• ICS-300– Assumptions
• 100,000+ Police/Fire/EMT/OEM personnel• Based on 1-5 span of control, 20,000 to
25,000 need ICS-300• 20 persons per class• 1,250 classes needed before 10/1/07• THIS CAN NOT BE DONE!

• 25,000+ Police/Fire/EMT/OEM personnel require 300 level training
• Based on 1-5 span of control, 4,000 to 5,000 need ICS-400

• Alternatives– Contractor based training
• $4,000 - $5,000 per course• $5 to 6 million for ICS-300• $1 million+ for ICS-400• Unrealistic funding request under HSGP• Doesn’t develop experience and
proficiency• Logistical nightmare to arrange facilities
– Renting facilities increases costs– 30 three day courses per week needed

• Alternatives– TTT courses and deliver balance with
existing assets• 10 persons per course – results in 5 teams• 100+ TTT needed to develop capacity to
meet demand (assumes class members will be full time instructors)
• Instructors may not have experience with system, only with instruction
• Instructors have other jobs that will limit number of courses taught

JIC/JIS/PIS IMPLEMENTATION
• FFY07 guidance:– Public Information System: Institutionalize,
within the framework of ICS, the Public Information System, comprising of the Joint Information System (JIS) and a Joint Information Center (JIC). The Public Information System will ensure an organized, integrated, and coordinated mechanism to perform critical emergency information, crisis communications and public affairs functions which is timely, accurate, and consistent. This includes trainingtraining for designate participants from the Governor’s office and key state agencies.
