimplementthisprogram.Prisonalsoagreedtoaccepttheoutside

    agriculturewaste to thisbiogas unit. The collected agriculturewaste from the local

    authoritywillbringtoprison.

    ABioGasunitwascompletedatMonaragalaPrisonand

    theawarenessprogramsweredone for theprisonersand

    theprisonOfficersontheeffectivenessandthebenefitsof

    thebio gas unit. Through this we discussed with them

    about the benefits of biogas and how those benefits

    effectivethem

    to

    and

    globally.

    Even

    discussed

    how

    we

    can

    reduce thebadeffectsof thewaste.We inform themhow

    wecanconvertwasteasaresourceforthem.

    The secondprogram conducted aboutMaintain and

    Managementofthebiogas.Throughthisprogramwe

    discussed how tomaintainbiogas unit andwhat is

    the correct method for that. Even we aware them

    about the problemsmay causewhile implementing

    thebiogas unit also we trained them how we can

    overcomethose

    things.

    Even

    we

    discussed

    about

    the

    Organic Agriculture Methods. The awareness

    programs gave them the knowledge on the waste

    separationmethods,POPGas, color codeof thewastemanagement, sustainabilityof

    theGas unit, new cultivationmethods, the use of organic fertilizer and the income

    generationmethodsby the sideproducts of theBioGasunit.Thoseprogramswere

    mucheffectivethemtoincreasetheknowledge.

    CommunityBasedBiogasprograminNegomboCity

    Negombo City is located near to Colombo. The city is very populated and this is

    commercialcity.ThecityhasmanynaturalresourcesandNegomboLagoon isoneof

    them.The

    city

    has

    many

    waste

    problems

    because

    waste

    collection

    is

    very

    high.

    CITYNET andHELPO planned to implement communitybasedbiogas program in

    NegomboMCArea.

    Under thisprogramApproved for the twoBiogasunits inNegambo townarea.The

    projectwillbe implementedwith thecomplimentofCitynetandFrenchgovernment.

    ThecoordinatorofthefundistheCITYNETwhilethetechnicalsupporterisHELPO.

    The international experience exchange program was scheduled to be done with

    CambodianMunicipalCouncil.Thecoordinatorfor theprogramwillbeHELPO.We

    expecttostarttheprogramverysoon.

    Thisis

    amodel

    program

    that

    we

    expect

    to

    implement

    in

    Negombo

    City.

    The

    propose

    siteisDonBoscoVillage.ThisisaTsunamiHousingSchemeandthewastecollectionis

    muchinthisvillageandtheyexpendmuchmoneytotheLPGasandfortheFirewood.

    CommunityBiogasPrograminDehiwalaMt.LaviniaCity

    Dehiwala&Mt.LaviniaMunicipalAreaislocatedneartoColomboandthepopulation

    is very high in this city. Municipal Council expends much money for the waste

    management

    because

    daily

    waste

    management

    is

    very

    high.

    Even

    they

    implement

    manyprogramstowastemanagementprogram.

    TheBiogasprogramofDehiwala&Mt.LaviniaMunicipalCouncilareawas started

    recently.TheBasicconstructionswerefinished for thebuildingofBioGasunit.Local

    experienceexchangeprogramwasdoneforthecommunityandthestaffofMunicipal

    Council. This program implement through the National Chapter of Sri Lanka and

    fundingfromtheCITYNETJapan.

    Theprojectproposes location isBadowita.There isarecyclingprogram in thisarea

    andtheydidnthaveasolutiontotheorganicwastebutnowtheyhaveagoodsolution

    tothe

    waste.

    Now

    in

    Badowita

    area

    has

    full

    recycling

    program.

    Through

    this

    program

    weexpect toconductawarenessprograms to theMunicipalOfficersandfor thegrass

    rootlevelpeopleofthearea.

    SchoolBiogasPrograminJaffnaMutthuThambhiSchool

    UNDP isoneof leadingorganization thathelps toSriLanka todevelop thecountry.

    Theyworking inJaffnaareaand theyhaveplanned to implementwastemanagement

    programin

    school

    level.

    Under

    this

    program

    the

    UNDP

    Jaffna

    Office

    expects

    to

    implement biogas program with collaboration with HELPO on Mutthu Thambhi

    SchoolandthisisamodelprogramthatintroducetoJaffnaDistrict.

    ThisisthefirsttimethatHELPOworksinNorthProvinceandthroughtheseweexpect

    togoodenvironmentconservationprograminschoollevel.Theorganizationexpectsto

    conductawarenessprogramstotheschoolchildrenabouttheeffectiveandbenefitsof

    thebiogas and how tomaintain thebiogas unit.Under this programwe expect to

    constructwiththecapacityof12m3biogasunitinschoolthemainobjectiveisintroduce

    amodel toJaffnaand soonweexpect to expand thisprogram tomanydistrictsand

    placesof

    North

    and

    East

    Province.

    Before

    end

    of

    this

    month

    we

    expect

    to

    implement

    thisprograminJaffnaMutthuThambhiSchool.

    MakeGalleGreenBiogEnergyCity

    MakeGalleGreenBioEnergyCity isaconcept that

    HELPO and Galle Municipal Council both together

    implement. HELPO and Municipal Council got the

    leadershipwithother institutes to achieve this theme.

    The

    main

    institutes

    of

    the

    Galle

    city

    represent

    this

    committee theygathereverymonthanddiscussabout

    the progress of the

    program andhowmuch

    wecouldfinishthetimeperiod.

    Underthisthemeweexpecttointroducethebiogasunits

    to every major institutes of the city and we hope to

    encouragethepeopleforalternativeenergysources.The

    chairman of the committee is Hon. Mayor Galle city.

    09.2010.On thatvisithewent to thebiogasunit

    thatstarted fromHELPO.This is the firstbiogas

    unit that HELPO implemented even this is the

    first biogas unit which constructed hospital in

    Asia.Theprogramstartedon2004andsince that

    daythisprogramfunctionwithoutanyproblem.

    The capacity

    ofthe

    biogas

    unit

    is

    22m3

    this

    program

    was

    implemented with the support of USEAP.

    Mr.MaithripalaSirisenawasmuchappreciatethis

    environment friendly effort that implementedby

    the HELPO. For one month hospital can earn

    muchmoneyfromreducingtheLPGasandthisis

    another benefit to the Government too. Now

    hospitalwasteproblemhasbeensolved.

    implementing through thecommunitynetworkwecall itforHousingandLivelihood

    DevelopmentPeoples

    Movement

    (HLDPC).

    From

    this

    section

    we

    report

    about

    the

    progressofthepeoplesmovement.ThiscommunitynetworkistheHELPOStrategyto

    empowerthegrassrootlevelcommunity.

    Withinthereportingperiodwecouldabletoachievemanytargetswiththiscommunity

    network.Nowpeople empowered and theywilling towork to expand the peoples

    movementand theygive the leadership to theirvillages.Also their savingshasbeen

    increasedandinterrelationshipalsoincreased.

    NewDirectorBoardElectionofpeoplesMovement

    The Housing & Livelihood Development

    peoplesmovementisworkonwiththehope

    of providing more and more financial

    facilities, especially to the low income

    community in a sustainable way. Now its

    going well with a total participation of the

    community.

    Therewasavacant for theboardofdirectors

    &the

    village

    branches

    of

    peoples

    movement

    got the opportunity to apply for it. Every

    branchesofthepeoplesmovementnominatedtheirleadersnamesfortheelection.All

    the applications were examined through a special committee & they selected six

    applicationsfortheelection.

    TheelectionwasheldwithatotaldemocracyinHELPOofficepremisesonSeptember

    2010&threeleadersofallvillagebranchesweregottheopportunitytogivetheirvotes

    forthefinalsixapplicants.FinallyfiveboardofdirectorelectedfromMahaliyawaththa,

    Kalupe,Koggala,Aththiligoda,&Weliwaththabranches.Communitywashappyabout

    thenewly

    appointed

    directors

    &

    their

    no

    any

    objections

    for

    the

    selection.

    After election the newboard of directors expressed their ideas that this is a good

    opportunityforthemtohavealeadership&comeupwithresponsibilitiestoservethe

    communitywiththeirsocialworkswhileguidingthepeoplesmovementtowardsthe

    success.

    Now there are eightboards of directors from the

    grass root level community side.Wehope tohold

    the Director Board meeting of Housing &

    LivelihoodPeoplesmovementalonewith thenew

    director board to get their ideas to increase the

    qualitywithagrateexpansionoftheMicroFinance

    program towards the success, in future. The all

    directorscamefromthegroundlevelandthisisone

    ofempowermentofthembecausethroughthisthey

    canwork in largearea.Theyhaveagreatopportunity togive the leadership toother

    members.Nowtheyareworkinginnewpositionstoexpandthepeoplemovement.

    Withthehopeoftoincreasethelivingstandardsin

    low income settlement of the Moragoda area by

    givingthemchanceforfinancialaccessfortheirself

    employment needs as well as other infrastructure

    facilitiesweestablishedamainpeoplesmovement

    branch located inMoragodaareawhich is inGalle

    districtonlastmonthofSeptember.

    As many of the community are doing day today

    works

    to

    leans

    their

    lives

    its

    much

    more

    important

    for them to setup a community financial settlement for their financialneeds among

    themselves. Themain specialty of thisbranch is 80% ofmembers are fromMuslim

    communityandSinhalesealsoliveinsamearea.Theybothgotthemembershipofthe

    peoplesmovement.

    All of them informed about their feeling of this

    program.Theyinformedthattheydidnthavethis

    kindofprogramintheirarea.Throughthistheyallbecameonenetworkandthrough

    thistheyexpecttosolvetheirproblemsandmakethemstronger.

    ThecommunityofMoragodaexpressedtheirideasthatnowtheyaredoingsavingsas

    wellastakingemergencyloansaspertheirneedsthroughtheirsmallgroups&theyare

    expectingtogoforselfemployment&otherloanfacilityafternow.

    Nobody chosen tobeborn in topoverty.Anyway itshappening in thisworld.By

    givingthe

    poor

    to

    access

    for

    production

    process

    by

    giving

    them

    financial

    assistances

    for

    self employments is oneway that canbreak thispoverty cycle.This is the first step

    whichhaskeptbythecommunityofMoragodabyestablishingapeoplesmovementto

    reducepoverty.

    Walawwaththa Congress

    The community of the Walawaththa organized

    their congressmeetingonSeptember 2010 in the

    community center of Walawwaththa. All the

    branchmembers,

    the

    board

    of

    directors

    of

    Peoplesmovement aswell asHELPOMF staff

    alsoparticipatedinthismeeting.Theparticipated

    boardsofdirectorsareground level treasurersof

    thepeoplesmovement.Theyparticipated to this

    tosharetheexperience.

    The chairmen of the Walawaththa peoples

    movementwelcomeall&themaintopicsdiscussedinthemeetingwere.

    Toincreasesavingsmobilization

    Encouragethe

    community

    to

    do

    savings

    more

    &

    the

    important

    of

    savings

    habit

    which

    theycanuse incaseofemergencies.Eventheydiscussedabouthow toencourage the

    peopletosavemoremoney.

    ProvidingtheSelfEmploymentloans

    InthismeetingtheydisbursedRS.310,000.00asself

    employment loans around 10 members of their

    society & specialty was that these all fundswere

    fromtheirownsocietyfunds.

    Inaddition

    to

    that

    they

    explained

    about

    that

    the

    housing loan, infrastructure loanofRs.30,000.00&

    Rs.25, 000.00which hasdisbursed already. Finally

    theyannounced thattheyareexpecting todisburse

    somemoreloansfortheirvillagesinfuturewiththe

    hopetogivethefinancialbenefitsmore&more.

    TheothersocialbenefitsEspeciallyfrom thebranchmanyofpeoplegotmanyassistantsand theywereable to

    solvetheirgroundlevelproblems.Manyofpeoplegotheselfemployeeloans,Hosing

    Loans, InfrastructureLoans through thoseassistants theycouldable to increase their

    livingstandard.Whenthepeoplefacedafloodsituationthisbranchhelpedthemand

    providedthenecessaryassistantstothem.

    Even through the communitybio gas now they are

    gettinggas for threehousesaswellas theyused the

    liquid fertilizer for thehomegardening also.This is

    verybrief socialbenefits of thebranch which they

    discussed.

    The treasure of the branch Mrs. Chandralatha

    expressedideaofthebenefitsaswellastheduties&

    responsibilities of the leaders as well as members

    especially in repayment of loans aswell asweekly

    attendancetothemeetings.Furthermoresheexplainedtheimportantofthesefinancial

    facility to the low income community those who have not access to go for formal

    financialinstitutionsforcreditfacility.

    TheMFstaffexpressedtheideaofthatthesustainabilityoftheprogramisnowontheir

    hands.Aswe are giving the assistanceby providing financial assistance aswell as

    awarenessprogramstodevelopthemselvesthecommunityshouldtaketheadvantages

    oftheseservicemore&more.

    MicroFinance

    &

    Family

    Thefamilyisthesmallestunitofthesociety.Thepovertyishighinrurallevelaswellas

    inurbanareas.Somepeoplepoorinknowledgeandattitudes.Somepoorinfinancially

    sobotharepoor.MicroFinanceisapowerfultootoeradicatethepoverty.InSriLanka

    therearemanyinstitutesimplementMicroFinancePrograms.

    Throughthismanyofpeoplecouldabletoupliftthelivingstandardandmostofpeople

    becamesmallentrepreneurs.Thisismuchhelptotheirfamilytoo.Mostofpeoplewho

    get the first loanare inpoor stagebutwhen they take secondor third loan theyget

    awayfrom

    the

    poverty.

    They

    have

    agood

    living

    standard.

    Micro

    Finance

    helped

    to

    manypeoplewhocantgotobankorotherformalinstitutes.

    Beforetheywerelowincomepeoplebutnowtheyhavegoodincomeandtheirwayof

    thinkinghasbeenchanged.ManycountriesareusingtheMicroFinancetohelptothe

    people.Throughthispeoplebecomestrongnetworkbeforetheydidnthaveavoicebut

    nowtheyhavemuchstrongvoicetopresenttheirideastotheWorld.MicroFinanceis

    becameamiracleforlowincomepeopletouplifttheirlivingstandard.

    Themainaimsoftheprogramwastoawarethe

    community about local seeds conservation, to

    getharvestwithoutusing chemical fertilizers

    aswellasprovideseeds for theotherpeoples

    movementbranches to cultivate in their areas

    also.

    ProgramwasstartedonlastMay2010withthe

    Collaborationwith&AsiaOnluseasaresultofthe training & the financial assistance which

    hasreceivedfromthem.

    Now they have cultivated the Seeds for the

    next season& alreadywe could gain a good

    harvest by using the snail manure for the

    spinach crops.Aonehutalsohas constructed

    duringmonthofAugust tokeepseedsaswell

    asother thingssafely through thecontribution

    ofcommunity

    of

    the

    area.

    TheyhopetomaketheWoodVinegarforthe

    nextmonthwhichcanuseforcropsnextseason

    also.

    Communityhasmuchintentiontodevelopthe

    program towards the success. As they can

    continueby themselvesashomegardening to

    earnsomeorforhomeuseaswellascangive

    contribution to conservation of local seeds as

    social responsibility this program is much

    importantforthemaccordingtotheirides.
