PAKISTAN:Unresolved Issues of State & Society

Today, Pakistan is an important participant in the “Global War on Terror”. There are, however, otherfactors that are more permanent in nature. They make Pakistan a nation that has to be researched, analysed and studied carefully by all those with a professional interest in its future development.Pakistani society is a vibrant mixture of ideas and contradictions and this is mirrored in its institutions. On the one hand, it has been subjected to a series of unrepentant military interventions while on theother hand its people have retained strong democratic aspirations. The history of Pakistan is repletewith mass movements and civil right activities that have brought down the sturdiest regimes and per-sonalities. By all accounts, Pakistan's strength remains its civil society. This was amply demonstratedduring the mass agitation for the restoration of judicial independence in the spring of 2007. However, there remain a number of issues which are to be resolved. The authors of this book, all natives ofPakistan's divergent provinces, view the subject through a variety of inter-disciplinary perspectives. This book should not be seen as a chronological narration of events in Pakistan's 60-year history. It is a critical statement of concerns about the complexities of Pakistani society. All the issues pre-sented in the book pose a serious challenge to the nation's policy makers. If they are resolvedsuccessfully, Pakistan will become a secure, stable and democratic state. If they are not resolved,it will continue to hover on the brink of failure.

Charlie Wilson's War

In a little over a decade, two events have transformed the world we live in:the collapse of the Soviet Union and the rise of militant Islam. CharlieWilson’s War is the untold story behind the last battle of the Cold War andhow it fueled the new jihad.George Crile tells how Charlie Wilson, a maverick congressman from eastTexas, conspired with a rogue CIA operative to launch the biggest, mean-est, and most successful covert operation in the Agency’s history. In the early 1980s, after a Houston socialite turned Wilson’s attention tothe ragged band of Afghan “freedom fighters” who continued, despite over-whelming odds, to fight the Soviet invaders, the congressman becamepassionate about their cause. At a time when Ronald Reagan faced a totalcutoff of funding for the Contra war, Wilson, who sat on the all-powerfulHouse Appropriations Committee, managed to procure hundreds of mil-lions of dollars to support the mujahideen. The arms were secretly procured and distributed with the aid of an out-of-favor CIA operative, Gust Avrakotos, whose working-class Greek-American background made him an anomaly among the Ivy League worldof American spies. Nicknamed “Dr. Dirty,” the blue-collar James Bond wasan aggressive agent who served on the front lines of the Cold War wherehe learned how to stretch the Agency’s rules to the breaking point.Moving from the back rooms of the Capitol, to secret chambers at Langley,to arms-dealers conventions, to the Khyber Pass, Charlie Wilson’s War isbrilliantly reported and one of the most detailed and compulsively readableaccounts of the inside workings of the CIA ever written.

Fragments Of Grace

Washington Post's foreign correspondent and award-winning authorPamela Constable has spent the better part of two decades traversingglobal trouble spots, clocking more time in combat zones than most profes-sional soldiers while reporting on societies struggling with dictatorship anddesperate poverty, revolution and religious strife. As she was reaching anage when many women would be sending their children off to college,Constable packed up her own life and signed on for a four-year stint inSouth Asia as the Post's bureau chief. With lyrical prose and trenchantanalysis, 'Fragments of Grace' follows Constable as she deciphers theobscure realities of the region's political turmoil and ethnic and religiousrivalries, while also reflecting on why she forsook a life of comfort for peri-patetic truth-seeking quests in far-flung, dangerous lands.Constable's book contains countless startling and poignant dispatchesfrom South Asia: stern Islamic clerics who rail against decadent Westernmusic but have never heard of Beethoven; a Pakistani woman whosejealous husband carved off her face in the name of Islamic honour; adying man saved by Lord Hanuman after the most modern medical clinicin New Delhi failed to revive him; a Nepalese shelter for young girls freedfrom sexual bondage; and Sri Lankan censors attempting to limit anAmerican journalist's press freedom.Constable never found the time to develop an exhaustive expertise on nucleardoctrine, Islam, or Hinduism, but along the way she learned lessons that tran-scend time and place, recognizing universal patterns of human need andresponse in locales that bear little resemblance to each other. She combines elements of memoir, travelogue, political history, andsocial critique in her quest to discover human dignity and hope in thelives of anonymous people struggling to survive in places that seem god-forsaken. Compelling and inspirational, the narrative follows one woman'ssearch through the ruins for fragments of grace.

Kashmir New Voices, New Approaches

Uniquely representing all sides in the conflict over Kashmir, this innovativenew book provides a forum for discussion not only of existing proposalsfor ending the conflict, but also of possible new paths toward settlement.Contributors from India, Pakistan, and Kashmir explore the national andsub national dimensions of the ongoing hostilities, the role of the interna-tional community, and future prospects. The result is an informed overviewof the present state of affairs and a realistic examination of the potentialfor peaceful resolution.

Musharaf's Pakistan, Bush's America & The Middle East

The five years between 2001 and 2006 were momentous years in the history ofPakistan, the United States and the Greater Middle East. This book chronicles some ofthe major events that took place during this period. This book is not just about thebeginning of a century but about the beginning of history.Human conflict is the common thread running throughout the book. This conflict did notspring anew in the new century. The seeds had been sown in pdor conflicts. But theway iii which the conflict evolved was unique and disturbing.Pakistan, which had alternated between democracy and state racy for its half decadeof existence, succumbed once again to the latter. But what loomed most menacinglyover it were not the usual threats to civil liberties posed by militarism. It was the spec-tre of a “final conflict” with India brought on by misguided “jihadis” who had beenreared by the military to fight external proxy wars in Afghanistan and Kashmir. In addi-tion, there was the reality of ongoing domestic conflicts along the nation’s multiple faultlines.America, which adopted the mantle of global hyper power after the fall and splintering ofits erstwhile nemesis, the Soviet Union, was hit by a band of jihadis early on the morningof September ii, 2001. In a fit of rage, it launched a war on Afghanistan for which therewas much global sympathy. But the subsequent decision to launch a war on Iraq andremake the Greater Middle East In its image was misguided. The human and financialcost of the conflict was enormous but even that was overshadowed by the loss of itsimage on the global stage. Its actions represented a classic case of strategic overreach.

My Kashmir

The picturesque Indian state of Jammu and Kashmir, for centuries amodel of harmony and coexistence, has been ravaged by conflict for sixtyyears, caught in a tug-of-war between historical rivals India and Pakistan. Now that both nations are nuclear powers, some see the Kashmir issueas a flash point for what could become a nuclear war. In My Kashmir, Wajahat Habibullah lays out the intricate web of issues atthe root of the conflict: ethnicity, religion, national identity, friction betweennational and local government, and territory. In an account that is equalparts history and memoir, he examines the complicating factors: theIndian government's missteps, the greed of the entrenched Kashmir mid-dle-class elites, and the religious politics and their all-too-familiar polariz-ing consequences.Unlike many other who have written on the subject, Habibullah giveseven-handed treatment to both Indian and Pakistani perspectives, thoughhe rightly keeps the Kashmiri people themselves at center stage, for theirneeds and desires will be pivotal to any real solution. Now, he says, despite the history of bloodshed and betrayals, the possibility for lastingpeace is greater than ever before.

Pakistan Under Siege

We arrived in Pakistan at the end of August 2001. By September 2001 we had justmoved into our new house. Our daughter started her new school, the British School,Islamabad. We were busy getting used to our new life, a new country and a new con-tinent. A few days later, the school was shut down and our daughter had to be evacu-ated. The atmosphere of panic at the Islamabad airport was indescribable. Expatriatefamilies torn apart for a time yet unknown. There we sat in our new home, without daughter, without family, no school, alone inour new posts, taking up our respective jobs as Deputy Head of the PortugueseEmbassy and Head of the Consular/Immigration Department of the German Embassy. In all the sadness, we wondered how we got here, and why we had applied to besent by our respective Foreign Offices to Pakistan.

Good Muslim, Bad Muslim

In this brilliant look at the rise of political Islam, the distinguished political scientistand anthropologist Mahmood Mamdani brings his expertise and insight to bear ona question many Americans have been asking since 9/11: how did this happen?Mamdani dispels the idea of 'good' (secular, Westernized) and 'bad' (premodern, fanatical) Muslims, pointing out that these judgments refer to political rather thancultural or religious identities. The presumption that there are 'good' Muslims read-ily available to be split off from 'bad' Muslims masks a failure to make a politicalanalysis of our times. This book argues that political Islam emerged as the resultof a modern encounter with Western power, and that the terrorist movement at thecenter of Islamist politics is an even more recent phenomenon, one that followedAmerica’s embrace of proxy war after its defeat in Vietnam. Mamdani writes withgreat insight about the Reagan years, showing America’s embrace of the highlyideological politics of 'good' against 'evil'. Identifying militant nationalist govern-ments as Soviet proxies in countries such as Nicaragua and Afghanistan, theReagan administration readily backed terrorist movements, hailing them as the'moral equivalents' of America’s Founding Fathers. The era of proxy wars hascome to an end with the invasion of Iraq. And there, as in Vietnam, America willneed to recognize that it is not fighting terrorism but nationalism, a battle that can-not be won by occupation.'Good Muslim, Bad Muslim' is a provocative and important book that will profound-ly change our understanding both of Islamist politics and the way America is per-ceived in the world today.

Qur’anic And Non-Qur’anic Islam

This is a study of twenty Islamic themes of contemporary importance. Each themebears two versions: Qur’anic and non-Qur’anic. The latter is familiar because it hasdominated Islamic perceptions, thought and practices for the past thirteen hundredyears. It draws its sanction from a variety of sources such as pre-Islamic Arab customs andtraditions, Sunnah — as it is codified in books of Ahadith, called 'The Correct Six',jurisprudence (fiqh), myth and whim. The source for the Qur’anic version is exclusive-ly the Qur’an. In some ways, this is a unique book. Based on the Qur’an, its messageis interpreted entirely from the Qur’anic text itself. Superimposition of non-Qur’anicviews has been scrupulously avoided. Credentials of Sunnah as a source of Islamhave been examined in some detail. The two versions of Islam use the same idiom but are markedly different and oftencontradictory, on fundamentals, in the general thrust, in spirit and substance. Qur’anicIslam seeks to establish an egalitarian, humane, just and equitable social order. Itgives the individual full responsibility and scope to express himself constructively.

Mecca Ka Muhasira

Yaroslav Trofimov's The Siege of Mecca (Doubleday, 2007), focusing on a largely for-gotten incident in 1979, is essential reading for anyone interested in the origins of alQaeda and the roots of the massive Saudi investment in worldwide jihadist "education"over the last three decades. At best Westerners who remember the incident will know that the Grand Mosque inMecca, including the Kaaba, Islam's holy of holies, the ancient cube at the center of itscourtyard, was seized by a band of Islamic fanatics who held off Saudi forces for twoweeks. After hundreds of deaths, the Saudis were forced to ask for assistance fromFrench commandos. The chief culprits were executed, lesser ones imprisoned and theSaudis resumed life as before. A bizarre incident, but end of story. On the contrary, Trofimov shows that the end was actually the beginning—the beginningof the onslaught of global jihad. The zealots who seized the mosque were led by Juhayman al Uteybi, a Bedouin, a formerminor member of the Saudi National Guard. Juhayman obtained a small following throughhis writings denouncing the "liberalization" and "modernization" of Saudi society (e.g. shop-ping malls, soap operas, working women) and the corruption of Saudi rulers, disportingthemselves on the coast of France and Spain out of reach of Wahhabi rules. In hopes ofigniting the Moslem world, Juhayman brought in tow a 23 year old named MohammedAbdullah, whom he "crowned" at the kaaba as the Mahdi, the promised redeemer who willassume command of the Moslem world and establish the ideal society after an apocalypticbattle with the forces of evil. (Ahmadinejad is currently promoting the Mahdi's imminentappearance in connection with his own hoped-for apocalyptic showdown with Israel.)

A Forgotten Vision

A learned and intricate study of human spirituality, this work covers a vastpanorama of human thought, aspiration and experience, and brings forth afresh, unorthodox, original, and unbiased view to some of the great questionsof our time.A fascinating and thought provoking study, this is a breakthrough in the histo-ry of religion. Each one of us is used to living in a single religious tradition. But if anyone gets weary of this and longs to drink from all the great religioustraditions of mankind, he is told, 'No, you can study whatever tradition youlike, but you can live in only one of them.' The author is at pains to underline the fact that the past history of spiritualityof all great religions shows that unity is not merely an intellectual endeavour. It is, rather, the profound consequence of transcendence from the ego/selfcentred, property oriented culture, in which each of us is born and whichshapes 'human nature'.

Colonialization of Islam

What is the social base of Islamization? Whatnorms can be derived from it? What areas arebeing Islamized? What is Islamization all about? These and similar pertinent questions are dealtwith in this book. The theoretical framework developed and elab-orated in the first chapter is substantiated by awide range of data that follow. This pioneering study gives an insight into thedifferent manifestations of Islam, rural and urbansocial structures, the tussle between modernityand tradition, between colonial and indigenoussocieties. In short: the struggle between mullahsand colonializing masters.

Socio-Religious Outlook Of Abul Fazl

Abu Fazl’ Allami was one of the most outstanding intellectual figures of his times.Liberal in his religio-political outlook, cosmopolitan in his dealings with the variousreligious communities of India, seasoned as a diplomat and versatile as a scholar,he occupies a prominent place in the history of medieval political thought. In an age torn by religious conflicts and tensions, he stood for religious tolerationand peaceful co-existence of the various religious and cultural groups. As he wasclosely associated with the emperor Akbar, whose social and religious outlook madea deep impact on contemporary life and thought, Abul Fazl’s own religious andsocial ideas deserve a careful study.Unfortunately his ideas are difficult to separate from those of Akbar, the reasonbeing their identity of outlook and similarity of approach on fundamental problems ofreligion and society.

Lahore Lahore Aye

A. Hameed has always had the remarkable gift of bringing the past tolife. His reminiscences of Lahore as it was in the early years of inde-pendence and through the 1950s are to be treasured because suchevocative writing is rare in our literature. He writes about the city and hewrites about his friends and those he came across in a long careerentirely devoted to writing. His memories of old Lahore are likeperiscopes through which we can relive those times and catch a glimpseof the men who made the city what it was. That Lahore has passed on,as have many of those in whose company the young A. Hameed walkedits streets. But in a way they are not gone, because he brings them backto life and with it the city as it once was. The old restaurants of Lahoreare gone. So is the old Radio Pakistan, which did what it could, within itsmodest means, to keep A. Hameed and his friends, in tea and ciga-rettes, something that was enough to keep them happy. A Hameedtakes us to the Coffee House, where we see Maulana Charagh HasanHasrat surrounded by friends, waiting to be served. “Maulana, is thatwhite-bearded waiter the one who took your order?” someone asks. “Itwas quite black when I placed the order,” replies Maulana. With A.Hameed we return to a Lahore whose roads knew no more than theoccasional car. We are back there on a dear winter day, with whitepigeons flying in droves in the blue sky, and the trees waving gently inthe breeze. This book brings together columns that A. Hameed wrote forDaily Times, which Khalid Hasan translated into English. So welcome toold Lahore, its history, its food, its people, its musicians, its writers, itsstreets, its wrestling pits, its theatres, its most memorable characters, inshort, the entire unique culture that makes Lahore, well, Lahore.

A Journey Into The Past

This is oral history at its best. It is the chronicle of a zamindar family'stransformation under the influence and aegis of British rule in thePunjab. It shows how sensitivity to the call of time can change a peo-ple's fate. It throws light on the social evolution of the Punjab, a much-neglected field in our studies. At the same time this book is the triplebiography of the author's father, grandfather and great-grandfather andtheir spouses. In this grand narrative the reader will find a gripping storyof three lives spent in the service of God, man and learning, their littlebut colourful thread in the warp and woof of modern history and the exit-ing and forceful role played by the principal ladies of the family.

Building A New Afghanistan

Given resumed Taliban power and attacks, Afghanistan must tackle a host of serious problems before it can emerge as aconfident, independent nation. Security in this battered state continues to deteriorate; suicide bombings, convoy ambush-es, and insurgent attacks are still all too common. Effective state building depends upon eliminating the national securitycrisis and enhancing the rule of law. This book offers a blueprint for moving the embattled nation toward greater democra-cy and prosperity. Robert Rotberg and his colleagues argue that the future success of state building in Afghanistandepends on reducing its dependence on the opium trade and enhancing its economic status. Many of Afghanistan's secu-rity problems are related to poppy growing, opium and heroin production, and drug trafficking. Building a New Afghanistansuggests controversial new alternatives to immediate eradication, which is foolish and counter-productive. These optionsinclude monetary incentives for growing wheat, a viable local crop. Greater wheat production would feed hungry Afghanswhile reducing narco-trafficking and the terror that comes with it.Integrating land-locked Afghanistan into the Central Asia or greater Eurasia economy would open up trading partnershipswith its northern and western neighbours as well as with Pakistan, India, and possibly China. Developing a sense of com-mon purpose among citizens would benefit the economy and could help to unite the nation. Perhaps most important, bol-stering better governance in Afghanistan is necessary in order to reduce chaos and corruption and enact nationwidereforms. Fresh and insightful, Building a New Afghanistan shows what the country's leadership and the international com-munity should do to resolve dangerous issues and bolster a still fragile state.

Flight Of The Falcon

Flight of the Falcon is about the spectacular episodes, trials and tribulations I had to face during my 28 years inthe Pakistan Air Force. There is more in my story as ittraverses through Pakistan's misfortunes soon after thedeath of Quaid-e-Azam Mohammad Au Jinnah. It beginswith my encounter with the father of the nation, hisunceremonious death followed by the murder of his lega-cy of unity. Ayub Khan's mid-night coup was a violationof the role the Quaid-e-Azam had bequeathed on thearmed forces. The domino effect of dictatorial rule byunprofessional generals with unflattering soldiering histo-ry and self seeking corrupt politicians has finally broughtPakistan to its knees. No lessons were learnt and historykeeps punishing us. What a legacy for our children toinherit, for which the nation continues to pay a price. What will it take to change our course?Every year the 1965 war is celebrated remorselessly tokeep under wraps the failures of our leadership at thetime. I feel cheated and enraged at the loss of the manygallant men who were martyred believing they were fight-ing for a sacred cause. The 1971 war was a corollary tothe 1965 war and the Kargil conflict followed in the samevein. Shallow personal interests were projected asnational interests by dictators. All these wars and con-flicts proved to be catastrophic for the economy andsecurity of Pakistan. Were these conflicts avoidable? Ifnot, why were they not planned and directed with profes-sional dexterity? Why were no lessons learnt from eachdisaster? Such questions have hardly been addressedcandidly from fear of retribution by the powers that be.Unfortunately, the armed forces have become punchingbags for all the ills of the country. These are deceptivetactics to deflect our top leadership's failures and corrup-tion. The combat crews from the army, navy and espe-cially the PAF have always fought with indomitablecourage and sacrificed lives to save what was and is leftof Pakistan. They continue to perform their duty to thenation every minute of the day and night as you and goabout our daily lives.Who pushed us into the devastationof wars and what was the outcome is a moot point andwill be the focus of my book. It is time that the history ofour wars is re-written and the truth is told. The lessonsneed to be brought out for Pakistan's survival. I feel itshould be my legacy to leave behind a detailed accountof not just the battles in which I fought, but the circum-stances which led to these senseless conflicts and theleaders responsible for perpetrating them. In the end, thetruth shall prevail.

Nation, Nationalism and The State

Pakistan has become a key actor in the realm of international relations post 11 September 2001.As after the Soviet invasion of Afghanistan, its geopolitical situation has made it the main base formilitary operations and the fight against Bin Laden's jihadist network. But the strategic position, this time round, was also due to its special links with the Taliban.Pakistan is involved in regional tensions and is itself undermined by a great deal of ethnic ten-sions. This book provides an up-to-date account of the country's extraordinarily complicated politi-cal tapestry which throws up so many questions – the definition of identity, the intersection of reli-gious and ethnic factors, a deeply flawed institutionalization of democracy, control of the state, and the potentially explosive cross impacts of regional and domestic politics. While they built Pakistan on the basis of 'islamic ideology', the Mohajirs are now developing sepa-ratist tendencies. The Pashtun, the Sindhi and the Baloch nationalists are not as vocal but theystill endorse centrifugal forces due to their resentment of what they call the 'Punjabi hegemony'.Islam too has failed as a cementing force because of the increasingly violent Shia-Sunni conflict. National integration remains a remote prospect, but Pakistani nationalism exists, largely because itexpresses itself against others - India, first of all. Kashmir has been for years the main bone of con-tention between India and Pakistan and it has helped this country to mobilize unitedly. Pakistan'sforeign policy, be it shaped by civilians or military rulers, is largely over-determined by this strategy.

The Idea Of Pakistan

In recent years Pakistan has emerged as a strategic player on the world stage -both as a potential rogue state armed with nuclear weapons and as anAmerican ally in the war against terrorism. But our understanding of this coun-try is superficial. To probe beyond the headlines, Stephen Cohen, author of the prize-winning'India: Emerging Power', offers a panoramic portrait of this complex country -from its origins as a homeland for Indian Muslims to a military dominated statethat has experienced uneven economic growth, political chaos, sectarian vio-lence, and several nuclear crises with its much larger neighbor, India.Pakistan’s future is uncertain. Can it fulfill its promise of joining the communityof nations as a moderate Islamic state, at peace with its neighbours, or could itdissolve completely into a failed state, spewing out terrorists and nuclearweapons in several directions? 'The Idea of Pakistan' will be an essential toolfor understanding this critically important country.

Women Writer On Partition Of Pakistan & India

Never before has a single volume featured non-fiction writing by women from Pakistan,India and Bangladesh on the Partition of India. Here, for the first time, are IsmatChughtai, Sara Suleri, Anis Kidwai, Phulrenu Guha, Meghna Guhathakurta, ShehlaShibli, Manikuntala Sen. Kamlaben Patel and many others, speaking and writing aboutcommunalism and literature; what they learnt from refugees; what partition means tothem 50 years later; and how they define themselves—Hindus? Muslims? Indians?Pakistanis? Bengalis? All of these or none? Either or neither? Not-Indian-not-Pakistani?Bangladeshi not Pakistani? Above all, their accounts raise that most troubling question:do women have a country? An unusual mix of memoirs, interviews, reminiscences andreflective essays, this anthology is the first attempt to present women’s perspective onthe partition of India, based on the experience of three countries.

Pakistan Under Musharraf (1999-2002) Economic Reform and Political Change

This is a book of essays, dedicated to Omar Asghar Khan, based on research con-ducted between 1999-2002 while the author was at the Sustainable DevelopmentPolicy Institute.Given that a military government had assumed power during this period, it wasinevitable that many of the public policy issues addressed are key reforms dis-cussed and instituted by this government. The first section is about land reform thatone can refer to as the mother of all reforms in the country. This represents arecurring and connecting theme of this book. The second section is on devolution that was the first, most fundamental, and mosttalked about reform of the military government; like land reform, but not at thesame level, devolution can interface with all other reforms, particularly the keysocial sector reforms such as that pertaining to education. The author explains how this is the case. The third section is devoted entirely toeducation. One important way of making a success of rural basic education, themost lagging building block in education improvement in Pakistan, is to involve par-ents and communities. This participatory model has a broader application to ruraldevelopment as explained in the context of activating social capital in Section Four.Activating and formalizing social capital is also central to the concept of sustainabledevelopment as explained in Section Five. Sustainable development and the envi-ronment have an interface with trade and this is addressed in Section Six. Tradeand other liberalization have been part of the structural adjustment reform policiesPakistan has undergone, both before and during the military government tenure, and this is the subject of Section Seven.

An Introduction To IslamicFinance Theory and Practice Zamir Iqbal, Abbas Mirakhor Price: $12.09 / PRS 995.00 Year: 2008, Pages: 332

An Introduction To Islamic Finance Theory and Practice

Although the principles of Shari'ah require banks and financial institutions to bestructured on an interest-free basis, this does not mean that such institutions arecharitable concerns. As long as a person advancing money expects to share in theprofits earned (or losses incurred) by the other party, a stipulated proportion of prof-it is legitimate. The philosophy is enshrined in the traditional Islamic concepts ofmusharakah and mudarabah, along with their specialized modern variants muraba-hah, ijarah, Salam, and istisna'. This guide to Islamic finance clearly delineates theall-important distinctions between Islamic practices and conventional proceduresbased on interest. Justice Usmani of Pakistan, who chairs several Shari'ah supervi-sory boards for Islamic banks, clearly explains the various modes of financing usedby Islamic banks and non-banking financial institutions, emphasizing the necessaryrequirements for their acceptability from the Shari'ah standpoint and the correctmethod for their application. He deals with practical problems as they arise in thecourse of his presentation, and offers possible solutions in each instance.

Investors and others doing business (or intending to do so) in Islamic countrieshave in this book a clear, well-informed, and practical guide to a crucial factor in thesuccess of their endeavours.

Kickstarting Pakistan’s Economy

The author develops a broad strategy for the development of the privatesector on the basis of an analytical review of the broad range of con-straints and opportunities confronting the private sector in Pakistan. The analysis is set in the context of a profile of the private sector and adiscussion of government policies during the 1990s that impacted its envi-ronment.The book describes private sector activities to highlight the diverse natureand size of activities requiring a variety of different supporting policies. To place economic performance in proper perspective, it describes therange of reforms undertaken by the government to support the private sec-tor in the financial sector, fiscal area, export promotion, investment, privati-zation, and the foreign exchange regime. The reform process carries costs in the short-term apart from those asso-ciated with poor sequencing or deficient design. The author also analysesthe macroeconomic constraints and discusses the lack of consistency insectoral policies, deficiencies in incentive policies, the continuing problemsin agriculture and the remaining agenda in the financial sector.

The End Of Innocence

'Moni Mohsin's accomplished and movingfirst novel deals not only with the aftermathof a dangerous love, but with its effects onan entire community; retribution, revenge, and the terrible complicity of the heedless inthe destruction of innocence. Deeply sensi-tive to nuances of class and gender, shedissects the diseased psyche of an "honourkiller", showing with patient insight how suchcrimes are often not so much the result ofpremeditation as spontaneous violence, withfamily and clan members conspiring tocover up what has been done rather thancolluding with the murderer's action. 'The End of Innocence is unusual in its set-ting: the rural farmland? West Punjab, delin-eated in its changing colours and seasonswith the minimal brush strokes of aJapanese artist. The simple, sensual prosereflects the multilingual world in which Itschild protagonist lives, moving easily fromwestern references to translations of localproverbs and citations of folklore.' —AamerHussein, The Independent, London

'Pakistan-born Londoner, Moni Mohsin's debut novel is an utterly engrossing tale ofinnocence lost. Mohsin vividly recreates the atmosphere of rural Pakistan in all itsvariety, from the smell of sugarcane to the cool shadows of Laila's elegant home. The reports of political strife never intrude too far into the story of Sabzbagh's resi-dents but the worried gossip of adults about their government's actions add a faintair of menace and a hint of violence and sorrow to come. 'Eager, warm-hearted and bright, without being precocious, Laila is an appealingyoung heroine. In fact, all the characters are convincingly drawn, even those withthe potential to descend into caricature are well-rounded and believable.'Moving, warm and compulsively readable, The End of Innocence is a very promis-ing debut.'—Anna Carey, The Irish Examiner 'Moni Mohsin's debut is an absorbing take on The Go-Between set in rural Pakistanin 1971. Mohsin balances an enjoyable polyphony of characters — the wizened oldservant, the jolly ex-pat, the flustered nun — as she depicts an idyllic milieu underthreat. This is an assured, emotionally engaging novel.' — Richard Godwin, LiteraryReview, London 'The End of Innocence is set in 1 970s Pakistan, a world of vibrant colour, richsmells and savage civil wait Mohsin uses words like a palette to paint a vivid pic-ture of the country she grew up in. Themes synonymous with another world — hon-our killings, family honour-collide with the universal consequences of exposedsecrets. This is a beautifully written work which promises to be a real success.' —Melissa Thompson, The Big Issue, London

Agriculture In Pakistan

Agriculture in Pakistan has come a long way since 1947. Much has changed but itremains a dominant sector of the national economy. This book contains a criticalanalysis of the transformation process that agriculture has undergone in Pakistan. The analysis is based on a wealth of past and current data and an extensive review ofliterature. The book begins with a bird’s eye view of the changing role of agriculture inthe national economy, its overall performance, and references to some of the underly-ing factors. It looks at the effects of agriculture on rural income distribution andpoverty. It then focuses on the natural resource base for agricultural growth andexamines changes in the production and productivity of crops and livestock. Thesechanges are given an institutional context in terms of farm structures by ownership ofand tenure on land and their differences in the use of resources and farm enterprises(crops and livestock), followed by an analysis of markets for agricultural products, resources and inputs. This completes the production and marketing processes. Finally, it addresses two important questions. Who are the main players in theprocess of change in Pakistan’s agriculture? What role has public policy played interms of its effects on the observed changes and outcomes?
