Answer One
• Cabinet is a group of advisors that serve the President. Washington began this tradition of having these advisors who head up the various departments of the executive Branch.
Answer Two
• Judiciary Act of 1789 set up the Supreme Court and the lower federal courts. This law was needed as the Constitution did not call for any specific way to create a federal court system.
Answer Three
• Certificates that promised repayment with interest. These loans were sold to the people by the government to help finance the operation of the Federal government.
Answer Four
• Protective Tariff was a high tax on imports designed to help domestic businesses compete with foreign products. This tax is designed to raise NO revenue.

• Revenue Tariff was a low tax on imports designed to provide income for the government. This tax IS designed to raise money.

• Whiskey Rebellion was a revolt in Pennsylvania over the Tax on Whiskey. Washington sent troops to settle the revolt and helped establish the power of the Federal government.

• Suffrage is the right to vote. Woman, slaves and (in some states) non-land owners did not have this right during the early years of the United States.
