    High Priority Occupations (HPO) are jobs that are in de-mand by employers, have higher skill needs and pro- vide family sustaining wages, according to the Penn-

    sylvania Department of Labor & Industry. Their designationsare based on regional occupation needs and opportunities, andthey inuence the distribution of training dollars.

    Talent shortages weren’t something hiring managers thoughtabout as the recession hit. If anything, they were overwhelmedwith applicants for whom there were no openings. But as therecovery took hold, skilled workers became more of a rarity.

    During the peak of the recession, there were 6.8 unemployedpeople for every job opening. Today, that ratio has declinedto 1.5, according to the most recent Job Openings and LaborTurnover Survey from the Bureau of Labor Statistics.

    According to ManpowerGroup’s annual Talent ShortageSurvey, 42 percent of surveyed employers reported difficultyhiring qualied personnel, and skilled trade workers lead thelist for the sixth straight year. This group of occupations showsa particular need for chefs/bakers/butchers, mechanics andelectricians.

    The impact of an unlled position goes beyond just the loss of

    productivity, however. Employers report an inability to meetclient needs, lower morale and an expectation of increased em-ployee turnover.

    Technology’s continued evolution has also changed whatskills are needed and demanded that new skills be consistentlydeveloped. Ever-changing technology also has driven the tal-ent shortage to some degree, with 34 percent of survey respon-dents indicating that a lack of technological competency is areason they can’t ll open positions. Other key causes are lackof applicants; lack of experience; lack of workplace competen-cies, such as soft skills like teamwork, problem-solving andcommunication; and a desire for higher pay than is offered.

    Locally, of the 134 occupations on Lancaster County’s HPOlist, 39 are within the job categories of construction; installa-tion, maintenance and repair; and production. Most of these jobs offer an annual salary well above the statewide self-sus-taining wage of $32,638, dened as 200 percent of the povertylevel for one adult and one child in 2014, typically with mediumor long-term on-the-job training as the necessary educationalqualication. These are the positions for which employers areseeking candidates with industry-specic professional quali-cations and those with industry-specic skilled trades certi-

    cations.From the second quarter of 2012 to the same period

    in 2015, 44 new building construction companies werelaunched and grew the sector workforce by 12 percent,with almost 460 new jobs.

    From this it’s easy to see why so many construction oc-cupations, from electricians to building inspectors, havelanded on the HPO list and why companies may be hav-ing difficulty lling open positions. For example, 110 morecarpenters are projected to be needed in Lancaster Countyevery year.

    The same is true in the installation, maintenance andrepair classication, where the HPO jobs average an an-nual salary of nearly $50,000. Two occupations jump out:automotive service technicians/mechanics and industrialmachinery mechanics. Together, over 100 new positionsare expected to be added every year with average salariesof $41,620 and $46,130, respectively.

    Similar opportunities present themselves within the production sector.Fifteen occupations are considered HPO with another 291 annual openingsexpected. Most in need: team assemblers, packaging operators, welders,food batchmakers and inspectors.

    Every two years the U.S. Department of La-bor Bureau of Labor Statistics updates theirprojections for future employment over a 10-year period. The most recent release in De-cember looks ahead for the 2014-2024 timespan, and something has changed.

    For the rst time, health care occupationsand industries are expected to have the fastestemployment growth and add the most new jobs, surpassing the professional and busi-ness services major sector. This shouldn’t betoo surprising, given that the labor force is ag-ing, and the number of people entering primeretirement age is growing. The median age ofthe labor force was 37.7 in 1994, 41.9 in 2014,and is projected to be 42.4 in 2024.

    The top ve fastest-growing industries, withanother three in the top 20, are all within the

    health care sector. About one in four, or 25 percent, of all new

    jobs in the U.S., 2.3 million in total, is project-ed to be in the health care sector, includinghealth care support and health care practitio-ners and technical occupations. And enter-ing these elds does not always require a col-lege or higher degree. For example, of the 15fastest-growing occupations, eight are in thehealth care sector. And of those eight, ve re-quire an associate’s degree or less.

    Health care jobs are located in many placesother than hospitals. Think of all the placesyou or someone in your family may go forhealth services, including your doctor, den-tist, chiropractor, eye doctor, medical labora-tories or to rehabilitation offices, nursing orresidential care homes. And don’t forget yourpets!

    Lancaster County’s high priority occupations bear out the national story asclose to 540 annual health care openings are projected. Fastest growing are vet-erinary technologists and diagnostic medical sonographers, but the largest ne-cessity by sheer numbers is within the various nursing occupations. Of the 539annual openings, 65 percent are nursing. One local facility has 17 licensed prac-tical or registered nurse positions and another ve nursing assistant positionsopen right now. The need is real and growing.

    But not everyone is comfortable caring for patients in a hands-on manner. Forothers, occupations such as pharmacy technician, medical record technician ormedical secretary might hold more appeal. And health care can’t be deliveredin and of itself. There are all sorts of supporting roles, from nancial, facilitiesmanagement, information systems, nutritional services, social work, transpor-tation …the list goes on.

    We all need health care, and that need is only getting greater as we as a com-munity and nation age. With so many varied jobs, there is a role for just abouteveryone, and these jobs aren’t going anywhere.

    Lancaster is growing, but you already knew that, right? Yousee the evidence all around — new homes, new roads and newstores already here or in the process of arriving.

    But what industries are fueling that growth?In the last three years, from the second quarter of 2012

    through the same time frame of 2015, Lancaster County addeda net of 512 establishments for a growth rate of 4.2 percent.

    Sounds pretty good, but is it? How does it compare to therest of Pennsylvania and the U.S.? Well we’ve easily outpacedPennsylvania, which has barely budged, adding businesses ata rate of 1.6 percent, and we’ve only slightly lagged behind theU.S. as a whole, which has a growth rate of 4.4 percent.

    Of the high-level industries, service-providing industriesadded the most new establishments, with 392. Rounding outthe top ve for most new businesses are:

    Professional and business services: 151Goods-producing: 120Education and health services: 81Leisure and hospitality: 76

    When considering the fastest-growing industries, the recordis almost identical with one exception — natural resources andmining enters the list at No. 2, with a growth rate of 9.3 percent.That number can be misleading, though, as the total number ofbusinesses increased by 18, small when compared to those thatgrew the most.

    All businesses are rolled up into these high-level industries,so let’s delve a little deeper and look at the 20 NAICS (North American Industrial Classication Sectors) divisions for thesame three-year time period.

    Five sectors added 65 percent (337) of all new businesses:professional and technical services, health care and social as-sistance, construction, accommodation and food services, andmanufacturing.

    Again, most is not the same as fastest. Look at the difference.The ve fastest-growing accounted for 174 new establishmentsor 34 percent. But the rate of growth for some is remarkable.Utilities, while adding six companies, grew 75 percent, fol-lowed by 20 percent for management of companies and enter-prises. Rounding out the top ve are: arts, entertainment and

    recreation at 13 percent, and professional and technical services and agricul-ture, forestry, shing and hunting, both north of 11 percent.

    That’s only a portion of the story, though, as it’s hard to tell who’s hired fromthis. A new business may have only one employee wearing all the hats. So wherehave the jobs come from?

    Lancaster County’s employment growth has kept pace with establishmentgrowth, adding almost 9,000 jobs (4.4 percent). While almost 61 percent of netnew jobs (5,454) came from ve sectors, health care and social assistance hasunmistakably been the main driver with over 2,100 jobs. (See accompanyinggraphic.)

    The categories are mostly self-explanatory, although “other services” is mad-deningly vague. What does it actually mean? According to the Bureau of LaborStatistics, it’s basically a hodgepodge:

    “The Other Services (except public administration) sector comprises estab-lishments engaged in providing services not specically provided for elsewherein the classication system. Establishments in this sector are primarily engagedin activities, such as equipment and machinery repairing, promoting or admin-istering religious activities, grantmaking, advocacy, and providing dry cleaningand laundry services, personal care services, death care services, pet care ser-vices, photonishing services, temporary parking services and dating services.”

    For Lancaster County, 50 percent of the employment growth in this categoryhas come from automotive repair and maintenance.

    There’s much more detail that can be discussed, but for now the main take-aways are that Lancaster County has been growing faster than the state and

    comparable to the country. The most new businesses have been within the pro-fessional and technical services arena, but utilities has grown the fastest. As towho’s provided the most new jobs — that’s easy. Health care. But you alreadknew that, didn’t you?

    A review of growing occupations in Lancaster County from2011 through 2014, based on the most recent OccupationalEmployment Statistics from the Bureau of Labor Statistics,shows an interesting mix of change across sectors.

    And while we can’t examine every job title apples to apples,due to the way reporting happens across survey years, the re-sults may still surprise you.

    First, the fastest growing occupations. The top spot goes tointerior designers, a sector that has grown a whopping 265 per-cent, adding 80 positions over three years. Income growth at16 percent has certainly outpaced that of Lancaster County’s11 percent.

    Next up is an occupation in the production sector: molding,coremaking and casting machine setters, operators and ten-ders, metal and plastic. It’s a mouthful of a title, but the de-nition is a bit simpler: Set up, operate or tend metal or plasticmolding, casting or coremaking machines to mold or cast metalor thermoplastic parts or products. Adding 430 jobs, 215 per-cent, the strength of this position speaks for itself. Wage growthhas mirrored the county’s at 11.2 percent.

    Switching it up yet again, we move into the computer arena

    with software developers, applications, growing by 213 per-cent with a substantial 340 new jobs. What’s even more inter-esting is that median wages (half of earners make more, halfmake less) have actually decreased by 1.7 percent to just under$70,000.

    The fourth fastest-growing occupation is yet again in a dif-ferent sector, this time within business and nancial. Meeting,convention and event planners also added 80 jobs, increasing200 percent. Median wages fell for this profession, as well, byalmost 2.5 percent, to $44,460.

    Rounding out the top ve, within the personal care and ser- vice sector, are personal care aides, adding almost 1,570 jobs,a gain of 189 percent. This job pays below Lancaster County’smedian of $35,540, at $22,750. Wage growth is slower as well,at 7.4 percent.

    The professions that add the most new positions overall startwith a high employment base and are almost always at the low-er end of the education and pay scale. The top ve jobs are inve different sectors: personal care, food preparation and serv-ing, office and administration, sales and transportation. Jobgrowth in each is faster than Lancaster County’s overall, whilewage growth is below and negative in three of the ve.

    Because these occupations for themost part don’t require much training,have high turnover, and can be spring-boards for many as they prepare forthe next phase of their careers, wheth-er that be college, skilled labor trainingor completion of high school, the ma- jority of the workers’ educational at-tainment is a high school diploma.

    Lancaster County displays strongoccupation growth across diverse sec-tors, which conrms that the area isgrowing in many directions. Plus ashighly skilled positions grow, the sup-porting professions that are often afoot in the door to higher paying jobsincrease as well.

    You may have read about some of these recently and hope your companyadopts them in the future — hello, no official work hours! While many aren’tmainstream yet, and some never will be — remaining in the stratosphericrealm of West Coast technology companies — there is the possibility thatsome of these have already or will make it into your benet package some-day.

    Family focusThis trend goes beyond standard maternity leave covered by law. Just as

    discussions of work-life balance have become more acceptable, expandedpaid parental leave for both moms and dads, and paid adoption leave, are aresponse to societal shifts.

    With millennials as well as Gen X having children, this is one benet withwide interest. Employers recognize that a paid-leave employee is more like-ly to return to their job, thus reducing turnover.

    Volunteer time Allowing employees a number of hours (typically eight) per year to volun-

    teer in their community is attractive to millennials. While many companieshave corporate social responsibility programs, millennials are more inter-ested in volunteering for the causes they’re passionate about, which may not

    align with the corporate agenda.Skills-based volunteering allows employees to build expertise, expand

    their professional skills and network while doing good. The company wins,too, since it can give back without donating large cash sums.

    Student debt repaymentThis benet may just be the most highly coveted of them all for millenni-

    als. Offered by just 3 percent of companies right now, according to the Soci-ety for Human Resource Management’s 2015 Employee Benet Survey, thismay be the beginning of a trend.

    Iontuition, a student loan management platform, found that nearly 80percent of surveyed individuals with student loan debt would like to workfor a company that offers repayment assistance.

    The share of graduates with debt held steady from 2014 at 70 percent, butthe amount of debt keeps growing, this year to an average of $35,051, accord-ing to Evisors.com. In 2004, the amount was $18,550, according to the Insti-tute for College Access and Success.

    While an employer’s contributions won’t repay the entire debt, they cer-tainly can go a long way in helping the burden become more manageable.Some rms require the employee to have been with the company for a xedperiod of time prior to receiving the benet. Amounts are capped, usually$7,000 to $10,000, with annual lump sum payments or monthly paymentsof about $100 to $250.

    Another way companies are approaching this is to offer loan renancing.This benet may be trendy, but to the millions who owe, this is one employerperk that can’t come too soon.
