Report on East Midlands Meeting – 30th June 2014
Development / Training Day – The frequency of the Development Day was discussed. It was
felt that it might need to be every 18 months in order to get sufficient numbers to attend. It
may be we need to decide what are the numbers requiring training and try to find a suitable
date if there is a demand more frequently than every 18 months.
Also following the controllers course Ranald had submitted a number of names forward as level
C controllers. In most cases they just need to have attended an Event Safety course before
being formally appointed as controllers.
Coaching Day – Also discussed was whether there should be a Coaching Day (for coaches across
clubs to get together to discuss coaching any maybe also provide coaching for members). This
will be discussed with club coaches to decide what is appropriate.
Planners/Controllers Conference – The next one is planned for October 4th 2014, at
Rushcliffe. Barry Elkington will lead the session with exercises before lunch and de-briefs
after. In addition it will cover the latest rule changes. Please can all experienced planners and
controllers make an effort to attend.
Treasurer’s Report – The majority of the budget is on track with one major area of concern.
That is the East Midlands Junior Squad budget. Previously the squad has been able to make use
of free minibus hire, but now for a weekend they are having to pay £400 to hire a minibus
which has impacted the budget. This has meant quite a large hole in the budget that is not
sustainable over a long period. There are also a number of other problems with co-ordinating a
budget and the Junior Squad needs as much support as possible. It was pointed out that juniors
were paying £50 for a weekend with the squad while other sports often charged as much as
£300 to take their youngsters away for a weekend.
The 2 main events the juniors attend are the Junior Inter-Regional Champs and the Hawkshead
Training weekend which we want to continue with if at all possible. However, we may have to
request that other activities are done within the region to keep costs down and that a detailed
plan is drawn up to ensure we keep control of the budget and future costs.
Also, if anyone can volunteer to assist with the Junior Squad in any way such as transport then
please do so. We want to ensure that we maintain an active Junior Squad, but we also need to
make sure we have funds to cover this. If costs do continue to rise we will have to look at
reducing activities or increasing fees for events / membership. We would like to manage within
the budget so the first step will be to get a plan together for future activities that is within
budget.
Correspondence: DVO had requested that their event at Abbotsholme school in November be
nominated as the East Midlands Sprint Champs. This was agreed by the committee.
Future Events:
(i) 26 October 2014 Midland Championships at Longshaw Estate (DVO) – DVO now
have a controller to replace the previous controller.

(ii) 29 November 2014 – EM Sprint Champs – Abbotsholme (DVO) – All planning
underway
(iii) 15 March 2015 CompassSport Cup (NOC) at Sherwood Pines.
(iv) Yvette Baker Trophy Round in 2015 – Need to propose an event for this sometime
between March and May. Review fixtures and propose at next meeting.
(v) 29 November 2015 - East Midlands Champs 2015 – Birchens Edge (DVO)
(vi) 27 February 2016 - British Night Champs 2016 (LEI) - All is OK at this stage.
(vii) 28 February 2016 - Midlands Champs 2016 (NOC) – All is OK at this stage.
Future Possible Events
i) British School Score Champs 2017 – It is due to be in East Midlands. We are looking for
volunteers to host.
ii) Junior Inter-Regional Champs 2018 – EMOA are scheduled to host this. If any
members have access to school facilities (or other buildings) that could be used to
host the junior squads for the night could they contact one of the EMOA Committee.
iii) Midland Champs 2018 – LOG have volunteered Burleigh as a possible venue
iv) British Sprints / Middles 2019 – LOG stated they could assist at a major event like this
but may need to take on one role such as Start /Finish. It was also suggested that
areas like Stoke Rochford and Hartington might be suitable.
v) British / British Relays – Wales are due to host and may need our assistance. Due to be
around 2021 /2022.
EMOA League 2014 – All appears to be going well. There have been a few minor changes if
date and one event cancelled. In autumn will need to get next year’s events from clubs
nominated for 2015 (as we will have maximum of 5 events per club).
2014 EMOA Urban League - There have been a number of changes but we still have 7 events
in the 2014 League this year.
2014/15 EMOA Night League – Paul Beresford is talking to club fixtures secretaries to agree
a series of Night Events for the League this year. It is hoped to have two from each club and
agree a consistent format for the events.
New EMOA Chairman Required: Ranald reminded people that a new chairman was required at
the AGM as he will definitely not be staying on. The role is primarily as chairperson of the
meetings 3 or 4 times a year. Please consider volunteering as we do need a chair for next
year.
Future Meetings - All meetings to be held at the Pace Room, St Mary’s Church, Clifton Village,
Nottinghamshire at 7.30 p.m. The next meeting is the EMOA AGM at the same venue on 15th
September 2014. The next committee meeting is Monday 20th October. As always members are
welcome to attend.

Experienced Planners and Controllers Conference: Saturday 4th October 2014
As in the last two years, the annual conference for experienced Planners and Controllers will be held at Rushcliffe Country Park.
Our main workshop presenter will be Barry Elkington (OD) who wrote the excellent series of articles on course planning which can be found on the British Orienteering website.
There will also be the opportunity to share experiences of your activities and to consider the implications of the revised Rules of Orienteering, Appendices and Competition Rules.

Interland 2014
5am, and me and Imogen were on our way to the pickup for this year’s Interland before the long
journey into Northern France.
After a very lively journey for that early in the morning we arrived in sunny Bruay-la-Buissiere
for the middle distance event. This wasn’t part of the Interland competition but the 3 event
competition that was running alongside. It was also a chance to run in a similar area in
preparation for the next day. The area was quite runnable with some good contour detail and
after a mistake at number 1 I had a fairly clean run from then on. The night event (again not
part of the Interland competition) was around the wood surrounding our accommodation. Being a
reserve meant that my start time was one of the last and after a lot of worrying that I’d be
the only one left in the forest I finally started. My fears were realised on the way to number
one as I didn’t see another light at all, anywhere in the area! But once I’d crossed the track
over to the other side of the forest there were plenty of people around and I began to settle
down and in the end actually quite enjoyed it and didn’t do that badly!
19 hours after waking up we eventually got showered and had a very well deserved sleep!
However it was up early again the next morning ready for the real race. As both me and Imogen
were reserves our starts times were again much later on giving us the chance to support the
England team as they started and then get ready for our own races. Sunday’s area was pretty
tough going with heavy undergrowth and a fair amount of climb. My run was quite poor with a
mistake at almost every control which soon added up. I enjoyed the experience, however, of
orienteering abroad for the first time, though I will definitely learn the French for ‘where am
I’ next time!
I'm happy to say the England team won for the 20th time in a row and the long bus journey back
was just as mad as the one on the way there with celebrations!
I’d like to thank John Duckworth for driving me and Imogen back from the south after an
extremely long weekend. Also to LEI for helping to fund my place on the weekend and EMOA
whose donation supports England orienteering in covering the costs for us to go.

MINUTES OF THE 49th ANNUAL GENERAL MEETING AND ASSOCIATED EGM OF THE EAST
MIDLANDS ORIENTEERING ASSOCIATION HELD ON MONDAY 16th September 2013 at Clifton,
Nottingham at 19.30.

1. Apologies for absence: Apologies were received from Bob Alderson (NOC), Roy Denney (LEI), Derek Gale

2. Minutes of the 48th AGM held on Monday 17th September 2012. It was agreed that the minutes were a true
record as proposed by Hilary Palmer (NOC) and seconded by Chris Phillips (LEI).
3. Proposed Standing Order Change. This item was dropped as it is no longer required (it was to be used if we
did not have a full committee available for next year).
4. Chairman’s Report
I really have little to say for the Chairman's report. It has been a difficult year with no real Chairman but at least
we have had a keen, enthusiastic, Development Officer and an efficient Treasurer. Thank you very much Mr &
Mrs Macdonald. A big thanks also goes to Mike Gardner for taking and publishing the minutes as well as editing
EMEWS. Considering the situation we found ourselves in this time last year with no prospective committee the
administration has gone well.
From the point of view of orienteering, and after all that is what it is all about, it actually has been quite a good
year. The four major open clubs are all flourishing and have put on a full season's worth of events which have
made the best use of available terrain. Event scheduling has gone well and Ian Whitehead again deserves our
thanks for coordinating the events. Ian has now moved from Pakistan, but has not returned to the East Midlands,
so we have lost his services as Fixtures Secretary after I don't know how many years. Many, many thanks Ian for
all your work. We are lucky, however, that Paul Beresford (NOC) has volunteered to be the new Fixtures
Secretary – thank you Paul, I gather you are a true volunteer.
Financially we are in good shape. There was a proposal last year to reduce our bank balance and we have
throughout the year not tried to increase the balance but in fact to spend more than we have received but not to
reduce the balance too radically or too quickly – no doubt Viv will highlight this in her report.
Our Development Plan has been refined, improved and implemented by Ranald and looks to be standing the test
of time. I see it as a dynamic document which changes as things progress.
I am delighted that sufficient volunteers are now forthcoming to give us practically a full committee for the
coming year. Regrettably it is not filled by all four clubs in proportion, and so may not be truly representative,
but it is a much better situation than we found ourselves in last year. Thank you again to those who have so ably
“held the fort” for the last year and thank you to David Olivant for looking after Mapping, Hilary Palmer for
Coaching, Ursula Williamson for so ably running the League, Paul Murgatroyd for running the Urban League and
Richard Robinson (and all others involved with the Junior Squad) for Junior development and finally all club reps
who have turned out on cold, miserable winters' evenings to attend committee meetings.
Finally a thank you to Mike Godfree who has agreed to keep track of East Midlands trophies. Mike was keen to
volunteer for the task when I told him the alternative was to become EMOA Chairman.

5. Treasurer’s Report including membership numbers and presentation of accounts.
Copies of the Report were circulated via EMEWS 247 and at the meeting.
The Treasurer reported that Event Levy income had risen considerably due to large attendance at a number of
events. This did not include the British Sprint or Middle events as these are outside the levy model.

In terms of membership, the unit figures have held up, but the number of members has fallen, probably due to the
new membership structure from British Orienteering. The Community O figures should all have been zero on the
Income sheet.
There had been no sales of Junior Clothing as in previous years. It was believed this was because this normally
took place when the Junior Squad went to the Inter-Regionals, and due to the dates this year there had not been a
Junior Inter-Regional in the accounting year. It is possible there will be two in the next accounting year..
Discussion took place on whether the Community O figures should be brought in to the Accounts for consistency.
It was pointed out that this would allow the figures to balance.
The Chair, Financial secretary and Robert Parkinson are 3 signatories on the bank accounts.
The Independent Financial Examiner had confirmed that the Income and Expenditure Report and the Balance
Sheet were a true and fair statement of the finances of EMOA. Andy Lucas was thanked for undertaking this
task.
6. Approval of Balance Sheet and Income and Expenditure Statement
Subject to the change being made to reflect the Community-O figures, the balance sheet was approved by the
meeting. This was proposed by Mike Gardner and seconded by John Hurley.
7. Election of Principal Officers John Woodall stated that a number of folk had worked to get a proposed committee in place for next year. He
asked the meeting if anyone else had any nominations for the key posts. As no-one had any other nominees John
proposed the following people should be elected to be the Principal Officers

The Principal Officers were elected unanimously.
Ranald stated that he only wanted to stand for one year and John had taken on the role of Vice-Chairman on the
proviso that he would not be expected to move in to the Chairman role. Chris is going to be fairly busy in his role
co-ordinating the JK for the start of the year, so Viv would assist with some of the administration in the role in the
interim.
8. Election of Other Officers
The only other officers on the committee in the new constitution are the club reps. These are elected by the clubs.

10. Budget projections
The Treasurer presented a project 3 year budget that was circulated with EMEWS and copies circulated in the
meeting. This showed a progressive loss to use the surplus currently in budget.
11. Fixing of Charges. It was proposed in the budget to leave all the membership fees and event levies as they were from the previous
year.
Senior membership fee is £2
Junior membership fee is £1.
Associate membership fee is £10
Club membership fee is £15.
Event levies: 40p per adult and 10p per junior with the first £25 being exempt.

The proposed fees were accepted unanimously.
12. Plans for the coming year.
Ranald Macdonald stated that the key to EMOA was delivering development to the region and so the first
meeting would concentrate on reviewing the development plan.
There were already a number of planned activities such as the Mapping Course, Dave Olivant gave an update on
this. It is planned to take place at the end of September, beginning of October and is already over-subscribed. We
may even want to run the course again shortly.
Ranald stated that there were plans to run the Development Day again, though probably will be early in New
Year rather than December and will cover Controllers, Organisers, Planners, Event Safety and Coach Update
sessions.
It is also hoped to run the Controllers / Planners conference again as those who attended the last session had
enjoyed the session, especially the course planning session run by John Duckworth. We may do a similar session
based on the JK.
Hilary Palmer stated she was looking at delivering a new form of coach training as often folk found the 3-day
course difficult to attend. The idea would be to run a course for level 1 coaches to assist them to provide linked
series of coaching sessions. It may then be possible to run another top up session(s) so that folk build up their
skills to level 2 rather than having to do all in one go.
Ranald reported that on a similar basis he had run a Controllers course for NOC, rather than as one intensive
session, but as a session at an event in Harlow woods, a set of pre-defined reading and an evening session to go
through the requirements, procedures and practices. Breaking things down to smaller sessions can work.
13. Any Other Business
Paul Murgatroyd asked the clubs where they were going to use for the Urban League next year. Reps from the
clubs identified their planned events for next year.
Chris Phillips reported that the organization for JK Day 3 for 2014 is going well. East Midlands is expected to run
this and so he will be in touch with the clubs shortly about what will be required. There will be some incentives
for folk to volunteer.
There being no further business the Chairman thanked all present for their attendance at the 2013 AGM and declared the
meeting closed at 20.30.

the first 5 of these have taken place and are included in the League tables below. As usual it is
the top 8 scores will count. The following events have taken place and the codes are used in the
tables.

East Midlands Urban League 2014
Following on from the success of the East Midlands Urban League last year, we will continue,
and hopefully expand, the League this year. The following are the

National Forest Report
We met today which was in part the launch of the next 10 year strategy. As you can imagine it
is a period of change and things will be done differently in future.
The crux is of course funding - They are working to an assumption that over this period their
£3M grant in aid will reduce progressively to £2M. By becoming more commercial and securing
sponsorship and small focused grants they hope to bridge the Gap and still have the same total
to work with.
They are also going to change their focus – they will still be encouraging new planting but no
longer chasing volume and numbers. They may fund as much as 150ha per year but will be
selective as to quality and location. They wish to see smaller disparate blocks joined together
and links creating footpaths to give access between blocks. As a rough guide they wish to
increase cover and connectivity along a corridor about 5 miles wide following the route of the
new National Forest Long Distance trail. This will not be to the exclusion of good projects
outside that belt but these will get priority. The trail, the National Forest Way was opened
officially on May 17th and is 75 miles long from Alrewas to Beacon Hill.
The tree cover in the NF has gone from 6% to 20% and they hope for 24% over the next 10
years.
They are still getting substantial funding largely by the results of a review and consultation
carried our recently which showed strong local support and evidence that the visitors are now
bringing £300M into the local economy.
They are trying to bring more sports into the forest and are interested in a triathlon if any
member is involved in such pursuits and wishes to be put in touch.
From the point of view of Orienteering they still want to promote the use and enjoyment of the
Forest so grants may be available for POCs etc but the days of major new blocks of woodland
being created suitable for our purposes seems behind us. There are two in Leicestershire which
are well advanced but will take some years to mature into good areas but one is being mapped
and will be tried this year in a closed event.
The big plus is that there are a number of interesting small areas we don’t use and if these can
be linked together they may become suitable venues. The problem with a lot of these is
however the lack of car parking of any size.
The NFC is going to have to be more flexible in its approaches and seek funding from numerous
sources, many of which will not support organisations funding by government or local
authorities. To this end they are to seek Charitable status to give them some independ3nce but
that will not happen until they can agree some form of grant system so that government can
still give support albeit that it would have to be targeted and ring-fenced rather than a block
grant. There are no plans at present to merge this new charity with the existing National
Forest Trust which own some land in the Forest but that is a long term aspiration.
