Elections Updates in al-Ahram

The first day of the third phase of elections to the lower house of the Egyptian Parliament ended with a “moderate” turnout in the nine governorates: Qalyoubiya, Daqahliya, Gharbiya, Qena, Menia, al-Wadi al-Jadid (the New Vallye), North Sinai, South Sinai and Marsa Matrouh.

181 slates with 1202 candidates compete in 15 constituencies on 100 seats, while 1551 candidates compete on 50 seats in single-member constituencies.

About 14 million eligible voters are to vote in the third phase of polls and 12 thousand judges are to monitor the polls.

Judge Abd al-Muizz Ibrahim, head of the High Judicial Elections Commission stated that the results of the third phase of elections will is to be declared on Saturday.

Yusri Abd al-Karim, head of the Technical Bureau of the commission stated that the polls started on time yesterday in most of the polling stations. Some stations opened late, however, due to the late arrival of judges.

NGOs marked a “moderate” turnout in most of the nine provinces. “Hot constituencies” in Menia, Daqahliyah, Qalyoubiya and Qena witnessed high turnout. South Sinai, North Sinai, al-Wadi al-Jadid and Marsa Matrouh have reported witnessed “low turnout.”

About 50 judges who head different courts of appeal from Cairo, Alexandria and Menia have refused to take on the observation task in remote areas.

The first day of polls witnessed fierce competition between the Muslim Brotherhood’s Freedom and Justice and Salfist al-Nour Party, mainly in the Delta provinces of Daqahliyah, Gharbiya and Qalyoubiya. Tribal belonging, however, dominated the votes in South Sinai, North Sinai, al-Wadi al-Jadid and Qena.

It is expected that the Islamist players will keep leading in the third phase.

Al-Ahram pointed out unusual women participation in tribal communities.

Menia witnessed shooting between the advocates of the Freedom and Justice Party and those of an independent candidate.

Fuad Badrawi, secretary general of al-Wafd Part filed a claim accusing a judge of stuffing ballots in favor of the Freedom and Justice party.

Violations of the electoral silence have also been reported. Electoral campaigns continued.

A Lawsuit Litigating the Investigative Judges in the NGOs Funds Case

The Democratic Institute in Cairo addressed the Egyptian authorities, giving explanations about the sums of money that had been confiscated from the institute headquarters. The confiscated money was assigned to support the international delegation approved by the Egyptian government to monitor the elections.

The institute admitted receiving US $14 million in April last year from the US Secretary of State and the American Society for International Development to fund a two-year project to support the “democratic reform” in Egypt.

The Institute’s program includes providing international consultancy on the democratic transformation and trainings to develop the political parties on the long run. It also includes providing support in monitoring the elections, civil education and voters’ education.

The letter also showed that the Egyptian Ministry of Foreign Affair was fully informed about the issue. It received detailed reports on the projects and the people working on them.

In another context, Nasser Ameen, head of the Arab Center for Judiciary Independence declared that he would litigate the investigation judges of the NGOs funds cases for alleged violations. He claims that the judges were not assigned according to the legal procedures followed in such cases.

The Advisory Council Calls for an Urgent NGOs Law

The Advisory Council expressed it admiration for the government and judicial decisions concerning the NGOs, rejecting any foreign interference in Egypt’s affairs.

Heated arguments were reported in the council’s session that was held yesterday.

The Advisory Council addressed SCAF asking for its approval to increase the assigned members at the People’s Assembly to 30, to give a chance for better representation of the different players and the youth.

Abu al-Futouh Condemns the Suppression of NGOs

Potential Presidential Candidate Abd al-Munim Abu al-Futouh condemned the “brutal” suppression of NGOs and human rights organizations.

In a conference held in the frame of his electoral campaign in Ain Shams, Abu al-Futouh stated that SCAF was still adopting the Mubarak regime’s ways of suppression, describing the attacks against NGOs to be “a fatal mistake” of the Egyptian authorities.

Abu al-Futouh also denounced the authorities’ reluctance in doing the victims’ justice.

Prosecution: Mubarak Wrecked Havoc in Egypt and Committed Unprecedented Crimes

Public Prosecution began their argument by saying that the former president, his minister of interior and his security officials are accused of killing some of the best men, women and children in this country.

“Mubarak has committed unprecedented crimes in Egypt. He has let down Egyptians in order to achieve his personal interests. He submitted to the will of his spouse and agreed to hand over power to his son, Gamal, and he humiliated Egyptians when he ordered his regime to rig the last parliamentary elections,” prosecutor Mostafa Suleiman said.

The prosecution also said that Habib Al-Adli, former minister of interior, has turned the police apparatus from protecting the people and providing them with security into a tool in the hands of the regime and the ruling elite. The police suppressed the people and denied them their freedom of expression and opinion. “State Security soldiers of the former regime have killed protesters in cold blood and they pointed their guns to the hearts and stomachs of victims,” the prosecution added.

The prosecution also informed the court that they will separate the case of killing protesters from the cases of financial corruption, explaining that they based their decision to bring Mubarak to trial on his involvement in killing protesters by giving orders to Al-Adli and some of the former security officials. They accused them of deliberately killing unarmed protesters in all governorates, who took off to the streets on January 25 to protest the deteriorating political, economic and social conditions of the country.

Regarding Hussein Salem, the prosecution said in their argument that he was a close friend of the former president and his family since the 1970’s. He traded in arms and was convicted in one of the cases; “however, Mubarak made him a close friend, protected him

through his influence and powers and gave him the best areas in Sharm Al-Sheikh as well as huge loans from banks,” the prosecution said.

Outside the court, dozens of members of the families of the January 25 martyrs chanted slogans demanding the overthrow of SCAF, the discharge of the Public Prosecutor, and executing Mubarak and his cronies. They threatened to break into Torah’s prison to kill Alaa and Gamal Mubarak if the court’s decision was not issued before January 25, 2012. Also, small groups of “Mubarak sons” appeared in front of the Police Academy.

The first day of the third and final phase of parliamentary elections witnessed a fierce competition between the Muslim Brotherhood and Salafis who exchanged accusations and filed complaints against each other.

The Freedom and Justice Party, political arm of the Muslim Brotherhood, accused Al-Nour Salafi Party of campaigning in front of polling stations by distributing flyers, using microphones, setting up booths and distributing beverages. MB members took pictures of the violations committed by Al-Nour supporters and sent them to the media. Ashraf Thabet, a member of the high board of Al-Nour Salafi Party, responded by saying, “The Muslim Brotherhood should have filed their complaint with the Higher Elections Commission,” accusing the FJP of violating the elections rules. Moataz Abd Al-Khaleq, Al-Nour secretary general in Al-Gharbia governorate, filed a complaint against the FJP accusing them of campaigning in front of polling stations. The MB members in turn announced giving their support to Al-Wafd’s candidate in Al-Gharbia, Mohamed Al-Fiqi, against Al-Nour’s candidate, Mohamed Mesh’al.

The turnout was low to medium in Al-Minya on the first day of parliamentary elections. Voting was delayed in some of the polling stations due to the late arrivals of judges and administrative staff. Supporters of the FJP and Al-Nour Salafi Party were heavily present in front of the polling stations. They used laptops and electoral guides to provide information for voters, thus provoking other parties and candidates.

There was a huge turnout in Qena since the beginning of the voting process. There were long queues of citizens who were eager to cast their votes, particularly women. A number of

candidates have sent text messages to citizens to ask them to participate in elections and vote for them.

In Al-Daqahlia, popular committees provided free services for voters to guide them to their voting areas. An old woman, 85, died as a result of a heart attack when she was trying to cast her vote. Supporters of the FJP and Al-Nour Salafi Party campaigned in front of the majority of polling stations in the governorate.

Scout teams were present in front of polling stations in Al-Mahalla to receive voters and celebrate with them the democratic experience the country is going through. Small children carried signs saying “Parliament of the Revolution 2012” and carried flowers and flags.

Washington Blames NGOs Suppression on Mubarak Regime’s Remnants

Washington criticized what it called “Egypt’s failure” in resolving the issue of the NGOs supported by the United States.

On the other hand, Minister of Justice Adel Abd al-Hamid asked Dr. Najwa Khalil, minister of labor and social security to provide data related to 73 international registered NGOs for further investigations.

Seven Suspects Arrested

The Security Apparatus arrested seven people suspected to be involved in the Egyptian Academy arson that took place upon the latest uprest in front of the Cabinet in December.

The suspects admitted participating with others in attacking the Cabinet and People’s Assembly headquarters.

The seven suspects will be jailed for 30 pending further investigations.

Protests against Detention

A number of activist organizations, groups and individuals protested yesterday in front of the Attorney General’s Office in Cairo.

The protests were against the detention of 300 - 400 people upon the incidents of Muhammad Mahmoud Street and the Cabinet in November and December.

Protesters denounced suppression and expressed their rejection of the old regime’s ways in dealing with demonstrations and protests.

The U.S.A Admits Funding Egyptian NGOs

Three American officials were interrogated yesterday. The three officials are accused of being involved in providing illegal funds for Egyptian unauthorized NGOs.

The three officials were interrogated for being involved in providing $ 150 million paid by the National Democratic Institute and the International Republican Institute to fund “illegal” activities in Egypt.

The three officials denied the charges, and admitted providing much less funds than the sum announced, arguing that all the funds were to peacefully support democracy and human rights.

Elections Updates in Gomhouriya

The third phase of elections to the People’s Assembly started yesterday in nine governorates in Egypt.

Judge Abd al-Muizz Ibrahim, head of the High Judicial Elections Commission declared that the vote counting would start today in the evening.

No serious transgressions have been reported. The main detected violations were related to the late arrival of some judges and the violation of the electoral silence where electoral campaigns continued during the polls.

High turnout was reported in North Sinai, in Qalyoubiyah’s al-Khankah, however the turnout was moderate. High turnout was reported in Qena.

A candidate of al-Wasat Party files a claim against Islamists parties who allegedly pulled voters.

Unlike al-Ahram’s report, al-Gomhouriya’s Adel al-Sadawi reports on high turnout in al-Wadi al-Jadid overnorate (New Valley).

No complaints have been filed at the Egypt Judge Club.

Fierce competition is reported between the Muslim Brotherhood’s Freedom and Justice and Salafist al-Nour.

Der Spiegel Criticizes Raids on NGOs in Egypt

Der Spiegel, one of the famous German newspapers, heavily criticized the suppression imposed by the Egyptian government on at least 17 foreign and local pro-democracy NGOs, including the German Konrad Adenauer Stiftung.

The newspaper said it is expected that Egyptian investigation authorities summon Andreas Jacobs, Resident Representative of Konrad Adenauer Stiftung in Cairo, within the next few days. “The claims made by Public Prosecution against our institution are unfounded. I call on the Egyptian authorities to stop obstructing the good efforts carried out by the institution to promote democracy in the country,” said Chairman of the Konrad-Adenauer-Stiftung Hans-Gert Poettering.

Minister of Planning and International Cooperation Dr. Faiza Abo El-Naga ruled out the possibility that the US practiced pressures on Arab states to urge them to stop sending financial aids to Egypt.

Third and last phase of the parliamentary elections started its first round, yesterday, in 9 governorates, and continues the second round, today.

Dr. Butrus Ghaly, head of the National Council for Human Rights, told Youm Sabei reporter as she visited the NCHR’s elections support unit’s operation room, that this year’s elections are incomparable to those of previous years. He described them as the best elections conducted in Egypt’s history.

In Tanta, a judge supervising polling station, no. 763 in al-Nasr preliminary school, Tanta, pointed his gun at al-Nour party’s agent, Walid Abdou, following a verbal fight. Abdou said that the incident happened after he had witnessed rigging in the station.

Armed forces representative in polling station no. 782, Tanta, prevented CEO of Delta Center for Human Rights from monitoring the voting process inside the station, which led to a verbal onslaught.

In Qalyoubiya, chaos characterized electoral process in all its three single-member constituencies and its two multi-member constituencies. Judges arrived late to stations, delaying voting process. FJP and al-Nour continued their campaigning in front of polling stations.

In Minya, which was divided into 4 single-member constituencies, 250 candidates compete for 8 seats, and 18 party lists compete for 16 seats in 2 multi-member constituencies. The governorate witnessed a heated race between FJP and al-Wasat.

More violations were reported in Qena, as cars carrying posters of candidate’s photos parked in front of polling stations.

In al-Gharbiyah, al-Nour pressed charges against FJP and a judge supervising a polling station, accusing him of influencing voters to support FJP.

Al-Shorouk Election Updates

Amid an average voters’ turnout, repetitive violations, and injuries in violence incidents, the first round of the third phase of the parliamentary elections started, yesterday.

While observers said that voting in South of Sinai governorate was no more than 5%, polling stations in Qalyoubia witnessed huge turnout of voters since the early hours of the beginning of the process.

HEC received a number of reports of violations that were committed in the first two phases, which were mainly violation pre-elections silence and the delayed opening of polling stations due to late arrival of judges.

Civil society election observers also detected violations. According to a report by the Egyptian Alliance for Election Monitoring, which comprises 123 organizations, most violations were committed by FJP, al-Nour, the Egyptian Bloc and al-Wasat parties.

Minia witnessed huge turnout, and polling stations were guarded with military tanks. Clashes erupted between supporters of Islamist parties, and between police and voters.

Turnout was calmer in al-Wadi al-Gadid, and the Army removed a number of publicity posters from polling stations.

Alaa Abdel-Hadi’s mother, revolutionary medical student torture victim, said she would boycott elections because no one deserved her vote after what happened to her son.

In Qalyoubiya, which has also seen enormous turnout of voters, the FJP turned against the Salafis last moment, as the competition became all the more heated over worker and bracket seats in Banha.

North Sinai, witnessed huge turnout as well but amid low security profile and limited reports of violations. Meanwhile, the situation was reversed in South Sinai as security presence was more noticeable than voters’.

Trial of an Era and Beginning of Another

The Public Prosecution made their historical argument in the “Trial of the Century” yesterday. They confirmed that Mubarak was nothing but a pharaoh and a brutal tyrant. He wanted to hand over power to his son and fostered corruption. He has let down Egyptians and insisted on staying in power only to achieve his personal interests.

The prosecution accused Habib Al-Adli, former minister of interior, of ordering police forces to shoot protesters using live bullets even if this will lead to killing them.

Cairo’s Criminal Court decided to adjourn the trial of the century until today to resume hearing the prosecution’s arguments in the case against Hosni Mubarak, his two sons Gamal and Alaa, his former minister of interior, six senior security official, and the fugitive businessman Hussein Salem over accusations of killing protesters, stealing public funds and misusing their powers.

During their argument, the prosecution confirmed that this trial is the most important event in Arab and Egyptian history as it is the first time that we see the head of the state brought to trial. They said that this trial will remain as a lesson for future rulers of this country.

The Ministry of Interior cut off all communications to distract protesters and decrease their numbers; however, they were surprised to see massive crowds who came out of mosques following the Friday prayers, and security forces used live bullets and birdshots against them, according to the prosecution. They also said that Mubarak traded in arms with his friend Hussein Salem.

Detaining 4 Members of April 6 Movement

Tareq Abu Zeid, public attorney of South Cairo Prosecution, ordered detaining four activists of the April 6 movement pending investigations over accusations of tarnishing the country’s reputation and inciting citizens to challenge public order.

The activists were arrested when they were hanging posters against the army and SCAF and calling on people to participate in the upcoming January 25 protests.

They had around 500 large posters carrying two images; the first one is of the Egyptian army attacking and beating protesters during the cabinet headquarters clashes and the second is of the Egyptian army during the 1973 war.

An excerpt of an article published on al-Ahram, dated February 18, 1972: “Attempts to create unrest continued among the students and the crowds. Separate marches took place in Tahrir Square and entry streets on January 24, 25. They insisted to throng despite Police advice to disperse. Protesters erected barricades to assume control of the square, and put up banners and boards to post slogans and calls. Policemen had to break them up at 5am of the following day. 61 were arrested including non-students. Interrogations revealed that flyers were being distributed in Helwan, inciting riots against public good. The typewriter used to print out flyers was confiscated and a state security record was made.”
