MINUTES

I. CALL TO ORDER

A duly called and noticed Regular Meeting of the Board of Directors of Newberg School District 29J was called to order by Chair Thomas at 7:02 p.m. on Tuesday, January 28, 2014 in the Newberg School District Board Room.

II. FLAG SALUTE The flag salute was led by Olivia Pugsley. III. REVIEW AGENDA IV. COMMENTS/QUESTIONS FROM PATRONS

A patron provided comments in writing to the Board regarding her concerns about cell phone use in schools.

V. STUDENT/STAFF RECOGNITION A. NHS- Green School Ms. Pugsley presented and explained the nomination process with 21st century skills. Students

Tatiania Lessaos, Travis Cox, Brandon Boothby, Susana Sanchez-Hernandez were recognized for their achievements in growth and learning in humanities, literature and 21st century skills.

VI. COMMUNICATIONS, CORRESPONDENCE, INTRODUCTIONS A. Board Comments: None B. Superintendent Comments: Upcoming legislation snapshots; economic forecast; OEIB

Board seeking current sitting board member to add to Board; HVAC update; thank you to Board members for their service.

Chair Thomas asked for an estimated date on HVAC contract review. Mr. Parker and Dr.

LeBlanc-Esparza discussed the process and the potential for contract conclusion.

C. Student Representative Comments: Olivia Pugsley reported that StudentVue is coming back online for more students. Students have had to advocate for themselves with that system down and it is a good exercise.

VII. CONSENT AGENDA MOTION 65: Move that the Newberg School District Board of Directors approve the consent agenda as

presented Moved: Director Chogyoji; Second: Vice Chair Peterson Motion passed 7-0 Chair Thomas recognized donations and thanked donors. VIII. NEW BUSINESS A. School Improvement Plan Presentation- Yellow School Principal Stafford Boyd presented. He provided a handout of Yellow School’s mission and

essential questions and briefly discussed the development and analysis that went into the School Improvement Plan.

The Board and student representative asked questions about standards based grading in regular

and AP classes, an explanation of standards based grading, and where AP courses are offered (small school vs. all school), and the trend toward fewer Latino students accessing AP classes now that they are not based in Yellow School. Mr. Boyd discussed standards based as focused on levels of performance (example: proficient, mastery), resource decisions, and discussed the focus on increasing the number of Latino students accessing AP classes.

B. School Improvement Plan Presentation- Blue School Principal Dan Malone presented. He discussed process the development of the School

improvement plan and highlighted supporting male students and 12th grade written post-graduation plans.

Director Mock noted a drop over three years of data in male students and asked what accounted

for this drop and shared his concern about the drop, as well as asking if there is a trend nation-wide in this drop. Mr. Malone stated that a cohort of students that came from middle schools were a challenging cohort, and that there has been a focus on finding different ways of engaging males (example: diverse reading materials, etc.) Staff shared insight with regard to cut scores as well as the more recent strategies, like push-in support.

C. Accept 2012-13 Financial Audit CFO Gwen Gardner and Tara Kemp, of Pauly Rogers and Co., presented. Gwen introduced Ms.

Kemp, who has worked with Newberg School District for several years. Tara reviewed the purpose of audit and results shared with the Letter to the Governing Board (provided to Board prior to meeting.)

Ms. Kemp shared the following:

Three audits occurred: o Financial Statement Audit- assess financial statements and express a statement on them o Compliance Audit- assess compliance with statutes o Compliance on Federal Grants Audit- assess compliance with federal grants

Overall results are excellent Financial statement- unmodified, clean opinion Compliance- No issues or non-compliance Federal Grant Compliance- no issues or non-compliance No management letter, no difficulties or disagreements with audit process, issues that warrant

a change with financial statements Other items of note: new accounting standards coming out (including GASB 68); best

practices suggestions and comments (not specific to Newberg) include fidelity insurance review & segregation of duties

Director Van Bossuyt asked if student fund accounts had been audited. Ms. Kemp replied that a

few schools were chosen and issued a separate report with some recommendations to the Business Office. The Board asked for that report to be forwarded to them; Ms. Gardner will do so.

MOTION 66: Move that the Newberg School District Board of Directors accept the Audit Report for the

fiscal year ending June 30, 2013 as submitted. Moved: Director Van Bossuyt; Second: Director Hawblitzel Motion passed 7-0 Director Van Bossuyt asked if student body accounts will be audited annually. Dr. LeBlanc-

Esparza and Ms. Gardner concurred that it should be done annually and the staff will plan for that. Chair Thomas asked about the remaining time Pauly Rogers and Co., P.C. is contracted. Ms.

Gardner noted that this is the second year of the current contract. Director Van Bossuyt noted that she believes an RFP will be needed after this next year’s audit.

D. Board Recognition Proclamation Dr. LeBlanc-Esparza read Governors Proclamation as follows:

WHEREAS: Oregonians rely on public education to ensure a prosperous quality of life and strong economic health for Oregon; and WHEREAS: Locally elected boards fulfill leadership roles and serve as the conduit through which teachers, parents, businesses and communities demonstrate the care, creativity and support that lead to student achievement; and WHEREAS: Public schools nurture and train diverse student populations to the best of their ability, whatever the resources, to give students the knowledge, skills and opportunities they need to succeed; and WHEREAS: Board members build the framework that makes it possible for education organizations to teach Oregon's children; and WHEREAS: The committed men and women who serve on the boards of Oregon's 197 school districts, 19 education service districts and 17 community colleges deserve recognition and thanks for their dedication to the education needs of the people of Oregon. NOW, THEREFORE: I, John A. Kitzhaber, M.D., Governor of the State of Oregon, hereby proclaim January 2014 to be SCHOOL BOARD RECOGNITION MONTH in Oregon and encourage all Oregonians to join in this observance. IN WITNESS WHEREOF, I hereunto set my hand and cause the Great Seal of the State of Oregon to be affixed. The Board took a short recess from 8:33 to 8:40pm. The Board returned to regular session at

Professional development time and training will concentrate on PLC groups unwrapping standards, writing learning targets, creating rubrics, common assessments, and talking about instruction that has the most impact on student achievement. PLCs will have a common sequence of standards taught and a common scope by the end of this year. Staff development days will concentrate on literacy strategies across the curriculum. PLCs from both middle schools will meet at least four times this school year Staff meetings will focus on introducing, re-enforcing, and/or improving research based effective teaching practices. Techniques will center upon those that satisfy both the auditory and visual learner. We will revisit SIOP strategies with an emphasis on vocabulary strategies to utilize across the curriculum. Each staff meeting will include a reading strategy.

Professional development time and training will concentrate on PLC groups unwrapping standards, writing learning targets, creating rubrics, common assessments, and talking about instruction that has the most impact on student achievement. PLCs will have a common sequence of standards taught and a common scope by the end of this year. PLC groups from both middle schools will meet at least four times this school year Staff meetings will focus on introducing, re-enforcing, and/or improving research based effective teaching practices. Techniques will center upon those that satisfy both the auditory and visual learner. We will revisit SIOP strategies such as vocabulary strategies that can be utilized across the content areas. No more nuts and bolts.

Accomplishments and Points of Pride for the 2012-2013 School Year: We achieved a level 4 rating signifying that we are achieving above average in regards to student achievement and student growth on standardized test performance in Reading and Math. The level 4 rating also signifies that we have made significant growth the past two years within our subgroup populations most notably within our Latino, Underserved Races, and English Language Learners. We are not achieving where we would like with Special Education students in Math. Key Academic Highlights: -79.3% represents the two-year average of students meeting/exceeding the reading benchmark -74.8% represents the two-year average of students meeting/exceeding the math benchmark -80.6% represents our weighted percent as a school in regards to academic growth. This puts us in the upper tier of academic growth in comparison to other schools. -English Language Learner, Latino, and Underserved Races subgroups all achieved level 5 growth in Math for performance over the previous 2 years. Our growth as a school is due to five focuses: goals, instruction, data/assessment, relationships, and collaboration. We believe in measureable goals. We work hard to improve instruction incorporating daily learning targets, engagement strategies geared towards partner dialogue, group work, student movement, and Socratic questioning with frequent formative assessment. Our teachers meet frequently in professional learning communities engaging in work on standards, assessment, instruction, and student data. We set up multiple interventions for students, and have incorporated a standards/proficiency based grading model to provide us more accurate student data. We are a PBIS school and last year finished with a 95% attendance rate.

Item: Open Enrollment Decision and Parameters Action Originator: Mikaela Schamp, Board Secretary Presenter: Mikaela Schamp, Board Secretary Topic Summary: Take action regarding Open Enrollment per House Bill 3681 Background: Prior to March 1, 2014 the Board of Directors must determine and announce the number of students the district will accept via the HB 3681 process. The number may be one of the following: all, none (0), all with bill approved limitations, or a specific quantity (example: 100 students.) The District may not use the language “eligible” students in correlation with the number of students they will accept via HB 3681. All students are eligible for transfer under HB 3681. Districts have three options: 1. Do not accept transfers under the Open Enrollment process. 2. Open the district to transfers with no limitation. (Automatically effective if the Board does not make a decision otherwise.) 3. Open the district to transfers with limitation. Per HB 3681 (4) (a) if the Board does not make and communicate a decision on Option 1 or Option 3, than Option 2 will automatically be effective. (“(4)(a) A district school board must give consent to a person who requests consent unless” the District will accept no transfers or transfers with limitations.) District staff recommends that the Board open the district to all transfers with limitations. The limitations recommended are as follows: 2014-15 Guidelines for Open Enrollment (House Bill 3681) Transfers High School Accept all students who apply via open enrollment at Grades 9 and 10 only. Accept no students who apply via open enrollment at Grades 11 and 12. Note: If students wish to enroll in grades 11-12, families may follow the “traditional” method of requesting inter-district transfers. That method includes an annual application that must be approved by superintendents of the sending and receiving districts. Middle School Accept all students who apply via open enrollment at both middle schools Grades 6 through 8. (continued on following page)

Elementary School Accept all students who apply via open enrollment at all elementary schools Grades K through 5 with the exception of:

Mabel Rush Elementary School where enrollment is closed because the school is currently at enrollment capacity

Dual Language Program at Edwards Elementary School due to enrollment limitations Online Learning Program- Chehalem Online Learning Alliance Accept no students who apply via open enrollment. Acceptance of all non-resident students by the Newberg School District via any admission avenue, including open enrollment, will follow Board Policy JECB- Admission of Non Resident Students. ____________________________________________________________________________________ All types of transfers will be affected by House Bill 2747 but parameters are still being developed. Recommendation: Move that the Newberg School District Board of Directors accept all students who apply through Open Enrollment (House Bill 3681) for 2014-15 school year according to the limitations as presented.

The Policy Committee recommends adopting on first reading.

Recommendation: Move that the Newberg School District Board of Directors adopt Policy BFD- Board Policy Implementation, Revised, on first reading.

Board Policy Implementation - BFD 1-1

Newberg School District 29J Code: BFD Adopted: 7/10/06 Revised: Board Policy Implementation Effective Date of Policies All new or amended policies shall become effective on the day after adoption by the Board, unless a specific date is included in the motion for adoption. Policy Implementation The superintendent and administrative staff shall implement Board policies. The superintendent may formulate administrative regulations and procedures to assist policy implementation. It shall be the Board’s duty to evaluate the effectiveness of the policy and the effectiveness of the administration’s implementation of the policy. Policy Dissemination The written policies that govern the district shall be maintained in a policy manual to be updated by district staff as new policies are developed or existing policies are revised or repealed. Each Board member shall be provided with policies and administrative regulations. Each school shall provide at least one copy of the make available for inspection to the public and district employees, copies of the Board’s policy manual in the school’s library and one copy in the business office. Each employee will be specifically notified of the existence and availability of and personnel policies. The Board’s policy manual shall be considered a public record and shall be open for inspection at the district office during regular working hours.
