The team then holds conference calls to alert suppliers of the solicitation and point them to a custom tailored web site that serves as a self-document repository of all the key documents. Calls are taped and all contacts are documented to assure fair and open competition. Typically procurements garner participation from 3-8 suppliers, assuring the most competitive auction for the customer.

Another key for government procurement is to assure agency participation. World Energy and SAIC work closely with the buying group to identify key constituencies that are on the fence about joining the procurement, and then market the procurement to these agencies oftentimes in face-to-face meetings. Typically an additional 20-80% is added to the initial usage estimate after these meetings.

With suppliers and agencies on board, the auction event is ready to proceed. The auction event is actually a series of auctions, specifically architected to enable the government customer to test prices for different contract terms, mixes of green power, and load combinations. After these auctions are run - sometimes over 30 in a day, the client has a matrix of price options to consider. Because these data are available, procurement officers can award quickly, often within 30 minutes of the conclusion of the series of auctions. This rapid reward process enables suppliers to really sharpen their pencils, as they don't have to hold prices very long.

CHRIS PAINE(Writer/Director) Chris co-produced FASTER (2003) & FASTER 03-04 (2004) with director Mark Neale and Ewan McGregor about the world's fastest motorcycle race. Previously he produced William Gibson: No Maps for these Territories (featuring Bono and the Edge) which was named "Best Documentary of the Year" by the Los Angeles New Times in 2001. Prior directing experience includes MTV's Buzz (1990) and the personal documentaries Looking Back (1994) and Return to the Philippines (1984) about his grandfather in vaudeville and WW2. He assisted writer/director Michael Tolkin on the feature films The Player (1992) and The New Age (1993).

JESSIE DEETERJessie Deeter produced, reported and shot "Keeping the Peace," a feature-length documentary on disarming Liberia after its brutal civil war. A short version of the documentary, "No More War," aired on FRONTLINE/World in May, 2005. Jessie field-produced "Afghanistan: Hell of a Nation," a documentary on nation-building in Afghanistan that aired on PBS' Wide Angle in September, 2004. Prior to that, she traveled to five countries to field produce a documentary for the Asia Foundation's 50th anniversary. Jessie worked as an associate producer for award-winning FRONTLINE/WORLD's first season and on FRONTLINE's "Modern Meat" and "Blackout documentaries. She has a Master's degree in journalism and a Master's in International and Area Studies, Middle East focus, from UC Berkeley.
