(AP) The Vermont Transportation Agency is poised to delay 38 bridge, rail and road projects that were to be put out to bid Aug. 1 because the federal money relied on for those projects might not be available. Unless Congress acts, the federal Highway Trust Fund is expected to become insolvent in early August and federal officials would be forced to curtail reimbursements to states. “I am so frustrated that our record construction season might end prematurely because of inaction by Congress,’’ Vermont Transportation Secretary Brian Searles told the Burlington Free Press. “The 38 projects involved are important, not just to travelers, but to the thousands of peo- ple who make their living in construction.’’ The highway trust fund gets its money from the federal gasoline tax, which has remained at 18.4 cents since 1993 and has generated too little to keep pace with the cost of road and highway construction. Congress has been unable to agree on a remedy. Searles said a revised payment plan being considered could trim federal reimbursements to Vermont by 30-to-50 percent. State Treasurer Beth Pearce and the administration of Gov. Peter Shumlin have a plan to pay up to $15 million in unreimbursed federal expenses that could cover some delays in the arrival of federal funding. But if Vermont reaches the cap, Searles said he would have to consider halting projects. According to RIDOT, the Barton Corner Bridge carriesfour lanes of Interstate 95, plus two auxiliary lanes at a busyinterchange with Route 2 on the Warwick/West Warwickline. It provides direct access to the New England Institute ofTechnology; another limited access highway called Route 4,which leads traffic to the oceanfront beauty of popular SouthCounty and one of Rhode Island’s busiest retail corridors.

Using accelerated bridge construction techniques, thestate is building two halves of the bridge on land adjacent tothe overpass. This method enables crews to build the struc-ture much faster compared with conventional constructionmethods. It also keeps traffic moving without significantdetours.

“This bridge definitely ranked high within the bridges ofthe state to be replaced,” said Frank Corrao, deputy chiefengineer of RIDOT. “It was structurally deficient, function-ally obsolete. The steel in the piers supporting it was deteri-orating. If we waited any longer there was a higher possibil-ity that we would have to post the bridges (with restrictionson weight of vehicles, etc.).”

D’Ambra has already added a steel shoring system to sup-port the bridge without reducing carrying capacity. Largeoverhead trucks also have partially damaged main girdersfrom underneath the structure. A number of sub-contractorsare working under D’Ambra to fulfill landscaping and otherjobs.

modular transporters, the same devices used to move the$610 million IWAY signature arch bridge onto barges at theQuonset Business Park before they were floated upNarragansett Bay to Providence,” said Corrao.

Old and BusyThe Barton Corners Bridge was built in 1958 and last

rehabilitated in 1976. It is 87 ft. (26.5 m) long and carries astaggering 72,000 daily vehicles across it. Construction ofthe two bridge segments is ongoing in laydown areas to thenorth and south of the existing bridge. Placement of struc-tural steel is complete, and prep work is underway for build-ing forms prior to pouring the concrete bridge decks.“There are two ways we could have built this bridge,” said

Corrao. “We could have used the conventional method,shifting traffic into limited lanes, replacing half the bridge,then shifting traffic again and building the second half, etc.In essence, with this method, you are building two bridgesand are probably looking at a two-year duration to the proj-ect.“With accelerated methods, you are creating two bridges,

north and south, on a property that is in close proximity ofthe project. We have built temporary shoring towers off theroad,” said Corrao. “This will have very little impact on dailytraffic while construction is going on”Corrao said the two halves of the bridge are being built on

a scaffolding/staging tower — steel and concrete decks,parapet walls and related sections, which will then be trans-

ported to the site in a couple of months. “The staging tower and its framework are heavier than

mere scaffolding. It has to support the weight of the bridgesbeing constructed with all of its components together. We’llget that done on the side of the road.”RIDOT will then demolish the northbound side of the

bridge first, according to Corrao. The northbound side willbe removed, and then the entire bridge will be removed in

just a 12-hour period over Route 2. “We will demolish the bridge and open Route 2 up to traf-

fic,” Corrao said.Corrao said that the sequential replacement of the new

bridge components is set for the end of August.“So, we demolish the existing bridge, open up Route 2 to

traffic, then we work on the end supports with pre-fabricat-ed, pre-cast concrete to rebuild the abutments,” said Corrao.“We transport the new bridge into place using self-propelledmodular transports [SPMT] from their temporary location totheir permanent location. We complete the tie-ins and thenopen up the bridge to traffic.”

Many Benefits “One of the benefits of the accelerated bridge work,

beyond delivering the work to the public quicker, is that it issafer for the community and safer for the workers,” saidCorrao.Work on Barton Corners began in the fall of 2013 with

advance work on the bridge’s walls and beams and fabricat-ing new steel girders. New bridge assembly started in Aprilon the staging area nearby with the goal of moving the newbridge segments into place in August.Two lanes of travel in each direction will be maintained

throughout the completion of the work.“By the end of the year, we will have replaced the two full

bridges,” said Corrao. “People are seeing two bridges on theside of the road and are asking questions. Well, here are someanswers.”“Basically, we are using a great new technique to mini-

mize the disruption to the traveling public,” said Bob Smith,deputy chief engineer of design of RIDOT. “We have a lot ofbridges to fix over the next few years. For some, we can usemore strict techniques. But we can look at these new tech-niques when we have access off site to use them. PROVIDENCE, R.I. (AP) A privatedeveloper seeking $39 million in state aid toredevelop the Superman building into apart-ments on June 3 rejected comparisons to thedeal that gave the now-defunct 38 Studiosvideo game company a $75 million state-backed loan, calling his pitch to lawmaker“extremely transparent.”David Sweetser of High Rock

Development told the Senate FinanceCommittee his plan builds in protections fortaxpayers, including a provision that wouldprohibit the firm from getting any moneyuntil the project is complete. High Rockwould also buy a completion bond.“We have been extremely transparent.

We have been pursuing this for two years,”said Sweetser. “This is not an 11th-hourbackroom type of situation.”He said no historic re-use project, espe-

cially one of this scale, is possible withoutstate support and linked the success of thevacant 26-story building to the economicsuccess of the city and state.High Rock tried last year for public

financing for the two-year $115 millionproject, but lawmakers balked. The stateremains responsible for $89 million relatedto the failed 38 Studios deal, which has beenwidely criticized for being pushed throughin 2010 with little public debate.The new plan by Mass.-based High Rock

involves the same amount of state aid as lastyear, but the company is now proposing thestate contribute $9.75 million annually forfour years, starting in the coming fiscal year.House Speaker Nicholas Mattiello has

expressed skepticism over the proposedstate investment for the project, given leanbudget times. A spokesman for SenatePresident Teresa Paiva Weed didn’t immedi-ately have a comment when asked her posi-tion.

Up to $9 million of the aid would berepaid to support future projects, before theowner makes a profit, and High Rockwould, over 10 years, put $500,000 into afund for improvements to Kennedy Plaza.The lead Senate sponsor of legislation

that mirrors the plan announced by HighRock in April also dismissed the compari-son to former Red Sox pitcher CurtSchilling's 38 Studios.“There isn’t a 38 Studios comparison,”

Sen. Joshua Miller, D-Cranston, said in tes-tifying in favor of his bill. “This process hasbeen completely transparent. You knowexactly what you’re voting on. It’s beforeyou in black and white.”Several advocates for the low-income

and the homeless spoke against the legisla-tion, saying the money could be better spent,including on housing for the homeless ormore teachers in schools.“If we don’t give some more money to

help the homeless, and we give all thismoney to this, to me it doesn’t make anysense,” said Frank Nolan, an advocate whoused to be homeless himself.The so-called Superman building is the

most distinctive in Providence’s modestskyline. The redevelopment plan calls for280 apartments as well as retail and officespace on the first and second floors. HighRock hopes a state investment will secure$80 million in new equity, debt and federalsupport. It is also seeking a tax agreementwith the city.The developer’s team said the project

would create up to 250 permanent jobs andat least 1,000 construction jobs. Severalconstruction industry representatives testi-fied in favor of it June 4, saying a majorproject is desperately needed to revive theeconomically hard-hit field.
