1) new output device for histograms you make while running pmcs (AnaHists)

2) add flag to turn off pmcs output chunk, and set to off by default

3) turn off all particle chunk output as default

4) fix bug that causes pmcs to ignore particles with negative eta

5) enable pmcs_vtx. add flag so it can either use the generator primary vertex, or make its own.

1) frank's new code for the acceptance of the fiber tracker

2) stephanie's new code so pmcs can output in root tree format

3) add test for pmcsOutputDevice_AnaHists.cpp

4) remove "old" algorithm from pmcs_chprt, which had a bug, and replace with "rha" algorithm as default

5) move pmcs_vtx before pmcs_em in frame_pmcs*.rcp
