1. ConferenceManagementandOperations 1.1ConferenceDescription
1.1.1ManagementoftheaffairsandactivitiesoftheConferenceareperformedbytheelectedOfficersandMembers-at-LargeoftheNewEnglandIntercollegiateSailingAssociation(“NEISA”)ExecutiveCommittee.EachRegularMemberschoolmaynominateindividualstoserveasOfficersorMembers-at-Large.BothundergraduatesandgraduateFacultyAdvisorsorCoaches,asappropriatetotheposition,maybenominatedpriortoorattheAnnualMeeting,andelectionstakeplaceatthatMeeting,heldanywherebetweenDecemberandearlyFebruary.QuestionsofgeneralconcernshouldbedirectedtotheConferenceCommissioner.
1.1.2ForamorespecificdescriptionoftheExecutiveCommitteeandOfficersofNEISA,pleasereferencetheBy-LawsinAppendixA.
1.2MembershipDues1.2.1MembershipduesandregattaentryfeesarebilledbytheGraduate
Treasurer,andanyquestionsconcerningbills,whichareissuedoncepersemester,shouldbedirectedaccordingly.
1.2.2Membershipdues,billinginformation,andregattafeeinformationcanbefoundinAppendixA2.
1.2.3Billsforeachsemesterwillbesentoutpriortotheendoftheprevioussemesterandwillhavetobepaidbytheendofthesemestertowhichthebillappliesorelseteamswillhavetovacateberthsinthefollowingsemester.
1.2.4SchoolsattendingtheMarchiando,SNETR,TeamRaceNewEnglandChampionship,andMatchRaceNewEnglandChampionshipwillbechargeda$100surchargetohelppayforUmpires.
1.4ConferenceMeetings1.4.1PleaserefertoBy-LawsArticleXIXforadditionalinformationonMeetings.1.4.2ThebusinessoftheConferenceisconductedatperiodicExecutive
CommitteemeetingsandtheNEISAAnnualMeeting.ExecutiveCommitteemeetingswilltakeplaceviaamonthlyconferencecall.TheNEISAAnnualMeetingshalltakeplaceonthefirstSaturdayofDecember,tobecompletednolaterthan12:30pmwheneverpossible.

4.2.5Ifateamlate-dropsornoshowsanin-conferenceinterconferenceregatta,thatteamwillnotbepermittedtoschedulein-conferenceinterconferenceregattasduringthenextSpringseason.

4.3ScheduleRanking4.3.1In-conferenceschedulingandout-of-conferencedraftingisdeterminedby
SchedulingRanking.ThisrankingcombinesthePerformanceRankingandPenaltyRanking.Theformula(.7*PerformanceRanking)+(.3*PenaltyRanking)providesateam’s“SchedulingScore.”Schedulingrankingisalow-pointsystem,determinedbyschedulingscoresrankedlowesttohighest.
4.4FreshmanRestrictions4.4.1Onlybonafidefirst-yearstudentsmaycompeteinregattasdesignatedas

5.ChampionshipSelection 5.1SelectionProtocol
5.1.1TheExecutiveCommitteeworkswiththeCompetitionCommitteetoschedulethehostsitesforconferencechampionshipseachyear,tobevotedonattheSchedulingMeetingforthefollowingacademicyear(ie,2016-2017SpringChampionshiphostsareselectedattheSchedulingMeetingheldinDec,2015).
5.1.2NotwoSpringNewEnglandChampionshipsmaybeheldonthesameweekend.
5.1.3NoschoolmayhostthesameSpringFleetRacingChampionships(Women’sorCoed)within3yearsofpreviouslyhostingthatSpringChampionship.
5.1.4TeamsthatputinabidforaConferenceChampionshipsshouldincludeatleastonenamedjudge.IftheeventforwhichaschoolissubmittingabidistheNewEnglandTeamRaceChampionships,thatschoolshouldhaveatleastthreenamedumpires.
5.2FinalSelection5.2.1FinalsiteselectionforConferenceChampionshipsismadeattheScheduling
Meeting.A“slate”ofChampionshiphostsiteswillbeselectedattheFallExecutiveCommitteemeeting,withfinalapprovalattheSchedulingMeeting.
5.2.2IntheeventtheHostofaConferenceChampionshipscannothosttheevent,thehostmustnotifytheConferencewithsufficienttimetoholdavoteviaemail.
5.3ChampionshipContingencyPlans5.3.1Intheeventthatadinghyfleetracechampionshipcannotbesailed(Schell
Trophy,VictorianCoffeeUrn,CGAAlumniBowl,orReedTrophy),themostrecentPerformanceRankingswilldeterminetheteamswhoqualifytoadvancetothenextroundofchampionships.
5.3.2IntheeventthattheTeamRaceChampionship(FowleTrophy)cannotbesailed,theNEISASeedingCommitteewilldeterminethequalifiers.
5.3.3IntheeventthattheSinglehandedChampionshipsortheMatchRaceChampionshipscannotbesailed,theNEISASeedingCommitteewilldeterminethequalifiersbyresume.

6.1.1NEISAhasacommitmenttofurnishteamsforvariousout-of-conferenceregattas.SelectionfortheseeventsisdeterminedattheScheduleMeeting.TeamsarenotpermittedbyICSAregulationtoacceptinvitationsdirectlyfromhostcolleges.AllinvitationsbeyondtheestablishedconferencequotamustbeapprovedbytheScheduleCoordinator.
7.RegattaOperations 7.1HostCollegeObligations
7.1.1InadditiontotheresponsibilitiesoutlinedintheICSAProceduralRules,thehostcollegeassumesmuchoftheresponsibilityfordecisionstocontinue,curtail,postponeorcanceleventsduetotheextremesofweather.IntheabsenceofappointedNEISAofficials,afacultyadviser,coach,graduate,orothernon-undergraduateshallbeincharge,NOTleavingsuchresponsibilitytoundergraduates.AlthoughfinaldecisionrestswiththeHostCollegestoprotectpersonnelandequipment,saidofficialsshoulddiscussthesituationwithvisitingadvisers,coaches,andorteamcaptains.Personalsafetyisoftheutmostimportance.
7.1.2Intheeventthataregattamustbemoved,thefollowingguidelinesshallbeusedtoselectanewvenue:a)Newvenueshallbewithin50milesoftheoriginalvenueandsailedonthesamescheduledday(s),b)sameboattypec)samenumberofdivisions.

d)Onlyincircumstanceswheretheseconditionscannotfirstbemetmayaneventbemovedtoavenuethatdoesnotmeettheseconditions.
7.6Trophies7.6.1Perpetualtrophiesarenowretainedbyoneofseveralcustodialcolleges
(CoastGuard,MIT,Harvard,etc.).Perpetualtrophiesnolongercirculate.CollegesretainingcertaintrophiesforpermanentdisplayareresponsibleforbringinganyandalltrophiestotheSchedulingMeeting.TheGraduateCommissionerorhisdesignateshallcollectalltrophiesinordertomonitortheircareandarrangeappropriateengravingpriortotheirpresentationattheNEISAAnnualMeeting.CollegesarenottomarkanytrophieswithoutpriorpermissionfromtheGraduateCommissionerand/ortheGraduateTreasurer.
7.7ManagementofRegattas7.7.1ReportTime:Reporttimeis10:30AMonSaturday,and9:30AMonSunday.
ApprovalforchangeinstarttimemustbesecuredfromtheNEISASchedulingCoordinatorpriortochangingtheReportTimeforanevent,andmusthappenpriortoJanuary1oftheyearinwhichtheeventoccurs.Changeinstarttimeisdiscouragedunlessuseofthefacilityorsailingareamakesachangeimperative.
7.7.2FinishTime:Noraceshallstartafter6:00pmonSaturdayand3:00pmonSunday.TheFowleTrophyandtheWhiteTrophyareexemptedfromSundaylastracetimes,andmayhavenoracelaterthan4:30PM.
7.7.3RaceLimit:Nomorethan10racesperdivisionshallbesailedperday.7.7.4MultipleTeam(MT)Events:Teamsmayenteradditionalteamsatany
conferenceminororconferencemajorlevelregatta,providedthefollowing:a) IfaBlevelPerformanceRankingevent,thehostmayenterasecond
team.Afterthehost,additionalteamsmayaddsecondteamsinreverseschedulingrankorder.
b) Thehostandschedulingcoordinatormustapprovetheadditionalteams.c) InterconferenceRegattasshallbelimitedtooneteamperschoolwiththe
exceptionofoneadditionalallwomen’steamatco-edInterconferenceRegattas.
7.7.5CombinedDivisions(CD)Events:Foreventswithsmallfieldsofentrants(ordinarilynineteamsorless)andfleetsofappropriatesize,theHostCollegemayspecifyinadvancethatalldivisionswillsailandbescoredtogether.Sucheventswillbearthenotation“CD”intheprintedScheduleBulletin.
7.7.6IntermediateSloopandBigBoatEvents:Becauseofthepower,expense,andspecialnatureoftheseboats,collegescompetinginslooporbigboateventsassumeanextraordinaryobligationtosendexperiencedandqualifiedskippersandcrews.Officialsareauthorizedandencouragedtoexcusefromcompetitionanycrewjudgednotcompetent.
7.7.7OpenCoaching:Inviteregattascanbedesignatedas“OpenCoachingEvents”wherethehostcoachcancoacheveryoneattheregatta,inordertohelptheteamswhodon’thavecoaches.

7.7.8InterconferenceandConferenceMajoreventsmusthaveagraduateastheRegattaChairunlessotherwiseapprovedbytheNEISAConferenceCommissioner.
7.7.9VisitingTeamPractice:PriortoConferenceChampionshipsandInterconferenceevents,competingvisitingteamsareallowedamaximumofonedayofpracticeatthehostsiteduringtheweekbeforethecompetition.Visitingteamsmustfirstsecurepermissionforsuchpracticefromthehostandarrangeatimeconvenientforthehost.Therearenorestrictionsonvisitingteamspracticepriortootherevents,exceptfortherequirementtoobtainpermissionfromthehost.
8.JudgesandUmpires 8.1Acquiringjudgesandumpires.
8.1.1HostsarerequiredtofulfillJudgeandUmpireneedsforevents.TheJuryCoordinatorwillbeavailabletohelpcoordinatethiseffort.
8.1.2HostsrequiringassistancewithJudgeandUmpireneedsshouldcontacttheJuryCoordinatoratleastfourweekspriortotheirregatta.Duringthisinitialcommunication,thehostshouldmentionanyindividualstheyhavesecuredorhaveinmind,inadditiontorequestingadditionalindividualsfromtheJuryCoordinator.OpenandcontinuedcommunicationbetweentheJCandthehostisthebetwaytoensureJudgeandUmpireattendanceforaregatta,buttheultimateresponsibilitytofurnishjudgesandumpiresforanyregattarestswiththehost.
8.2UmpireExpensesandStipends8.2.1UmpiresandJudgesarereimbursedbyNEISAfortravelexpensesupto
$200.00.8.2.2UmpiresandJudgesforthefollowingregattasareeligiblefora$100perday

ARTICLEI:NAMETheAssociationshallbeknownastheNewEnglandIntercollegiateSailingAssociation.ARTICLEII:PURPOSEThepurposeofthisAssociationshallbetoencourage,toadvance,andtoimprovesailboatracingandthesailingsport,inallitsphases,amonguniversitiesandcollegesoftheNewEnglandConferenceoftheIntercollegiateSailingAssociation;andtopromoteanddevelopthehighidealsofthesportofsailingamongtheirstudentbodies.ARTICLEIII:MEMBERSHIPVotingMembershipofNEISAshallbelimitedtouniversitiesandcollegeswherethesportofsailingisrecognizedbytheauthoritiesoftheinstitutionasacluborvarsitysport.TheExecutiveCommitteeisempoweredtosetupstandardsforadmissiontomembership,whichshallbedividedintothefollowingclassifications:
1. RegularMembership:RegularMembership:Regularmemberinstitutionsareentitledtothefullprivileges,rights,andobligationsembodiedintheBy-LawsoftheNewEnglandIntercollegiateSailingAssociation.Theymayparticipateinanyregatta,votenewmembersintotheassociation,andvoteonbusinessoftheConference.
2. ProvisionalRegularMembership:ProvisionalMembersenjoythesamerightsasRegularmembersexceptforservingontheNEISAExecutiveCommitteeandvotingonmembershiporamendmentstotheBy-Laws.ThisRegularMembership,inProvisionalStatus,shallbethenormalsecondstageofmembershipandisdesignedtoprovideaninterimortrialmembershipperiodduringwhichamemberdemonstratesitsabilitytoassumetheobligationsandresponsibilitiesoffullmembership.WhentheExecutiveCommitteedeemsamemberhasfulfilledtheserequirements,itisempowered,byathree-fourthsvote,toraisetheprovisionalstatusmembertofullregularmembership.Amemberinprovisionalstatusmaybedroppedfrommembershiporreducedtoassociatemembership,forfailuretofulfillitsobligations,atanytimebyaunanimousvoteoftheExecutiveCommittee.
3. AssociateMembership:Associatemembersarethenewestmembersoftheassociation.Theseteams,whicharetypicallyintheirformativestages,arepermittedtoparticipateinallregattasexceptInterconferenceRegattas,ConferenceChampionships,andNationalChampionships.TheymaynotvoteonbusinessoftheConference,andindividualsfromassociatemembersmaynotserveontheNEISAExecutiveCommittee.Membersshallbeelectedoriginallyforatwo-yearperiod,duringwhichintervaltheyshouldprepareforProvisionalandRegularMembership.Applicationforachangeinstatus,throughtheregularmembershipprocedure,maybemadeatanytime;AsssociateMembershipshallberenewable,uponapplicationtotheExecutiveCommittee,foratermofmembershiptobedeterminedbythatbody.AssociateMembersshallbeassessedannualdues.CategoryUpgrades:Membersareencouragedtopursueupgradesinmembership.Requestsfor
upgradesmustbemadeinwritingtotheConferenceCommissionerpriortotheAnnualMeeting,andshouldincludeanyplans/procedurestheteamhasinplacetoensuretheywillbecomeapermanentfixtureinNEISA.

ARTICLEIV:MEMBERSHIPPROCEDUREANDELECTION
1. AnyuniversityorcollegedesiringmembershipinNEISAshallfirstapplyforAssociateMembershipstatus.
2. ApplicationsforAssociateMembershipmustbemadeinwritingandbesubmittedtotheConferenceCommissionerbytheteamcoach,advisor,orteamcaptain.
3. Athree-fourthsvoteoftheExecutiveCommitteeshallberequiredforpresentationofthenewapplicantschoolatthenextAnnualorGeneralMeeting,atwhichtimethree-fourthsoftheRegularMembersinattendanceatsuchmeeting,atwhichaquorumispresent,shallberequiredforelection.
4. ProvisionalMembershipProcedure:UniversitiesandcollegesholdingAssociateMembershipwishingtoupgradetheirstandingtoProvisionalStatusmustsubmitarequestinwritingtotheConferenceCommissionerpriortoanAnnualorGeneralMeetingofNEISA.Athree-fourthsmajorityofRegularMembersinattendanceatsuchmeeting,atwhichaquorumispresent,shallberequiredforapproval.

2. ExecutiveCommitteeMeetingsTheExecutiveCommitteeshallmeetviaconferencecall;thenumber,date,andtimeofwhichwillbedeterminedwhentheExecutiveCommitteeholdsitsonlyin-personmeetinginconjunctionwiththeNEISAAnnualMeeting.
3. SpecialMeetingsAspecialgeneralmeetingshallbecalleduponthewrittenpetitionoffiveormoreRegularorAssociateMembercolleges.DuenoticeofthesemeetingsmustbesenttoallmembersbytheCommissioner.
4. DecisiveActionAtanymeetingorconferencecallofNEISAwhereadecisivevoteistobetakenbytheExecutiveCommittee,aquorumofamajorityofsaidcommitteemustbepresentorrepresentedbywrittenproxies.PassageofbusinessorpolicymattersshallrequireamajorityoftheExecutiveCommitteepresent,orvotingbymailorelectronicballot.Eachmemberofthecommittee,orhis/herproxy,shallholdonlyonevoteontheissue.
SECTION2:DELEGATESEachmemberschoolshallberepresentedatallgeneralmeetingofNEISAbytwovotingdelegates:thefirstshallbeafaculty/staffrepresentativeorproxy,andthesecondshallbeanundergraduateorproxy.Thenumberofnon-votingdelegatesshallbeunlimited.Alldelegatesshallhavetherighttospeakfromthefloor,butvotingshallbelimitedtotheauthorizedvotingdelegates.Further,onlyvotingdelegatesshallholdthepowertomakeamotion.
Inthecaseofunavoidableabsenceofafaculty/stafforundergraduaterepresentative,analternatedelegatemaybepermittedfromthatschool.Uponpresentationofthiswrittenproxy,thealternateshallbeentitledtofullvotingpriveleges.Undergraduateproxiesshallbeheldbyundergraduatesandgraduateproxiesbygraduates.
SECTION3:QUORUMAquorumofNEISAshallbedeemedtobepresentatanyregularorspecialmeetingiftwo-thirdsofthemembersentitledtovotingrightsarepresent.Written,signedproxiesallowaschooltobecountedaspresent.FiftypercentoftheExecutiveCommitteeshallbedeemedaquoruminordertotakeactiononbusinessorpolicymatters.Seventy-fivepercentoftheRegularMembersshallbedeemedaquorumtotakeactionontheBy-Laws.Shouldseventy-fivepercentnotbepresentaballotvote,senteitherbyelectronicorpostalmethod,shallbetakeninwhichallRegularMemberschoolsshallbepolledwithintwoweeksofthescheduledmeeting.Amajorityofthemembersofanycommitteeshallbedeemedaquorumatthemeetingofthatcommittee.ExceptattheAnnualMeetingandtheSchedulingCommitteemeetingheldinconjunctiontherewith,anyproposalthesubstanceofwhichhasnotbeendulycirculatedintheprintedagendarequires
