Many of the children served by CASA

live outside of our peripheral vision.

Abused, neglected, or even abandoned

children may live down the street or around

the corner, but their situations can be difficult

for us to recognize. These are children that

many in society would rather not “see.”

The children whose situations are most dire

typically come to the attention of authorities. When that happens,

our local Departments of Social Services keep busy providing

services to many of these children and their families and seeking

court protection for children when necessary.

It is here that CASA enters the picture, where we help to fill a need

in the child welfare system by providing screened and trained

Court Appointed Special Advocates to act solely on behalf of

maltreated children. Each CASA volunteer, as an officer of the

court, is required to bring crucial information to the judge about

what is in their appointed child's best interest. Because CASA

volunteers are usually assigned to only one case, they have time

to really get to know and learn much about their appointed child,

and they have time to assess the child's situation.

Several years ago Dorchester County Circuit Court Judge Brett

Wilson stated, “I have found CASA to be an immensely positive

and effective addition to the processing of child neglect and

abuse cases in Dorchester County. Although the trial table at a

Child in Need of Assistance hearing is crowded with social workers,

parents, and attorneys representing the Department of Social

Services, the child, and the child’s parents, none of those are as

uniquely qualified to see that the child’s interests are brought to

the fore as the Court Appointed Special Advocate.”

Studies reveal that children with CASA volunteers have their needs

identified more quickly than children without CASAs, and that

services to meet those needs are provided sooner.

Children with CASA volunteers achieve permanence more

often, perform better academically, and are less likely to

re-enter the child welfare system due to victimization than

those foster children without CASA volunteers.

Local children have told our judges and magistrates that their

CASA volunteers know them best. Our courts rely on our volunteers

for their in-depth knowledge and assessments about children, and

these same children rely on CASA volunteers to give voice to their

needs, wishes, and futures.

Our focus at CASA of the Mid-Shore is on making a positive

difference for one child at a time, centering on hope and

unrealized potential. Notwithstanding the increasingly horrendous

daily news that seems to greet us many mornings, our work at

CASA proves that we have the capacity to improve our world.

That goal sounds lofty in light of substantial global and national

problems, but that’s just the point. While we may not be able to

change world issues, we absolutely have the capacity to make a

difference in our own communities. What better way to positively

impact the future than to empower the life of a child? It is this

belief — that we can make a difference — that continues to serve

as the foundation of our local CASA program.

Incredible local support, both human and financial, coupled with

the fact that there are children throughout the Shore who need

us, enables us to spread this belief throughout the four counties

that we now serve. In Fiscal Year 2016, that support translated into

72 skilled CASA volunteers serving 69 children in Talbot, Dorchester,

Queen Anne’s, and Kent Counties. Their work, supported by a

strong professional staff, a phenomenal IT volunteer, and an

involved Board, gives an important message to society’s oft-

forgotten children.

And the message? “We are here for you.”

Who are the children served by CASA?

We are appointed to speak up for children whose lives have been

difficult. Abused, neglected, or abandoned and often removed

from the only home they know, these children need someone to

advocate for their needs, safety, and permanence. They need

someone who has the time and interest to get to know them and

learn about their fears and wishes. These one-on-one relationships

tell the children that their lives matter— an important message for

them to hear.

Every day we see the benefits of how a CASA volunteer can make

a difference. We can’t show you pictures of the children we serve,

because we are honor-bound to confidentiality laws that protect

their privacy. We can, however, share statistics and demographics.

The chart below provides a snapshot of the ages, gender, and

racial identity of the Talbot, Dorchester, Queen Anne’s, and Kent

County children served by CASA in Fiscal Year 2016.

How does one become a CASA volunteer?

We receive many inquiries from people

wanting to help neglected or abused

children. We are amazed and humbled

by the Mid-Shore’s outpouring of interest

and concern. We gratefully respond

to every call, where we explain the level of commitment and

involvement expected from our volunteer Court Appointed

Special Advocates.

A CASA volunteer is an extraordinary person. Part listener and

mentor, the volunteer is always first and foremost a child advocate.

Through conversation and formal interviews, we hope to determine

if CASA is a good fit for each applicant and vice versa.

While our volunteers are unpaid, their work is in every sense

a job and carries with it life-changing responsibility and a deep,

personal investment.

What does a CASA volunteer do?

Once a CASA volunteer is assigned

a case — a child who needs court

protection due to maltreatment—

he/she meets with a case worker to

become familiar with the child’s

circumstances and family history. The

CASA volunteer then meets the child,

usually in a supervised location; the

courthouse, their foster home, or wherever the child feels comfort-

able. Unlike mentor-specific programs, a CASA volunteer’s role is

not to provide social outings, entertainment or gifts. As a court-

appointed advocate, a CASA is charged with learning about a

child’s circumstances, making assessments about their situation,

and then making recommendations to the court.

Judges in all the counties we serve (Talbot, Dorchester, Queen

Anne’s and Kent) tell us the same thing. They rely deeply on CASA

volunteers for a compassionate, unbiased analysis. They trust that

the CASA volunteer is not looking for a cause, but a solution. They

know we are all here for the child.

CASA volunteers are a solid, steady group. Some volunteers

remain with us for one case, while many others accept second,

third, and even fourth cases. Once a candidate completes

Pre-service Training and is sworn in as a CASA volunteer, they join

the ranks of fellow CASA volunteers in the program. They accept

assignment to a child’s case when they are matched to a child

in need and participate in continuing education throughout

the year.

Every year we train more volunteers to become Court Appointed

Special Advocates. We offer our volunteers ongoing opportunities

to increase their understanding of issues affecting the courts and

children in crisis. We offer a studied, informed assessment of a

child’s circumstances to help the courts determine the best

course of action. We are here for the child.
