Pagliarini was walking home from work, when he passed a group of new homes being built. The landscaper stopped and looked at them for a moment, then decided to approach the official-looking gentleman holding a rolled-up set of blueprints under his arm. When the man noticed him approaching, he asked, “Can I help you?” His grandson picks up the tale: “My grandfather replied, ‘Sir, I am interested in installing the lawn and shrubs in front of these homes, if you haven’t hired someone already.’ The man said, ‘Sure, if you can give me a price by tomorrow and have the first house completed by the end of the week,’ ” said Steven Pagliarini, the current executive vice president of Central Nurseries Inc., sharing the famous family legacy. “My grandfather said okay, and with that, went home to get a pad and pencil to start the pricing that night. The next morning, he gave the man the price and was told to proceed,” added the grandson. “He started that same day and worked 12 to 14 hours a day to finish the first house that week. it and see what comes to mind inthe morning,’ since he was alreadyso tired.”

“The following morning, hewoke up renewed, and went rightto work in his garage. He workedall day and into the night to finishhis project. That Sunday morningafter breakfast, as his family wasgetting ready for church, he decid-ed to pull the family car out of thegarage and wait for them to comeout,” laughed Steven. “Well, atMass he had to pray extra hard forhis marriage to survive, since mygrandmother wanted to kill him forcutting the back of the family caroff and mounting a wooden plat-form to the back so he could carryplants and loam.”

Not only did their marriage sur-vive, but Pagliarini also finishedthe remaining houses for his first— and only — customer at thetime, a man who then became acustomer for more than 40 years.

Start of Something Big This was the beginning of the

business that would support hun-dreds of families over the yearsand see its way through four gener-ations of the Pagliarini family. “It issomething we are all grateful forand very proud of,” added thefounder’s grandson.

Alessandro Pagliarini foundedCentral Nurseries Inc. (CNI) in1936. Under his guidance, thecompany prospered and developedduring the 1930s through the1950s. He remained active in thecompany until his passing in 1984.

His son, Mario, was active in thebusiness from his childhood. In1953, Mario assumed the positionof president and administrativeofficer. He expanded the compa-ny’s operations, which includedlarge landscape projects through-out the North Atlantic states.

With the passing of Mario in1980, the third generation —Mario’s sons Paul, Steven andJames — have strived to grow thecompany. Along with its knowl-edgeable and its dedicated staff,CNI has become a leading supplierof high quality plant material andlandscape hard goods supplies.

CNI has long been nationallyrecognized as a leader in award-winning landscape construction, aswell as a supplier of the highest

DiversificationWhat began as a company that

specialized in residential landscapeinstallations in Providence, R.I.,has diversified with headquartersin Johnston, R.I. and a wholesaledistribution center in Chepachet,R.I.

CNI is now a full service com-pany specializing in large-scalepublic and private projects. Theyregularly do work in Rhode Island,Massachusetts, Connecticut, NewHampshire, and have been out asfar as New York, New Jersey andPennsylvania. Their projects rangein scope from small to large (thecurrent $610 million IWAY high-way around Providence), fromlandscape services to full scalegeneral contracting. They canvalue engineer your project formaximum cost effectiveness orthey can design and build yourentire project.

Much of their work is done atthe public state and municipal lev-els for projects such as schools,roadways, bike paths, ball fieldsand parks. Their private workincludes land developments, hous-ing complexes, roof top gardens,retail centers, private educationinstitutions, hospitals and medicalcenters.

A site construction division wassuccessfully launched in the springof 2006 to celebrate CNI’s 70thyear in business. Based at theJohnston facility, the site division

Fourth Generation Continues Buildingon Company Founder’s Innovativeness

The New GenerationThird generation Paul Pagliarini is

the president, Steven Pagliarini is theexecutive vice president, and JimPagliarini is vice president and directorof nursery operations.

The fourth generation of thePagliarini family is now working forthe company in the field as a foreman,supplementing office staff and helpingin the garden center.

Greg Pagliarini, Steven’s son, hasworked at Central Nurseries in thesummers growing up, and full time forthe past 12 years, now working as fore-men of a maintenance crew. Steven’stwo daughters, Kayla and Megan, workin the office and the garden center dur-ing summer break from college. Paul’sdaughter Gianna works during thesummer months, part time, and his son,Nick, a high school student, works onweekends and during the summer

months. Some company members have been

on staff for more than 25 years. Theaverage employee stays at CentralNurseries for about 17 years.

This past season, 2009, saw approx-imately 130 employees working atCentral Nurseries. That included officestaff, garden center staff, the wholesalefacility staff, the maintenance division,the construction division and interiordivision, along with mechanics in thegarage.

So, what is most “central” toCentral? Is it the service? The people?Is it certain guarantees of timely con-tract work or workmanship? All of theabove.

“It is difficult to recognize any oneperson, as we believe that everyoneinvolved is an essential team member,regardless of title or duties,” said thebrothers.

They agree that from the mechanicwho worked on a piece of equipment

all night, in order to be used in the fieldnext day, to the guys and gals out in thehot sun, or rain, working in the nurs-eries to dig and fill orders, to thegrounds maintenance crews workinghard to keep 225 “bosses” at a condohappy, to the office staff going crazywith the spring rush and the site con-struction crew working against nearimpossible deadlines — ALL are“Central.”

They are proud of their accomplish-ments, prouder of their innovations,starting with the sawed-off top of afamily car, in order to build a founda-tion.

Together, the Pagliarinis continue tobuild and expand their family-ownedand operated company in the true tradi-tion of quality and service on which itwas founded.

The plan allows up to 266 wind turbinesin state waters — 166 in two designatedcommercial wind farm areas and 100 moreturbines scattered up and down the coast insmaller “community” projects — as the statetries to ramp up its renewable energy output.

Authorized by the state’s Oceans Act of2008, the plan is designed to regulate devel-opment in state-controlled waters, whichextend 3 mi. offshore.

It creates protected areas and prohibitsdevelopment in state waters near the CapeCod National Seashore.

The protected habitats include eelgrassbeds and submerged rocky areas that pro-vide shelter to some of the greatest marinebiodiversity in the coastal waters. The planalso is designed to shield whale migratory

paths and the habitats of endangered roseateterns.

Before the map, development in statewaters had been handled piecemeal, saidstate Secretary of Energy and EnvironmentalAffairs Ian Bowles.

State officials say the map is the first in thecountry with such a comprehensive scope.Other states, including California and NewYork, have adopted measures designed toprotect offshore ecosystems. Rhode Island isworking on its own coastal managementplan.

President Barack Obama last year starteda similar effort to draft a regulatory frame-work for federal waters — beyond the 3 mi.band of state waters.

Although the plan allows up to 266 tur-bines, Bowles said he doesn’t anticipatemany of the community-based wind turbinesbeing built — at least not soon — due to thehigh costs of siting and construction,although he acknowledged that technologi-cal improvements could bring those costsdown.

The map parcels out the number of

allowed community energy projects to eachof the state’s seven regional planning author-ities based on the length of shoreline andarea of coastal waters. The plan also requiresany project be endorsed by its host commu-nity.

Bowles said the final version of the mapimproves on an earlier version released inJuly in part by creating tougher protectionsfor ecologically sensitive areas, which con-stitute nearly two-thirds of the state’s waters.

The final version sets a higher regulatoryhurdle than the earlier version by requiringdevelopers show that no environmentalharm will come from proposed projects inthose areas — or prove that the state’s data iswrong.

“It’s a much more difficult standard thanwas there before,” Bowles said.

Environmental groups praised the plan,saying it balances protection of vulnerablemarine wildlife and habitats with responsibleocean uses.

“It’s a real victory for the ocean andeveryone who depends on it,” said PriscillaBrooks of the Conservation Law

Foundation. “The bar has been set veryhigh.”

The map would do nothing to block thedevelopment of the 130-turbine Cape Windproject, the nation’s first proposed offshorewind farm, to be located in federal waters offNantucket Sound.

The plan establishes two new zones forcommercial wind-energy projects south ofCuttyhunk Island near the southern end ofthe Elizabeth Islands and south of NomansLand, off Martha’s Vineyard.

The plan gives local communities somesay over the “appropriate scale” of any com-mercial wind farm in state waters.

The state also is forming a task force withthe U.S. Minerals Management Service tocoordinate the planning and review of large-scale wind-energy projects in adjacent feder-al waters.

The plan also sets out priorities for oceanmanagement-related research over the nextfive years, including better ways to identifysensitive habitats and monitoring the effectsof climate change in Massachusetts waters.
