The Minister of Justice Uncovers Plot

Egypt’s Minister of Justice Adel Abd al-Hamid held a press conference last evening.

New dimensions to the recent crisis have allegedly been uncovered.

He blamed the violent incidents of Muhammad Mahmoud and al-Qasr al-Aini on an alleged plot to destabilize the country.

The minister asserted that the investigations into the down town recent incidents revealed the involvement of some people in financing mobbing actions against vital and governmental institutions.

Eyewitnesses asserted that a number of people were providing huge amounts of empty bottles and petrol during the clashes. The same people also gave big amounts of money for the young protesters.

42 have died since the breakout of violence on November 19.

Forensic reports revealed that the deaths occurred because of direct gunshots from short distances.

Second Revolution or Foreign Plot?

In the aftermath of the bloody clashes that took place over the past week in the core of

Cairo, a new discourse is being used in the media and on earth.

The supreme Council of Armed Forces issued a statement referring to an alleged plot to destabilize Egypt and fail the state. SCAF warned of the dangerous consequences of complying with such a plot, calling on the people to be fully aware of the crucial situation.

Al-Ahram reported on a high-ranked official’s declarations about alleged communication between foreign elements and some interior accomplices to foment a new revolution on January 25, 2012 to drag the Army into bloody clashes with the public.

The alleged plot is meant to fail the democratic process, the Army and the state.

The fact-finding committee formed to investigate into illegal foreign funds declared that the United Stated had paid $ 65 million to unknown organizations to support democracy in Egypt.

Reflecting on the US Secretary of State’s comments against the Armed Forces’ transgressions against women protesters, Egypt’s Minister of Foreign Affairs Muhammad Kamel Amr rejected any foreign interference. Mrs. Clinton had described the violence against women protesters in Egypt as shameful and “disgraceful.”

Egypt’s Ambassador to the United Sates Sameh Shukry fiercely denied the American Administration’s interference to draw up a plan for the power transition in Egypt.

Mass demonstrations are expected tomorrow, Friday. 23 parties and coalitions have called for a rally to denounce the brutal suppression of the sit-in. Another rally is to be organized in Abbasiya denouncing destruction and mobbing.

The Muslim Brotherhood will boycott the Friday demonstrations.

Different public reactions to the incidents have been produced. People formed human shields around the isolating wall and the American Embassy in Cairo when a number of street children and unknown individuals started hurling stones at the security guards of the embassy. People also participated in cleaning the Tahrir Square and organizing the traffic.

Many women organizations condemned the brutal transgression of the Army against women. Facebook activists rejected the Army’s assaults, considering the apology to be unsatisfactory.

Students at Ain Shams University organized a rally, protesting the army’s assaults against demonstrators and calling for transferring the power to the Speaker of the People’s Assembly on January 25.

The Revolution Alliance denied what was rumored about an initiative to withdraw from Tahrir Square.

The security forces arrested three suspects in the arson of the Egyptian Academy.

The Attorney General received the forensic report regarding the latest clashes. The report confirms 14 deaths. 13 people were shot to death and one was beaten to death.

According to al-Ahrma’s Husam Zayid, death tolls rose to 15.

Dr. Ahmad Hussein, member of the Egyptian Medical Syndicate filed a claim against SCAF and the Ministry of Interior. Dr. Hussein had been abducted and tortured twice.

Ayman Nour, head of Ghad al-Thawrah [the Revolution Future] Party and activist Asma Mahfouz filed claims against Field Marshal Hussein Tantawi and al-Masry al-Yom newspapers. SCAF had accused them of being involved in the incidents.

Washington called on the Egyptian Authorities to exhibit self-restrain, expressing its support of the democratic change in Egypt.

The Socialist People Alliance Party called on SCAF to hand over power as soon as the Parliamentary elections are over.

Friendly Visit to Ease the Tension

Judge Abd al-Muizz Ibrahim, head of the High Elections Commission and president of

the Court of Appeal visited the State Council.

The visit aimed at putting an end to the conflict between Ibrahim and the State Council who had accused Ibrahim of offending the judges.

Judge Muhmmad Diya’ al-Din, president of the State Council welcomed the “friendly” meeting and the positive results.

On his part, Ibrahim expressed his respect to the Council’s judges.

Members of the State Council, the High Judicial Elections Commission and the Egypt Judge Club also attended the meeting.

Elections Updates in al-Ahram

An extremely low turnout was noticed in the run-off round that was held, yesterday, in the nine governorates of the second phase of the elections to the people’s Assembly.

Al-Ahram marked the attendance of judges and security forces in the “absence” of voters.

Limited altercations were reported in Duqqi and Agouza in Giza governorate.

Oseem constituency in Giza also witnessed fierce competition between the Muslim Brotherhood and the Salafists.

Observers reported on violations related to pulling voters, write-in ballots outside the polling stations.

In Sharqiya, a candidate was mobbed and his car was vandalized.

In Suez three claims were filed against Salafiat al-Nour party for illegal campaigning in front of polling stations.

Tahrir Events

Calm was restored in Tahrir on the sixth day since the beginning of clashes near the Cabinet headquarters. Protesters spent their first night in Tahrir Square without any victims falling, whereas the Army erected another cement wall in Yousef Al-Gendi St. behind the AUC.

Hundreds of protesters organized a march, the day before yesterday, to honor the

memory of Sheikh Emad Effat, senior official at Dar Al-Ifta’ who was killed during the clashes. The march began from Omar Makram mosque in Tahrir Square and headed towards Talaat Harb Square. Protesters chanted for more than two hours against SCA, carrying photos of the martyr Sheikh.

Al-Azhar’s Grand Imam Sheikh Ahmed Al-Tayyeb called on the revolutionaries to

hold a truce with security forces to expose groups of thugs and infiltrators who commit acts of violence.

Dr. Hisham Sheiha, undersecretary of the Minister of Health for medical treatment,

announced the death of Mohamed Mostafa, student at the Faculty of Engineering at Ain Shams University. The number of protesters who were killed during recent clashes mounted to 15.

Senior Judge Adel Abd Al-Hamid, Minister of Justice, said that all judicial

investigations in recent clashes revealed that protesters were killed by live bullets fired from a close distance. He demanded the Head of the Court of Appeal to assign three judges to continue investigations in the clashes that took place near Cabinet headquarters. Abd Al-Hamid said the death toll in the Mohamed Mahmoud St. clashes reached 42 people.

A number of parties of the Democratic Alliance and young members of the Muslim

Brotherhood announced that they are going to participate in the million-man march in honor of women who were tortured by the military. The Freedom and Justice Party did not determine their position on the protests yet. Al-Nour Salafi Party announced that they will not take part in any demonstrations as long as a “third party” infiltrates among them.

The ‘Silent Majority Voice’ movement announced their participation in the protests organized tomorrow, Friday, at Al-Abbasiya Square in Cairo and Ras Al-Tin in Alexandria under the title “No to Sabotage and Foreign Interference.” They expressed regret over the recent clashes and the continuous escalation of Tahrir protesters. They condemned all attempts made to undermine the supremacy of the state.

Elections Updates

The High Elections Commission announced delaying the press conference scheduled today to announce the details of the first day of the runoff stage until next Saturday. Senior Judge Yosri Abd Al-Karim, head of the technical office at the HEC, said the first day passed without any major problems. “The runoffs are usually much calmer,” he said. Abd Al-Karim told Al-Masry Al-Youm that judges received ballot papers from Elementary Court, the day before yesterday, to prevent any delays. He stressed that the HEC did not take any decision to stop the runoffs of the second phase of elections in Al-Sharqiya governorate.

Supporters of the FJP and Al-Nour Salafi Party prevent each other from voting in Al-

Beheira governorate. Observers said that some of Al-Nour Salafi Party’s supporters prevented cars carrying FJP supporters from reaching polling stations. In return, FJP supporters prevented them from voting in another polling station.

FJP supporters continued campaigning for their candidates in front of polling stations

in Bani Suef. There were delays in the voting process due to invalid ballot boxes that judges had to change before they receive people’s votes.

Also, in Aswan there were delays in opening some of the polling stations. A very

limited turnout characterized the runoffs in the governorate. FJP and Salafis in Al-Sharqiya allied themselves against Ali Al-Meselhi, former

minister of Social Solidarity during the runoffs. Low turnout in Giza and MB spokesman said their supporters will vote on Thursday. 150 persons prevent citizens from voting in a polling station in Imbaba after 5 houses

collapsed in the area. Reports of accusations directed against FJP and Al-Nour supporters of manipulating

voters in Suez.

A Plan to Set Egypt Ablaze

A senior official revealed that there are plans organized by internal groups, in collaboration with foreign elements, to carry out a scenario similar to the January 25 revolution but that leads to bloody confrontations with the Army. Provoking Army soldiers by protesting in front of critical buildings will take place in addition to setting some buildings on fire, spreading chaos and sabotage, source said.

The source explained that the plan they discovered is based on manipulating young

revolutionaries, who already lost in elections, and using them to ruin democratic transition, overthrow the Army, and dismantle the state. This plan was discovered through monitoring phone calls and actions of some elements, source added. It aims at driving the country into a complete chaos, creating a civil war between the people and the Armed Forces, and allowing foreign intervention in the internal affairs of the state.

The source said the state will take all necessary security measures to confront this plan and protect public buildings and properties and safeguard the lives of Egyptians from this enormous chaos.

Road to Democracy Continues

The road to democracy looks bright in the 9 governorates that went through the runoff stage, yesterday.

There is a heated competition between 118 candidates over 59 single-member

constituencies, in addition to competition between party lists in three constituencies (Menoufia, Sohag and Beheira).

Bani Suef witnessed some clashes between supporters of FJP and Al-Nour Salafi Party.

Army soldiers interfered to put an end to the fight using electric sticks. Confusion characterized the runoff process in Sohag as rumors spread in some of the

polling stations that a judicial decision was issued to delay elections in order to modify party lists.

Some candidates competing for single-member constituencies in Al-Sharqiya violated

the rules of pre-elections silence and continued campaigning to gain more voters. Low turnout in Beheira and some minor clashes between MBs and Salafis. Rural areas in Isma’iliya witnessed a large turnout as compared to cities. Young people refrained from voting in Bani Suef, while women took the initiative to

organize voting and guide citizens in polling stations.

Egyptian Unrest Continues

Al-Dustour reported on information about an alleged plot to destroy Egypt by toppling the state and dragging the Armed Forces to Bloody confrontations with the public in what is meant to be a second revolution announced on the 25 of January. Al-Dustour described the calls as a “trap.”

According to al-Dustour the accomplice groups assisting the plot are known. It added that their aims are to take over the power to draft the Constitution.

The Prosecution released the woman who admitted offering the rotten meat sandwiches to protesters last week. No criminal act was proved.

Former Minister of Health Amr Hilmi called for urgent presidential elections in January. Al-Dustour also reported on clashes between troops and protesters in the funeral of one of the dead protesters.

Head of the Advisory Council Mansour Hassan declared his success in reaching an agreement with SCAF on an urgent cessation of violence against protesters.

Elections Update in al-Dustour

General Secretary of the Muslim Brotherhood’s Freedom and Justice Saad al-katatani considered the calls for urgent presidential elections in January to be a trigger for disorder.

Potential Presidential Candidate Abd al-munim Abu al-Futouh stated that SCAF did not come to power by a referendum to leave by one. Abu al-Futouh stressed the significance of the handing over of power to a civil president.

Salafist Potential Presidential Candidate Hazem Abu Ismael called for mass demonstrations to denounce transgressions against women protesters and in solidarity with the judges who are monitoring the electoral process.

Al-Dustour presented a number of Egyptians’ opinions who did not agree on Abu Isamael’s calls under the pretext that it is not the time for division but for unity.

Al-Dustour reported that a candidate for the People’s Assembly in Sohag was involved in rigging. The candidate is a former NDP. No official confirmations were mentioned.

Spokesman of Salfist al-Nour Party, Dr. Muhammad Yusri Hammad’s declarations about his party’s acceptance of holding talks with Israel angered the party members. Muhammad Nour, a member of the Party said Hammad’s declarations did not represent the party, asserting the party’s complete rejection of establishing any communication with the “enemy.”

Al-Dustour reported on former NDP candidates’ violations in Sharqiya.

The Muslim Brotherhood’s Freedom and Justice candidates cooperated with the independent candidates against Salafists in Munoufiya.

In Ismailiya, the youth called for annulling the elections to protest the Tahrir incidents.

A judge in Munoufiya allegedly called voters to vote for a former member of the dissolved National Democratic Party.

Islamists pulled voters in the fourth constituency in Giza.

The Administrative Court annuls the elections in three constituencies in Sharqiya due to proved violations.

Liberals supported the candidates of the Freedom and Justice Party against Salafists in Beni Suef.

Runoffs finished abroad and the Ministry of Foreign Affairs is to report the results to the High Judicial Elections Commission later today.

Coordinator of the Egyptian expatriates’ polls Sabri al-Baja accused the High Elections Commission of committing legal and constitutional violations against Egyptian expatriates.

Al-Dustour also reported on the low turnout in the run-off round.

Al-Tahrir Press Review on the Run-off Elections

The first day of the run-off elections was generally calm in terms of voter turnout and reported violations.

The run-off battle was mainly between the Islamist Freedom and Justice and Al-Nour parties. Former members of the National Democratic Party (NDP) were ousted from the race as voters cast their ballots in favor of the two Islamist parties.

Human rights groups observing the polls reported a few violations, pertaining to the late opening of some polling stations and continuous publicity activities.

Chairman of the High Elections Commission (HEC) Abdel-Moez Ibrahim said the results of the run-offs will be announced on Saturday.

Observers without Borders, a coalition of civil societies monitoring the elections, said a very low turnout ranging between 10% and 15% was observed during the runoffs.

Observers without Borders reported election publicity activities by parties outside polling stations as follows:

Freedom and Justice Party: 35%.

Al-Nour Party: 30%.

Egyptian Bloc: 15%.

Other parties: 20%.

Al-Tahrir Press Review on Cabinet Events

The death toll of the Cabinet events rose to 14, said Head of the Forensic Medicine

Authority Ehsan Kamil George.

The last body received by the authority was of a 23-year-old boy, identified as Rami Abul-Ela, George said.

Thirteen out of the 14 martyrs have died of shotgun wounds, he said.

Foreign Minister Mohamed Kamel Amr said Egypt will not allow any foreign quarters to interfere in its domestic affairs.

Amr was commenting on US State Hillary Clinton’s statements, in which she condemned the brutal beating of female protesters by Army forces.

"This systematic degradation of Egyptian women dishonors the revolution, disgraces the state and its uniform and is not worthy of a great people," Clinton had said in a speech.

She denounced a "deeply troubling pattern" of military authorities and the major political parties alike keeping Egyptian women out of decision-making.

Students of Cairo and Ain Shams universities staged protests on Thursday, calling for the release of Benha University instructor Hend Badawi, who was detained during the Cabinet incident.

Professors from both universities joined the protests. They called for opening an independent probe into the injuries Badawi sustained. She suffers from skull, hand and leg fractures.

They also condemned the murder of university students during the Cabinet clashes.

A number of newly-elected members of the Parliament and activists decided to stage an open-ended sit-in in Tahrir Square to protest the brutal crackdown on protesters by SCAF.

Among the sitters-in were Amr Hamzawi, Mostafa el-Nagar, Ayman Nour, Ahmed Maher and Nasser Amin.

Revolutionary youths have called for a million-people rally on Friday in Tahrir Square to condemn the brutality of Army soldiers in dealing with protesters.

Thousands of protesters in Tahrir Square mourned the last martyr of the Cabinet clashes. Mostafa Hassan was killed on Saturday after he was shot in the head.

Al-Shorouk Review on Cabinet Events

Calm reigned over Tahrir Square, a day after bloody clashes broke out between protesters and security forces outside the Cabinet premises, leaving dozens killed and injured.

Dozens of protesters and families of the revolution’s victims staged marches across the square to condemn the recent clashes.

A number of youths formed human shields in Cabinet street in front of concrete barricades set up by the Army to prevent stones and Molotov cocktails from being hurled at the Army forces.

They called on other protesters to return to Tahrir and stage a sit-in until power is handed over to the people on January 25.

Newly-elected MP Amr Hamzawi, who spent the night with sitters-in in Tahrir, said he was there to prevent the reoccurrence of clashes between protesters and Army Forces.

A commission of the National Council of Human Rights (NCHR) inspected the People’s Assembly chambers after rumors spread that they were used to lock up protesters.

The commission found no chambers in the building used for the alleged detention of protesters, said NCHR member Nasser Amin.

The New York Times shed light on female protest that marched through downtown Cairo to express anger over images of soldiers beating, stripping and kicking female demonstrators.

The paper said historians called the event, where thousands of Egyptian women took part, the biggest women’s demonstration in modern Egyptian history and the most significant since a 1919 march against British colonialism.

A very low voter turnout was observed in the runoffs of the second phase of the parliamentary elections in the nine governorates.

In Suez, three members of Salafist Al-Nour Party were arrested for committing ‘electoral crimes’, namely campaigning outside polling stations.

In Sharqiya, most of the runoffs were mainly between Al-Nour Pary and the Freedom and Justice Party, the political wing of the Muslim Brotherhood.

The Administrative Court turned down 66 challenges filed to nullify the results of the elections in Giza.

In its ruling, the court said no evidence showing manipulations or rigging cases of the results was presented.

Friday Demonstrations

Over 50 political parties and movements announced their participation in the next Friday’s demonstrations in Tahrir square and similar squares in a number of governorates, protesting the Army’s violence against citizens. The National Association for Change described Egypt’s girls as hands-off. Hamdeen El-Sabahy’s campaign – a presidential hopeful – announced they will coordinate with a number of revolutionary forces on Friday.

On the other side, 10 political forces and coalitions called for a demonstration in Abbasia under the name “Rescuing Egypt” to assert their complete rejection to Tahrir events, calling on SCAF to continue running the country during the transitional period. They issued a statement demanded the criminalization of sit-ins and protests that disrupt the flow of daily life.

Asem Abdel-Maged, spokesman for Al-Gama'a Al-Islamiya, said that they will not participate in Friday’s demonstrations. However, he added “if any repercussions occurred and the Army failed to control them, Al-Gama'a will purge the square from the thugs that lead the riots there.”

Al-Gama'a Al-Islamiya will not participate in the anti-SCAF demonstration because it aims at creating a clash with the Army by any means, he added, “the square is being run by thugs now and not the revolutionaries.”

South Cairo’s prosecutor listened to the statement of Nour Ayman Nour, son of Ghad party leader and potential presidential candidate, who stated that he was attacked by the Army during Occupy Cabinet clashes along with other protestors and a number of girls.

In an interview with London based Al-Hayat newspaper, Naguib Sawiris, founder of Free Egyptians Party, said that the constitution can never be drafted by one political current alone. Liberal forces will not allow the Islamic currents in Egypt to assume power alone, he added. He described the democratic path in Egypt as “crooked.” Despite all violations “many people in Egypt, including myself, believe that the Army is our last resort.”

The Middle East News Agency, MENA, the official Egyptian news agency revealed a plot to burn down the country on January 25th. The plot aims at toppling the Army.

After the claims that there are detainees under the ministerial cabinet headquarters, official groups delegated by the Public Prosecution and NCHR visited the premises. They assured there are no protestors held captive in the building.

Cautious Calm prevailed in Tahrir on Wednesday after most protestors retreated to the square leaving Kasr Einy and Sheikh Rehan Streets. The Armed Forces erected a fourth concrete barrier in Youssef El-Gendy Street.

Plots to Start a Civil War on January 25th

An official source reported to MENA that there is a plot to start another revolution on January 25th. The plot aims at creating bloody clashes with the Army, setting vital buildings on fire and creating chaos.

Sovereign Security Authorities were able to follow communications that aim at destroying the country to pave the way for foreign interference.

MB spokesperson, Mahmoud Ghozlan stated that all those plots should be revealed now. While Hamdeen El-Sabahy, presidential hopeful, said the Egyptian people are capable of thwarting any foreign attempts.

Human Rights Activist, George Isaac dismissed the discourse about civil war as “nonsense.”

Akhbar reporters followed Tahrir events, yesterday, saying that the last 24 hours in Tahrir were calm. A number of new parliament members as Amr Hamzawy and Mostafa El-Naggar spent the night in Tahrir, where they joined the sit-in. A number of young men tried to provoke the soldiers by climbing the concrete barrier but did not succeed.

A number of political experts commented on the concrete barriers built in Tahrir area now as follows:

Gamal Zahran, political science professors, said that those barriers will not solve the problem.

Strategic expert, Abd El-Moneim Kato, maintained that the reason behind those barriers is purely humanitarian in order to prevent more clashes.

Low Turnout in Egypt’s Runoffs

Runoffs started, yesterday, in 9 governorates with a lower turnout than the two rounds of the first phase. The final results of the second phase will be announced on Saturday. A number of violations occurred against judges inside the polling stations and were referred to the Prosecution.

The runoffs were held in 30 constituencies to decide 59 individual seats and 24 seats in the multi-member constituencies in Souhag, Beheira and Menoufia. Head of the HEC, Abd El- Moez Ibrahim, assured that the violations of the first phase were totally avoided.

The results of expatriate voting will arrive today.

The court has invalidated the results of two constituencies in Sharquia. Contestations against the ruling were filed to the Supreme Administrative Court.

Menoufia witnessed poor turnout except in Shebein El-Koum constituency where the elections of the multi-member constituencies were postponed to the runoffs.

Runoffs in Menoufia witnessed violations by FJP and Nour supporters in regard to the publicity in front of the polling stations.

The Administrative Court in Giza rejected 66 contestations to the results of the first round.

In Suez, FJP representatives violated the electoral silence period by distributing publicity in front of the polling stations. The turnout was very low similar to that of 2010 elections.

Advisory Council: Presidential Elections Held On Time

After freezing its work as a protest to the Army’s brutality, Advisory Council resumed its work by holding a meeting yesterday. The meeting was attended by 11 members, the chairman, Mansour Hassan, was absent due to a health condition.

It assured that it is not a legislative authority and said that advancing the date of the presidential elections does not lie under its jurisdiction.

Resuming work again came after a serious promise on SCAF’s part to meet its demands, the members asserted.

The meeting went over the President’s Election Law and the schedule of the transitional period that ends in 30/6/2012.

They discussed the possibility of redrafting the constitutional declaration to hand over power to civilians sooner.

Nour Farahat, the council’s secretary general, revealed that he has met with the Military Council. He stated that the Military Council is carrying out investigations over Maspero, Tahrir, Mohamed Mahmoud and Ministerial Cabinet events but has not reached any results.

FJP Press Release No. (29), Second Phase Run-off

Ballot boxes have been closed at the end of this first day of run-off voting for the second phase of the Egyptian People's Assembly elections, which witnessed an average turnout reaching 20%.

The party yet again extends its thanks and sincere gratitude to the Egyptian people for their fortitude and positive outlook, which make us confident that this enlightened public will participate on the second day of the run-off, strongly and effectively, not just to vote for a candidate in preference to another, but to confirm the people’s determination to contribute in making their own future.

The party calls on the High Judicial Elections Commission (HJEC) to implement the ruling in appeal No. 10,167 for the session on 6 December 2011, which was received by the HJEC for implementation on 12/12/11, and which allows party agents to attend the collection, sorting and counting operations, and even the final declaration of the results – to ensure that the electoral process works appropriately, to the satisfaction of all parties.

This is meant to avoid any suspicions or questions being raised about the figures announced, as happened in Ismailia governorate and the Osim constituency in the first round, which led to our formal request for re-sorting and re-counting in the first and second constituencies of Giza, the first and second constituencies of Sharqiya, the first constituency in Sohag, and the first constituency in Beheira, due to errors in counting operations

The FJP calls upon the HJEC to provide the appropriate atmosphere for the sorting of votes, so as to avoid a repeat of the crises that occurred during the first round of elections.

Statement by FJP Secretary-General on Timing of Presidential Elections

Dr. Mohamed Saad Katatni, Secretary-General of the Freedom and Justice Party, stated that the party's position remains the same with regard to completing presidential elections before June 30, 2012, at which point power shall be handed over to a civilian president elected by popular free will. In a press statement, Dr. Katatni stressed that the FJP believes that procedures for drafting the new Constitution, through the election of the Constituent Assembly, after the completion of the People's Assembly and Shura Council elections, will not get in the way of starting presidential elections.

He pointed out that the party is committed to the timetable agreed by political parties and stakeholders, and that any deviation from that will lead to more chaos, because it is the people who shall elect the next President.

FJP Press Release, Urging Citizens to Go Out and Vote in Runoff

The first day of run-off voting for the second phase of the Egyptian People's Assembly elections began in a calm atmosphere with an average turnout. The following is an account of the most important events of the elections, so far:

Turnout for the second ballot appears low to average in a number of polling stations, average to good in others.

First, the voters:

We, therefore, renew our call for the Egyptian people to actively and positively partake

in the run-off, to assure everyone that they know the path they have chosen for democratic transformation, and to continue to impress the whole world with levels of participation unprecedented in elections anywhere in the world, in spite of the unfortunate violent events Egypt is currently going through.

The electoral process witnessed some delay starting in a number of polling stations: in the governorates of Giza, Sohaj, Aswan, Beni Suef, Beheira and Suez. There were various reasons for this delay, like the late arrival of judges supervising election procedures, polling station staff, or representatives of some candidates. But these obstacles were overcome, and the electoral process continued.

The Freedom and Justice Party (FJP)’s Legal Committee submitted a re-sorting and recounting request to the Chairman of High Judicial Elections Commission (HJEC) for ballots in a number of party list constituencies held in the second phase on 14 and 15 December 2011,

namely: the first and second constituencies of Giza, the first and second constituencies of

Sharqiya, the first constituency in Sohag, and the first constituency Beheira, due to errors in counting operations, and because party agents were not allowed to attend the collection, sorting and counting operations in accordance with court decision No. 10167 for of a hearing on 6 December 2011, which was received by the HJEC for implementation on 12/12/11. The FJP’s Legal Committee called in its request for supervising judges to enable FJP candidate’s agents to attend collection, sorting and counting operations in party list and ‘individual’ runoff ballotage previously deferred to be held today and 21 December and 22 December.
