After a DAE survey through the partners, the 2nd Focus Event was held to verify and refined the findings on the DAE and make Policy recommendations , it was co-organised with ClusMed. 18 invited experts and 10 project partners were present.

The MED Region and the Neighbourhood policy

For the South Med countries this workshop is a forum to highlight their strategic research priorities/ interest/ industrial capacities/ market potential in the ICT sector as a tool for sustainable economic development aiming at helping the EU policy on future programme development towards the South MED countries in the frame of this year’s revision of the Neighbourhood Policy.

The Way Forward

ICT is generally recognised as a key enabling technology, in particular with respect to the rapidly developing Digital Economy, ICT is the key area. Organisations like EMERG or the UfM stress this fact! UfM agreed on 30/9/14 to establish a "Euro-Mediterranean Digital Economy and Internet Access Expert Working Group" So there is no reason for not creating targeted calls in the ICT work programme for the MPC!

The Way Forward - Recommendations

1.  Specific IA or RIA for the MPC, like the Innovation Actions in “ICT-39-2016-2017: International partnership building in low and middle income countries” (sub-Saharan Africa and ASEAN countries)

2.  Create a specific CSA for awareness and training call for the MSCA Actions targeted to the MPC: (i) to explain the MSCA to the R&I actors and train them on proposal development, (ii) to provide a ‘pre-evaluation’ services.

The Way Forward - Recommendations

3.  Set up a specific MPC-focused MSCA sub-programme on IF in both directions; shorter visiting period of 12 month and without an re-integration phase.

4.  The best for each of the MPC is to get the status of an Associated Country. Tunisia is now the first Arab country to be associated to H2020! This status is not a guarantee for quick success, but it is essential for building up a solid partnership status.
