LETTER FROM THE

P r e s i d e n t

As President of the New York Health Information Management Association (NYHIMA), it is my great honor to present to you the NYHIMA Board Annual Report for 2014-15. Within the pages of this report is the culmination of many volunteer and staff hours. As NYHIMA celebrates our 80th year as an association, this report is not just an accounting of a year’s hard work but also it is a tribute to the participation of our NYHIMA members and to all of our local leaders, section leaders, educators, and committee and task force chairs.

2014-15 was an exciting year of change and growth for NYHIMA. This is the first year that NYHIMA did not have the guidance of our now retired Executive Director, Chris Harrington. With the assistance of our management company, Capitol Hill Management Services (CHMS) the Board of Directors (BOD) worked very diligently to maintain our high level of membership service while presenting a wide range of education for our members, keeping members informed of important issues to the profession and improving communication and camaraderie, all within budget. In working towards these goals the BOD and CHMS were able to create a new and improved website, work on creating a complete and accurate database, keep expenses in check while improving income, hold a BOD conference call and/or in person meeting each month, increase membership, increase participation to our Facebook page, provide a conference call forum for educators on a regular basis, start up some new projects (such as a revision of the Medicolegal Manual) and so much more as you will see as you look through the remainder of this report.

After the resignation of our Education Director at the end of last summer, the NYHIMA Board appointed Jeffery Youngs, RHIT to step in and build on the efforts of Kathy Barry, RHIT. Jeff jumped right into the position and was able to find speakers for both in person and webinar presentations at a low cost and high quality. NYHIMA was also able to present several exam reviews for our students and they were enthusiastically received and

attended. In addition to being the NYHIMA Education Director, Jeff also served as co-chair to the 2014 Annual Conference in Syracuse during this year as well as being a local president for the Central New York Health Information Management Association (CNYHIMA).

Under the direction of the Finance Director, Frances Scott, RHIA and CHMS, the BOD took a hard look at the NYHIMA budget as well as the policies and procedures in an effort to keep our costs down while building our reserves back up. As we progress towards NYHIMA's future, the Board will continue to look closely at the Association's operations to determine what other changes need to be made to our practices so that we continue to meet the varied and changing demands of our membership.

Using the foundation of our strategic plan, designed in part, by the previous board and delegates, our Past President Director Renato Estrella, MSHA, RHIA, FAHIMA, continued to guide the BOD this year using his knowledge and experience of being a President of NYHIMA, not once but twice! In alignment with AHIMA’s “Learn from the past, build on the present and prepare for the future”, Renato assisted the NYHIMA Board to work collaboratively and as a team to achieve the strategic goals and objectives that we set out to accomplish.

With the help of our Communications Director, Darlene McKendrick, RHIT, CCS, NYHIMA was able to publish a newsletter every other month (six issues) on schedule. This is the first time in a number of years that this was able to be accomplished. Members sent emails in appreciation as we provided updates to worthy news items pertinent to our profession and our state, links to professional references such as coding and reimbursement updates, as well as news from our 11 colleges, nine local associations, the Long Term Care Section (LTCS), and our students. It was great to hear that our members missed this type of regional information – and we were able to provide it to them.

Our Legislative Director, Diane Cohen, RHIA attempted to keep our members informed of the ongoing saga of the start date of ICD-10. She attended many AHIMA conference calls and forwarded "calls to action" to our local leaders and members. Diane also attended AHIMA's Hill Day to meet with legislators and learn more about how to work with AHIMA and our members on this important issue.

Our President-elect Michele Bohley, RHIA, CCS, listened and took everything in in an attempt to learn as much as she could in preparation for her duties as President next year. She assisted NYHIMA in finding speakers and nominees for various volunteer roles. She often spoke with members in an effort to learn what our members say they want and need. Like Renato, this is Michele's second time as NYHIMA's President.

In my role as President, one of the things I was very fortunate to do was be able to visit almost every local area in the state, sometimes twice. In New York City (Borough of Manhattan Community College) and Rochester (Monroe Community College), I was able to

7 of 35

Page 8: NEW YORK HEALTH INFORMATION MANAGEMENT … annual report 6515_final.pdfNYHIMA is a not-for-profit organization dedicated to promoting the professional excellence of its members through

participate as a speaker at the CCS Exam Reviews. I visited Long Island to view our conference site for next year and meet with our enthusiastic volunteers there. In Buffalo, Rochester, Syracuse, Clifton Park, and Massena I was able to speak with our members at a local association meeting and talk about leadership and the changes in the workplace and our profession. I was also fortunate to speak at a co-sponsored educational day with CNYHIMA and AAPC in Watertown. For me, seeing old friends and making new ones was one of the best parts of volunteering this year.

This year’s annual meeting will be held on June 7-10, 2015 at the OnCenter and Crowne Plaza in downtown Syracuse, New York. As we all know, our annual meeting is one of the largest events held by our association each year, attracting over 300 guests, including members, speakers and vendors. The exhibit hall is a great place to spend time to educate ourselves on the latest HIM products on the market and see how new technology is advancing our profession. Of course, the education sessions, the tailgate themed welcome party, the night at the zoo, and the Awards banquet all lend their own special nuances to this event. Special thanks to this year’s conference chairs, Jeffery Youngs, RHIT and Cindy Alsheimer, RHIT, all the CNYHIMA volunteers and Office Operations Manager Angie McGrath, for putting this wonderful event together.

On a final note, NYHIMA is pleased to announce that two more colleges in New York State are now accredited and offer health information management education, Medaille in Buffalo, and CUNY School of Professional Studies in New York City. NYHIMA now has 13 schools to choose from in our own state! Special thanks to all our committee chairs and committee members, task force volunteers, our NYHIMA delegates to AHIMA; Julie Brucker, RHIA, CCS and Diane Skelton, RHIT, CTR, for their time, energy and commitment over this past year. Also special thanks to you, NYHIMA members for helping make us the organization we are today. Happy 80th birthday NYHIMA!

INVESTING IN OUR

FUTURE

PLANNING STRATEGICALLY

NYHIMA is dedicated to promoting the professional excellence of its members through education, advocacy, alliances, and ensuring quality health information to benefit the public, the health consumer, providers, and other users of clinical data.

Last year, the Board spent considerable time and resources in the development of a 3-year Strategic Plan. Due to financial challenges, some meetings were consolidated. The Board decided and approved moving the Strategic Planning meeting from a spring stand-alone event to a June meeting in conjunction with the House of Delegates session during the

8 of 35

Page 9: NEW YORK HEALTH INFORMATION MANAGEMENT … annual report 6515_final.pdfNYHIMA is a not-for-profit organization dedicated to promoting the professional excellence of its members through

NYHIMA Annual Conference. The change will make sure the Association is capitalizing on its future and ensuring ongoing viability.

The 2014-2017 strategy starts with NYHIMA’s mission, vision and values. The plan will describe what NYHIMA would like to have happen, what would constitute success in measurable terms and allow for a long-term plan with the ability to adjust quickly as the environment changes. The strategic plan was aligned with AHIMA to incorporate the results of 2014 NYHIMA environmental scan survey into our strategic planning.

NYHIMA will continue to solicit and compile feedback from the members, Board meetings, local leadership meetings and other stakeholders to ensure the strategic plan remains relevant in a changing environment and provides the leadership NYHIMA requires. The results of the environmental scan, feedback, aligning with AHIMA’s strategic plan and other documents referenced by AHIMA will be incorporated into the next strategic planning session. This three- year plan goal will allow long-term planning for NYHIMA to adjust quickly as the environment changes. The Board has three main responsibilities in developing the draft of the strategic work plan: set the organization, ensure necessary resources, and provide oversight.

PRESIDENT/CHAIR-ELECT – Michele Bohley, RHIA, CCS

This year as President-Elect provided me with many opportunities to network with our HIM professionals. I attended the AHIMA Leadership Symposium last July, was present at all major Board meetings (even though sometimes by phone) and was able to participate on the majority of the monthly Board conference calls. In addition, I tried to attend the Monday calls with Capitol Hill Management Services (CHMS) and NYHIMA President. I did participate as an AHIMA delegate and attended 3 of the AHIMA delegate presentations. I assisted NYHIMA with getting Cindy Zak (from AHIMA) to present to our annual meeting.

13 of 35

Page 14: NEW YORK HEALTH INFORMATION MANAGEMENT … annual report 6515_final.pdfNYHIMA is a not-for-profit organization dedicated to promoting the professional excellence of its members through

Facilitating meetings and networking is critical. The Education team is finally bringing a goal of co-hosting a regional meeting with Massachusetts and other states to reality. We are all very excited about this. As President- Elect you sometimes get the “other duties as assigned” areas. I also participated in tweeting and monitoring ICD 10 issues, local association concerns and have started meeting with CHMS to transition for next year. I am looking forward to another productive year and will be counting on all members to ensure our continued success.

TREASURER/FINANCE DIRECTOR – Frances A. Scott, RHIA

The Board had a goal this year of increasing our Income over Expenses. With the help of our Central Office, the support of the NYHIMA membership and work of the Board, we were successful in achieving that goal. Our NYHIMA dues income increased over 23%, our education revenue increased over 48%, and our administrative expenses (Central Office) expenses significantly decreased by $32,000. As is shown in the proposed 2015-2016 Budget, we will continue to work toward a positive financial trend to ensure the financial stability of the organization.

LONG ISLAND HEALTH INFORMATION MANAGEMENT ASSOCIATION (LIHIMA) Susan E. Goldson, MS, RHIT, CCS, CCS-P President The Long Island Health Information Management Association (LIHIMA) continues to transform to meet the changing landscape of the HIM profession. We have addressed much needed changes within the association which we will continue to implement in the 2015-2016 membership year. We have held pertinent and timely educational sessions to allow our membership to develop their professional skills.

In October, Jennifer Ogden Audit Solutions Manager from HealthPort Technologies presented on the topic of "The RAC Audit Process-Making Sense of Government Audits."

At our December meeting, we were fortunate to have Dr. Joseph Ng, Chief Medical Information Officer at John T. Mather Memorial Hospital speak to the membership on "The Future of HIM and the Changing of the HIM Professional." This important topic highlighted the changing landscape of our profession and the skills we will need as professionals to continue to grow and prosper in the future.

In January, our annual fundraiser was held. The topic was 2015 CPT Update and the presenter was John Ruth, MBA, RHIA, Director of Revenue Integrity at Stony Brook University Hospital. This meeting is always very well attended and the information integral to our membership.

• Our Annual Meeting continues to be held in May each year with a change in our Board effective July 1st.

MEMBERSHIP UPDATE: We have increased our local membership from fifteen to twenty. The newest members are attending our May Annual meeting for the first time. We are excited to meet and greet them as well as having our NYHIMA President attend this meeting. PROGRAMS:

• Bylaws, policies and procedures were updated at one of our meetings. Final draft will be given out to our members for approval.

• Leadership competencies: Practical Applications for Everyone • Learning the Lingo of ICD-10 • Open Forum – topics and any issues or questions discussed at each meeting

RESIGNATION: One board member resigned due to job re-location. Changes were made as necessary. ROCHESTER REGIONAL HEALTH INFORMATION MANAGEMENT ASSOCIATION (RRHIMA) Melissa Arena, RHIT, CHC – President This year was a very productive and successful for RRHIMA. Our membership is at 143 members with 78 members able to vote and the educational events were well received. The Long Term Care Special Interest Group continues to be very active hosting educational events actively recruiting new members. The budget is healthy allowing for future high quality educational events. The bylaws have been updated and are ready for Central Offices’ approval and we have been busy with the RRHIMA website and implementing a “Face Book” page. The following is a breakdown.

The Board: There are two new board members serving this year as Communication Director and Co-Education Director. Both have done a great job. The Database Manager has completed our website and it has been well received by our membership. The Bylaw Director facilitated the updates to the bylaws the Co-Education directors hosted a variety of events. The Past President fulfilled the ballot and the returning numbers were the best they have been in years while Student representative connected the college to the association. Our finance audit is ongoing.

Election/Ballot: This year was a challenging year with the election. Out of 143 members, 78 ballots sent to out to those who can vote, and 47 returned. That is a 60% return rate. Two new members ran and won the election for the “Communications and Bylaw Director” positions. We are extremely excited to have new talent on the board; however, we continue to struggle to get our current members involved. We are finding our members are progressively choosing to be at the “supporting” level vs. “Active” level of membership.

28 of 35

Page 29: NEW YORK HEALTH INFORMATION MANAGEMENT … annual report 6515_final.pdfNYHIMA is a not-for-profit organization dedicated to promoting the professional excellence of its members through

This trend is decreasing the number of members in “good standing” or able to hold board positions. Two departing 2014-2015 board members volunteered to run in the 2015 -2016 election in order to fulfill open ballots.

Education: The Education directors hosted four events throughout the year consisting of a variety of topics delivered by speakers who are experts in their field.

Finances: An audit of our finances over the past two years is currently being conducted. We expect the results in late summer. The beginning balance in July 2014 was $8,418.83 and our balance in May 2016 is $6,846.70. Although we have had a slight decrease in our budget, our membership is growing and we are financially sound.

Long Term Care Special Interest Group: RRHIMA has a very active Long Term Care Special Interest Group. The group meets monthly to discuss the latest trends and challenges affecting the LTC facilities. They participated in a joint educational LTC luncheon with HIMAWNY LTC SIG. An informational letter was sent to surrounding LTC

HIT professionals inviting them to join RRHIMA and the LTC group in order to increase their membership.

RRHIMA Student Representative: The RRHIMA Student Representative and President of the Monroe Community College’s Health Information Technology Club reports the cub participated in the following community service events throughout 2014 – 2015. September 27, 2014 “Barktoberfest Pet Walk” for the Humane Society at Lollypop Farm and raised $545. September-October 2014, “Save Around Coupon Books” and raised $442. November-December 2014 “Hat and Mitten Drive”, collected 150 items that were donated to Eastern Service Workers Association. February 13, 2015, “Be the Match, Bone Marrow Drive”, Raised $528 and Collected 67 Cheek Swabs for the National Database. March-April 2015 “Operation Karibu”, is currently underway. RRHIMA supported the club by notifying our membership of the “Operation Karibu” drive and included the HIT Club’s flyer explaining the initiative and provided a donation box for our March meeting. The attending membership went above and beyond our expectations with their donations.

Summary: The RRHIMA Board of Directors had a successful year. We succeeded in offering a verity of “hot” topics to our members at our educational events, realigned our bylaws and policy’s and updated our technology to include a Facebook page and active web site. While we continue to struggle with membership/board participation, we actively work on increasing the membership to RRHIMA, NYHIMA, and AHIMA.

The idea is to post in ones work space and when the stresses of the day seem to be escalating the person can look at the collage that is made up on images special to that individual, allowing the mind to move away from the stress. The title of her presentation was The Art of Therapy.

• We had 5 speakers at our annual Spring Education Session. Attendees were able to obtain 5 CE credits. The topics covered were Leadership Competencies with a NYHIMA update by Sandy Macica. Also PSI Quality Measures, Revenue Mid-Cycle opportunities with ICD-10 and Compliance – A Whole New World.

Race and Ethnicity SPARCS continues to state the importance of the collection of race and ethnicity by facilities. In general facilities have found patients reluctant to self-identify for the new requirements. This has led to ‘Other’ being stated be patients more frequently than under the older collection requirements. ICD-10 Implementation SPARCS has emphasized that all claims will require ICD-10 codes after ICD-10 Implementation. SPARCS is accepting test submissions for ICD-10 codes. Test submissions must have dates of service on or after October 1, 2015 and prior to October 1, 2016 SPARCS Compliance Submission SPARCS has stepped up its’ submission compliance enforcement and requirements starting with 2014 data. Facilities are now being held to quarterly compliance for submissions. EODC Revenue code Exclusions SPARCS issued additional clarifications around cases that qualify for Expanded Outpatient Data Collection (EODC). SPARCS expanded on the FAQs from 2011 by adding additional revenue codes that when by themselves do not require EODC submission. These revenue Code ranges are: 025X – Pharmacy 027X – Medical/Surgical Supplies and Devices 030X – Laboratory 031X – Laboratory (Pathology) 032X – Radiology (Diagnostic) 062X – Medical Surgical Supplies 063X – Pharmacy SPARCS Data Quality Compliance SPARCS is preparing to implement new Data Quality Compliance checks later in 2015.
