GENERAL MANAGER'S REPORT This magazine has been created as a communicator for football in New South Wales. Distributed to every club and school in the State, it provides a wealth of information which, without it would never have had the opportunity of reaching the four corners of the State.
As a sporting organisation, the N.S. W. Australian Football League sees as one of its responsibilities the integration of all areas of football in the State.
For too long now Australian Football in New South Wales has, for the most part, been a cinderella sport. However, with a professional and well qualified administration based in Sydney, we now hope to change that image.
Repr_esentative football, of course. plays a large part m the League's activities and as a State we must use our success in the senior State of Origin for us to finally stamp itseH as a competitive member of the National Structure. This will only be achieve ff we all push the on barrow.
The League is very fortunate to have a Commission of such a high quality, ably led by newly appointed Chief Commissioner John Yates. The other honorary members are Chairman of the Sydney Football League Board of Management Don Roach, Chairman of the Sydney Junior Council John Potter, and Colin Kohlhagen Chairman of the Affiliated Leagues Council.
The League's administrative and development team assembled is a hard working and most professional body that one could not find anywhere.
Rest assured we, at the League office, will always be available to assist clubs like your own, with help just a telephone call away.

Promotions Marketing of football has become an essential issue ff we are to stay ahead of other codes. It is a challenge for me to promote, with your help, the clubs, leagues and the State in the eyes of sponsors, advertisers and the general public.
The League Office has been active over the preseason negotiating agreements with a number of Companies which will directly assist clubs. Some of these are now official suppliers of the N.S.W.A.F.L. those being A.R.F.!The Aussie Rules Supply Company, LE.A. Sports Insurance Scheme, Silver Fleece, Puma Australia, Ansett Australia, Ansett Express, City Ford, C.U.8., Coca Cola, Elastoplast Sport, Ross Faulkner, Spalding, Kevin Cooksley Marketing and Wagga Motors.
This array of quality Companies proves that the N.S.W.A.F.L. Football Family is a marketable product and only shows good signs for the future.
The promotion of the game will continue with the highly successful radio show on 2SER FM, 107.3, and the Football Show on Prime TV in Wagga will place Australian Rules Football at the forefront of sporting codes.
The "Super Raffle" which was a success in the promotion of our code in 1989 and 1990 will be once again run in 1991. The League prints the tickets and organises the prizes. Each club is encouraged to sell tickets on a 2 for 1 basis. Therefore, a club that sells$ 3,000.00 worth of tickets retains$ 2,000.00 and$ 1,000.00 is forwarded to the League for the development of the game. "Money for jam, so be In It".

UMPIRING Introduction Umpiring activity at all levels continues to show positive developments. There appears to be a greater recognition of the role the umpire plays in our great game and the need to continue improving the education and training of umpires.
Structure The Statewide Umpiring Structure consists of umpiring co-ordinators in each League, including junior associations in Sydney and A.C.T .. It is through that person that the State Director of Umpiring communicates umpiring related matters.
Strategic Plan A strategic plan for umpiring in 1991 has been prepared and endorsed by the N.S.W.A.F.L. Commission. The plan focuses on the three main areas which will be addressed in 1991 :-
• Recruitment/Promotion • Education, Training & Development •Retention
The plan has been forwarded to each umpiring group.
Recruitment/Promotion Attracting people to umpiring continues to be our greatest challenge. In an attempt to assist that process a video has been produced which is available to all umpiring groups. In addition, recruiting pamphlets are also available for use in this area. The aim is to increase umpiring numbers by 25% across the State.
Education & Training Enhancing the skills and knowledge of umpires is a priority program at all levels of football that will be achieved through a range of initiatives. They include:-• N.S.W. Umpiring Development Squad Camps • Coaching and Training Seminars Sydney, A.C.T. and Coifs Harbour for the Northern Leagues. • Clinics for umpires in Albury and Wagga. • Regular coaching sessions for umpiring groups including junior umpires in Sydney. • Monthly coaching sessions are planned for Newcastle, Wollongong and Western Sydney - Liverpool and St Marys.
A Level I umpiring accreditation course will be con-

ducted in umpiring groups this year as well as the pilot Level II course.
Development Each month umpiring co-ordinators meet across the State to keep them informed of developments in umpiring as well as providing them with coaching material.
It is proposed that interchanges of umpires takes place on a regular basis between leagues to broaden the experiences of local umpires.
A.F.L. Appointments A career path for umpires has been established whereby umpires are able to progress through the ranks to the National Competition. In excess of 140 A.F.L. appointments were gained last year by umpires from Sydney, A.C.T., Wagga and Albury.
Order Off The N.S.W.A.F.L. Commission have decided that the Order Off will be mandatory this season for all Leagues. As a minimum, Leagues will have to implement the rule that is part of the N.A.F.C. Law Book.
Conclusion Umpiring is working hard to improve all aspects of It's performance in football. We do require the cooperation and assistance of the football community H we are to prosper along with our great game.

Coaching Courses Annual courses are conducted in Sydney (1991 -February 16/17), Wagga Wagga (1991 - March 2/3) and Coifs Harbour (1991 - March 23/24) for the N.A.F.C. Level I Certificate.
Sydney and Wagga Wagga alternate the N.A.F.C. Level II Course, with it being offered every second year at each venue (1991 - Wagga March 1-3).
Broken Hill was added to the venues to enjoy a Level I course in late 1990, and will become a regular location.

N.S.W.A.F.L Development Funding The N.S.W. Development Fund Is controlled by the N.S.W.A.F.L Commission, which is advised by the N.S.W. State Development Committee.
The State Development Committee mee1s monthly, and recommends policy and strategies, monitors and reviews same.
The N.S.W.A.F.L contributes greatly to the total Development budget.

June 15 & 16, 1991 The Country Championships have been played in various forms since 1979 and are contested by representative teams of Country Leagues not competing in the State Championships and a team from the Sydney Football Association competition.
The Championships are divided into two conferences, a northern division to be played at Forster and a Southern division series to be played at Cowra. The winners of each division will be in the final on July 14, 1991, at the Sydney Cricket Ground.

Campbelltown - May 18 & 19, 1991 This prestigious Championship involving three of the State's finest Leagues (Farrer, Riverina and Sydney) and a team representing the Australian Capital Territory will be held at the home of Sydney Football League Club, Campbelltown. The Championships will be herald the opening of the new grandstand and club rooms which the Campbelltown Club has worked hard for, with the excellent support of Campbelltown City Council to establish.
After a recess in the early BO's, this Championship has grown in statute and popularity and a fine exhibition of the talented footballers involved throughout the State.

N.S.WA.F.L. - REGULATIONS
1. AFFJLJATIONS All organisations desirous of playing football in the state of NSW under the direction of the NSW Australian Football League Ltd must seek and be granted affiliation, with the said state body, either individually or through their affiliated body.
Affiliation is available in the following categories: a). State League Club b). Affiliated Senior League/Association c). Affiliated Junior League/Association d). Associate League e). Associate Club
2. PLAYER REGISTRATION Each league must agree to adopt and use a uniform system of the registration of players and to include the following. a). Permission to Play i). Any person desiring to play wnh a club mentioned in Regulation 1 a), b) or c) for any season must first apply on the prescribed player registration form, and, upon written advice being given of the granting of such registration the player shall be deemed to be a player of that club until such time as the player has been granted a clearance by the club wnh which he was registered to any other club, league or association, or until such time as a period of twenty four (24) calendar months shall have elapsed from the date on which the player last played competition football for the club with which he had been granted a permit to play. ii). All players must renew their registration club each year. b). Registration Fee Each club shall be responsible for an annual registration fee as determined by the NSWAFL Commission for each player. Such fee shall be lodged with each player's registration form and any form not accompanied with the fee shall be invalid. Players under 17 years of age as of January 1 in the year of registration shall pay a junior registration fee. c). Player Register Each league must keep a register of all player registrations and to include the following:-i). Date the player registration form was re-ceived; ii). Full name, address, private telephone number, date of birth, occupation, previous club and the name of the club with which the player

wishes to register; iii). Date the player registration was granted. d). Dual Registration No player shall be permitted to play with more than one club at the same time wnhout first having applied for and obtained a clearance from his current club or under special circumstances as determined by these regulations or his league/association. e). Coaches and Runners All coaches and runners must be registered as players. f). Players Under 18 Years of Age Players under 18 years of age as of January 1 in the year of registration must have their applications to play countersigned by a parent or guardian or a person authorised in writing by a parent or guardian so to act.
3. PLAYER CLEARANCES a). Appllcatlon A player of one affiliated club wishing to play with another affiliated club must first submit an application on the prescribed form (NSW Form No. 3 pink) to the League with which his intended club is affiliated. b). Unanswered Clearances If an answer in writing to the clearance application is not received within 21 days from the date the clearance left the transferee league, the club to which the player desires to transfer may claim that player, verbally, with their league. In such cases, the appropriate league official will note on his record "Clearance unanswered, player cleared verbally". There shall be no redress to any such action. c). Intra-League Clearance A player submitting a clearance to join a club in the same league, or in the case of Sydney, a club in the metropolnan area is not entitled to play with that club until his clearance is resolved. d). Temporary Permit to Play A player transferring from a club of one affiliated league to a club of another affiliated league, may play with that club until the result of the clearance is realised. Should the player have his clearance refused the player shall not be permitted to play until the clearance is resolved. e). Block Clearances In the event of the transfer of a club from one league to another, all registered players of that club shall automatically be transferred wnh such club to
• the new league. The secretary, or authorised per-
son of the transferor league shall supply a certified list of all registered players of the club concerned to the club's new league. f). Player of a Disbanded Club If a player's club has disbanded, the player must obtain a clearance from his league prior to the playing with any other club. g). Player of Amalgamated Club If a player's club has amalgamated, the player auto· matically becomes a player of the amalgamated club. h). Player of Disbanded League If a player's league has disbanded the player must obtain a clearance from the NSWAFL. ih Players transferring to A.F.L. Club
Any player desirous of playing a A.F .L. club may do so in a manner which will not infringe his permit to play with his club by signing a A.F.L. Form 3A, which when endorsed by his league secretary or other authorized person will enable him free movement between the two clubs. k). Refused Clearances A player may be refused a clearance from his club if it is considered by that club that his services are still required. A clearance cannot be refused under the following circumstances:-Q. The player is under 16 years of age at the time the clearance is lodged with the transferee league; iQ. A period of twenty four (24) calendar months has elapsed from the date on which the player last played competition football for the club with which he had been granted a permit to play; iii). The player has bona fide moved his place of residence because of employment, 25 kilometres from the address shown on the application to play lodged with his present club. I). Lodgement Period for Clearances A clearance may not be lodged with the transferee league between June 30 and December 31 of each year. m). Appeal Against Refused Clearances A player refused a clearance by his club may lodge an appeal against the decision in writing setting out the circumstances and why the clearance should be granted, within 14 days of notification of such refusal to the secretary of the transferor league. Such appeal shall be referred to the tribunal of the transferor league who shall hear the appeal within 1 o days of receipt of it by the league. A deposit of $ 50.00 must be lodged with the appeal from which any reasonable expenses may be deducted.

n). Clearance Register Each league must keep a register of all player clearances and to include the following:-i). Date the player clearance form was re-ceived; ii). Full name, registered number, clearance number, club to which the player desires a clearance, club, league and state from which the player desires a clearance, date leaving the transferee league; iii). Date the clearance or written notification was received from the transferor league and decision.
4. DISQUALIFICATIONS, SUSPENSIONS OR PERMIT REFUSALS
a). Person not to Act Any person who has been refused a permit to play or has been disqualified shall not be allowed to hold any position in connection with any NSWAFL league or club until such permit be granted or the period of disqualification has expired or is removed by the body imposing disqualification, excepting that a player acting as coach to his club at the time of any disqualification for a field offence shall not be debarred from performing his duties as coach to that club during the period of disqualification. b). Suspended Player to Seek a Clearance A player or coach under disqualification by his league or tribunal shall not be eligible to receive a clearance until the period of disqualification or suspension has expired or been removed by the authority imposing the penalty. c). Field Offence· No Right of Appeal Any player, official who, or club which is disqualified, suspended or otherwise penalised for, or in conjunction with field offences during the progress or in the immediate period surrounding a match, shall have no right of appeal against the decision of the tribunal or other committee.
5. CLUB TRANSFERRING a). Procedure Q. Clubs desiring to transfer to another league shall lodge a written application with their league which shall be required to deal with such application within a period of receipt of the applica· lion. In the event of failure to determine the application within 60 days of lodgement, the club shall be permitted to transfer without permission to the new league. A copy of the application must be lodged with the NSWAFL at the same time of lodge-
ment with the league. iQ. If any league seeking a club or clubs from any other league, then the inviting league must notify the secretary of the controlling body of such club or clubs at least 14 days prior to the invitation to the club or clubs. Any club desirous of leaving· a league must give notice of not less than 14 days Of the intention of it's league to apply for affiliation in another league. iii). Leagues shall require the approval of the NSWAFL prior to the acceptance of any newly tor.med club. b). Appeal Against Refusal In the event of a club being refused permission to transfer to another league, the club may appeal to the NSWAFL in terms as set down in the 'Appeals' section of these regulations. The decision of the NSWAFL shall be final. c). Player or Club not Wanted. In the event of a player/club which has been granted permission by his or its league, or Appeals Board, as the case may be, to transfer to another league subsequently not being accepted by the league to which permission to transfer has been granted, the player/club shall be deemed to player/ club of the body from which the transfer is granted. d). Transfer Fees No club shall demand or receive a transfer fee tor a player transferring between two NSWAFL affiliated clubs.
6. INTERSTATE CLEARANCES The following rules laid down by the National Australian Football Council's transfer regulations: a). Definitions 1.1 Contracted Player A player who is obliged pursuant to a contract to render his services as a footballer to a club of a state body whether such contract is between a club and the player or is between the club and any other person provided that such contract is registered with the State body. 1.2 Uncontracted Player A player of a Statebody other than a contracted player. 1.3 District Player A player who is registered or listed as a player with a club of a district body. 1.4 Amateur Player A player in a club which is affiliated to any body affiliated with the Australian Amateur Football Council.

1.5 District Body A football league or association affiliated with a state body. 1.6 Unaffiliated Body A football league or association not affiliated to the National Australian Football Council or to a state body. 1. 7 State Body Queensland Australian Football League Incorporated. Tasmanian National Football League South Australian National Football League Incorporated. Australian Football League West Australian Football League Incorporated. Australian Capital Territory Australian Football League Incorporated. Sydney Football League Northern Territory Football League. 1.8 Club A football club fielding a team in a competition adjoined by a district body, unaffiliated body or state body. 1.9 Commissioner A Commissioner or Deputy Commissioner appointed pursuant to Regulation 4. 1.1 O Practice or Trial Matches A match between two clubs, not forming part Of the Official match program Of the competition in which the clubs compete. 1.11 Maximum Transfer Fee The fee deter.mined by the league pursuant to Regulation 6.1. 1.12 Form1 Form set out in Appendix (iQ. 1.13 Form2 Form set out in Appendix (iii). 1.14 State Each State in the Commonwealth of Australia, the Australian Capital Territory and the Northern Territory. b). State Bodies 2.1 Contracted Players A Contracted Player may not transfer to a Club Of another State without the consent in writing of the Club to whom he is rendering his services as a football player. A State Body that permits (whether by permit transfer or otherwise) a Contracted Player of another State Body to play in a club of its state without consent in writing of the club to whom the Contracted Player is rendering his services or is otherwise in breach of these Regulations should be

dealt with under the Articles of Association of the National Australian Football Council as tt it had been guilty of conduct prejudicial to the interest of the League. 2.2 Uncontracted Players An Uncontracted Player may transfer to a club of another State (hereinafter called "the transferee club") at the expiration of fourteen (14) days, subject to the procedures specttied in appendix (i), after a duly completed Form 1 has been lodged with the State Body that the club to which he is rendering his services as a football player (hereinafter called "the transferor club") Is a member). 2.2.1 Upon the transfer of an Uncontracted Player and the subsequent granting of a permit, the transferee club shall pay to the transferor club such amount as has been agreed by them being not in excess of the maximum transfer fee. If a permit is not obtained within 28 days of a player's transfer in the period, January 15 to June 30 in any one year, the transfer shall lapse. Where a player applies for a transfer outside of this period, a permit must be obtained within 28 days after January 15 next, or the transfer shall lapse. 2.2.2. If the transferor club and the transferee club cannot reach agreement on the fee to be paid to the transferor club, either club may refer the determination of the fee to the Commissioner by notice in writing given to the National Australian Football Council and the other club within fourteen (14) days after the transfer of the Uncontracted Player to the transferee club. 2.2.3 Notwithstanding that a fee has not been agreed or that the Commissioner has not determined a fee an Uncontracted Player is entitled to be granted a Permit to Play with the transferee club. 2.2.4 The Commissioner shall determine the fee as at the date the Uncontracted Player is granted a Permit to Play with the transferee club. 2.3 Disputes If there is a dispute between a player and a transferor club whether that player is a contracted player or an uncontracted player such dispute shall be referred to the determination of the Commissioner by the transferor club by giving notice in writing of such dispute to the National Australian Football Council within fourteen (14) days of the commencement of any such dispute. 2.4 Practice and Trlal Matches A contracted or uncontracted player shall not be permitted to play in a practice or trial match with a club of another State withou1 the consent in writing

of the club to whom he is rendering his services as a football player. A State Body whose club breaches this regulation is liable to a penalty determined by the Commissioner bu1 not exceeding $ 5,000.00 for each offence. 2.5 Subsequent Transfer to a State Body Where a player transfers to a district, amateur or unaffiliated body of another State under the provisions of regulation 2.2 and subsequently within a period of 24 months, receives a Permit to Play with a club of a State Body, such club shall be required to comply with the provision of these regulations as though the player had transferred direct as an uncontracted player from his former State Body, except that the period of 14 days referred to in regulation 2.2.2. shall commence from the date that the former club receives notice of the granting of such permit. 2.5.1. A State Body granting a permit for a player categorized under regulation 2.5. shall notify the former State Body in writing forthwith. C). Other Bodies 3.1 District Players A district player may transfer to a club of another State upon completion and lodgement of a Form 2 with the transferee body provided that if the district player is registered as a current player of that State Body and regulation 2.2. shall apply to him. 3.2 Amateur Players An amateur player may transfer to a club of another State upon completion and lodgement of a Form 2 with the transferee body. 3.3 Transfer Fee not Applicable 3.3.1 Except as otherwise provided in these regulations, transfer fees shall not be payable for players of district, amateur or unaffiliated bodies for uncontracted players transferring from State Bodies. 3.3.2. Transfer fees shall not be payable by dis-trict, amateur or unaffiliated bodies for uncontracted players transferring from State Bodies. D). Commissioner 4.1 A Commissioner and a Depu1y Commis-sioner shall be appointed annually by the League, no later than December 31, such appointment to be effective for the ensuring calendar year. The League may revoke such appointment at any time. 4.2 The League shall appoint an additional Commissioner or Deputy Commissioner tt during their year of office the Commissioner or Deputy Commissioner is unable or unwilling to act. The

Committee may revoke any such appointment at anytime. 4.3 A Commissioner and Deputy Commis-sioner shall not hold any office or appointment in a State Body, District Body or any club that is a member of a State Body or a District Body. 4.4. Referral to Commissioner 4.4. 1 Where an objection has been lodged under Regulation 2.3. the club concerned shall forward such material that It believes to be relevant in support of the contention that the player is under contract, together with a fee of$ 500.00. 4.4.2. A club referring a dispute to the Commis-sioner under Regulation 2.2.2. shall submit such material it considers relevant to its claim. 4.4.3. Upon receipt of a submission lodged in accordance with Regulation 2.2.2. the National Australian Football Council shall forward a copy of such submission to the other club concerned and to It's State Body. Such club may within fourteen (14) days submit a written statement in support of a claim for a transfer fee it believes appropriate. 4.5 Powers of the Commissioner 4.5.1. Disputes The Commissioner shall have power to determine all matters referred to him in accordance with these regulations. 4.5.2. Hearings The Commissioner shall have the power to call hearings to determine the matters that have been referred to him. 4.5.3. Conduct of Hearings The Commissioner shall determine the procedure to be adopted at any such hearings. 4.5.4. Cost of Hearings The Commissioner shall have the power to make an order for the costs of any hearing. 4.5.5. Fines The Commissioner shall have power to impose fines in accordance with these regulations. 4.6 Transfer Fee When a matter under Regulation 2.2.2. is referred to the Commissioner, each club shall be entltled:a). to make a written submission to the Commissioner as to the amount of transfer fee it regards as reasonable, and b). in the event of a hearing being con-ducted, to be represented at the hearing and adduce relevant evidence. After considering such submissions and evidence (if any) the Commissioner shall determine the transfer fee that is payable by the transferee club provided that such fee

shall not exceed the maximum transfer fee. In making his determination, the Commissioner may consider and take into account all the circumstances and matters relevant to the case, including:-a). the age of the player; b). the period of time during which the player has played for and the service given by him to the club from which he is transferring, and the benefits (whether financial or otherwise) given by that club to the player during that period; c). · the extent to which the club from which he is transferring was both willing and able to employ the player as a footballer and select him in a team fielded by It; d). the number of Interstate representative matches in which the player has participated; e). the player's ranking in Best Player awards; I). the benefit derived by the public from teams fielded by clubs competing in matches conducted by the Staie Bodies having sufficient stability in their composition to permit the development of well matches players of the highest available calibre in this context:-i). the interests of the State Body and the club from whom the player has transferred. ii). the interests of the State Body and the club to whom the player is transferring. 4. 7 Further Referral In reaching a determination, the Commissioner shall be entltled to:-a). take advice from a barrister or solicitor; b). have made such investigations as he thinks appropriate c). call evidence from such persons as he deems necessary. 4.8 Decision Binding The decision of the Commissioner shall be given in writing and shall be final and binding on all parties and shall not be called to question, appealed against or reviewed (whether by prerogative, writ or otherwise) in any court or tribunal. E). Special Provisions 5.1 Separate Agreements 5.1.1. A State Body or a club of a State Body may enter into agreements with any other State Body or club of a State Body concerning the transfer of players between the State Bodies or clubs as the case may be. 5.1 .2. A copy of each such agreement is to be lodged with the National Australian Football Council by February 1 or within fourteen (14) days of the
making of such agreement if made between February 1 and September 30. 5.1.3. Each such agreement shall for all pur-poses be regarded as valid and subsisting when otherwise declared by any court and if the provisions of any such agreement are inconsistent with these regulations the agreement shall prevail. 5.2 Border Associations Border Associations consisting of clubs, some of which are In one State and some In another, may make their own rules as to the transfer of players from one club to another in such associations and may enter separate agreements with other Border Associations as to the transfer of players between the associations concerned. 5.3 Broken Hill
· For the purposes of these regulations Broken Hill Football League shall be deemed to be a league affiltated with the South Australian National Football League Incorporated. 5.4 Regulations Not Applicable These regulations shall not apply to uncontracted players, amateur or district players who have not played competition football for the previous twenty four (24) months, or to players under 15 years at January 1. F). Transfer Fee Payments 6.1 Maximum Fee The maximum fee for the transfer of uncontracted players shall be determined annually by the League no later than December 31 and be applicable to the ensuring calendar year.
7. REPRESENTATIVE TEAMS a). Player Must Make Himself Available Any player chosen to represent his league, district, region or the NSWAFL must make himself available to play for such team. b). Player Not Available Any player who does not make himself available or declines selection will automatically be suspended for the two matches subsequent to the respective representative match. c). Player Not to Play Any player subject to rule 7ii). will not be permitted to play with his club on the weekend of the representative match and any player who does will be suspended for an additional two matches and the team in which he plays will lose all competition points for the matches in which such player has taken part and the club may be fined up to $250.

d). NSWAFL First Call on Services The NSWAFL will have first call on the services of all players for representative football. e). Injury or Illness Any player who declares himself unavailable because of injury or illness must present a medical certificate from a doctor of medicine and be prepared to undergo an examination by a doctor of the choice of the representative body when required.
8. MINIMUM TEAMS FOR COMPETITION A competition must consist of no less than 4 teams. Any competition which falls below that number during the season will be subject to disbandment. The local controlling body, however, may permit the competition to continue with the approval of the NSWAFL.
9. MINIMUM NUMBER OF PLAYERS Apart from Aussie Footy, any league which wishes to conduct a competition with less than 18 players per team, must first obtain permission from the NSWAFL. In any case, the number of players who may take part in any team in such circumstances must not be less than 12.
IO. INDEPENDENT CHECKERS Q. Whilst the goal umpires are the sole judges as to the score of each match, each club shall appoint two "Score Checkers" who shall sit together during the game and keep an individual record of the score. iQ. Should the goal umpires disagree with the score, they should seek advice from the •score Checkers' and the personnel maintaining a list of goal kickers. iii). Goal umpires should note the benefit of such assistance in delecate situations.
II. APPEALS a). Who May Appeal A player, club or league may appeal against a decision of their governing body, apart from the result of a field offence which is dealt with by independent tribunal. Such appeal shall be final. b). Manner of Appeal i). The appeal must be lodged in writing to the Executive Director, NSWAFL, within 1 o days of the appellant receiving notification of any such decision, and must include full details of the event precipitating the appeal together with any information which might assist in its consideration and the

name of the body handing down the aggrieved decision. The appeal must be accompanied by a$ 100.00 deposit. ii). The General Manager, NSWAFL, will then. at his discretion, decide whether the appeal shall be heard. If he decides in the negative, the appeal deposit may be forfeited or returned to the appellant. Iii). Should the General Manager decide that the appeal should be heard he shall arrange tor an independent committee of 3 to be raised, appoint a chairman from their number and referred to appeal to that committee for determination. iv). Any expenses in convening the appeal shall be borne by the appellant. Should additional funds be required, the appellant must pay such costs as determined by the General Manager prior to the appeal taking place. v). Any appeal must be commenced within 14 days of the appeal notice being received by the General Manager. c). Powers of Appeal i). The appeals committee shall be empow-ered to meet when and where they consider necessary, however at all times the economics of the situation must be observed. ii). They have the power to call any witness they consider necessary, and view any documents pertinent to the appeal. Any person or group refusing to co-operate with the committee shall be dealt with as the NSWAFL Commission considers fit. iii). They have the power to make any deci-sion which may override that which is appealed against, impose any extra penalty or make eny comment they consider necessary. d). Finality of Appeal The appeals committee shall make the formal announcement of the appeal or make a written recommendation to the NSWAFL. In any case the NSWAFL shall inform the appellant in writing of the outcome of the appeal.
I 2. FOOTBALLS i). The only footballs to be used in compeli-tion matches shall be the brand authorized by the NSWAFL. ii). Each age group shall only use the size football especially manufactured for it, or if a football is not specifically designed for a special age group then the next size up shall be used.

"ORDER OFF'
The N.S.W.A.F.L has introduced the 'Order Off'' rule as policy for each N.S. W. Affiliated League from 1991.
Leagues will have an option to implement either the rule that appears in the "Laws of the Game" booklet or the N.S.W.A.F.L. designed "Order Off''.
THE "ORDER OFF" LAWS The options are as follows:-
1. Option 1 Law 16.14.1. A player who is.reported by a field umpire or field umpires for a breach of \tie laws of the game, twice in the same match, or wllo is reported for a serious breach, ~hall be ordJlred from the ground for the remainder of the IJl.lllch (N.A.F.C. Law 16.14.1) ..
Serious Breaches • Interference Undue interference with, assault upon or the use of threatening or insulting language or behaviour towards the umpire.
• Assault on Another Player An unprovoked callous and/or violent attach which inflicts or is likely to inflict serious injury such as concussion upon another player.
Assault includes -+ Striking behind the play + A stiff arm tackle to the head + Eye gouging + ·· . Head butting + Biting + Kneeing in the groin
An exchange of punches (within a melee) or retaliation by way of a punch for a hard tackle would not constitute an assau~.
The interpretation is.to be applied only to the most serious instances of violence. It is envisaged that reports under this definition will be rare.

Procedure The following procedure will apply:-a). the field umpire shall stop play and order off any player he considers guilty of a serious offence. He should not stop play H the team offended against will be disadvantaged. b). the field umpire shall signal that a player has been ordered off by pointing to the interchange area with his outstretched hand. He shall advise the players verbally. The player shall leave the field through the interchange area. c). the player can be replaced but can take no further part in the match. d). the umpire will recommence the game once the player has left the playing field. e). in the event of a player failing or refusing to leave the field when ordered off, he shall be reported for misconduct and his team shall forfeit the match.

2. Optlon2 A player who is reported by a field umpire or field umpires for a breach of the laws shall be ordered from the ground.
The ordered off player will be removed from the playing field for a period of fifteen minutes for the first offence and for the remainder of the game for the second offence.
Breach of the Laws. Examples include -#Striking # Abusive Language #Kicking # Misconduct # Unduly Rough Play
Cooling Oft Players who lose their composure and create a problem for the umpire and the game can be ordered from the ground for a period of fifteen minutes, without being reported .
This component of the order off is not to be used as a lever of control by umpires.
Audible Obscenity Players who use audible obscenities regardless of who they are directed at will be removed from the playing field for a period of fifteen minutes.
If the obscenity is directed at the umpire or for a second offence the player should be reported and removed from the field for a fifteen minute period.
Procedure The following procedure will apply: a). the field umpire shall stop play and order off any player he considers guilty of a breach of the above areas. b). the field umpire shall signal that a player has been ordered off by pointing to the interchange area with his/her outstretched hand and indicating 15 minutes by gestures of the hands using outstretched fingers. He shall advise the players verbally. The player shall leave the field through the interchange area.
c). Ordered Off Players cannot be replaced. d). The umpire will recommence the game once the player has left the playing field. e). in the event of a player failing or refusing to leave the field when ordered off, he shall be reported for misconduct and his team shall forfeit the match.
LEAGUE HISTORIAN Long serving and much respected New South Wales official, Ted Ray, has been appointed as honorary League Historian to the N.S.W.A.F.L.
In the time Ted has been occupying this role he has unearthed background and tradition to the 113 year history of Australian Football in New South Wales.
Many former officials and supporters of our great game have provided Ted with old "Football Records", Annual Reports and other documents of immense value to his work.

TIMEKEEPERS INSTRUCTIONS 17.2 Each team shall appoint a timekeeper whose duties shall be:-
17.2.1. To keep the time of each quarter on timecards, complete the timecards and return to Secretary.
17.2.2. To sound a bell or siren at the start and finish of each quarter, and to keep sounding it until the field umpire notffies them he has heard it.
17.2.2.a). The timekeepers shall start the clock on the sounding of the umpires whistle after the siren.
17.2.3. To add time on to the (players) playing time of the quarter whenever directed to do so by the field umpires or whenever a goal or behind is scored.
17.2.4 In the case of a goal being scored, the time-on added is that which elapses between the commencement of the waving of the flags and the bouncing of the ball in the centre.
17.2.5. In the case of a behind score, the time on added is the same as clause 17.2.4., with the exception the time will restart on the kicking of the ball back into play.
17.2.6. In the case of the umpire tailing to signal the completion of the time added period or that the timekeeper fails to hear the whistle to signify the end of this period they will restart the clock when they see the ball back in play.
Time-On Indication 17.4 To start each quarter, the central umpire shall hold the ball aloft for the siren to start.
17.4.a).To indicate the commencement of the time, the umpire shall sound his whistle.
17.4.1. To indicate the commencement of time-on, the field umpire shall blow his whistle and raise his arm above his head.
17.4.2. To indicate the recommencement of (the) time, the umpire shall blow his whistle and raise his arm above his head.
