Crossing Warning Systems (AGCWS); and upgrade ofexisting at-grade highway crossing track and roadway sur-faces. These improvements will be made while the existingcommuter line service and freight line service continues tooperate.”

In addition to the track and signal infrastructureimprovements, the MBTA also is undertaking otherimprovements on the Fitchburg route. A new station with

high-level platforms is under construction in South Acton,under a separate contract with McCourt Construction. Therepair or replacement of seven bridges is being done under aseparate contract with J.F. White Contracting Company.Upgrades to the Fitchburg Route that have already beencompleted include installation of 8 mi. (12.8 km) of a secondtrack, construction of a new station in Littleton and transferof the Waltham Tower to the MBTA Control Center.

Doherty, who has been with the agency since 2013.“The work is on schedule and it’s taken a concentrated

effort on the part of all stakeholders, particularly the contrac-tor and the railroad operator,” he said. “We meet weekly forcoordination and schedule review. We look at all issues, witha focus on the upcoming weekend work. We haven’t had toexpand the scope of the project and the work is proceedingas planned.”

Doherty has five personnel reporting to him, includingengineers and inspectors. His staff oversees the constructionperformed by J.F. White and signal system cutover byKeolis.

“The coordination is really paying off as we are upgradingan antiquated track and signal system,” he said, “whichincludes signal houses, logic boards and new LED signallighting. What this project is telling us is that good coordina-tion among the owner, contractor, railroad operator anddesigner, HNTB of Chelmsford, Mass., is essential as we’reinstalling new systems while still operating with older onesthat are being replaced. We realize that the construction iscausing inconveniences for commuters and we appreciatetheir patience, particularly during the weekend outages

Tyler Equipment Joins SDLG’s Growing Dealer NetworkTyler Equipment Corporation is the lat-

est company to join SDLG’s ever-expand-ing dealer network. The East Longmeadow,Mass.-based seller of construction equip-ment began selling the brand’s wheel load-ers in September. Additionally, the compa-ny plans to showcase the machines in aseries of live demonstrations at trade fairs.

Bill Tyler, executive vice president ofTyler Equipment, said his company decid-ed to add the brand to its portfolio to givecustomers an attractive value option, espe-cially those that might use the machine sea-sonally or for applications that don’t requiremany cycle hours.

Richard Schaetzl, whoworks for J.F. White, and isthe project manager for theJ-V, notes that his crewshave been busy.

“The project consisted ofadding six new interlockingswhere the trains will be ableto cross between tracks, andto modernize the signal sys-tem,” he said. “There also istrack work, civil work,retaining walls to install, andgeneral signal work to inte-grate these new interlock-ings on the line. There also are four existinginterlockings that we had to upgrade. Thetrack is being upgraded so that 95 percent ofit will be double track and the interlockingsare needed to do track maintenance and givethe MBTA more operational flexibility alongthe line.

“We’ve installed all the special trackwork, crossovers and turnouts,” he added.“We have done roadway improvements; putin 28 automatic highway warning systemsfor crossings; replaced eight grade crossingswith track and roadway reconstruction;installed 54 signal instrument houses; put inretaining walls, which consisted of H-pileswith timber crosstie lagging; drilled shaftswith precast concrete panels; and reinforcedearth concrete block retaining walls. We alsorealigned 20 curves over the 48 miles toimprove the speed of the trains, repaired cul-verts, did some undercutting of existingtrack to lower the track profile under somebridges.”

Passenger train service is suspended onweekends, essentially giving J-V crews 48hours to work without interruptions. Freighttrain service outages also were required.During the week, the MBTA and Keolis pro-vide flagging and signal support in the areaswhere work is scheduled.

“We’ve had challenges with getting rail-way flagging and signal support,” saidSchaetzl. “The MBTA has several projectsgoing on right now and we’re planning andcoordinating through the challenges.Suspending the weekend service for the lasttwo years has really helped us with ourprogress as most of our work occurs onweekends. We work during the week as wellto perform the roadway signage and pave-ment markings to accompany the roadwayimprovements.”

Crews are working at multiple sites,

which require effective communicationssystems to deal with coordination and insome areas, temporary construction fencinghas been installed to protect the vehicles andequipment. In many locations equipmentcan be parked along the right-of-way at theend of each shift.

“We hold weekly meetings and provideon-time updates to get everyone up to speedon what has happened and what is going tohappen in the next week and in some cases,the next few hours,” said Schaetzl. “Thecommunication is fabulous with cell andsmart phones. We have one general superin-tendent and during peak construction, wehave three other superintendents — two forcivil and one for electrical.

“It’s relatively easy to dispatch equipmentto a site if something breaks down,” headded. “We borrow from another project, aswe have a lot of work going on in the Bostonarea. In some cases on weekends, we grabequipment to replace the pieces that breakdown and return them on Monday morn-ings.”

During the week, the crews do daily sin-gle-shifts, but on weekends the work is non-stop. Personnel on site during the weekdaysnumber nearly 25 — J-V and subcontractor— and on weekends, this jumps to 90 at thepeak. The J-V provides about 90 percent ofthe workers.

“Both J-V companies are sharing respon-sibilities for the work,” said Schaetzl, “but aswe have the electrical division, we’re takingcare of the signal work.”

“LMH was a subcontractor for J.F. Whiteon a project in 2010-2011 when we had toperform the emergency tie replacement onthe MBTA’s Old Colony railroad — wherethe concrete crossties were cracking,” said

Schaetzl. “We found that ourcompanies were fairly com-patible because we do thesame work. It was a goodmatch then and we decidedto team-up again on thisjob.”

Both firms are supplyingpeople and equipment.Maximizing the workers onweekends is crucial.

“The key to schedulingthe weekend work and keep-ing teams together whowork well is flexibility,” saidSchaetzl. “Several employ-ees from other projects of both partnerscome to the Fitchburg Track and signal proj-ect on weekends to assist in the work. Thehours per-shift are planned out so thatemployees get proper rest times, to diminishthe potential for fatigue issues. At the start ofeach weekend shift, a safety briefing is heldto review the proposed work of that shift andthe forms of railroad protection.”

Subcontractors include StrategicEnvironmental for soil disposal; Don MartinCorp. for paving; C&G Surfacing for tracksurfacing; Taibbi Equipment for equipmentrentals; Lemoi Erectors, Inc. is erecting thesteel; DeLucca Fence Company, Inc. isresponsible for the fencing and guardrail;and Roadsafe Traffic Systems Inc. is respon-sible for the traffic signs and pavementmarkings.”

Due to the severe winter last year, withmassive snowfalls, work was cut back onmany aspects, but some civil and electricalwork could be done.

“It is a little harder for the equipment tooperate in the winter,” said Schaetzl, “but wepersevere and it works into our average pro-duction. Last winter was a complete anom-aly and we didn’t accomplish as much as wehad hoped or wanted.”

Schaetzl has been with J.F. White for 30years and has worked on many rail projects,noting that the firm started doing rail work10 years before he arrived.

“We’ve done this work before,” he said.“It seemed interesting that this is a combina-tion project. Usually the MBTA handles thesignal system upgrades with different con-tracts, but this one seems to make sense, withall the work inside the interlockings, toincorporate both track and signals together.”

Equipment being utilized on the projectincludes high-rail excavators made byGradall and Hitachi; loaders manufacturedby Caterpillar for the civil work; and boom

trucks and lulls used by the electricians.Specialized track equipment also is in serv-ice: Mark IV Tamper from C&G; ballaststone cars; locomotives from Track Mobile;ballast regulators by Kershaw; a crib com-pactor from Plasser; and a high-rail logloader from Sterling Equipment.

Both J-V partners are supplying onsitemechanics and helping each other out whenequipment repairs are needed.

“Most of the equipment repairs happenduring the week, as well as scheduled main-tenance inspection checks,” said Schaetzl.“Because of the criticality of getting thetrack back in service each weekend, themechanics do a prep on Thursdays andFridays to have it ready for the weekendwork. We just keep rolling with this repairand maintenance cycle. We have a very goodstaff servicing our equipment.”

Schaetzl also noted that this project is pro-viding solid experience to his crews forfuture projects.

“We’re going to gain more knowledge oftrack and signal work for more of ouremployees. More people have been exposedto it on this project than on previous ones,”he said. “This is related to multiple crewsworking on multiple sites on weekends. Theplanning also is getting people involved withthese aspects of the work.”

The electrical work has been installed viastrict compliance with the lockout/tag outrules and the overall work is being thor-oughly inspected.

“It’s been a cooperative venture with LMHeavy Civil Construction and both theMBTA and Keolis,” said Schaetzl.“Everybody has the same drive and goal todeliver a quality project.”
