The recent global economic and financial crisis confirmed the importance of well-designed, prudent social protection systems in cushioning economies against shocks and in achieving more sustainable, balanced and inclusive growth. Social protection is being gradually recognized not only as the first line of defence to protect the most vulnerable populations when a crisis hits but also for its productive role and global rebalancing role Many countries increasingly recognize that social protection needs to be embedded in their national socio-economic development strategies. As a result, social protection has been gaining prominence in the international development agenda in different fora and in particular under pillar 6 of the G20 agenda on resilient growth. Translating commitments into implementation will require consolidated efforts to design policies that extend protection measures to the most vulnerable and provide sustainable financing. The two-day dialoguewill address policy options, for countries at different stages of their development, on how to build a social protec- tion system that protects the most vulnerable, contributes to sustain- able growth and development and enhances resilience to shocks. Our deliberations will have an impact. They will feed into the discussion of the multilateral fora addressing social protection, such as the G20 Development Working Group and will also support knowledge exchange through communities of practice. We look forward to stimulating, lively and fruitful discussion and we hope you enjoy your stay in Seoul. In an ever globalizing world, countries are faced with increased challenges of coping with vulnerabilities to internal and external shocks. The recent global economic and �nancial crisis con�rmed the importance of well-designed, prudent social protection systems in cushioning economies against shocks and in achieving more sustainable, balanced and inclusive growth.

Social protection is being gradually recognized not only as the �rst line of defence to protect the most vulnerable populations when a crisis hits but also for its productive role and global rebalancing role Many countries increasingly recognize that social protection needs to be embedded in their national socio-economic development strategies.

As a result, social protection has been gaining prominence in the international development agenda in di�erent fora and in particular under pillar 6 of the G20 agenda on resilient growth.
