GENERAL INFORMATION

PURPOSE

The State of New Hampshire (the “State”), is seeking a financial institution (the “Firm”) to provide

tax-exempt lease financing pursuant to a lease agreement (the “Financing”) for an energy

efficiency equipment and implementation project to be installed at 29 State-owned buildings

located on or near the seacoast area of the State (the “Seacoast Project”) as further described in

Attachment 1. The State anticipates entering into a contract with a nationally recognized and

qualified energy service company (“ESCO”) at the same time as it selects a finance company. The

proceeds of the Financing will be used to fund the acquisition of certain equipment and

infrastructure improvements pursuant to an Energy Performance Contract between the State and

the ESCO (the “Contract”), which Contract is expected to be approved on or about October 23,

2019. The Financing will be structured subject to annual appropriation as a Lease Purchase

Agreement between the State and the selected Firm with the equipment and improvements

financed serving as collateral. The ESCO will commence construction of the Seacoast Project as

quickly as possible after the State and the Firm agree upon the terms of the Financing and the

ESCO and the State execute the Contract. Construction will extend for 15 months. Pursuant to the

Contract, the ESCO is expected to guarantee annual energy savings as a result of the installation

of energy efficient equipment and infrastructure improvements of approximately $211,000 for five

years after Project completion (15 months scheduled construction period). The lease payments are

subject to annual appropriation by the legislature, and are expected to be provided for through the

estimated energy savings for the entire term of the lease. The State reserves the right to reject any

or all proposals, to waive irregularities in any proposal, and to negotiate with any Firm.

The Treasury is a public agency and its records, including all responses to this RFP, will be deemed

a public record and subject to public disclosure under the State’s Right-to-Know laws, pursuant to

New Hampshire Statute RSA 91-A, after actual award of the contract. Information in the proposals

considered by the Firm to be confidential and proprietary should be clearly identified and easily

separable. Any requested public disclosure restrictions should be clearly explained.

The State recognizes that it has established a short timeline for this process and the submission of

financing proposals for the Seacoast Project. If the proposal for Financing requires additional

approvals (credit or otherwise) after submission of the response, please clearly indicate in the

response the process by which these additional approvals will be obtained, the timing of

receiving these approvals, and any additional information that will need to be provided by

the State. To the extent the proposal requires closing costs or bank legal fees to be paid by the

State, please clearly provide a description of such fees and provide not to exceed amounts in the

CONDITIONS TO PROPOSAL

FINANCING STRUCTURE: Tax-Exempt Municipal Lease Purchase Agreement with Escrow

Agreement.

INTEREST RATE: A fixed rate of interest should be proposed for the term of the

financing.

RATE LOCK: The proposal should include interest rates with sixty (60) day rate

lock commitment and/or such other rate lock period as Lender

may provide in the best interest of the State. If the rate lock

cannot be extended sixty (60) days please indicate a spread over

a publicly available index rate with which the interest rate will

adjust.

SECURITY: The Financing will be structured as a “subject to annual

appropriation” lease purchase agreement with the equipment

purchased and improvements made as collateral

PREPAYMENT: The Financing must allow for either partial or full early

repayment of principal.

REQUIREMENT OF ESCO: The proposal shall specifically identify any requirements to be

imposed upon the ESCO under the Financing Documents as a

result of this financing.

CONTRACT: The successful Firm will be required to enter into a tax-exempt

lease purchase agreement and an Escrow Agreement with the

State in a form which should be acceptable to the State. A form

of the Lease Purchase Agreement and of the Escrow

Agreement should be included with the Firm’s submission in

response to this RFP.

SUBMISSION OF PROPOSALS: The Firm’s proposal, lease payment schedule, and signed term

sheet shall be received on or before 4:00 p.m., ET, via email

addressed to the Contact listed above. Any proposals received

after this time cannot be considered. Responses should be

submitted via e-mail to: [email protected].

SIGNATURE OF PROPOSALS: Each proposal should be signed by an authorized representative.

AWARD: State staff, in consultation with its Financial Advisor, Public

Resources Advisory Group and its Bond Counsel, Locke Lord

LLP, will determine which bidder offers the most attractive

financing cost to the State. State staff will make a

recommendation to the Governor and Executive Council, which

is expected to make the formal award on October 23, 2019. The

State reserves the right to reject any or all proposals and to waive

any irregularity in any proposal or the process.

CONTRACT AWARD TERMS AND CONDITIONS

This RFP does not constitute an offer or a contract with the Treasury or the State. A contract shall

not be deemed to exist until proposals are reviewed, the best proposal has been identified,

negotiations with the Firm have been authorized, and a contract has been executed by parties and

approved by the State of NH Attorney General and Governor and Executive Council.

As a condition of contract award, a Firm must furnish or agree to complete and/or execute the

documents listed below. Firms responding to this RFP are expected to have already met the

requirements outlined in the documents, be in the process of fulfilling them at the time of response,

or prepared to meet them upon selection.

REQUIRED DOCUMENTS

Once a Firm has been selected, the documents below are required to execute a contract

between a Firm and the NH State Treasury for services. As part of your response to this

RFP, please indicate your willingness to furnish all of the following documents:

OTHER RFP RESPONSE TERMS & CONDITIONS

1. Debarment Status

By submitting their proposals, Firms certify that they are not currently debarred

from submitting proposals on contracts by any agency of the State of New

Hampshire.

2. Qualifications of Firms

The State may make such reasonable investigations as deemed proper and necessary

to determine the ability of the Firm to perform the work/furnish the item(s), and the

Firm shall furnish to the State all such information and data for this purpose as may

be requested. The State reserves the right to inspect the Firm’s physical facilities or

take such other actions as it deems appropriate prior to award to satisfy questions

regarding the Firm’s capabilities. The State further reserves the right to reject any

proposal if the evidence submitted by, or investigations of, such Firm fails to satisfy

the State that such Firm is properly qualified to carry out the obligation of the

contract and to complete the work/furnish the service(s) contemplated therein.

3. Assignment of Contract

A contract shall not be assignable by the Firm in whole or in part without the written

consent of the State.

4. Right to Reject Proposals

The State reserves the right to reject any or all proposals on any basis. Incomplete

proposals may be the basis for rejection.

5. Disclosure

Firms must disclose to the State any relationship(s) which may be a conflict of

interest for the Firm.

6. Termination of Agreement

The obligation to continue services under the contract resulting from this RFP

may be terminated for cause by either party upon seven (7) days written notice of

substantial failure by the other party to perform in accordance with the terms

hereof through no fault of the terminated party. The Treasury shall have the right

to terminate the contract or suspend performance thereof without cause for the

Treasury’s convenience upon fourteen (14) days written notice to the Firm, and

the Firm shall terminate or suspend performance of services on a schedule

acceptable to the Treasury or at the end of this fourteen (14) day period, at the

option of the Treasury. In the event of termination or suspension for the

Treasury’s convenience, the Treasury shall pay the Firm for all services

performed through the date of notice of termination or suspension. These options

shall be in addition to any other remedies the State have.

7. Ethics in Public Contracting

By submitting their proposals, Firms certify that their proposals are made without

collusion or fraud and that they have not offered or received any kickbacks or

inducements from any other Firm, supplier, manufacturer or subcontractor in

connection with their proposal, and that they have not conferred on any public

employee having official responsibility for this procurement transaction any

payment, loan, subscription, advance, deposit of money, services or anything of

more than nominal value, present or promised unless consideration of substantially

equal or greater value was exchanged.

EXECUTIVE SUMMARY is pleased to offer this Investment Grade Audit (IGA) that was produced in close

partnership with various Department staff. The following executive summary is intended to provide a high level overview on the results of the IGA process and fundamentally describe the project to be constructed. Additional information and specific project details are contained within the individual sections of the IGA.

The State of New Hampshire Department of Administrative Services issued a Request for Proposal (RFP) to Energy Service Companies (ESCO’s) to provide for Comprehensive Energy Management Services

This IGA is a key step in developing a successful energy savings and infrastructure improvement project focusing on the exact needs and desires of the State Agencies. The purpose of the IGA is to analyze and quantify the feasibility of installing certain improvements or energy conservation measures (ECMs) throughout identified buildings within the Seacoast Region. The IGA will form the basis for the subsequent Energy Services Agreement (ESA) which will enable the design and construction phase.

The IGA quantifies how the State will be able to reduce utility costs nearly $212,240 annually, through the acquisition of about $2.86 million dollars in capital improvements. This investment, however, will not require any up-front capital by the State. The State will achieve these improvements via a Performance Contact designed to extract energy inefficiencies in the current utility operating budgets to self-fund the project from future energy savings. Payment will be made over time utilizing guaranteed annual energy savings for security.

The IGA was performed for the State identified buildings within the Seacoast Region. The list of the facilities evaluated in the IGA are listed in Table 1 below. Table 1 provides each building’s gross floor area and main fuel source for space heating and domestic hot water. The total area of the twenty nine (29) buildings is approximately 276,216 square feet.

As part of the IGA, has developed a baseline model for each facility. The baseline developed for each building listed in Table 1 is based on an average of the fiscal year 2017 (FY17) and 2018 (FY18) utility data, normalized for the thirty-year typical meteorological year (TMY3) weather data for the Pease, NH area. The total average normalized utility usage for FY17-18 was 3,214,056 kWh for electricity, 45,618 therms of natural gas, 60,472 gallons of propane, 19,793 gallons of #2 fuel oil and 1,839 CCF of water. The total normalized cost of utilities for the buildings evaluated during the IGA was $560,421.

OVERVIEW

The New Hampshire Seacoast Region has a diverse number of agencies and buildings included in this Energy Savings Performance Contract (ESPC) project which include State Courts, Employment Security, Fish & Game, Natural and Cultural Resources and the Department of Transportation.

This Seacoast Region Investment Grade Audit (IGA) includes four (4) Courthouses, two (2) Employment offices, ten (10) Fish and Game buildings, four (4) DNCR buildings and nine (9) DOT buildings. The final project includes work at twenty-one (21) of the total twenty-nine (29) buildings. The standard hours of operation that was provided in the audit contract can be found in the following table.

The following provides an overview of the existing conditions at each building. The existing conditions include a narrative of each building’s structural characteristic, heating ventilating and air-conditioning (HVAC) systems, HVAC controls, and lighting systems.

NH COURTS – AGENCY A ROCKINGHAM SUPERIOR COURT FACILITY DESCRIPTION Rockingham Superior Court building was constructed in 1996. The building contains four levels. The building has a rubber membrane roof, brick facade siding and double pane windows throughout. The Court rooms are located on the top three floors along with offices, hallways and juror rooms. The lower level contains mostly office and record storage space along with some small rooms for closing. The building encompasses approximately 100,000 square feet of floor area and is open five days per week between 8:00 am - 4:00 pm although some staff will be present outside of these hours.

HVAC SYSTEMS The Rockingham Superior Court is heated by two new propane-fired Cleaver Brooks boilers providing hot water and was primarily cooled with a water-cooled chiller up until it failed in March 2017. Currently an air-cooled rental chiller provides chilled water to the building and the cooling tower is unused.

There are two (2) large air handling systems in the penthouse which are 100% outside air systems. For each system, there is a supply and exhaust unit with a heat recovery glycol loop running between the air streams. The supply units also have a heating coil section and supply floors 1 through 3 with outside air. There is another similarly set up air handling system, with two sections and heat recovery, in the boiler room that provides outside air to the lower level. The outside air from this unit is first fed through a dehumidification unit on the roof of the boiler room. There is an additional heating unit that supplies outside air to the mechanical workroom area. Tempered outside air, return air, heating hot water and chilled water get distributed to fan coil units that condition the air in the occupied space. Some of the perimeter spaces and some small interior rooms also have hot water fin tube radiation. There are also miscellaneous unit heaters in mechanical spaces.

The building suffers from humidity issues when it is hot and humid outside. The existing equipment cannot keep up with the amount of outside air coming in and water condenses in the ductwork and drips onto the ceiling tiles. The building staff has to close the outdoor air dampers to lower the volume of outside air entering the building.

BUILDING CONTROLS The current Siemens Energy Management System from the 1990s and is outdated. It provides monitoring for major equipment, but the user interface is lacking and there are no graphics for the fan coil units. There are multiple space temperature controllers located throughout the occupied space.

LIGHTING SYSTEMS There are various lighting technologies employed at the Rockingham Court. There are compact fluorescent recessed cans, LED (Lighting Emitting Diodes) and high-pressure sodium exterior fixtures and biax fluorescent lamps in decorative ceiling hung fixtures. A majority of the lighting inside the Court is T8 linear fluorescent lamps that are utilized in boxes and indirect/direct fixtures. The indirect/direct fixtures usually have excellent uniformity, but the 9 foot hung ceilings only allow the fixtures to be suspended down 1 foot causing bright spots on the ceiling.

DOMESTIC WATER SYSTEMS Domestic hot water for most of the building is provided by an instantaneous Rinnai hot water heater.

DOVER DISTRICT COURT

FACILITY DESCRIPTION The Dover District Court building was constructed in 2001. The building contains two levels. The building has a sloped asphalt shingled roof, brick facade and double pane windows throughout. The building is approximately 24,000 ft² of floor area and is open five days per week between 8:00 am-4:00 pm although some staff will be present outside of these hours.

HVAC SYSTEMS The Dover District Court is primarily heated by hot water created by two 625 MBH each, natural gas-fired, Laars Mighty Max hot water boilers. The building is primarily cooled with a Carrier Air Cooled Condensing Unit (ACCU) located on the side of the building.

There is an Air Handling Unit (AHU) located in the attic which supplies outside air to the building. The AHU has a hot water heating coil fed from the hot water supply loop and a direct-expansion cooling coil fed from the ACCU. The AHU supplies air to eighteen (18) VAV boxes, each with a reheat coil. There is also fin tube radiation throughout the courthouse.

BUILDING CONTROLS

The building is controlled with a Barber-Coleman Network 8000 energy management system. The system is dated but still functional although it has become more difficult to find replacement parts such as the Global Control Module that had to be replaced in 2015 and could only be found on eBay. Control Technologies Inc. has overlayed new graphics to provide visibility of major equipment including the VAV’s.

LIGHTING SYSTEMS There are various lighting technologies employed at the Dover District Court. A majority of the lighting inside the Court is T8 linear fluorescent lamps that are utilized in troffers. There are also some compact fluorescent and LED lamps as well.

DOMESTIC WATER SYSTEMS Domestic hot water is supplied through a storage tank that is heated from the heating hot water loop.

PORTSMOUTH DISTRICT COURT

FACILITY DESCRIPTION The Portsmouth District Court building was constructed in 1990. The building contains three levels. The building has stone ballast on top of a rubber membrane roof, brick facade and double pane windows throughout. The building encompasses approximately 19,291 square feet of floor area and is open five days per week between 8:00 am-4:00 pm although some staff are present outside of these hours.

HVAC SYSTEMS The Portsmouth District Court is primarily heated by a single 1,357 MBH natural gas-fired Weil-Mclain sectional boiler that provides heating hot water to the building.

There is a York packaged Roof Top Unit (RTU) that has a capacity of 40 tons of cooling and a hot water heating coil. The RTU supplies (6) six Variable Air Volume (VAV) boxes with hot water reheats. The VAV’s and RTU heating coils are fed from Hot Water Pump 1. Hot Water Pump 2 feeds perimeter fin tubed radiation.

BUILDING CONTROLS The building is controlled with a Niagara R2 energy management system. The system controls major equipment like the RTU, boiler, and pumps.

LIGHTING SYSTEMS There are various lighting technologies employed at the Portsmouth District Court. There are incandescent, compact fluorescent and LED interior fixtures and high-pressure sodium exterior fixtures. The majority of spaces utilize T8 linear fluorescent lamps in troffers.

DOMESTIC WATER SYSTEMS There is an electric storage hot water heater in the boiler room that provides hot water to the building.

ROCHESTER DISTRICT COURT FACILITY DESCRIPTION Rochester District Court building was constructed in 1942. The building contains three levels. The building has a rubber membrane roof, brick facade siding and double pane windows throughout. The building is approximately 11,000 square feet of floor area and is open five days per week between 8:00 am - 4:00 pm although some staff are present outside of these hours.

HVAC SYSTEMS Rochester District Court is currently heated by one Weil-Mclain 876 natural gas-fired hot water boiler. There is also an AO Smith Legend boiler that is now inoperable.

There are three (3) HVAC units, two larger AHU’s and one packaged RTU. The RTU and the two (2) air cooled condensing units are located on the lower roof. The HVAC units supply (15) fifteen VAV’s which have a mixture of electric and hot water reheats.

BUILDING CONTROLS The building is controlled by a Trane Varitrax energy management system. There are no graphics and the front end is DOS based. The system does provide status for the VAV’s and HVAC units.

LIGHTING SYSTEMS There are various lighting technologies employed at the Rochester District Court. There are incandescent, compact fluorescent and LED interior fixtures and mercury vapor and metal halide exterior fixtures. The majority of spaces have T8 linear fluorescent lamps in troffers and some T5 linear fluorescent lamps.

DOMESTIC WATER SYSTEMS Domestic hot water for the building is provided by a natural gas-fired AO Smith storage hot water heater.

NH EMPLOYMENT SECURITY – AGENCY B PORTSMOUTH EMPLOYMENT SECURITY

FACILITY DESCRIPTION The Portsmouth Employment Security building is a single level building with of brick and block construction. It was constructed in 1992 with 7,500 square feet of office space, non-operable double-glazed windows, and a tar and gravel roof. The building is open Monday-Friday from 8:00 am - 4:30 pm and is occupied by staff normally but will have also job seekers using the facilities for career advice and the public computer workstations.

HVAC SYSTEMS The Employment Security building is heated and cooled by (3) natural gas-fired packaged Roof Top Units (RTU’s). The Trane YSC RTU’s provide heating, cooling and ventilation air to the office space below. The RTU’s feature economizers which modulate the amount of outside air supplied to the building.

BUILDING CONTROLS The RTU’s are controlled by (3) programmable thermostats located in the hot water room. Each of the thermostats have remote sensors installed in the occupied space which relay temperature information to the thermostats. The RTU’s have on board logic boards which control the functionality of the units.

LIGHTING SYSTEMS The lighting has been recently upgraded to Philips Evo LED troffers. Some of the troffers have integrated occupancy sensors. There are some building mounted high-pressure sodium exterior fixtures.

DOMESTIC WATER SYSTEMS Domestic hot water for the building is provided by a 4.5 kW electric hot water heater with 40 gallons of storage.

SOMERSWORTH EMPLOYMENT SECURITY

FACILITY DESCRIPTION The Somersworth Employment Security building is a single story building with of brick and block construction. It was constructed in 2000 with 10,000 square feet of office space, non-operable double-glazed windows, and an asphalt shingled roof. The building is open Monday-Friday from 8:30 am - 4:30 pm and is occupied by staff normally but will have also job seekers using the facilities for career advice and the public computer workstations.

HVAC SYSTEMS The Employment Security building is heated and cooled by (2) Carrier natural gas-fired packaged roof top units that are mounted on concrete pads next to the building. The Carrier units provide heating, cooling and ventilation air to the office space.

BUILDING CONTROLS The RTU’s are controlled by a Honeywell zone controller that splits the Employment Office into (4) four zones. Each of these zones have a thermostat connected to the zone controller.

LIGHTING SYSTEMS Most of the Employment Office has parabolic troffers with T8 linear fluorescent lamps. There are also some incandescent, compact fluorescent and LED fixtures. There are some building mounted metal halide exterior fixtures.

DOMESTIC WATER SYSTEMS Domestic hot water for the building is provided by a small electric hot water heater with storage.

GREAT BAY DEPOT

FACILITY DESCRIPTION The Depot building is a 1,500 square foot two-story dwelling with a basement. This building was constructed in 1870 and has wood siding, a shingled roof, and wood sash double pane windows. The first and second floors are used as office space and the basement contains the heating equipment. The building is unoccupied a majority of the year and the building is not open to the public.

HVAC SYSTEMS The building is heated by an oil-fired Bosch boiler that creates hot water. The hot water is distributed by a small circulator pump to (4) different zones with fin tube radiation.

BUILDING CONTROLS There are both manual and programmable thermostats connected to each of the (4) zone valves.

LIGHTING SYSTEMS Decorative fixtures with screw-based compact fluorescent and fluorescent lamps provide lighting to the building.

DOMESTIC WATER SYSTEMS Domestic hot water for the building is provided by an indirect 30-gallon hot water tank that is served by the boiler.

NH FISH AND GAME – AGENCY C GREAT BAY DISCOVERY CENTER FACILITY DESCRIPTION The Great Bay Discovery Center is a two-story building that is 6,031 square feet including the basement. This wood framed stud construction building was built in 1996 and contains double pane wood windows throughout. The building has a metal roof with thin film Solar Photovoltaic (PV) installed between the panels. The building is open to the public for half the year from 10:00 am - 4:00 pm. Wednesday through Sunday. The first floor is exhibition space and the second floor is office space. The basement contains the boiler along with an aquarium chiller and pumps.

HVAC SYSTEMS The Discovery center is heated by an oil-fired Buderus boiler that creates hot water that serves hot water baseboard and unit heater. There are (2) zones of heating on the 2nd floor and single heating zone on the first floor. There is a Direct Expansion (DX) split system that provides cooling to the 2nd floor only. The first floor is cooled by a window air conditioning unit.

BUILDING CONTROLS The (3) heating zones and (1) indoor mini-split evaporator unit are controlled by programmable thermostats.

LIGHTING SYSTEMS The Discovery Center has a number of different fixture types, the majority of which is compact fluorescent but there is also LED, incandescent and T12 linear fluorescent lamps in the interior. The exterior has a couple of high pressure sodium building-mounted fixtures.

DOMESTIC WATER SYSTEMS The building has both a solar thermal 37- gallon hot water storage tank and an indirect hot water tank fed from the boiler.

HUGH GREGG COASTAL CONSERVATION CENTER FACILITY DESCRIPTION The Gregg Conservation Center was built in 2006 and feature an upper and lower level that totals to 6,720 square feet. The upper level is exhibition space which is also used for conferences. The lower level has a special collections room featuring hunting and fishing exhibits along with storage and HVAC equipment. The building is constructed of metal studs and has a wood board exterior. The roof constructed of metal studs and rigid insulation. The building is open to the public from Wednesday to Sunday 11:00 am - 3:00 pm in the summer but is also used for conferences.

HVAC SYSTEMS The building features Ground Source Heat Pumps (GSHPs) that are supplied water through a geothermal well. The GSHPs provide heating hot water and chilled water to fan coil units throughout the building. Ventilation air is provided by a Greenheck energy recovery unit located in a mechanical closet that provides 1,000 cfm of outside air.

BUILDING CONTROLS The building is controlled by standalone ground source heat pump controllers and programmable thermostats connect to each fan coil unit.

LIGHTING SYSTEMS There are many existing incandescent spotlights in the building for the exhibits. There is also some T8 linear fluorescent and compact fluorescent lamps and a couple of LED fixtures.

DOMESTIC WATER SYSTEMS Domestic hot water is provided by a 40-gallon storage tank connected to the GSHP that has secondary electric heating.

POWDER MILL RESIDENCE FACILITY DESCRIPTION The Powder Mill Residence is a single-story dwelling that is 1,025 square feet. This building was constructed in 1953 and has vinyl siding, a shingled roof, and vinyl double pane windows. The house is occupied by the head fish culturist and their family.

HVAC SYSTEMS The building is heated by an oil-fired Peerless boiler that creates hot water. The hot water is distributed by a small circulator pump to radiators.

There are window air conditioning units to cool the house.

BUILDING CONTROLS A manual thermostat controls the heating.

LIGHTING SYSTEMS Most of the residence is illuminated by incandescent lamps in decorative fixtures. There are a handful of T12 linear fluorescent and compact fluorescent fixtures.

The first floor is garage/storage space, the second floor is used as office space and the basement contains a visitor’s center.

HVAC SYSTEMS The building is heated by an oil-fired Peerless boiler that creates hot water. The hot water is distributed by a small circulator pump to radiators and unit heaters.

BUILDING CONTROLS The heating is controlled with manual thermostats.

LIGHTING SYSTEMS There is a mixture of T12 linear fluorescent, incandescent and compact fluorescent fixtures in garage which has asbestos ceilings.

HVAC SYSTEMS There is a wood stove that provides heat to one side of the building.

BUILDING CONTROLS There are no building controls.

LIGHTING SYSTEMS The Brown Building has T12 fluorescent and incandescent fixtures. There are two exterior high pressure sodium fixtures.

FISH & GAME REGION 3 OFFICE FACILITY DESCRIPTION The Fish and Game Region 3 Office is a 6,500 square foot single-story building. This building was constructed in 1987 and has vinyl siding, a shingled roof, and a combination of older wood sash and newer vinyl double pane windows. The building is open Monday through Friday from 8 am - 4 pm and is primarily used as office space but also has a laboratory.

HVAC SYSTEMS The building is heated by a pair of oil-fired Energy Kinetics Frontier boilers that create hot water. The hot water is distributed by a Grundfos Magna3 circulator pump to fin tube perimeter heat.

There are (2) two DX split-system air handling units in the attic of the office. They each have an air-cooled condenser outside.

BUILDING CONTROLS The boilers are controlled by a Tekmar two stage boiler controller. Space temperatures are controlled through programmable thermostats.

LIGHTING SYSTEMS The Region 3 office has various lighting technologies. A majority of the office space has T8 linear fluorescent troffers but also has LED, incandescent, compact fluorescent and T12 linear fixtures. The exterior of the building has LED wall packs.

DOMESTIC WATER SYSTEMS Domestic hot water for the building is provided by a 40-gallon electric hot water heater.

NH DEPARTMENT OF NATURAL AND CULTURAL RESOURCES – AGENCY D SEACOAST SCIENCE CENTER AT ODIORNE POINT STATE PARK FACILITY DESCRIPTION The Seacoast Science Center at Odiorne Point State Park was originally built in 1991 but has undergone expansions that have increased the size to 15,940 square feet. Most of the area is on the first level but there is office space in a small second floor section. The building is open to the public daily from 10:00 am until 5:00 pm. The building has stone wall sections along with wood shingled sections. There is a small flat rubber membrane section but the majority of the roof is sloped asphalt shingle construction.

HVAC SYSTEMS The exhibit spaces are served heating-only warm air furnaces that are located in the attic. The conference room and offices are served by furnaces with DX cooling. Most of the propane-fired furnaces are hard to access and are difficult to service.

BUILDING CONTROLS Each of the furnaces are controlled by standalone thermostats.

LIGHTING SYSTEMS The Science Center features mostly LED track lighting that is used for exhibits with some existing incandescent and compact fluorescent lights mixed in. There is also a mixture of T12, T8 and T5 linear fluorescent fixtures.

DOMESTIC WATER SYSTEMS There is a propane-fire, hot water storage tank located in the aquarium pump/filter room.

SOUTH BEACH MAINTENANCE GARAGE FACILITY DESCRIPTION The South Beach Maintenance Garage is a 3,840 square foot single-story building. This building was constructed in 1989 and has wood siding, a shingled roof, and wood sash double pane windows.

HVAC SYSTEMS The garage space is heated by (4) four Modine natural gas-fired unit heaters. There is also a small Teledyne Laars natural gas-fired boiler that provides hot water to a small Modine unit heater and the office baseboard. The office also has a through-wall window A/C unit.

BUILDING CONTROLS Each of the unit heaters and baseboard are controlled by standalone thermostats.

LIGHTING SYSTEMS The majority of interior lighting is T8 linear fluorescent fixtures along with T12, compact fluorescent and incandescent fixtures. The exterior has both LED and compact fluorescent building mounted fixtures.

DOMESTIC WATER SYSTEMS There is a small electric hot water storage heater in the bathroom.

It has a metal roof with eight skylights that have become opaque over the years. The building features (5) large overhead doors that are scheduled to be replaced. The staff services a fleet of DOT vehicles at the garage.

HVAC SYSTEMS The building is entirely heated by two oil-fired warm air furnaces. The primary ceiling hung Reznor furnace runs on waste-oil and #2 fuel oil. There is a freestanding furnace that runs on #2 fuel oil, the staff claims the unit has low run hours of operation.

BUILDING CONTROLS The furnaces were controlled by thermostats.

LIGHTING SYSTEMS The Garage has recently received LED lighting upgrades at the facility. There are still some incandescent and T8 fluorescent lamps remaining.

DOMESTIC WATER SYSTEMS The domestic hot water is provided by an electric water heater.

There is an office, tool room, kitchenette and a bathroom along with garage space. The building has fifteen large overhead doors.

There is also a salt solution shed and modular office space.

HVAC SYSTEMS The main building contains a Weil Mclain 1280 oil-fired boiler that produces hot water. Three pumps circulate the hot water to unit heaters in the bay area and fin tube radiation in the office areas.

The salt solution shed is heated by a propane-fired furnace and the modular building has an electric furnace.

BUILDING CONTROLS The boiler runs off of a Tekmar boiler controller. Heating in the spaces are controlled with manual thermostats.

LIGHTING SYSTEMS The majority of fixtures have already been converted to LED but there is still a large quantity of T8 linear fluorescent fixtures, and exterior metal halide, high pressure sodium and compact fluorescent fixtures.

SUMMARY OF RECOMMENDED ECMS ECM 1: LIGHTING SYSTEM IMPROVEMENTS

proposes to install a state-of-the-art lighting system to benefit staff and visitors within the Seacoast buildings. Our project replaces or upgrades 3,098 existing fixtures and will enhance the quality, consistency, and color rendering of the lighting system, while meeting all applicable codes and standards.

In addition, some of the fixtures proposed feature on-board advanced lighting controls that have daylight harvesting and occupancy detection. Energy waste occurs when a fixture is energized but not used, and/or when illuminance exceeds what is necessary for task performance.

ECM 2: NEW ENERGY MANAGEMENT SYSTEMS

proposes to replace the aging Energy Management System (EMS) at Rockingham Superior Court, Dover District Court and Rochester District Court with new open protocol Tridium Niagara systems, retro-commission and upgrade the EMS at Portsmouth District Court, and upgrade the controls at Portsmouth Employment Security with a new EMS system. Additional control strategies will be implemented to capture energy savings. The new control strategies will include optimum “start/stop” functionality and improved heating hot water pump control that will allow the building’s space temperature to drift to a setback temperature of 55°F.

As part of this ECM, the two air handling supply units located in the penthouse of Rockingham Superior Court will also be modified to dehumidify and cool the outside air before being distributed through the building.

ECM 3: DEMAND CONTROLLED VENTILATION

proposes to add Demand Control Ventilation (DCV) strategies to the fan coil units and roof top units that serve relatively large areas with varying occupancy. This measure will use CO2 sensors to determine occupancy rates and modulate ventilation rates to minimize energy use, while maintaining fresh air requirements. The court rooms at Rockingham and the Portsmouth Employment Security office both offer good opportunities for reducing ventilation rates.

ECM 4: CHILLER REPLACEMENT

proposes to replace the existing non-operational, oversized 350-ton chiller at Rockingham Superior Court with a new high efficiency 225-ton screw compressor chiller. The new chiller features integrated variable frequency drives which results in significantly higher part-load efficiency, where the chiller operates 99% of the time.

ECM 6: RTU REFURBISHMENT

proposes to provide a full overhaul of rooftop units at the Portsmouth and Somersworth Employment Security buildings. The State expressed interest in replacing the Portsmouth units, but found during the energy audit that they appear to have years of service remaining. Units at both buildings could benefit from refurbishment. proposes to refurbish the units which includes coil cleaning, a new coil coating, cabinet cleaning and sealing, new filters, and checking damper linkage and functionality. The refurbishment will improve heat transfer on the coils and reduce any air leaks they may have.

These units will be disconnected, cleaned, sprayed with a new high-tech protective polyurethane-based aluminum coating, restored and put back online. This energy conservation measure will help lengthen the life of these units and improve their efficiency to save the State energy. The refurbishment will extend the life of the units and delay the burdensome cost of replacing them for the State.

ECM 7: NEW WINDOWS

proposes to replace the old, inefficient windows on the ocean side of the Odiorne Science Center with new thermally efficient architectural vinyl windows. The window replacements will create a well-insulated, low-draft window structure, providing the facility with functioning operable windows, a more comfortable working environment that saves energy and lowers operating costs. Exterior aesthetics will be improved by removing crumbling infrastructure and replacing it with efficient high-profile windows.

ECM 9: VARIABLE FREQUENCY DRIVES Pump motors are often one of major electricity users in a building. Standard motor controllers cause big demand draws when motors are turned on and continually operate the motor at full speed even if valves are closed, wasting energy. proposes to install Variable Frequency Drives (VFDs) on the hot water pump motors and the condenser water pump motor at Rockingham Superior Court. The installation of VFD controls on these pumps will allow them to modulate with varying load more efficiently than the existing methods of control.

ECM 10: HIGH EFFICIENCY AQUARIUM PUMPS When aquarium equipment was being selected, the Odiorne Point Science Center and Great Bay Discovery Center had limited options due to the single phase power service for these buildings. Since the pumps were installed, motor and pump technology has advanced and more efficient models have been introduced to the marketplace. proposes to replace the

existing aquarium filter pumps with new high efficiency models at the Great Bay Discovery Center and Odiorne Point Science Center to save energy.

ECM 11: WATER CONSERVATION

conducted an extensive energy audit of the State’s facilities and evaluated the replacement of existing standard flow water fixtures at The Rockingham Superior Courthouse, Portsmouth Employment Security building, the Great Bay Depot Building, Discovery Center, Conservation Center, Odiorne Science Center, Portsmouth District Court and Wallis Sands Beach with low-flow water fixtures. The scope of this ECM includes replacing existing standard consumption toilets with High Efficiency Toilet (HET) models, replacing urinals with low consumption models and retrofitting lavatory faucets and showerheads with low-flow versions. Toilets and urinals will only be replaced at the Portsmouth Employment Security and Portsmouth District Court due to low cost or no utility cost water at other developments. Lavatory faucets and showerheads will be retrofitted at all applicable locations.

ECM 13: INFILTRATION REDUCTIONS

proposes to complete several infiltration reduction measures at all four Court buildings, Portsmouth Employment Security, the Great Bay buildings, the Science Center, Shed 605, Shed 606, and the Turnpike building. The infiltration of outdoor air can be a significant load on a building’s central heating and cooling system. New weather-stripping and sealants around windows, exterior doors, walls and roof-wall intersections will greatly reduce heat loss as well as increase occupant comfort due to fewer drafts.

Weatherization measures identified will have the most significant energy saving impact on the buildings are:

• Air Sealing Measures o Attic Bypass Air Sealing o Roof-Wall Intersection Air Sealing o Door Weather Stripping o Window Caulking

ECM 15: PIPE INSULATION

proposes to insulate bare heating hot water piping and fittings at Rockingham Superior Court, Portsmouth District Court, Rochester District Court, the Turnpike building, the Great Bay Depot and Discovery Center as well as the Fish and Game Region 3 Office. Bare piping was observed in each of the facilities. The uninsulated piping identified during the audit distribute heating hot water and domestic hot water throughout these buildings.

ECM 16: NEW TRANSFORMERS

proposes to replace nine (9) existing step-down transformers found throughout the Rockingham Superior Courthouse. Of the nine transformers, three (3) were found to be oversized and will be properly sized during replacement. All transformers are dry-type indoor transformers that step-down 480-volt power to 208Y/120-volt power. proposes to replace these transformers with new premium efficiency units that will reduce the electric losses and lower the cooling load from some of the equipment rooms.

ECM 17: PLUG LOAD CONTROLS

proposes to install plug load control units to control the operation of water fountains at Rockingham Superior Court, Portsmouth Employment Security, Great Bay Discovery and Conservation buildings and the Odiorne Science Center. By adding plug-in controls on the electrical receptacles that supply these items, they will operate more efficiently by using a schedule to turn the power completely off when it is unnecessary. This will reduce energy consumption by turning off equipment during unoccupied hours.

ECM 20: ENERGY STAR REFRIGERATORS

proposes to install a new Energy Star certified refrigerator at the Rockingham Superior Courthouse, Rochester District Courthouse and the Great Bay Depot building. The new Energy Star certified refrigerator will replace the aged refrigerator at this location and provide the State with electric energy savings.

ECM 21: SOLAR PV ARRAY

recommends the installation of a Solar Photovoltaic (PV) system at the Rockingham Superior Courthouse, Odiorne Point Science Center and the Turnpike building. During the first-year operation, the proposed systems at Rockingham Court will generate approximately 153,509 kWh (7.8% of existing usage), the Science Center will generate approximately 70,398 kWh (28% of existing usage), and the Turnpike building will generate 31,403 kWh (38% of existing usage). The systems will be oriented in a southern direction to ensure maximum performance. The implementation of the proposed systems will provide substantial utility cost savings to the State.

ECM 23: TEMPERATURE CONTROLS

proposes to replace the existing manual and programmable thermostats at the Great Bay buildings, Odiorne Science Center, Fish and Game Region 3 Office, Somersworth Employment Security, the DNCR South Beach Maintenance building, Shed 606 and the Turnpike

MAINTENANCE REQUIREMENTS PER ECM For the majority of measures included in this project, O&M is expected to be approximately equal to what the State currently incurs for overall operations and maintenance, therefore O&M can continue to be performed as is. State personnel will receive training on the proper operation and maintenance of the new equipment once equipment commissioning is complete. The State will be expected to perform maintenance on a scheduled basis and repair/replacement of failed components in a timely manner, all in accordance with manufacturer’s standards and O&M manuals for the measures installed under this Performance Contract. If the State is unable to perform these tasks, can provide these services for an additional fee and/or the Agency shall outsource to a qualified service provider.
