    FIFA has been generously supporting the national associations through sev-

    eral vehicles meant to accomplish its mission and goals of developing football across

    the world and above economic, religious or ethnic differences. The large investment

    that FIFA has made across the border has translated into a fantastic opportunity to

    build and sustain growth at the continental, regional and, ultimately, national levels.

    The ideas presented in this material stem from the necessity to maximize

    these investments and to leverage additional growth and sustenance. We are talking

    about bricks, mortar, science, energy and imagination. Binding together these compo-

    nents into a lasting, strong and yet flexible architecture will define the durability and

    effectiveness of strong infra- and superstructures built within confederation and na-

    tional football systems.

    With all this as a premise, our presentation relies on a set of programming

    solutions - unified within content and execution - and meant to showcase the following:

    Efficient utilization of funds

    Measurable outcome of association investment

    Increased responsibility and accountability

    Strengthening of the educational arms of the association in coordination and un-

    der the guidance of their respective national associations and confederations.

    Provision of effective tools to help in the design, planning and execution of devel-opmental programs

    Pushing this concept further means building, ultimately, a pilot program which, upon

    assessment/evaluation, can be taken as a pioneering project to be modeled else-

    where. If developed correctly and implemented with success, this set of programs can

    reaffirm the standard of leadership and strength of execution, while proving a high rate

    of return on investments.

    Coaching CoursesThis program, tailored to a group of 30 to 40 professional coaches expands over a period of two

    years. The curriculum for this program consists of a series of 18 courses developed at the FootballAssociation level and with the rigorousness of academic syllabi. The courses, covering all profes-

    sional subjects, are delivered within a workshop format, with exams administered every 6 months

    and presented by lecturers in the appropriate fields. The purpose of such a thorough educational

    content is to build a solid foundation, uniform in its presentation and content as well as flexible in its

    implementation to the requirements of the particular segments of a national football system.

    Referee Special ProgramsThe quality of national performances is undeniably connected to the quality of refereeing of games,

    leagues, national championships. A fair, prompt arbiter will render a highly competitive edge to the

    dynamics and quality of a football game. It is within this interrelation that the Football Association

    begins to build its superstructure, its national concept of performance and, ultimately, the gestalt

    of its success. From this premise, we are proposing a particular program dedicated to the new gen-

    eration of performance referees.

    Experience, as well as our own research, shows that these referees require the sameamount of preparation as any other top coach or player. In this sense, we suggest that the Football

    Association needs to consider an ongoing recalibration of the angle in which it views the replenishing

    of its pool of top quality referees.

    The special programs tailored for referees should be structured according to age:

    14-20 year olds

    21-28 year olds

    29-44 year olds

    Building upon the above, the Football Association can define further the return on its investment by

    allowing its referees within their retirement stage to reintegrate into the arena of instructors, lec-

    turers, advisors, match-commissioners, strategists, etc. The result will render an effective educa-

    tional cycle that utilizes efficiently all of its resources.

    ManagersLeaders, Managers and Administrators play just as important a role as the coaches, play-

    ers or referees. As with any professional activity, the leadership and management render not only

    the direction but the maintenance of an organizational and financial balance. Business develop-

    ment along with rules, regulations and policies are usually issued at these levels, making it more

    important to ensure that the Football Association invests the proper amount of time and effort into

    the coherent growth of this particular segment.

    With this preamble, it becomes imperative that Football Associations draw in all resources, all exist-

    ing leaders and managers, irrespective of their affiliation or interests. The idea here is to develop a

    forum that will allow for a continuous exchange of information and direction with the national foot-

    ball association. The programs contained within this category point towards:

    Technical round tables that allow various leaders and managers to interrelate and build upon

    their networking skills

    Educational programs - mentioned above (the two-year length ones) that are meant to bring

    in additional sets of football related skills and knowledge

    Ongoing recruitment of such managers/leaders for Football Association committees (such as

    the Ethics Committee, Sponsorship Committees, National Teams, International Competitions,

    etc.) stressing the benefit of teamwork and cohesion at the Football Association level.

    Medical and Scientific Support StaffContinuing on the buildup of each member of the larger football family, the preparation

    of the medical staff becomes a fundamental condition of future performance.

    At the national level, this translates into a need to build and maintain a highly specializedcore of medical doctors involved with performance teams and clubs. Medical Assistants, trainers,

    physical therapists, masseurs, nutritionists, first-aids, etc., through their day-to-day presence in

    clubs/teams, become the critical liaison between the players and the medical doctors. Ensuring a

    suitable preparation as well as building on their assets as liaisons remain at the center of such de-

    velopment programs.

    In this category, we incorporate also the scientific support staff such as advisors, computer

    analysts, observers, recruiters, commissioners, etc., who require a set of programs designed to up-

    date on the latest technologies involved in the preparation/playing/recovering, latest strategies,

    analyses and trends.

    Football MediaMedia coverage of sports has often fallen victim to the sensationalist angle, rendering a

    less than favorable image of the game, on one hand, while on the other, a lower-caliber and quality

    of journalism. With an interest to educate on football-related matters at a national level, the Foot-

    ball Association should consider building an interactive set of programs designed to instruct journal-

    ists on the multi-faceted angles of the sport, the intricate decisions that are involved in the day-to-

    day operations of a football association, club or team, and the importance of [re]focusing media

    reporting on matters of football interest.

    Programs such as scientific symposia, workshops and seminars with topics revolving

    around football should be open to all media and should involve even specifically tailored courses for

    journalists alone. The aim here to invest in a more educated group of reporters, a higher level of

    understanding of the facts, conditions and limitations pertaining to the business of football.

    The second tier of programs, following the ones described in part I, consists of a series of interre-lated projects focusing on the development of a new generation of performance football players

    (stars/super-star players and performance teams).

    The new orientation of most football associations is to encourage, support and guide the clubs intheir efforts to identify, discover, prepare and promote the top talents to the highest level of perform-

    ance.

    The Football Association can structure its programs according to several criteria:

    As an example, the top criterion is further expanding into:

    Programs for 5-12 year olds (first natural selection for highest football performance or the building ofthe dependent stage of the football player):

    In schools through special classes for most gifted children.

    In performance clubs (place of the first selection, instruction and individual skills buildup)

    Programs for 13-18 year olds (within the Independent stage of the football players development) School (the second selection of the players)

    Performance Clubs: Pre-professional period of preparation for stars

    Social & Sports/team integration program within team, club, division, etc..

    Programs for 19-23 year olds (within the Interdependent stage of the players development)Professional youth preparation & competitions/leagues: U-20, U-21 & U-23

    Building a modern concept of performance presupposes the existence of high quality facili-ties and infrastructure. The profile of performance which we define along the lines of playing, train-

    ing and recovering, requires a specific set of facilities built along the same three segments.

    Facilities for playing professional football.

    Facilities designed to enrich the conditions of preparation.

    Facilities for recovery while building a new concept for our future star-players of living as the

    champions.

    In this sense, the football facilities for a club, national team, etc., will reflect directly thequality and integrity of the system of performance built by that particular entity. When we refer tofacilities, we point towards a whole amplitude of infrastructure elements, within the field as well as

    in and outside the stadium.

    Our concept advocates the importance of having these facilities in place as to ensure the

    proper infrastructure to support the highest performance and success.

    FACILITIES

    METHODOLOGY

    The last three World Cups demonstrated that football has realized several mutations of

    performance though reinforcing the idea that preparation and discipline remain the key-elements

    of success.

    Such shifts or negative translations of interest were reflected by teams such as Hol-

    land, Romania, Australia or the Czech Republic (losing the qualification at the 2002 World Cup), as

    well as France, Portugal, Argentina, Italy and Spain who seemed to have not been able to maintain

    a balanced focus between activity at the club level and national team one.

    Another example of this translation, this time-positive was evident in teams such as Tur-key, Korea, Senegal, Germany, USA, etc. where the local players with a special motivation gave su-

    perior plays than their earlier, 1998-2002 international performances.

    And finally, there is a shift from the concept of performance dominated by power and physi-

    cal fitness (Anglo-Saxon Concept-Style) to the one defined by skill (Latin Concept-Style).

    The programs proposed herein are the basis of what we can offer. Following an assess-

    ment visit, we can design, present and execute a series of programs as outlined below:

    The competitions become the ultimate expression of the entire activity of all professional staff, a

    culmination of the work, effort and creativity invested in the sport, the art and business of football.

    With respect to this, we recommend the following structure:

    Program 1: Competitions for School for the three segments: Primary School Leagues: 5/6-10/11 yr olds

    Elementary School Leagues: 11/12 to 14 yr olds

    High School Leagues: 14-18 yr olds

    Program 2: Competition for performance clubs across ages: Kids: 6-12 yr olds

    Juniors: 13-17 yr olds

    Youth: 18-21 yr olds

    There have been several known cases when football associations have forced their own

    rules into the larger and approved scheme of things, which, in turn, created a rupture or departure

    from the international standards and regulations. By leading by example, the football associations

    should integrate their missions, goals and objectives within the ultimate promotion of football, re-

    specting the rules, regulations and laws of the game while campaigning for fair play, discipline, eth-

    ics and integration within the larger national and international community of sports.

    Implementing a set of programs for competitions finds its roots in the need to:

    Educate the first dependent stage of players, 5-13 year olds (building on creative-individual-

    skills)

    Teach the correct professional rules and regulations (mental/physical skills and physical fitness)

    and build towards the achievement of the independent stage of the players development, 14-18

    year olds

    Perform in team-settings and aim towards the highest level of success, the interrelation with

    team members and opponents in official competitions

    Beyond all preparation or performance, the game of soccer has to integrate each of its com-

    ponents and resources into the local, national and international circuit and environment. The suste-

    nance of performance cannot happen the same way in a highly industrialized country as it actuallyoccurs in an underdeveloped one. Differences in infrastructure, motivation, playing/training/

    recovering conditions, health hazards, geographical conditions, etc., pose enormous gaps to some

    while allowing for incredible head starts to other.

    The task for each football association, irrespective of their local, geographical, financial,

    economic conditions, is to allow for a consistent and comprehensive education of its affiliates, a so-

    cial integration of all of its players, coaches, referees, managers, etc., in parallel with an ongoing im-

    mersion into and exposure to the higher arena (at the regional, confederation, international levels).

    Some examples of irregularities and inconsistencies among FAs are:

    inadequate support from the government or ministry of sports

    geographic isolation or considerable distance to highly competitive football countries/systems

    lack of consistency at the national/regional level

    lack of well-prepared/trained personnel

    lack of a strong competition structure

    lack of tradition in football

    health-related issues (such as higher incidence of AIDS, higher level of drug-usage/smoking/alcohol-consumption, etc.)

    To realize the integration mentioned above, each FA needs to conduct a needs-assessment

    study and identify the top deficiencies that are perceived as barriers to their football systems ability

    to accomplish higher levels of performance. Based on these results, the FA can then pursue some

    paths that can either circumvent one need by substituting with another or using exchange programs

    at the level of confederation or other national association.

    It is only based on this analysis that the FA can then develop programs which are meant to

    integrate socially and sportswise:

    for Players: Dependent period of social and sport integration: 5-12 year oldsIndependent period of social and sport integration: 13-18 year olds

    Inter-dependent period of social and sport integration: over 19 year olds

    for Coaches: Dependent period of social and sport integration: 25-30 year oldsIndependent period of social and sport integration: 30-40 year olds

    Interdependent period of social and sport integration: 40-60 year olds

    Retirement period of social and sport integration: 60/65-70-75 year olds

    for Referees: Juniors-Dependent period of social and sport integration: 14-20 year oldsYouth-Independent period of social and sport integration: 21-28 year olds

    Seniors-Interdependent period of social and sport integration: 29-45 year olds

    Retirement period of social and sport integration: 46-65-70 year olds

    The programs to be designed in this category are tailored around each individual assess-

    ment, as described above. This is, ultimately, the highest level of customization in accomplishing the

    higher goals of success, ultimate performance and winning.
