MINUTES OF THE KMVFB MEETING ON November 12th, 2013 ATTENDANCE: JR Elpers, Dick Funk, Darrin Jewell, Frank Adams, Steve Johnson, Craig Culver, Bill Goebner, Annie Jenkel, Jan Ruby, Matt King, Carrie German, Tim German, Kelly Sullivan & daughter (for Jim Sullivan) Board president J.R. Elpers called the KMVFB Meeting to order at 7:33pm. SECRETARY’S REPORT: Hiep Ho was not attending; Annie Jenkel recorded minutes for this meeting. Annie’s October minutes were approved via email.

FIRE CHIEF’S REPORT: For OCTOBER 2013 (continued) Fire chief reported that there are two pending retirements and one new applicant. Also, the department received a $5600 matching grant from the State of California.

TREASURER’S REPORT: Darrin expects to file the updated financial report shortly, doesn’t expect anything too unusual.
• Ordered new checks, but bank lost them. He had the endowmend paperwork with him, and JR agreed to review and complete it after clarifying some clauses in the document. Darrin plans to meet with Lisa by end of year; Steve has drafted doc after meeting of IAC.
• Darrin’s looking for an intern on finance—to enter membership forms, excel spreadsheet for budget, etc, J.R. suggested putting out a call on KM Yahoo group.
• County reported that a fire truck loan payment bill was not paid–it has been paid, will have to reconcile---Julia paid, Darrin has check stub, has photocopies of check.
• OLD/UNFINISHED BUSINESS: ROOFING DISCUSSION: Dick spoke with S.H. Roofing, is going to get a physical sample of roof. Bid came in for $29,500 (real world, figure $35-38k as things come in 25% over usually) 2nd bid due this week, hasn’t seen it yet. Darrin – budget will include roof funds as depreciated expense (a rough estimate of it, at a 25 year depreciated expense) It was noted that Tim suggested asking key questions around weight, other specs (if roof is same weight as current material, won’t do any good. Weight of current materials is making overhead sag.) Bill and Frank went to roofing place; got samples of tiles. Talked w/Pat Wurster re her roof, they have coated sheet metal. (Roofers who don't install it, don't like it.) Neither of the vendors who have submitted bids install metal roof. Frank has metal as well; crushed stone on outside of material, choice of color. Bill looking into installers who work with metal. More discussion of materials: metal w/standing seam, ceramic coating, etc---general agreement that investigation will continue…
WATER HEATER: Tim investigated, found that the heat would only go to 120 degrees, got it to 130 degress with some adjustment. Turning on full blast in pantry, you can hold hand under only briefly. Craig---wondered if pressure regulator was providing enough gas, if it’s a volume issue. JR recommends having Tim on hand to check performance and run a test a short time before next fair. USE OF KITCHEN UTENSILS, COOK SHACK: Carrie submitted a proposal and provided clarification re use policy for kitchen equipment: If it’s in the kitchen, yours to use. If not out in kitchen, not for general use without permission. (This pertains to silverware/china belonging to KMA, given as gift.) KMA would like to take control of those items and lock them up, to ensure they’re used appropriately and accounted for. AJ motioned, Dick seconded motion to inventory and secure those items. Carrie would like change added to user policy. KEYS AND ACCESS: JR suggested, and board supports, Jan sending a letter on behalf of board reminding the list of people who have key access (since re-keying with no-dupe keys). Remind keyholders not to give people access; reminder that you are responsible for rooms that are opened with your key. Issue has been that when there are private events, doors that shouldn’t be open for private events have been opened by people with broader access. COOKSHACK CONTACT Carrie noted that we need to clarify who is responsible for the cook shack (need Art Fair to name who is the responsible individual.) Would like the official contact—so that person can respond to requests that involve the cookshack equipment.

GENERATOR COVER Bill brought up the poor, rusted out condition of generator cover– 17kw diesel generator, mouse problem is under control, some panels are rusting out. (rust on corners is pretty severe) Would like to take panels to a car body shop and get repaired. Could be $500 (a guess). Cover has curves, louvers, etc, not that easy to just replace. Motion made and passed to allow NTE $500 repairs. Frank is authorized to purchase fuel filters for generator. MEETING ADJOURNED AT 8:16 pm. NEXT MEETING: December 10, 2013
The Kings Mountain Volunteer Fire Brigade is proposing some minor changes to our bylaws. The primary change is to remove the Fire Chief as a board member, and replace his position with a community member. The were still be 7 members of the board of directors, and the Fire Chief will still attend board meetings and provide input to the board regarding fire department activities.
The current fire chief approves of this change, which is being made to align our bylaws with other volunteer fire departments in San Mateo County. No other fire department has the Fire Chief on their board.

TREASURER’S REPORT: Darrin reported the financial reports for August 2013 have been filed. Also per Darrin, information has been received regarding fire engine bill, and the bill will be paid shortly. Re insurance bill: payment was made in August, but broker had not sent payment to insurance company; broker reports having forwarded payment. UNFINISHED BUSINESS: n/a MEMBERSHIP DRIVE: Per Steve, link to apply for membership should be available on KM Online; need to contact Werner to address PDF form fix, to correct 501C3 status.
BY LAWS REPORT/UPDATE: Steve Johnson sent and posted proposed amendments to the By Laws. Board voted to approve By Laws as amended, and Steve will post the amended By Laws after the first of the year. Per Frank, a mailed ballot should be sent to KMFVB members whose membership is current as of January 31, 2014.

ENDOWMENT FUND DISCUSSION: Darrin reported that secondary account for endowment fund has not yet been opened, but he is in contact with Mario and will make a plan for getting an account open and funds transferred. Steve reports he will go into Schwab and move securities in the preservation fund into the endowment fund when ready. Darrin expressed the opinion that the endowment fund should grow to a point where it could support the fire department for a reasonable period of time in the absence of any other source of funding. His sense is that at present, it is only at about a quarter of that level. Darrin also shared that Mario is recommending a slightly more aggressive investment balance for the fund. J.R. expressed the opinion that the endowment fund should be tightly controlled, with careful precautions taken to protect it. He proposed a policy by which no withdrawals could be made from the fund without board approval plus three signatures. A discussion followed, regarding bank instructions, restrictions, and the best way to safeguard fund while not making it too difficult to draw funds in the event it is deemed necessary. Darrin suggested, and others agreed, that two signatures plus board approval may suffice. It was moved that an account be opened with four authorized signatures, with bank instructions requiring board approval (authenticated by presenting approved minutes recording the vote) plus two signatures for withdrawal or of funds from endowment account. Steve noted that he is going to schedule an IAC meeting in late October (around 10/20) and could get input from IAC, Mario, et al. Budget committee can further discuss investment parameters. Board agreed to get IAC feedback/recommendations re funding level—meanwhile Darrin will set up the account, and put in signature restrictions. NEW BUSINESS: WATER HEATER: There have been reports that the water heater had an issue (not delivering enough hot water) at the Art Fair. Discussion was tabled for discussion at the November meeting, so tests can be done and additional detail gathered. CONCRETE ROOF SHINGLES: Bill Goebner provided a sample of the damaged tile material on the mansard roof. Steve reported having spoken with Jeff Brown, who said that he cannot do a job of this size; Steve is awaiting any recommendation Jeff may have with regard to other roofing contractors and/or recommended composition shingle material. Steve proposed that the job be deferred to 2014 to allow time for community input, recommendations from Jeff, proposals, etcetera. The board voted to delay repairs and replace the roof in 2014. BUDGET COMMITTEE: Darrin noted that he will need feedback on the proposed budget; Steve and J.R. offered to provide feedback. It was noted that the budget committee should be comprised of Fire Chief, Treasurer, plus at least one board member. LIFETIME MEMBERSHIP: Frank Adams suggested that the board consider instituting a Lifetime Membership to the KMVFB for members donating $1,000 or more. Darrin noted that at some point, the board might consider soliciting donations for the endowment fund as well. It was moved that a Lifetime Membership be created per Frank’s suggestion; the boarded voted on, and approved the proposal. MEETING ADJOURNED AT 8:12 pm. NEXT MEETING: November 12, 2013

Sybil Plank, President KMA BOARD MEETING MINUTES – November 21, 2013 CALL TO ORDER: The meeting was called to order at 7:05 by President Sybil Plank ATTENDANCE: Sybil Plank, Ingird Cochrum-Hegerberg, Linda Gang, Carol Forster, Pat Mann, Bob Moriarty, Kathy Shubin APPROVAL OF OCTOBER MINUTES: The October minutes were approved on-line. TREASURER’S REPORT: Treasurer Linda Gang presented the treasurer’s report. REVIEW OF STILLHEART/STILLPATH FORUM: On Wednesday, November 20th, the KMA hosted a public forum for the proposed application for the usage change of the Stillheart property. The event was well-attended (55-66 community members) with representatives from South Skyline and the owner and potential administrators of the property. PUBLIC NOTICES RECEIVED: No public notices were received. OLD BUSINESS: 1. Halloween Party: The party was well-attended. Pat Mann thanked the board for their support and help as well as the community for their support in attending. 2. Newcomer’s Booklets: Carol has updated the Newcomer’s Booklets and will see that their distribution is completed 3. Community Service – Highway Clean-Up: Sybil reported that she still hasn’t heard back from Cal-Trans regarding the Adopt-A-Highway plan for the Skyline area but her coordination with Ruth Waldhower from South Skyline is ongoing. 4. Sudden Oak Death Forum: Ingrid contacted Matteo Garbelotto, Professor in the Dept. of Environmental Science Policy and Management at U.C. Berkeley to set a date for him to address the KM community on the issue of Sudden Oak Death. He advised Ingrid to call him in December when they are scheduling for January. NEW BUSINESS 1. Next Event: Christmas Party – December 8th: The Annual Christmas Party will be held on December 8th from 4:00-6:00 with Santa arriving at 5:00. Pat Mann will contact Hiep Ho to ask him to play music. Members will put up the tree on Friday, Dec. 6th. 2. Tablecloths: Carol suggested that we purchase new rectangular tablecloths since we only have two and we have 15 rectangular tables. It was moved, seconded and approved that we purchase 10 forest green and 4 ivory rectangular cloths.

TREASURER’S REPORT: Treasurer Linda Gang presented the budget and expenses for the Summer Party which as approved. REVIEW OF PUBLIC NOTICES RECEIVED: No new notices were received OLD BUSINESS: A. B. Newcomers Booklets - Carol and Sybil
Carol gave an update on the distribution of the newcomers booklets C. Community Service: Highway Clean-Up - Sybil
Sybil reported that she had not heard anything back from the CalTrans representative regarding the Adopt-A-Highway Project. She will contact Ruth Waldhower from the South Skyline Association for further information.
D. Sudden Oak Death Forum – Ingrid Ingrid attended a forum given by Matteo Garbelotto, Professor in the Dept. of Environmental Science Policy and Management at UC Berkeley and gave us an informative report on sudden oak death. It was agreed that the KMA will invite Professor Garbelotto to Kings Mountain in January to answer questions about Sudden Oak Death.
E. Liability Insurance It was agreed that liability insurance was not needed for special events. NEW BUSINESSS Halloween Party: Pat Mann reported that plans were in place for the party and thanked the board for their help in running the games. WALK-IN ITEMS: There were no walk-in items. ADJOURNMENT: The meeting was adjourned at 8:25.

50th Kings Mtn Art Fair in ReviewCommunity members,
As everyone knows (hopefully), this year we celebrated the 50th Anniversary of the Art Fair. In addition to the fact that 50 years of successful Art Fairs is an extraordinary achievement, this year’s fair itself was tremendously successful. For those of you who volunteered during those three days, you know the crowds were HUGE and cheerful. Parking along Skyline extended for miles, the grill and beverage teams were ‘flat out’ serving our customers (and restocked several items dur-ing the weekend), and sales were strong for everything – food, beverages, cookies, art, popcorn, face painting, T-shirts…you name it.
Although we do not have all the final receipts and expenses in, I can assure you that revenues this year were quite strong. This is very likely to be our best year since the dot com ‘boom’ years! And that is entirely due to the efforts of this com-munity. Thank you one and all.
Many of our individual volunteers have been publicly thanked in the Echo and online, but I’d like to extend thanks as well to the Art Fair Chairs whose organization and year -long efforts are critical to our success. The Art Fair Chairs organize and manage various ‘parts’ of the Fair, and without their efforts and dedication, our 400+ volunteer effort would not be so highly organized and efficient, or half as fun!
And this year, for the 50th, several Chair persons assumed additional responsibilities to host or manage special 50th cel-ebration items such as the KMA 50th Summer Party, Artist Reception, special decoration(s), increased advertising and publicity, ground décor, etc. Many, many thanks for those ‘over and above’ efforts – it was a special year!
