2010 is turning out to be a signifi cant year for our sector. Change is constant most especially in local government. As a result, local government managers are constantly evolving to meet the changing needs of their citizens, customers, employees, elected members and other stakeholders.

The 2010 SOLGm Annual Conference will be about ‘shaping the future’ of local government and how Chief Executives and their managers can lead successful change and deliver successful outcomes that will benefi t their communities, their organisation and the sector at large.

Queenstown, the premier adventure destination of new Zealand, is proud to host this year’s 2010 SOLGm Annual Conference.

Offi cially, spring will have sprung by the time we get together at the Skyline restaurant and Gondola. While we can not guarantee glorious spring weather in September, we can assure you that Queenstown will put on a good show – the colours, sights, scents and sounds of Queenstown will just be the perfect cure to shed our winter chills.

The past few months have been enlightening for me. Local government faces unique challenges and is constantly under pressure to deliver more for less. But what impressed me is the dedication and commitment of local government employees to be of service to their communities. And as leaders in our organisations, it is up to us to keep this energy and spirit alive in our staff.

I personally look forward to welcoming my local government colleagues and spending the two and a half days sharing stories about our challenges and successes.

Skyline Gondola, Restaurant and LugeThe 2010 SOLGm Annual Conference and Trade Exhibition is situated at the Skyline Gondola, restaurant and Luge. The distinctive outline of the Skyline complex is one of the first sights to captivate visitors to Queenstown.

It is an easy 10 minute walk to the base of the gondola, from the conference hotels located in central Queenstown.

melissa Clark-reynolds has been an entrepreneur for almost 20 years. She is the founder and CEO of minimonos.com, a virtual world and social network for good green kids. Originally qualifi ed with a BA (hons) from victoria university and then a masters in Environmental Health from rutgers u university in new Jersey, uSA, she has worked as an advisor and consultant to government agencies in nZ and South East Asia.

She is past CEO of 2 software companies and is on the advisory boards of 6 technology companies. A keen volunteer for a number of community organisations, melissa was chosen, as one of the fi rst two kiwis globally, to train with Al Gore to present his Climate project slideshow (as seen in The Inconvenient Truth fi lm) in 2007.

new Zealand’s population continues to grow overall and we can see the marked variations across its regions and territorial authorities. This divergent demography is not simply the effect of differing migration patterns and flows. rather, it reflects structural population ageing that, due to differing regional drivers, is

more advanced in some areas than others. There is also a sequential shift from grown to decline that will be experiences by most regions within two decades. It is time to shape the future with strategic planning.

This seminar will outline the distinction between the two technical dimensions of population ageing: structural and numerical ageing, discuss different regional drivers and implications, and present a workshop on how to project the impact of the trends on local government services and resources.

Its overall message is that to successfully prepare for population ageing, an A-B-C approach is imperative: Accept [that it is coming to a region near you]; Buffer [in the short to medium term, revisit and revise policies and the principles on which they are based]; and Celebrate [forewarned is forearmed].

natalie [Jackson] is professor of Demography and Director of the population Studies Centre at the university of Waikato. She gained her phD in Demography from the Australian national university, and holds Bachelor and master of Social Science degrees in demography and anthropology from the university of Waikato.

natalie has recently returned to new Zealand after 15 years in Australia. most of her research is focussed on the different drivers and patterns of population ageing unfolding across regional Australia and new Zealand, and the consequences of these trends for education, the labour market, government, and business in general.

With new Zealand a little ‘younger’ than Australia, she brings much useful experience to the gearing up for population ageing in new Zealand.

The media can be your best friends - or your worst enemies. At different times they will be both. Handling the media is a skill that has become essential to local government. Elected representatives and executive staff alike face the challenge of getting the best publicity from the good news and

rationalising the bad news for the public.

Brian Edwards and Judy Callingham, broadcasters and top media trainers, will give you an insight into the tricks of the trade - how to answer questions from journalists effectively, and how to avoid being trapped into answering questions and giving interviews when you didn’t intend to.

They’ll show you the techniques of getting your key points across to the public - and making sure those message are remembered.

They’ll tell you stories of real interviews that will make you laugh and make you shudder.

They’ll give you advice on how to get your good news into print – and how to minimize the impact of the inevitable bad news that comes with local government.

Workforce planning to their decision-making during the global financial crisis are now applying the same processes to better position themselves as competitors for the reducing labour market. It is now clear that if you are not developing Workforce planning capabilities that enable you to produce the evidence (supply-gap analysis and risk assessment of supply) on which to base your workforce decisions, your organisation will be less competitive in the labour market.

Workforce planning is:a business imperative •an executive responsibility •about good governance and leadership •a new discipline requiring new skills and capabilities •a continuous future focused process concerned with aligning •the needs of the employee with those of the business, and vice versa

Julie Sloan, Director Workforce planning Australia is widely regarded as a leader in workforce planning in Australia and has spoken on the topic in uSA, Canada, uK and malaysia. Julie believes that Workforce planning a business imperative. The principal author of the inaugural Standards Australia: Guidelines on Workforce planning (2008) and the author of two successful books ‘An Introduction to Workforce planning – are you ready for crunch time? (2008) and ‘The Workforce planning Imperative’ (2010) Julie Sloan is known for her ability to transfer her skills and knowledge on strategic and operational workforce planning in a straight-forward and friendly manner.

‘Great communities don’t just happen! – they are created, nurtured and sustained by caring and involved residents’.

This workshop will challenge participants to see the primary role of local government in “strengthening” rather than “servicing” local

communities. The workshop will provide philosophical and practical insights into the “why” and “how” of this focus, including a set of useful tools being utilised in a variety of local governments from around the world.

peter Kenyon is a social capitalist and community enthusiast. Over the last two decades he has worked with over 1000 communities throughout Australia and overseas seeking to facilitate fresh and creative ways that stimulate community and economic renewal. He is motivated by the desire to create healthy, caring, inclusive, sustainable and enterprising communities and local economies.

peter has had a background as a youth worker, teacher, youth education officer and tertiary lecturer. His employment experiences have also included Director of Employment in Western Australia, manager of the Community Employment Development unit in new Zealand and Coordinator of the natal Kwazulu Job Creation and Enterprise Strategy in South Africa.

peter became convinced that one cannot develop communities from the top down or from the outside in. It required communities to build from the inside out, and for their residents to invest themselves, ideas, assets and resources in the process. Subsequently, he created the Bank of I.D.E.A.S. (Initiatives for the Development of Enterprising Action and Strategies) in 1991, to promote such a paradigm shift and assist with the necessary facilitation, ideas and skills.

peter’s consulting work has resulted in assignments in 52 countries and all states of Australia. From 2004, peter has spent part of each year working in a range of middle East and north African countries assisting with the development of national youth policies and strategies.

In 2009 the Western Bay of plenty District Council received a Silver Award from the new Zealand Business Excellence Foundation.

The Business Excellence Awards are fully aligned to the internationally respected uS Baldridge criteria and set such a high benchmark that prior

to Western Bay of plenty District Council’s win, no other council in new Zealand had ever received a Silver Award on its first attempt.

Glenn will talk about the leadership ‘triumphs and tribulations’ associated with driving a continuous improvement philosophy in his organisation through a truly integrated strategy development, implementation and monitoring framework.

Glenn has been involved in the private sector and local government for 35 years.

He is currently:

Glenn has also held operational and governance roles with SOLGm. He chaired the SOLGm Electoral Working party and most recently co-facilitated the SOLGm management Challenge. He has also been involved with the rates working group and led initiatives within rates postponement and local government funding.

DEBRA LAWSON

CHIEf ExECuTIvE, QuEENSTOWN LAKES DISTRICT COuNCIL

Debra will talk about her journey from CEO of Wandle Housing Group in South London to her role as Chief Executive of one of the fastest growing districts in the country.

Given her “title for now” Debra will also talk about the first steps in her new role as Chief Executive of

Queenstown Lakes District Council. Outlining her approach to building trust, strong stakeholder relationships, and her early work to enlist others in a shared view of the future.

Debra started in the role of Chief Executive of the Queenstown Lakes District Council in march 2010.

Born in Britain in 1958 and educated in Bristol, Debra graduated with a BA in Town planning in 1980, specializing in urban Strategic planning.

Before coming to live in new Zealand, Debra was Wandle Housing Group’s Chief Executive, leading a multidisciplinary team of 4 executive directors and an organisation of 160 staff across three main offices. Wandle is one of the foremost developers of affordable homes in London and delivers a diverse range of services which include the sale of properties, leasehold management, student and keyworker housing and shared ownership. The organisation also develops and manages retail and commercial properties and provides social infrastructure.

She has also held a number of non-executive roles including the chair of the Board of Directors, Windsor Housing Association, Director of Sustainable Energy Action and renewal Energy in the urban Environment, and she also served as a Housing Corporation Statutory Appointee.

BOB LAING

CHIEf ExECuTIvE, ENvIRONMENT WAIKATO

Bob will share with his audience some of the amusing and not so amusing differences between new Zealand and new South Wales local government. Some of you will have seen the underbelly television series which was partially based in Griffiths new South Wales, where Bob was a CEO for nearly five years. There are

ethical and cultural differences between new Zealand and new South Wales local government. new South Wales is the only state that has a government department entitled ‘The Commission Against Corruption’. Bob then moved to victoria which was again a different experience to new South Wales.

For those of you that are thinking of furthering your careers in Australia a half hour spent listening to Bob could make life a lot easier for you.

Bob has more than 30 years experience in senior roles in local government in new Zealand and Australia. Originally from the West Coast, Bob held CEO roles in new Zealand district and city councils, before moving to Australia in 2000 to take up the position of general manager of Griffith City Council in new South Wales. This was followed by a posting in victoria where he was chief executive of Shepparton City Council. Bob returned to new Zealand in november 2008 to take up the chief executive’s position at Environment Waikato.

MICHAEL ROSS

CHIEf ExECuTIvE, WAITAKI DISTRICT COuNCIL

Innovative approaches when dealing with local issues and addressing community well-being outcomes can be done with out spending the “Big Bucks”. The Waitaki District Council has developed a number of programmes that involve youth offenders, the business sector, the police and community which has

contributed to the decline in the crime rate and the reputation that Waitaki is a clean, safe place by visitors to the district.

The Waitaki District Council’s small investment in Community Safety has attracted a large amount of external funding. A number of the initiatives have made their way onto the national arena and are being used as best practices by national organizations and agencies. michael ross will present a smorgasbord of innovative idea’s that can be redeveloped to meet any communities needs and make their place “a safe place to live and play”.

michael started in local government in 1989 - following a diverse experience in the private sector. He started out in Queenstown Lakes District Council as a Senior manager and then moved into CEO roles at Clutha District, Southland District and currently with Waitaki District Council. Since joining Waitaki District Council, michael has established initiatives to be driven from ground up with various community groups.

michael was a founding Director and Chairman of Local Government Online, was until recently Chairman and a Director of riskpool and currently sits on the Board of the Waitaki Development Board and the north Otago Irrigation Company. He is also on the national Executive Committee of SOLGm.

Alison Banks, Waitaki District Council’s Community Safety Officer will assist in this presentation.

The vibrant commercial centre of Alexandra is the region’s business, cultural and political capital. nearby historic Clyde township is home to a hydro-electric dam and includes Earnscleugh valley and Fruitlands with their orchards, vineyards and gold mining remnants.

Cromwell is a smaller and growing commercial centre on Lake Dunstan. The area is known as the fruit bowl because of its orchards.

roxburgh is situated on Lake roxburgh and is another fruit growing area. The lake was formed by the nearby hydro-electric dam and like Cromwell’s Lake Dunstan, it hosts a variety of recreational water activities.

Ophir and St Bathans are particularly well-preserved living townships of the gold rush. The latter is close to the Blue Lake and with its glaring-white cliffs – a consequence of hydraulic digging.

The maniototo plains feature remnants of the gold mining era and irrigated pastures. maniototo’s many townships include naseby, the country’s curling (ancient, Scottish ice sport) capital with an indoor rink; and ranfurly, famous for its art deco architecture.

Improved Local Regulation CategoryLocal authorities have a wide variety of regulatory roles and responsibilities, and many different activities associated with these. these range from developing regulatory policy or strategy, through planning processes, consent processing, inspection, enforcement and compliance and monitoring activities. this award seeks to highlight local authority initiatives to improve their performance in undertaking their regulatory roles and responsibilities.
